The District of Peachland recently released the 2009 Statement of Financial Information, which outlines (as per the Financial Information Act, B.C.), the remuneration for all elected officials as well as any employees earning over $75,000. In 2009, the following employees were paid in excess of $75,000: • Elsie Lemke, Chief Administrative Officer, $122,750; • Doug Allin, Director of Operations, $95,321; • Douglas Pryde, Director of Finance, $89,344; • David Smith, Director

of Development Services, $86,113; • Wayne Marceniuk, Water Operator, $76,365; • Grant Topham, Fire Chief, $75,896; and • Shawn Grundy, Water Operator, $75,098. Between 2007 and 2008 the district disclosed that Lemke had received an increase equating to $13,589, or 12.9 per cent. This year, her earnings increased by just $3,443. Similarly, Allin’s earnings increased by only $3,304 between 2008 and 2009. Combined, the mayor and council received only $89,831 in wages. All other district employees combined earned $1,528,557

in 2009, down slightly from $1.588 million in the previous year. Also included in the financial statement are the names of suppliers who received more than $25,000 for the provision of goods and services in 2009. Topping the list were: • Cantex Okanagan Construction, $3,371,639; • Urban Systems Ltd., $561,825; • IPL Inc., $365,793; • Cumming Construction, $332,557; • O.K. Environmental Waste Systems Ltd., $287,131; and • BC Hydro and Power Authority, $151,319.

A 23-year-old man facing charges of dangerous driving causing bodily harm, fl ight from police officer causing bodily harm, as well as motor vehicle offences, is now in custody, thanks to an alert Peachland merchant who made a quick call to police after spotting a suspicious vehicle on Monday, June 28. “Somebody had been notified that if they saw a particular vehicle, that they should call us and they did see that vehicle and they called us so we went down there and by the time we were on our way down it had already left on it’s way to West

Cst. Brown said the person who made the call to police was an employee of the Petro Can in Peachland and that although the vehicle was not from Peachland, it had passed through on a couple of occasions. “We set up in West Kelowna because we knew it was coming our way. When it came through, we got behind it,” Brown said. Police stopped the vehicle, a 1993 Chevrolet van, on Dobbin Road just south of the intersection with Elliot Road. However, when the officer got out of his vehicle, the driver ac-

hit a 2002 Subaru Outback on the drivers side before crashing into a traffic light standard, causing it to snap off. Police say the Subaru was sent 40 feet down the sidewalk. The driver of the Subaru, a 62-yearold male, was taken to Kelowna General Hospital with serious but non life threatening injuries. The driver of the van walked away unharmed, though is now in custody. Police say the licence plates on the van were stolen, the driver had no drivers licence and there was no insurance on the vehicle.

What was recently the Westside Landfi ll is now the Westside Residential Waste Disposal and Recycling Centre, complete with a new look and different hours. The Westside Landfi ll’s life came to an end in June, when materials began to be transferred to the Glenmore Landfi ll in Kelowna instead of being buried at the site. The Glenmore Landfi ll is now the only active landfi ll in the Central Okanagan. Residents of Peachland and other Westside communities won’t need to drive to Kelowna though to drop off their unwanted materials. “People will continue to be able to drop off their garbage, their waste, their fridges, their tires, the same materials that they take there now,� RDCO communications coordinator Bruce Smith

said. However, starting Friday, July 16, the Westside Residential Waste Disposal and Recycling Centre will have a new look and going forward will be open only four days a week. The new hours for the Westside Residential Waste Disposal and Recycling Centre are Friday – Monday between 7:30 a.m. and 4 p.m. Access for recycling and the drop-off of unwanted items for re-use by the Big Brothers and Big Sisters will remain open seven days a week. Improvements to the look and function of the old landfi ll site are also underway. Smith says, “Over the past few months we’ve made some improvements to the garbage and drywall disposal areas to provide larger bins, created more defi ned areas for yard waste and construction wood waste drop off and will be fencing the site of this temporary facility and paving

Treegroup, owner of the Ponderosa/Pincushion development, will be contributing $150,000 up front to go towards the mitigation of mule deer. As a condition of the sale of Crown land purchased by Treegroup for the development, the Integrated Land Management Bureau required an environmental impact assessment. Among other things, the study found that mule deer migrate long distances to winter

The fi nal closure plan will outline environmental monitoring and responsibilities for the next 25 years and will also include details about site topography, drainage and landscaping. Those plans may include the development of a park on the landfi ll in the future. At the open houses held during the spring, almost twothirds of those who completed a questionnaire supported the idea of a park on the landfi ll site. If the landfi ll does become converted into a park, it would be capped and covered with soil suitable for seeding with native grasses and other natural vegetation.

The society’s treasurer, John Holdstock, told the View, “We’ll be administering the money when it comes in but the Ministry of Environment will really be the organization that decides what work is going to be done.” Holdstock hopes all of the money available will be used for direct habitat work as opposed to studies or other things. He said habitat work might include activities like burning older timber that brings back second growth or maybe thinning out timbered areas to get more growth.

