MUNICIPAL OFFICE CLOSURES Please note that the District of Peachland Municipal Office and Fire Department Office located at 5806 Beach Avenue, and the Recreation Department Office located at 4450 6th Street, will be closed for the holidays from Wednesday, December 25th, 2019 to st Wednesday, January 1 , 2020. Grace period for illegal suites ends Dec. 31 JOANNE LAYH If you have an illegal secondary suite or garden suite, the grace period to register it and bring it into compliance comes to an end on Dec. 31. Beginning next year, homeowners with non-compliant suites could face fines if municipal staff enforce Peachland’s bylaws to their full extent. Back in December 2016, Peachland council approved the Secondary Suite and Garden Policy that allows for the licensing of existing and new suites to help promote safe, affordable housing opportunities within Peachland.

The policy included a grace period regarding registration costs and enforcement action that Peachland council extended to December 31, 2019, allowing residents three years to make their suites compliant. The intention of the last extension was that it was hoped with additional communication more owners of existing suites would feel encouraged to submit applications to register their suites with the district. According to director of planning and development services Darin Schaal, since the policy came into effect to present, 59 property owners have applied to register a suite with the district. To date, 22 properties have successfully completed the registration process and five have withdrawn their applications. In his report to council, Schaal said BC Assessment data, as well as visual and anecdotal evidence suggest that there are many more existing unlicensed suites within the district. BC Assessment is reporting 118 properties with an actual use code of “32 – Residential with a suite”. Shaal said an increased communication program was conducted during 2019 in an effort to notify the

Staff updated the suite related web pages on the district’s website, placed notices in the quarterly newsletter that is sent to property owners with their utility bill and advertised it in the View. Still, uptake in the program has been slow. District council members discussed the end of the grace period at their last committee of the whole meeting and identified safety and insurability as major reasons for people to register their suites and make them compliant. “A lot of people here in Peachland use their suite as a vacation home, so there’s other issues at hand here,” Coun. Patrick Van Minsel said. “If you have an unlicensed suite and you use it as a vacation rental, there are some safety issues there, there’s insurance issues, there are fire issues . . . I think for the people, for their peace of mind, it is very important that they legalize their suites because insurance companies will deny a claim.” “We need to start doing enforcement for the sake of safety,” Coun. Mike Kent told his council colleagues. “We don’t want lives lost to fire or unsafe conditions, whatever it may be.” However, Kent went on to say a suggested $500 a day fine seems excessive. Schaal told council the bylaw would need some teeth but said applying the fines would be a last resort. “We don’t want to make it harder for the community,” Mayor Cindy Fortin said. “The whole idea of having a secondary suite and garden suite policy was to help legitimize them but also provide more accommodations for people to live in Peachland or to help maybe a young family has just bought a house and this will help subsidize their mortgage so we don’t want to discourage people, but safety is a huge issue.” Coun. Pam Cunningham said people have had three years to do their own investigation. “Are we going to start writing business plans for people next?” Cunning-
ham said. “When you put a suite in to generate a revenue, you think you’d look into all this stuff, right?” Coun. Van Minsel said you can only extend the grace period so many times. During the grace period no enforcement actions were taken under the existing policy. In his report to council, Schaal stated the when the grace period ends, the municipality may take enforcement actions in order to gain compliance but staff will take a reactionary approach to enforcement. The report states that reactionary enforcement could be triggered by the following circumstances: • A complaint is received from a community member regarding an unregistered suite; • A major safety concern is identified; • A property owner submits an application to register a suite but does not complete the process in a timely manner; • BC Assessment report identifies a property containing a suite and the property owner does not register the suite; • A real estate agent inquires about a suite and it is determined to not be registered and the property owner does not register it; • A property owner self declares the existence of a suite and does not register it; or • A suite must be decommissioned and the property owner fails to do so. Before enforcement can come into effect, additional bylaw amendments are required to update the suite licensing program. Meanwhile, if homeowners don’t wish to go through the process of making their suite compliant, the policy contains an option to decommission a non-compliant suite, which could involve removing kitchen appliances, electrical hookups or other elements that characterize a space as a suite. JOANNE LAYH Peachland’s skating rink opened to the public last week and judging by the skate marks, it is already getting good use. Peachland’s volunteer firefighters started flooding at the end of November, when they got a good base down during a cold snap. While parks staff clear away the snow during the day as time permits, the ice rink is pretty much maintained 100 per cent by volunteer hours. “Last year was our first year up at the Peachland Riding Club. It was a bit of a learning process last year getting used to the new area and new terrain, which has obviously showed this year,” Peachland fire chief Dennis Craig said. “We got it open much, much earlier and it looks really good.” Craig says what started off many years ago of just a couple of guys getting together and flooding Turner Sports Field is really a community amenity now. “Parks staff has put a lot of effort into making this a nice rink with boards and it is nicely lit. They put a lot of effort into making this rink happen every year. Shovelling is the worst part and they shovel with smiles on their faces every time,” Craig said. The skating rink is located at the Peach-
land Riding Club at the top of Princeton Avenue. The site has a port-a-potty, trash cans and a warming and change area shack. Volunteer firefighters created two sheets of ice with one large sheet that is all lit up for stick and puck use, as well as a smaller sheet off to the side that is primarily there for tiny tots learning to skate. “The only thing we ask residents to understand that we do go up to flood the rink at 9 p.m. every night, weather permitting. If you show up at quarter to nine, you may only get 15 minutes of use before we show up to flood it,” Craig said. “That’s just because it takes us two hours from the time we leave the hall until the time we get back, so it gets late for the volunteers who have to work the next day if we try to push up the flooding. I know it’s early to be closing it at night, but it’s the best we can do.” Residents are asked to consider bringing some shovels when they come to skate. “After a good day of skating there is a significant amount of snow build up. We have to shovel all of that snow off before we flood it so if it gets shovelled throughout the day it just makes it a lot easier for the volunteers flooding it,” Craig said. The skating rink will remain open until Mother Nature says otherwise.

