Interest was high in Peachland’s only civic election all candidates forum Tuesday, but hard hitting questions from the crowd were few and far between. About 300 people attended the event, cosponsored by the Peachland Chamber of Commerce and the Peachland Residents Association. Unlike some previous forums in Peachland, there were few questions asked of candidates and no jeering or racaus behaviour. “Here I am again, running for the position I love,” said Moyra Baxter, incumbent trustee candidate. Baxter’s opening statement concentrated on how time consuming and complicated the role of school trustee is and how rewarding it can be. Trustee candidate Karin Cruikshank said

there are a lot of problems in the education system, with the number of special needs students growing. She said she would work to fundraise to help fill in financial gaps. Lindsay Bell is running for both councillor and school trustee. As trustee, she said she would review bussing and costs. She currently works as a supervisor for the school district. Bell said she supports a highway bypass, seniors housing, job creation, boat docks and finding grant funding to complete renovations at the Primary School. Committee and council meetings need to be more accessible, according to incumbent Charlette Broadoway, who wants to “get rid of the rubber stamp procedure.” Broadoway said council must do more for youth sports, activities and venues. “We need to invest in our children,” said Broadoway.

“I continue to deeply care about Peachland,” said Terry Condon, who has served two terms on council. Keeping tax increases to a minimum and dealing with developments will be challenging, according to Condon. “Each of the developments we see will be responsible for their own infrastructure that’s not going to be a burden on the town,” said Condon. Grant Eisworth said he has strong organizational skills and is a professional business person. Eisworth said he wants accountability for decisions and wants to see council give support for the arts, local groups and local businesses. “I really care about this town,” said Cindy Fortin, who highlighted her 26 years as a Continued on page 9

CIVIC GRANTS APPLICATIONS Local non-profit organizations which contribute to the quality of life in Peachland, and which would cease to function without assistance from the District of Peachland, are invited to apply for a Civic Grant. The Civic Grants Policy outlines the following: -The purpose of the civic grant program is to assist citizens in organizing themselves around community issues and projects. -In the majority of cases, it is anticipated that financial assistance will only be granted for a limited time period, subject to annual review. -Programs and services will be evaluated on the basis on need, appropriateness, and demonstrated effectiveness. -All grants are for a period of one year and shall not exceed $1,000. An application for a civic grant may be submitted by any organization which: -Has been in operation no less than 6 months in the District of Peachland -Is based in this community -Has membership from within the District of Peachland or surrounding areas -Has the majority of its members as voting members -Is in good standing with its licensing authority -Has made, at a minimum, an application to the Central Okanagan Foundation, and has received a written response from the COF, or any other granting organization. Trepanier Heights truck fire

A Peachland firefighter prepares to put out a fire Monday in a Ford pickup truck parked on Trepanier Heights Avenue. The cause of the fire is unknown. Fire Chief Grant Topham said it was a good thing the truck was not parked in a carport.

To the many volunteers who made October 22, 2011 a day to remember, THANK YOU! It was a benefit day for Mark Saul. There are so many who helped to make the day a success and there are too many to mention each one by name. However, you know who you are! There were those of you who baked the many goodies for the bake table. The creations of salsa, jams and even mincemeat were special treats. There were those who cleaned out closets and storage to donate to the garage sale. The cooks, who sweated over the barbecue and cooked hotdogs for everyone, THANK YOU! We must also thank those who collected the articles for the sale and organized the sale tables - and those who put up and took down the tents. Often those who do the clean-up are forgotten. We do thank you. Inside Legion #69, the building was hopping. The silent auction was a big hit! THANK YOU to all who contributed the prizes for the event. Take a bow! There were 106 prizes on the table! The many winners of the silent auction left with smiles on their faces and their prizes in hand.

Now, no doubt, you are wondering where the proceeds from this event are going? There will be donations to: Canadian Cancer Society, The Central Okanagan Hospice, MS Society of Canada, The Royal Canadian Legion Foundation and the KGH Foundation in Kelowna. These donations will be made in Mark Saul’s name. Many people worked very hard in making this event a success. Their hard work is appreciated.