I decided after I put myself all back together again and repaired things with my mom, I wanted to give back. Not everyone can go through a change and have the support I did . . . that’s how I got into volunteering at the Boys and Girls Club.” Following her summer in Peachland, Nielsen will begin an International Relations program at UBCO in the fall, which she hopes will lead to a career with the United Nations.

Green Credits Appeal Committee Three volunteers are needed to serve on a committee, which will hear appeals to decisions involving the District’s newly implemented Green Credits Policy, for reducing irrigation costs. Minimal time commitment is expected, and meetings will be convened in accordance with committee members’ schedules. Tennis is a great sport for young and old, and our courts are very well used even in the winter months. However, our courts are taking a beating, and have suffered serious surface cracks, which are now sprouting vegetation. I would like to approach the municipality with a number of concerns, including the resurfacing of the courts. Before doing so, I would like to be able to say that we have an active tennis community and that the money spent on resurfacing would benefit more than a handful of citizens and tourists. I need to know the number of residents who use the courts; www.tireland.ca therefore I am asking for your help. I am willing to approach council but I will need a list of names of those who use the facilities. Too late now to undo the HST Now that the controversial HST is about to take effect, it will be almost impossible to undo the measure, no matter how the current political struggle turns out. The Liberals have lost almost all their political capital in this province because they are universally perceived as being deceitful about implementing this tax, so they probably have nothing more to lose now. However, perhaps something could be salvaged. The real issue at the heart of this controversy is that the 12% HST increases taxes for most, instead of being “revenue neutral” as originally claimed. So why don’t the Liberals reduce the HST rate to a level that is truly neutral? The HST taxes more items than the PST did, but it could do so at a lower rate. Surely the calculation could be made to arrive at a figure that would represent roughly the previous take of the PST. Ideally, this figure could be a simpler percentage, like 10 per cent, that everyone could easily calculate when shopping. Such an easy number would reinforce the argument made by proponents of the new tax that the HST would benefit us all by simplifying our consumption taxes. The citizens of BC would be relieved to be spared higher taxes, most businesses would still get the promised breaks in their costs, and the government could still claim the billion plus dollars of federal incentives to implement the HST. Almost everybody wins, and the recall campaign evaporates! I don’t like aiding and abetting the Liberal government in any way, but the consequences of botching the HST initiative are too serious to be determined by petty politics. Jim Howard, Peachland

Centennial Way project will enhance safety

WEEKLY COMMENTARY BILL BARISOFF, MLA I am always amazed at how much is going on within this riding at any given time. Last week I had the chance to visit Peachland for the groundbreaking of the Centennial Way project. If you have not had a chance to visit Peachland recently, I strongly urge you to drop by and take a walk on the waterfront. It is truly a beautiful and tranquil setting that the Centennial Way project will only make that much better. I was also pleased to learn that local Penticton contractor, Cantex construction, has

secured the $3.4 million contract. I heard firsthand from many excited Peachland residents how this project will significantly enhance public safety during a morning or evening stroll. This past weekend Penticton hosted a series of events ranging from the popular Peach City Beach Cruise to the Pacific Northwest Elvis Festival. The weather was simply fantastic and the turnouts were huge. While this was going on, the Penticton soccer community opened the new expanded soccer facilities and children of all ages were busy taking in a few games and enjoying an onsite climbing wall. In most every corner of the community there was activity as the town was abuzz with visitors and excitement. Even the channel was flowing at a faster rate and more than a few people were out enjoying some early summer fun. This is not only the time of year we have more visitors to our area, it is also the

time of year when another group of young adults will say farewell to high school as graduation ceremonies are being held throughout our riding. Graduation is such a special time in our children’s lives. Saying goodbye to friends and at the same time saying hello to a new and exciting future. I would also like to recognize parents and teachers alike for helping to shape the leaders of tomorrow. Congratulations to all the graduating students of 2010. On Thursday of this week we will be celebrating one of the greatest days of all, Canada Day. As British Columbians and as Canadians we all have so much to be thankful for. If you have a moment and you know a veteran, please pass on your thanks and appreciation for all that it means to call Canada home. Also occurring later this week, roughly 1.1 million British Columbians will begin to receive the first quarterly payment from the an-

nual HST credit. The HST credit is over and above the existing GST credit and should arrive in most eligible homes by the end of next week. If you have any question regarding the HST credit, please do not hesitate to contact my office. Also a reminder for those you camping and enjoying the outdoors, new provincial regulations governing the size of your campfire come into effect on July 1. Under the new regulations, campfires cannot be larger than 0.5 metres in height and 0.5 metres in diameter, or approximately a foot-and-a-half by a foot-and-a-half. Previously, campfires were permitted to a maximum size of onemetre by one-metre. This action was necessary to try to reduce the 850 fires that were started from careless behaviour last year. Also be advised that enforcement is being increased and offences now carry a $345 fine. Please enjoy the outdoors respectfully.

