Water damage at seniors complex
Beach Avenue Medical Clinic closes its doors
Just weeks before the first residents were scheduled to gain occupancy, Peachland’s nearly completed new seniors complex experienced water damage on all floors after a kitchen faucet was left on for hours in an upper unit.
Beach Avenue Medical Clinic director announces retirement
Dr. Brinkerhoff announced he would be retiring at the end of March and raised concern in the community when people learned that if a new director wasn’t found, Beach Avenue Medical Clinic could close. The clinic’s four other physicians weren’t interested in pursuing the medical director position.
VantageOne the latest break in target
No new director was found to operate Beach Avenue Medical Clinic after the retirement of Dr. Brinkerhoff and the clinic shut its doors. Attempts at recruitment remain ongoing, but as 2019 was coming to an end, the clinic remained shut.

The Ray Kandola Heritage Pier opened to great fanfare in May. The pier in Heritage Park was the culmination of years of hard work by three different service groups – the Peachland Lions, Peachland Rotary and the Peachland Sportsmen’s Association. The entire project cost, in excess of $500,000, was raised entirely through fundraising and grants.
A garage fire at one Robinson Place home spread to the house and caused extensive damage. Two people and a family pet escaped. A second family pet wasn’t so fortunate.
Flames swept through the home at 3996 Desert Pines Avenue, leaving a family with young children homeless. Four family pets were lost in the fire: three cats and one rat. The cause of the fire was determined to be electrical.
FEBRUARY
Hardy Falls reopens
A series of rockslides just north of Summerland near Callan Road closed a portion of Highway 97. Numerous motorists attempting detour routes via back roads had to be rescued. A better detour route was later opened but the highway would stay shut for weeks, frustrating motorists.
Sunnyside Market break in
In the early hours of one February morning, Sunnyside Market was broken into. Alcohol, cigarettes and lottery tickets were stolen.

Mayor Cindy Fortin proposes rainbow crosswalk
Mayor Cindy Fortin suggested it is time for Peachland to get a rainbow sidewalk to demonstrate inclusivity. It would take several months of discussion and a report to explain the rationale before council would approve the crosswalk.
A resident’s truck was stolen his driveway and later used in a break in attempt at the VantageOne Credit Union ATM, which resulted in significant damage to the building. The attempt followed several break ins at other locations in the mall in prior months. Later in January, RCMP stepped up patrols after Gateway businesses Dragonfly and Amber Gallery and Bliss Bakery were targeted.
Rockslide shuts highway
Connector. Peachland council approved the project back in 2014 for 2,800 residential units and 250,000 square feet of commercial, retail and cultural development.
After a long closure due to damage caused by 2017 flood, the regional district completed the $175,000 repair job that included removing hazardous trees and replacing two bridges. After being shut for about two years, the park finally reopened to the public.
JUNE Arts council awarded visitor centre contract
The Peachland Chamber of Commerce lost their bid to continue operating the visitor centre and instead the contract was awarded to the Peachland Community Arts Council, who will take over next March. The chamber had operated the centre since 1999.
JULY New Monaco granted highway access
A second home on Desert Pines this year went up in flames. Everyone got out safe, but there was significant damage to the house. The fire was believed to have spread into the home from the deck area.
AUGUST MOTI present Highway 97 options
The Ministry of Transportation and Infrastructure (MOTI) released the results of Phase 1 of the Peachland Transportation Study, in which they have narrowed down the possibilities of route options through Peachland to two “alternate route” possibilities and one four-laning option. The fact that no bypass options were included displeased many in the community. MOTI said they would return to Peachland in the fall for a public consultation open house event but meetings with council were arranged and then subsequently postponed.
District asks Minister of Forests for pause in operations
Peachland council sent a letter to the Minister of Forests asking for a “pause” in logging operations in the municipality’s watersheds until a complete watershed assessment has been conducted and a stakeholder engagement plan for future logging activities is in place.
PCAC volunteers repaint Rotary mural
Peachland Community Arts Council volunteers spent many hours restoring the Rotary Historic Mural, which was originally commissioned by the Peachland Rotary Club in 1999. But happy faces would turn into sad faces later in the year (see October and November).
Mount Miller wildfire comes close
The Mount Miller wildfire was located approximately 9 km north of where Highway 97 intersects with the Highway 97C and about 3 km north of the Connector. BC Wildfire Service had it under control with 30 Wildfire Service personnel responding in addition to air support.
After years of negotiations with the province, the proposed New Monaco development was granted highway access off the Connector from the Ministry of Transportation and Infrastructure. The New Monaco development site is located between Highway 97 and the

