New CAO and operations director promoted from within Holiday garbage collection JOANNE LAYH
Two recent retirements have led to some staff changes at the District of Peachland. After 13 years of service, the district’s chief administrative office (CAO) Elsie Lemke retired in November. Lemke is replaced by Joe Mitchell, who has served as the municipality’s director of operations for the past seven years. Originally hailing from Summerland, Mitchell’s employment with the district goes back to the 90s, when he was a lifeguard here for 10 summers. Mitchell later left the Okanagan to attend BCIT and then UBC, where he received a degree in civil engineering. From there, Mitchell worked in engineering consulting for four or five years before going into project management with a road contractor. Then in 2012 Mitchell accepted the position of director of operations at the District of Peachland, where he remained until his recent promotion to CAO. Mitchell has been working with Lemke for the past couple of years to transition into the position. “We have a really good organization here,” Mitchell told the View,

Curbside waste collection in the regional district will be affected during the Christmas holiday period. Garbage and recycling will not be collected on Christmas Day, Wednesday, December 25, or New Year’s Day, Wednesday, January 1. As a result, during the last week of December and the first week of January curbside pick-up will move ahead one day for those with regular collection on Wednesday, Thursday and Friday. During these weeks only, residents who normally have collection on Wednesday should put their carts at the curb on Thursday. Thursday collection will move to Friday, and Friday collection will take place on Saturday. The weekday collection schedule returns to normal on Monday, January 6. The Westside Residential Waste Disposal and Recycling Centre on Asquith Road in West Kelowna will be open as usual Friday to Monday, 7:30 a.m. – 3:50 p.m., except for the stat holidays. Municipal staff present 2020 capital budget requests to council JOANNE LAYH Peachland council began their 2020 budget deliberations last Tuesday with operations, community services, fire and rescue and financial services department leaders presenting their 2020 capital requests for council consideration. Of the $1,797,244 capital requests, only $282,300 would be funded from general taxation. The requests below do not include general capital carry forward from 2019, much of which is represented by developer funded projects in the Ponderosa area. The following requests were made to council for consideration as they deliberate the 2020 budget in the months ahead:
OPERATIONS
• Road rehabilitation program - $200,000 (grant); • Thorne Road paving - $350,000 (borrowing); • Stormwater infrastructure improvements - $120,000 (grant); • Fleet vehicle - $40,000 (taxation); and • Electric utility vehicle - $28,000 (non-DCC reserve). Coun. Patrick Van Minsel suggested instead of Thorne Road paving money might be better spent on washrooms on 13th Street.

• Waterfront foreshore - $150,000 (taxation); • Ball diamond safety fencing - $100,000 (grant); • Sanderson Park fenced dog park - $440,000 (grant); • Heritage Park southern extension (former Duck and Pug site) - $80,000 (grant); and • Heritage Park spray park phase one - $153,500 (grant). Director of community services Cheryl Wiebe said during the process of developing the parks plan they conducted numerous public outreaches and conversations with the public to ensure the plans reflect the needs of the community. When discussing the parks plan earlier in the meeting, Wiebe said 49 per cent of those surveyed rated the spray park as an important amenity and 21 per cent ranked it as very important. “When we went back to the public on these plans there was overall support for the Cousins Park and Sanderson Park plans. There continued to be some discrepancy over Heritage Park and the revisions before you today reflect those opinions that we received,” Wiebe said. Among the concerns about the Heritage Park plan that were addressed were that it preserve more green space, keep the splash park and washroom components at the south end of the park and make a criss cross connectivity. “Keeping more grass in Heritage makes sense,” Coun. Pam Cunningham said. “There is nothing about this I object to.” Coun. Mike Kent said investing in our parks is an essential public service. “Parks are vitally important in establishing and maintaining a community connection for youth and family so a good parks plan is essential in moving forward,” Kent said. “They learn to bond with their parents and make friends outside in a day and age where we’re seeing an increase in screen time and having kids be absorbed in social media. We have to, as a community, provide opportunities that they can get outside and do recreation.” Coun. Keith Fielding said he was initially somewhat skeptical about the spray park proposal but has since changed his mind and become supportive of it. “I didn’t realize the degree of community support for this...It fits with the concept of paying attention to the needs of children and youth in the community so I am also convinced by Councillor Kent’s passion for the subject too that this is the right thing

Mayor Cindy Fortin said while sidewalks and other things are important, the municipality also can’t stop doing things for families. When campaigning for office, Mayor Fortin said the feedback she received about the proposed spray park is “People are just so thrilled to hear this is going to come”.