Man grateful for local Christmas hamper My name is Andrew, Peachland is my hometown but I moved to Alberta when I was young. I came home over 10 years ago and worked at the Daily Courier for the majority of those years. Actually, I used to deliver your printed copies after shift to your office for a year. Unfortunately, l have been on disability and only working part time last couple of years. I moved to Kelowna in September and have been in need of help with food. The food bank in Kelowna requires three months residency so I submitted proof on the first of December. I was told today they are too busy and was asked to resubmit in January. I have been going to the Peachland Food Bank for a few years. Thanks to the community of Peachland and my hero Judy Bedford and volunteers, l am getting a Christmas hamper this year. I don’t know if it is worth telling but I want to share how grateful l am. Andrew Pottinger, Kelowna
Bailey had a good life and great vet care A heartfelt thank you to the community of Peachland and Dr. Oz and his staff at Rose Valley Veterinary Hospital. Firstly, I would like to thank the many residents of Peachland for welcoming my dog Bailey and I into this community last year. Bailey went almost everywhere with me. We were pretty much joined at the hip. Because Peachland is such a dog friendly community we were able to partake in a variety of volunteer and community activities together. She loved her (almost) daily walks by the lake, which included visiting at the Peachland 50+ Activity Centre, the Peachland Visitor Centre and the Peachland Wellness Centre. She was always welcome with her bed and water dish in tow. She loved being part of various activities, and even adorned rubber ducks and bat wings for BEEPS a few times. Sadly, On Saturday, December 14 just 10 days before her sweet 16 birthday, Bailey traded in her bat wings for angel wings. I will miss her deeply, but am so thankful that I was able to enjoy the time we had here together. I appreciate the dog friendly beaches, the water dishes at most of the local shops, the multitude of friendly passers-by along the walkway, the beautiful and peaceful scenery and the ability to be able to include Bailey on most of my ventures. This truly is a dog friendly community, and an example that other communities could learn from. Lastly, I would like to thank Dr. Oz and his staff at the Rose Valley Veterinary Hospital. In the past six weeks I have had to take in both my cat Amadeus and dog Bailey. On both instances the outcome was not what I had hoped for, but was prepared for due to their ages. Dr. Oz and his staff displayed both expertise and compassion in both situations to a degree that I cannot recall experiencing at other vets. Not only was care and attention given to my fur babies, but also to me, both at the office as well as afterwards, with follow-up phone calls. Thank you so very much. Heidi Slyngbom, Peachland