Firefighters were called to Desert Pines again in August. This time the quick actions of neighbours with garden hoses prevented a hedge fire from reaching a nearby home. Four Peachlanders were left without a place to live following a house fire that caused substantial damage to a Smith Way home. Four occupants got out safe but one pet remained unaccounted for.

After five years in Peachland’s Historic Schoolhouse, the Peachland Chamber of Commerce is moving south. The new chamber home will be five blocks from its current location at the schoolhouse, relocating to 5878 Beach Ave. The move is slated for spring.

The inaugural Vintage and Collectible Motorcycle Show was a success, with bikes and collectors entertaining many with their restored machines and stories.

Tim Stubbert was the first recipient of Peachland’s Good Neighbour Award, ending 2019 on a positive note. May we have more good neighbours in 2020.
Brent Road home burns down
The seventh house fire of the year happened on Brent Road. Peachland Fire and Rescue had a full response to the structure fire, but the flames were through the roof when they arrived and the home was a complete loss.

Rotary mural vandalized
Members of the Peachland Community Arts Council were devastated to see the downtown Rotary mural defaced by dozens of marks made with black spray paint.

Reflections on 2019 JOANNE LAYH As 2019 comes to a close, many of us will look back and reflect upon the events of the last 12 months in our personal lives, as well as the world around us. Last year at this time I was still living in Edmonton. As some of you know, I left the Peachland View for about four and a half years to work at what was then our sister publication, VUE Weekly. Alas, these aren’t easy times for the print industry and at the end of November VUE published its last issue. By the end of the year, all of twhe staff had moved on. I stayed to liquidate the assets and transition some of our more successful publications to their new home. It was a bit of a sad time and I wasn’t sure if it was a good idea at my age to remain in an industry that is facing many challenges. But after some soul searching, I decided this industry is where I belong and in fact, back in Peachland is where I belong. I’d like to say thank you to the community for being so welcoming when I first arrived here a decade ago and for inviting me back this year as though I’d never been away. This is a truly amazing community to work in and I’m grateful for the opportunity to be here. As I worked on the year in review for this issue, it reminded me of what a great place this is. Years of hard work and cooperation paid off and Peachland finally has a seniors complex so retirement living doesn’t have to mean exodus anymore, at least not for everyone. The community proved it is resilient, even in response to uncontrollable events like flooding. Yes, areas along the beach were damaged and bridges destroyed a couple years ago, but shoreline work is gradually restoring what was lost, and a park that was closed due to damage is open to the public again. All around us there are people volunteering and hosting events and doing a variety of good deeds unseen to help make their community a better place. I wish you all a happy new year and hope 2020 is even better.