In 2014/2015 the district created conceptual drawings for a replacement fire hall for land already acquired at the corner of 13th Street and San Clemente Crescent. The proposed $55,000 in the 2020 budget would be used to hire a firm to conduct a programming and needs analysis including an existing site assessment. In his budget briefing to council, fire chief Dennis Craig said a programming and needs analysis will provide an assessment of the existing fire hall functioning spaces and make recommendations on the special needs foreseen for the present and the future. “I think this is one of those things that we need to steadily forge ahead on,” Coun. Mike Kent said. “A new fire hall is going to be much needed. The proposed location is a gateway location into our community so it will be very recognizable and prominent within the community but also allows us to free up some valuable community land in a high value location where the current fire hall is today.” Coun. Cunningham said the existing fire hall is really cramped. “The fire hall is something we really need as you can’t even open the doors of trucks in the bay, you have to pull them out,” Coun. Cunningham said. Coun. Fielding offered his support and said the existing fire hall location will create opportunities for downtown revitalization. Craig said he hopes a new fire hall can be built before it is time to make a major truck purchase in about 15 years, as the size of the hall will inform what type of equipment they can accommodate.

JOANNE LAYH If you looked at the top left hand section of this page, you may have noticed something new this week - that’s because we’ve added a weekly online poll to our editorial page. I recently had the opportunity to fill in for a vacationing editor at one of our sister publications so I spent a few weeks in Jasper at the Fitzhugh newspaper, which is where I borrowed the idea from. They get a lot of engagement with their online polls and I hope this is something that will catch on in Peachland as well. While letters to the editor can be a good way to gauge public opinion, usually people only write to their local newspaper when they feel strongly about something. That leaves out a huge section of the population who probably have opinions about what’s happening in their community, but for whatever reason don’t feel the need to have those opinions publicized. That’s where I’m hoping our online poll might come in. This week’s question asks: if Peachland had direct bus service to Penticton would you use it? I’m sure transit operators have ways of calculating how much participation they can expect from the public, but I expect a lot of citizens would be interested to know how other people get around and what sort of demand there is in the community for improved public transportation. Our poll is posted on the Peachland View’s Facebook page and has only been up for a couple of days, but as of press time, almost 200 of you have voted. If you’d like to share your opinion with us, I’d encourage you to go online and vote each week. If you vote in our poll, we won’t share your name unless you leave a comment. If you’d rather not vote in our poll, that’s okay too. There’s another way to engage with your community that not everyone knows about - the Good Neighbour Award. This week Tim Stubbert was the first recipient of the award. Those of you who know Tim know there are few citizens in town more deserving. Congrats, Tim! I hope some of you will be inspired to nominate a deserving neighbour for this award. I understand the municipality will consider a citizen for the Good Neighbour Award once each quarter and I look forward to sharing the news with the community when this award is bestowed on another good citizen.

Council gets first look at civic grant applications
As 2020 budget deliberations get underway, Peachland council took a first look at next year’s civic grant applications up for consideration. Local community groups submitted the following civic grant applications for council consideration: • Peachland Citizens’ Patrol - $2,400; • Peachland Community Policing Office - $1,750; • Peachland Historical Society - $16,000; • Peachland Ambassador Society - $8,000; • Peachland Community Arts Council - $15,000; • Peachland Wellness Centre - $15,000; • Brain Trust Canada Association - $1,000; • Peachland Wellness

Peachland Art Gallery reveals its lineup of 2020 exhibitions

PEACHLAND ART GALLERY The Peachland Art Gallery is currently showcasing the fifth annual Artists of the Okanagan, an amazing display of local talent that has become increasingly more popular each year. We had over 1,500 visitors last year. There are 42 artists presenting over 90 works in a variety of mediums including wood carvings, fibre art, acrylics, oils, mixed media, embroidery, fine art photography, single line drawings/ink on paper, clay masks, watercolour, glass and resin, porcelain platters, pastel and fused glass sculptures. We have had so many positive comments about this exhibition that I urge you to take it in, if you haven’t already. Be sure to include your holiday guests – our gallery has a reputation of being one of, if not the finest gallery in the Okanagan and I know you will be proud to show it to your Christmas company. The exhibition runs Tuesday to Saturday from 9 a.m. – 4 p.m. and Sundays from 10 a.m. – 4 p.m. The exhibition closes on Sunday, December 22. In conjunction with the exhibition we have set up an Artisan Market featuring 12 artists.