Community Christmas Dinner CHRISTINA MACMASTER PEACHLAND WELLNESS CENTRE
Christmas is the time for sharing and caring. The PWC annual Community Christmas Dinner preparations are well underway as PWC again hosts this annual event in partnership with the Royal Canadian Legion #69 and the 50+ Activity Centre. This Christmas dinner began in 2013 thanks to the generosity of a caring and warm-hearted couple. The Christmas dinner is offered to Peachland residents who would otherwise be spending Christmas day alone or who are not able to prepare a Christmas dinner for themselves because of health or financial constraints. If you are a Peachland resident or family and would like to join this festive event held at the 50+ Centre on December 25, free tickets are available at the Peachland Wellness Centre, Monday to Friday from 9 a.m. - 3 p.m. If you are not able to get your ticket in advance there will be a few available at the door. Don’t let not having a ticket stop you from joining the fun! Sharing with family and friends is one of the highlights for many during the holiday season, but not ev-
eryone has that opportunity. What are your traditions and things you do to celebrate the season? The Wellness Centre not only offers this celebration opportunity but shares and cares throughout the year - and 2019 was no exception. We met many new people accessing one or more of our programs or services. The staff and volunteers of PWC are well known for their caring; from the services such as the Better at Home (light housekeeping), Friendly Visitors, Transportation to the many fabulous program facilitators who bring you the Wellness Circle, Monday Morning Coffee and Coffee and Card programs. The PWC offers up to 30 programs and services so if you haven’t checked it out yet you may want to do that in the new year. Watch also for new and exciting things to come as we come back in January to offer what you may be looking for. This is also the time of year when people are considering their charitable donations. Just a reminder that the Peachland Wellness Centre is a registered charity in good standing and can issue you a charitable tax receipt. The holidays are a time of reflection and celebration. Placing an ornament on a Tree of Memories can help bring some peace to friends and family during this special time of year. Visitors can place an ornament on the tree between now and Friday, January 17, 2020, from 8 a.m. to 5 p.m. Ornaments will be removed by Public Works staff after January 11th. Those who wish to retrieve their ornaments can do so by contacting the Public Works Office at 250-767-2108 before January 31st, 2020. Any unclaimed ornaments may be donated for charitable use. Ministry of Transportation offers motorists safety tips for the holidays The Ministry of Transportation and Infrastructure (MOTI) is reminding motorists to use extra caution on B.C. highways when driving in the heavier traffic that comes with the holidays. In the coming weeks, many British Columbians will be travelling to visit friends and family. MOTI wants motorists to know it is important to plan ahead and drive according to the weather and road conditions. Drivers should be warned that while maintenance crews strive to keep routes as safe as possible, conditions can change quickly at this time of year. Winter tire regulations are in effect, and drivers are encouraged to get the best tires they can. People should ensure their vehicles have tires with the mountain/snowflake or mud and snow (M + S) symbol when travelling on designated routes. For extreme winter weather conditions, tires with the mountain/snowflake symbol provide the best traction and handling. Crashes can be prevented when motorists are prepared and drive to conditions. The ministry offers these tips for travelling in winter driving conditions: • Check the weather forecast. If necessary, choose alternative routes or postpone travel until conditions are more favourable; • Before you leave, check DriveBC.ca or @DriveBC on Twitter for current road con-
ditions; • More than 870 highway webcam views are available at over 450 locations throughout B.C.; • Wear comfortable clothing that does not restrict movement while driving. Bring warm clothing (winter boots, coat, gloves and hat) and a high visibility vest in case you need to get out of the vehicle; • Have an emergency plan. Ensure your vehicle is equipped with a full tank of fuel, a windshield scraper and snow brush, food and water, a first-aid kit and other emergency supplies; and • If you get stuck or stranded, do not panic. Stay with your vehicle for safety and warmth. If you have a mobile phone, call for roadside assistance. If there is an emergency, call 911. Heavy snowfall can increase the risk of avalanches in some areas, which can lead to temporary highway closures while ministry avalanche experts ensure conditions are safe for traffic to proceed. Robbie Robson passed away peacefully at Kelowna General Hospital on November 18, 2019 at the age of 92. He is survived by his loving wife of 44 years, Viola Robson; children Doug Robson, Dan Robson, Deb, and Andrew (Arlene) Simpson; and grandchildren Tony, Andrew WIlliam and Ashley. He is survived by his sisters Joan and Mary Jean. He was predeceased by his son Daryl Robson and brother Bruce Robson. Robbie was born in Essex County. Viola and Robbie married Dec 15, 1974. They travelled across Canada extensively working together creating promotions for photographers. Robbie and Viola retired in Peachland and enjoyed their time on the deck with ice cream and wine with friends and family while watching the lake and sunsets. Robbie attended the United Church in Peachland as a place of worship. Making wine was his favourite hobby. A graveside ceremony was held at the Peachland cemetary on Monday, November 25, 2019 followed by a luncheon for remeniscing for all that attended. He will be greatly missed!

For seniors, being alone can escalate feelings of isolation. As men and women age, their social circles may begin to shrink. The health resource Aging Care says 43 percent of seniors have a persistent sense of loneliness. For many, dating is helping them find renewed companionship, self-confidence and vigor. Despite the rush that one may feel when beginning a new relationship, it is important to put safety first. One of the key considerations is disease prevention. Statistics from the Centers for Disease Control and Prevention show that, between 2000 and 2008, there was a 45 percent increase in reported sexually transmitted diseases in Americans over the age of 40. Online dating may make seniors vulnerable to STDs. Furthermore, many STDs go unrecognized and thusly untreated in the senior community because they’re simply not expected. Education can help keep seniors safe. Doctors can inquire about sexual activity as they would with other age groups. Seniors themselves should always practice protected intimacy and get refresher courses on “safe sex” education.