Resident says rainbow crosswalk is just the right thing to do Recently we have read in the Peachland View differing opinions about whether or not to have a rainbow crosswalk in Peachland. I attended the council meeting when Peter made his presentation so I heard the questions and comments directed to Peter. I was puzzled about why the proposal for a rainbow crosswalk was even causing debate. Why would having a symbol of acceptance and diversity be cause for debate? If we believe Peachland is an accepting community then having a rainbow crosswalk puts our words into action - doesn’t it? What is there to question - isn’t it the right thing to do? One “issue” raised was that a rainbow crosswalk only represents the LGBTQ+ community rather than inclusivity of all people. In my mind it’s a good message both ways. It’s another way to affirm your community values. However, if someone does not support a rainbow crosswalk because it is representative of only LGBTQ+ persons then I wonder if the “issue” is about non acceptance of LGBTQ+ people. And if so, then it may be good to have an honest discussion about that rather than debating the meaning of a rainbow crosswalk.
I wish we didn’t have to put signs up reminding people to be respectful of each other. But, unfortunately, we do have to put up signs. We see anti-bullying signs everywhere - schools, public spaces and parks to name a few. We use signs to assure all people that they should feel safe in that space because safety is not guaranteed for all people. That is why laws have been written to address discrimination - to protect people. I happen to be a person who has not faced discrimination because of my skin colour, sexuality, religion, etc. It’s possible I have been joked about because of my age or gender but my life was not seriously affected by that. So, when someone is describing discrimination that he/she has faced I should not question it because it is not my experience it is their experience. I should listen, believe and support any effort to make this person’s life better. If a rainbow crosswalk symbolizes treating people respectfully then I need to support that, not question it. Peter has been willing to come forward and tell his story publicly and because of who he has chosen for a partner we know he is judged as a person
Peachlands watersheds: provincial land, but municipal responsibility, resident suggests The Forest Practices Board (FPB) met with the Peachland Water Protection Alliance (PWPA) in Peachland on December 13, 2019. The FPB was represented by its chair, Kevin Kriese. The FPB is an administrative tribunal created by the Provincial Government to act as an independent watchdog for sound forest practices. In August of 2017, the PWPA filed a complaint with the FPB critical of certain forest practices in Peachland’s watersheds. The FPB, after a limited investigation, replied to the PWPA’s complaint in September of this year. The fundamental and most important finding under the FPB report is as follows: “There are many developments and activities in these watersheds, in addition to forestry, that can impact the water resource and it was not possible to differentiate between forestry and non-forestry impacts”. In other words, the FPB was unable to assign responsibility. However, the FPB went on to report that Peachland’s water issues could be handled by water treatment. As a taxpayer in Peachland, that is cold comfort. The cost of Peachland’s new water plant project is approximately $27 million and it appears it is facing significant cost overruns. Furthermore, the ongoing costs of the
operation and maintenance of the new water plant are unknown. Finally, the new water plant may be rendered obsolete in the coming years if it requires upgrading or replacement. The taxpayers of Peachland are innocent bystanders. They are not the polluters. In my opinion, the polluters need to be scientifically identified and they need to be held accountable. They should pay their fair share for the provision of safe drinking water for the taxpayers of Peachland. Although the FBP could not find that the forest practices in the Peachland watersheds were culpable, at the same, the FPB could find that such practices were not culpable. What is needed then, according to the FPB, is scientific data that will determine to what extent, if any, forest practices in the Peachland watershed are responsible for the at-risk Peachland drinking water. It is not up to the Provincial Government or any administrative tribunal to provide the necessary scientific data. In my view, that is up to the Peachland council. The question is: will the Peachland council take steps to identify the source of Peachland’s drinking water issues or continue to have the taxpayer pay for the impact of harmful practices in Peachland’s watersheds? and can potentially face adversity. That is why we have to put up signs - to let everyone who comes to Peachland know that we are an accepting community. Most of us believe we are kind, respectful, generous and polite people. And I’m sure that is a correct assessment; however sometimes we say and do things that are discriminatory. We make jokes about people or repeat rhetoric that is unproven. This is hurtful treatment of other people and does not fit with your assessment of your goodness. We all have to be diligent and examine our own actions - if we say we uphold the value of acceptance of all people then we should not place exceptions on that value - for example, “I am not a racist but I don’t like gay people.” I fully support Peter’s effort to have a rainbow crosswalk in Peachland. PEACHLAND ROTARY CLUB Belatedly, I hope you all had a Merry Christmas and that your new year will be full of joy, laughter, good health and happiness. I hope you all got your flu shots. Stats show they help. Well, they say hindsight is 20/20 so, for 2020 here is a new viewpoint. Rotary is creating a new speaker programme beginning in February. We will bring in a speaker once a month at a convenient venue, yet to be arranged. Topics will be current and of general interest to the public. Admission will be by donation. Proceeds from donations will fund the programme itself. The talks will be in the evening to allow as many as possible to access them. We will advertise each speaker on Facebook and in the View. Initially, seating may be limited. December has been Disease Treatment and Prevention month for Rotary. I’m not so sure that the Polar Bear Swim falls into this category, but it is the next time you