Forum thoughts

T

uesday night was a disappointment if you were hoping for fireworks at the all candidates forum. Nice is not always a word closely associated with Peachland politics, but nice is what the crowd gave and got. Nary was a slam, barb or shot lobbied at the 15 candidates assembled to meet the crowd. Even the crowd was smaller than previous rousts, topping out at 300 subdued souls. The highlight of the evening, from a controversy perspective, was when Ernie Hurd was inevitably questioned about his resigning last year after the curling rink referendum. Hurd apologized to the crowd for writing a nasty letter to the editor in the View after the fact, but he refused to apologize for quitting or for costing taxpayers $10,000 for a by-election. If there was winning to be done, from a board of education perspective, Moyra Baxter won. It’s hard to compete with a force like Baxter. Karin Cruikshank focussed on special needs kids and how Japanese seniors treat their younger generations better. She said she’s good at fundraising and could hit up corporations for donations. Lindsay Bell is running for both a board of education and a councillor seat, but she glossed over what she would do differently for the school district. Baxter, on the other hand, hammered home how much work it is to be a trustee. She laid out the job well. In her 15 years on the board, Baxter has won with very comfortable margins. The mayoral candidates both did well, with Keith Fielding highlighting his record as mayor for three years and Lee Sawchuk talking about what he would do differently. There wasn’t any sparring between Fielding and Sawchuk, though the latter did say he his office door would be open to the public, inferring that Fielding’s is not. All in all, the mayoral portion of the forum was polite and congenial and that atmosphere rolled on into the councillors’ statements and answers. None of the 11 councillor candidates stood out impressively. Then again, none of them made any bonehead statements or stirred the controversy pot. Sitting council members felt comfortable saying Peachland’s dog is not being wagged at its tail, referring to a previous editorial in this space that raised the notion that district staff has too much power. Incumbents explained that council makes decisions and staff follows through. Several council hopefuls mentioned that there is a disconnect between council and the electorate, but none pushed the issue of powerful staff too hard. It’s difficult to say if Tuesday’s forum changed many minds or confirmed any beliefs. There weren’t a lot of pointed questions on issues asked and the candidates, save for one question, weren’t given the opportunity to each answer every question asked. This election, voters may need to do more work on their own to help decide where to mark their ballots. The best advice is, ask questions, get informed and get out and vote on November 19.

This is a councillor willing to work Dear Editor;

After reading the story regarding the upcoming local elections, I would like to share my own opinion about one of the candidates. I personally like to see politicians who show commitment to our community other than when a camera is around. Last year the Peachland Boxing Club was given permission to use the back room of Fourth Street Place, as long as we did all the work ourselves.

I concur with that. However, inherent in a) is the issue raised in an editorial (‘Who runs Peachland?’ by Dave Preston a couple of weeks ago. eral Peachland voters says he was right on the mark. Most Peachlanders experience local government via the administration. Thus, a disconnect between council and administration inhibits council’s accountability to voters. Dismayed Hurd is running again Dear Editor;

I am dismayed that Mr. Hurd has chosen to run for council again. After the referendum last spring, which did not result in a decision that Mr. Hurd agreed with, he chose to quit Peachland council. In October of 2010, the municipality of the District of Peachland had a by-election that was necessitated by Mr. Hurd’s decision to quit part way through the three-year term he had committed to back in 2008. This by-election set the taxpayers of Peachland back approximately $10,000.

We often have between 10 and 20 local youths attending. We use the sport of boxing to teach self-confidence, courage and manners, all towards mentoring local youths to become good citizens. When I had to move a 40 ft. wall five feet, which I knew I could not do myself, Coun. Terry Condon showed up with a tool pouch, work gloves and a willingness to help. He did this because he cares. Well done Terry. You get our vote.

I wonder about Mr. Hurd’s commitment to repaying those funds to the community. To quit council because a democratic process resulted in a decision he didn’t agree with was shameful (and I believe Mr. Hurd and I voted the same way in that spring referendum). To put his name forward for a council seat again, a year later, is beyond shameful and speaks to the total lack of respect Mr. Hurd must have for the citizens of the District of Peachland.

Waldo on wellness Thanks from PAC Dear Editor;

Hello to the Wellness Centre's batch of angels. You made it. Imagine, a 10th birthday! As I sit here, hide-bound, a thousand memories flow through my head. What even possessed the council to buy that little old house? It needed windows; it needed a stairway, front and back. It had no furniture and even the furnace was spitting and fuming. And, besides, it couldn't be used for anything useful. After we did purchase the place, I kept hoping that the people around town wouldn't hear about the municipal council's idiotic mayor buying up a structure that only needed a flaming match to rectify. I expect, in hindsight. that some other decision appeared on the horizon and the little building was forgotten. However, I remember, clearly, that some guy named Gene kept calling me late at night with a request for just a little municipal help or a truck load or two of gravel or soil and so it went a little dab of this and a twist of that. I am not thinking any more about how that guy dragged me in. That councillor Papineau was another to be avoided! Oh yes. Then there was the wiring and the heat and what not, which would allow them to prepare Sunday breakfasts. At first, I went there for Sunday breakfasts to be seen with my family and soon was dragging every visitor we ever had in our home over on Sunday so others could meet the crazies who provided the great breakfasts and soon, I wanted to go without fail to meet up with the who's who of Peachland. The only thing I didn't like were the bouncers, who asked me to drink up and leave because there were many others waiting on the front stairs for their turn to eat and visit. Of course, I will never forget the thousands of important meetings that took place there over those 10 years. We had our flu shots, helped little old ladies squeeze in through the door to a favourite sofa that was headed either for the dump or the centre. How do we recall all the fun things, the sad things, the crises and the people who passed through those doors, front and back, who dragged stuff in and out over the years? When I think of you all, I have in my mind a song which goes, You are the wind beneath the centre’s wings. It couldn't have been done without each one of you. You were all a little crazy and I imagine that you haven't changed a bit. If you were able to escape the centre now, you could be free of it in about 10 more years. I am sorry that cancer and a little radiation prevent me from being with you on the centre's 10th anniversary. I will be there in spirit. Love and best wishes, George Edward Waldo, Sechelt, B.C. The second five years of the PWC: A history by Judy Wyper Special to theView