We will be exhibiting nine shows: • We begin the year with the fifth annual Captured Images, the largest and longest running fine art photography exhibition in the Okanagan, which opens Saturday, January 18; • Elements is a colourful response to our interaction with earth, air, fire and water presented by two prolific Okanagan artists, Daniel A. Dearborn, an acrylic landscape artist and Nancy Dearborn, a fused glass artist; • Inner Rainforest is presented by watercolour artist Shelley L. Ross, in conjunction with acrylic artist Kelly Corbett’s “Aqueous” featuring realistic paintings of British Columbia, with an emphasis on both the Okanagan and West Coast; • Seventh annual Oasis Exhibition – Federation of Canadian Artists Central Okanagan chapter; • Artists in Studio featuring new local artists weekly, working and displaying in the gallery in conjunction with Form and Fibre, a mixed media presentation of local artists; • Bohemian Muse will feature four artists, Carney Oudendag, Elaine Hatch, Allanah Weston and Lisa Hewitt, to embrace select notions of bohemia. The off beat, the far out, along with lush colours, patterns, textures and objects are explored in these mixed media works; • 20/20 Vision is based on 57 personal interpretations of the concept of 20/20 vision in light of the Fibre Art Network celebrating 20 years as a cooperative of fibre artists based in Western Canada. • Coming to the gallery next November is a travelling exhibition, Project Heroes: The Faces & Stories of Sacrifice. This exhibit reveals the Canadian soldiers who died in Afghanistan as much more than soldiers: Buddhist, joker, cat lover, childhood protector on the playground, musi¬cian and fitness buff. It gives insight to the many lives touched by war - the soldiers’ families, the wounded in body and spirit, and the Afghan people. The exhibit is haunting and uplifting at the same time. Visitors are reminded of the profound impact of war, the incredible spirit of those who were lost to it and discover the touching thread that is revealed through the soldiers’ stories; and • Artists of the Okanagan will return for its sixth year, featuring local artists displaying works representing a variety of mediums. Westside Transfer Station to increase garbage tipping fees for 2020 Garbage tipping fees will cost slightly more in the new year at the Westside Residential Waste Disposal Centre on Asquith Road in West Kelowna. New tipping fees will take effect January 1, 2020. The bump in fees is the final increase of three increases approved by the regional board in April 2018 to cover additional annual disposal expenses and tipping fee increases at the City of Kelowna’s Glenmore Landfill. The transfer facility serves residents in West Kelowna, Peachland, Westbank First Nation reserves and the Central Okanagan West Electoral Area. On the upside, starting January 2020, fridges, freezers and other units with refrigerant such as portable and window A/C units will go from a $10 charge to being accepted free of charge. Drywall is no longer accepted at the Westside Transfer Station and should be taken to the Glenmore Landfill for proper disposal (disposal fees apply). Jan. 1 load increases are as follows: • Bag of garbage - from $4 to $4.50; • Garbage (medium) from vehicle or utility trailer with a hauling bed capacity up to 4’x8’ - from $16 to $18; • Garbage (large) from vehicles with a hauling bed capacity over 4’x8’ or a loaded vehicle and single axle trailer with a hauling bed capacity of up to 4’x8’ – from $45 to $50; • Garbage (extra large) from a tandem axle trailer – from $75 to $80; and • Ozone Depleting Substance (ODS) containing appliance (fridges, freezers, water coolers, portable A/C units) – from $10 each to free of charge. W. Brian Whitehead passed away peacefully at Kelowna General Hospital on November 30, 2019 at the age of 81. He is survived by his loving wife of 47 years, Leona J. Whitehead; children Rhonda Poullos, Ed (Cortney) Simpson, Corinne (Steve) Bjornson, Carol Morrison and Kevin Whitehead; 9 grandchildren and 5 great grandchildren. He is also survived by his sister Gail (Al) Melville and brother Gord (Marilyn) Whitehead. He was predeceased by his parents William and Marion Whitehead. Brian was born in Winnipeg, Manitoba. His career was as a Sales Manager in the packaging industry in Manitoba, Alberta and B.C. He retired in the Okanagan Valley. He loved golfing and was an avid member of the Ponderosa Golf and Country Club in Peachland. Brian also enjoyed his annual hunting and fishing trips over the years. An informal Celebration of his Life will be held at Rhonda’s home at #104-4460 Ponderosa Drive on Friday, December 13, 2019 from 2:00 - 4:00 pm.