In previous years I have mentioned that being a volunteer is a gift well worth giving and well within our capacity to give. It is also a gift to oneself because one never tires of meeting new friends with common interests and helping others less fortunate in this incredibly wonderful and wonder filled world of ours. In my new segment called, “Who’s Who in the Rotary Zoo in Peachland,” I introduce club members, so that when you join us for lunch you won’t feel quite so alone! Our youth programme coordinator, Jane, is creative, organized, and a bundle of experience and fun. She organizes little things to liven up our meetings and makes us all relax and see the humour in situations. We appreciate her sense of humour and her incredible work ethic: she seems unstoppable! From the Mayor’s Desk: 2019 - a good year for Peachland! MAYOR CINDY FORTIN 2019 was an exceptionally good year for our community. Not having to choke through another smoky summer, alone, or battle floods and rising lake levels, put it solidly in that category. But there was so much more. The new affordable seniors’ housing building filled up with tenants, the construction of our new water treatment plant moved full steam ahead, Peachland was recognized as the 2019 “Community Make Water Work Champions,” and the construction was completed on the beautiful new accessible pier thanks to the collaborative effort of the Peachland Sportsmen’s Association, Lions and Rotary Clubs. Plans for a children’s splash park also began taking shape, and council recently approved a rainbow sidewalk in front of the Historic Peachland School -- a welcoming symbol of inclusivity for our community. For myself, and many others, the year began with the annual New Year’s Day Polar Bear Dip. It was a perfect day to join with the many brave souls who plunged into the icy waters of Lake Okanagan. Everyone has their own reason for doing it -- insanity, being one of them (lol) --, but for me this year’s dip was a refreshing start to a year that
followed a very unusual and historic election. It was an icy and invigorating way to shake off the old year, and re-juice for the new one. 2019 also began with a new council -- some newly elected, others re-elected. Councillors Pam Cunningham, Mike Kent, Terry Condon retuned to the council table, while former mayor Keith Fielding, Patrick Van Minsel and Pete Coolio were newly elected. They all bring a wealth of knowledge and experience to our council meetings. Council and staff also began the lengthy process of developing bylaws to coincide with the new cannabis legislation. Federal, provincial and municipal governments all share the responsibility for overseeing the proposed new system for recreational cannabis use, retail sales and production. Municipalities have the authority to regulate retail sales, public consumption, business licensing and production sites through bylaws and policies. When it came to retail sales council voted in favour of allowing a maximum of two outlets in our community. The application process will begin in 2020. A Community Parks Concept Plan has also been in the works, with the goal of maximizing the potential of park amenities for Cousins, Heritage and Sanderson Parks. There will be more
public consultation in the new year. Some big changes in district staff occurred in the last quarter of the year. After 13 years with the District of Peachland our CAO, Elsie Lemke retired last month. Joe Mitchell, who has worked for the last several years as our director of operations, is now our new CAO. Filling his vacated shoes as the director of operations is Shawn Grundy. Building Inspector and bylaw enforcement officer, Mike Girouard, also retired, and Joe Pomper has now stepped into that position. Please join me in welcoming 2020 on Jan. 1 at the Polar Bear Dip at Swim Bay. Registration and the signing of a waiver will take place at the Peachland Community Centre is from 12 p.m. - 12:45 p.m., with the plunge starting at 1 p.m. sharp.