Last time I described major events from the formative first five years of the Peachland Wellness Centre (PWC). Each year’s accomplishments laid the foundation for those of the following year. Trusting, motivated, tenacious and creative describe the staff, volunteers and board members then as now. In 2006 Dorothy Cob led a productive strategic planning workshop. Gail Abernethy began beautification work, including painting the inside of the building and installing blinds. The website began. The Shorne Thorne fundraising event was held at a dance. Gordie Thorne generously offered the cutting of his pony tail and its auctioning. Related to the Teen Volunteer program, an official partnership signing was held between the PWC, S.D #23, and Mount Boucherie Secondary School. New programs began: Peachland Reaching Out to Seniors, Income Tax program, Computer Literacy, Tai Chi for Wellness, Systematic Training for Effective Parenting. Barrie Hewer developed a crystal meth awareness project. More fundraising and a trade show occupied volunteer time. During 2007 the board operated as a true working board, with each board member holding multiple areas of responsibility, which continues to the present time. Rick Gordon became the Information Technology volunteer. UBCO and CitySpaces began a needs analysis for a senior housing facility. The PWC worked closely with them on this project. Keith Fielding, as president, raised the possibility with Elsie Lemke of the District of Peachland about whether the PWC building can be saved and incorporated into the senior housing facility’s design. The Aging In Place program began. We participated in the July 1 parade, The Ford Transit van with a wheelchair lift was purchased and the Transportation Service began a new phase. The Teen Volunteers under Wendy Howard’s supervision arranged a paint-in for the highway pedestrian underpass. Strategic planning, volunteer recognition, fundraising dances, Health and Active Living Fair, Active Sage program, Intergenerational Christmas choir occupied our time. In 2008 the Kelowna Community Development Society (KCDS)

began to hold some of their sessions at the PWC. The Disability Advisory Committee was formed, van policies were developed, and extra office furniture was found. Planning began for a Peachland Cookbook for the centennial celebrations. A Country and Western Dance, volunteer appreciation, and Chronic Disease Self Management Program were held. Carol Smithson became the webmaster. 2009 was just as productive. The Canadian Code for Volunteer Involvement was adopted as a model to follow. The Speaker Series and Blues Club began. Strategic planning, hand sanitizers, yard work, key use and building security policies, Wellness Circle, building maintenance, Volunteer Appreciation Teas, a new kitchen stove, a new Breakfast Club fridge, negotiating with the district to get the building painted, and fundraising dances occupied our time. The grueling work began on rewriting the policy manuals. The office began new record keeping systems. Gordie McBryan repaired the ramp. The Red Cross was moving out of the building to consolidate their inventory in Westbank. It was decided to recognize lifetime members with golden peaches on the Peach Tree. 2010 was a satisfying year for the PWC. Long range goals were being realized. 100 Hour Volunteer Pins were designed by Bud Day. A process to collect and record volunteer hours was begun. All the program brochures were updated to conform to a consistent format. The mentorship program began. The View was happy to print twice a month articles. The original peach tree, which was being washed away, was repainted by Richard Smith. In April Doris Muhs oversaw the renovation of the basement and with the help of several volunteers it was turned into a cozy multipurpose meeting room. The policy and procedure handbooks, based on existing good practices or newly established ones, were developed and ratified. In June laminate flooring was installed in the kitchen and Bud Day began work on the archives. Volunteer Appreciation Teas, gaming reports, slide shows of activities, Thanksgiving Luncheon, Reiki, and membership on Facebook were taken care of. Extensive plans for Puttiní On the Glitz, Community Consultation Meetings, and replacement of drafty windows began and carried into 2011. Operating a grassroots non-profit charity like the PWC is like being a Mother or Father. The work is never done, it is rewarding and surprising, and you get out of it what you put into it. You have to wait for your child to grow. The PWC has indeed grown over the years. Each employee, volunteer, president and board member helped to nurture it. The PWC is grateful for the partnerships and funding support from service clubs, churches, government, businesses, and individuals. We do most of our work through volunteers. No man is an island, and no organization is either. We strive to be an integral part of the community’s well-being. Fielding highlights record Peachland resident. Fortin said her priorities are smart growth management, accountability to citizens and seniors and young families. “There’s a growing disconnect between council and citizens,” said Fortin. The decision has been made about growth and now the town needs people with business skills, according to candidate Eric Hall. “I believe I have those skills,” Hall said, adding he stands for being accountable, available and approachable. “My biggest challenge will be to gain back your respect and confidence,” Ernie Hurd told the crowd. Hurd resigned his position as councillor in 2010 after voters turned down the opportunity to build a curling rink in a referendum. “I promise I will moderate my passion and stay at arms length of controversial issues,” said Hurd. He said he supports an updated highway through Peachland and a return to 50 km/h on Beach Avenue between 13th Street and Todd Road. Eldon Kerbes said with 35 years of management behind him, voters will “get the best bang for your buck.” An active volunteer, Kerbes promised to listen to concerns, make sure Beach Avenue parking is addressed and look into the use of Victoria and Gladstone by large construction trucks. Vern Moberg said he wants to see a new reservoir built on the Princeton side of Peachland, increased affordable housing for seniors and to make sure that big developments are built with “environmentally sustainable standards.” Moberg has served three terms on council and is a former businessman. “Without progression we will have regression,” said incumbent Peter Schierbeck. “There is no status quo.” All of Peachland needs to be hooked up to sewer and have access to good water and there needs to be good roads and paths and without tax increases, those goals can only be accomplished with development, according to Schierbeck. “The future of Peachland is at a crossroads,” said Ken Whitelegg, who served on council a decade ago. Whitelegg said he has concerns about the management of the town and lack of priority planning. Compost, green bin your Halloween pumpkin Contributed When Halloween has come and gone and your jacko-lantern starts to look more sad than scary, remember, it can be reincarnated. Instead of throwing 'jack' into the garbage, consider composting your Halloween pumpkin. "Pumpkins are rich in nitrogen, a necessary part of your composter’s diet," says Waste Reduction Facilitator Rae Stewart. "Simply chop up your pumpkin into smaller pieces

and toss it into your backyard composter with some fall leaves. It will break down nicely to become a nutrient rich soil amendment you can put on your garden or flower beds next spring," says Stewart. It is estimated that 25,000, or about nine tonnes of pumpkins will be disposed of this fall.* That’s a lot of wonderful compost waiting to happen. If you don’t compost, you can include your pumpkin in your next yard waste pick up. Simply place your pumpkin in your yard waste cart with the green lid, and it will be picked up on your regular yard waste

1931 - 2011

Bill completed a full circle of life. He began his journey on October 28th, 1931 and ended it on the same day 80 years later. Bill married Margaret, the love of his life in 1953. Over the next 58 years together they raised three children; Bob of China, Cory of Kelowna, and Kathy (Chris) of Washington. Papa Bill also shared many years of joy with his two grandchildren, Janell of Kelowna and Taylor (Chantelle) of Kelowna. Bill was predeceased by his mother, father, and two sisters. He has one remaining brother Alan (Corrinne) of Ontario. Bill was a helpful and caring man; he left his mark on many people within the community. His infamous reply to ‘How are you?’ was always, ‘I’m nice, thank you!’ Always a positive outlook on life. Proof of that was the number of friends Bill gathered throughout his 80 years, ranging in ages from 5 to 95. Goodbye to a most wonderful husband, dad, and papa. You will be missed Bill, and good luck on your nine holes of golf with your friends up above. No service by request. A private family gathering will be held at a later date. Boys & Girls Club targets Aviva fund for Primary reno The Boys and Girls Club has taken the lead in trying to access corporate funding for Primary School renovations. Aviva Insurance has set aside $1 million in the Aviva Community Fund to go toward worthwhile community projects across the country. The Peachland Primary School Restoration Project is now listed on www. avivacommunityfund.org and residents can help the club towards its goal of securing a grant by voting for the project online. "Our idea is one that is truly unique. It brings together community, kids and bats," states the group on the website. The club states grant funding will be used to help in the renovation and restoration of the historic Primary School. Reasons given for voting in favour of the project include: * The building will become a permanent home for children and youth pro-

grams and services (through the Boys and Girls Club); * A permanent home for the chamber of commerce/Visitor Information Centre; * A home for the large colony of Yuma myotis bats that roost in the school building's attic during the summer months. The project is considered large by Aviva Community Fund standards and the club is asking for between $100,000 and $150,000 from the granting organization. As of Wednesday afternoon, the Peachland Primary School Restoration Project had received 252 votes, rating its popularity far below other projects. Current voting ends on Wednesday, November 9 at 9 a.m. Anyone wishing to vote should go to www.avivacommunityfund.org

Votes are needed for grant funds to be accessed for Primary School renovations.