News from the Peachland Visitor Centre By Sam Anderson, Summer Student Visitor Information Counsellor It’s getting busier here at the Peachland Visitor Centre as the summer season has begun. I’ve met visitors this week from countries all around the world: Japan, Australia, France, Brazil and many more. To help get prepared for the bustling summer I have been working hard at putting all of our resources online to make them more easily accessible and better organized. The Peachland Visitor Centre’s website, www.visitpeachland.ca, has more information than ever and can help plan any activity you can think of in Peachland. Check out the site to find out everything from the hours of your favourite Peachland winery to what historical

landmarks can be seen on the heritage tour of historic Peachland. One of the most useful new features on the website is the “accommodation” section, which lists Peachland accommodation’s amenities, prices, and contact information as well as provides a map of their locations. Also revamped is the Peachland Visitor Centre’s Twitter page, www. t w i t t e r.c o m / Pe a c h landVC. Follow the Visitor Centre on Twitter to be updated daily on Peachland events, news, and interesting things going on at the Visitor Centre. Another new project we have been working on lately is the Taste of Peachland passport, in partnership with the Peachland Chamber of Commerce. The passport lists fifteen Peach-

land restaurants and encourages both visitors and locals to enjoy the town’s delicious eateries. At every participating Peachland restaurant you dine at you will receive a stamp on your passport; these stamps eventually earn you coupons to use on your next visit to a delectable Peachland restaurant. You can pick up your passport starting in early July at the Peachland Visitor Centre or at any participating restaurant. This year’s passports will be valid from July through October. I look forward to spending the rest of the summer at the Peachland Visitor Centre meeting and assisting locals and visitors. Drop by the Visitor Centre on Beach Avenue or take a look at the website to learn about an interesting activity to do this summer.

Brain health and wellness By Judy Wyper The Peachland Wellness Centre encourages people to maintain wellness by pursuing a healthy lifestyle. Optimize brain health by stimulating your brain in novel ways, exercising regularly, maintaining healthy eating habits, and keeping social interactions. Challenge your brain with novel experiences. Do crossword, logic, memory and Sudoku puzzles. Play computer games, jigsaw puzzles, cards or board games. Use your non-dominant hand to open doors or brush your teeth. Play a musical instrument, learn a new language, become a lifelong learner. Read a book instead of passively watching TV. Learn to meditate. Memorize phone numbers, addresses, songs or poetry. Rearrange the usual location of remote controls, books, and toothbrushes. This causes you to relate to your surroundings in a more alert way. Exercising regularly and moderately brings an increased supply of oxygenated blood to your brain and encourages new brain cells. This is good for the whole cardiovascular system and reduces the risk of heart attack, stroke, or diabetes. The Peachland Recreation Centre promotes

a walking program in the gym and many others meet to walk along Beach Avenue. Hike our hillsides, swim, canoe, kayak, garden, bicycle, play tennis, volleyball, pickleball or bocce ball. Learn Tai Chi or Yoga. Choose something! Doing these activities with a companion offers the added benefit of social interaction. The Alzheimer Society (AS) website encourages us to “make healthy food choices. Reduce your intake of foods high in fat, nitrites, preservatives and cholesterol. Eat in moderation and manage your body weight. Eat a varied diet rich in dark-coloured fruits and vegetables, including foods rich in anti-oxidants, such as kale, Brussels sprouts, broccoli, beets, red peppers, spinach, prunes, raisins, blueberries, blackberries, strawberries, raspberries, plums, oranges, red grapes and cherries.” Halibut, mackerel, salmon, trout and tuna are fish high in omega-3 oils. Almonds, pecans and walnuts are a good source of vitamin E, another antioxidant. Green and black teas are associated with preventing memory loss with age. Peppermint tea is said to stimulate the brain, promoting concentration and alertness. Social interaction appears to have a protec-

tive effect for the brain. A University of California study of older people found that those with a strong social network that provided emotional support were more likely to keep memory, language, and abstract thinking skills. Social interaction requires focus, memory, and language facility. The AS website reports that “leisure activities that combine physical, mental and social activity are the most likely to prevent dementia. In a study of 800 men and women aged 75 and older, those who were more physically active, more mentally active or more socially engaged had a lower risk for developing dementia. And those who combined these activities did even better.” They recommend staying active in the workplace, volunteering in community groups and causes, joining clubs or other social groups, or travelling. To sum up, you can best promote brain health with a combination of all four areas. Exercise your brain with novelty. Eat in a healthy way. Get regular exercise. Maintain social contacts. Points were awarded for placing in three go-rounds of competition plus average points to determine the Champions and who will represent BC at the national levels. The National High School Rodeo Finals in Gillette, Wyoming is the world’s largest rodeo, with over 1,500 contestants from 41 states, five Canadian provinces, and Australia. To qualify for this rodeo, competitors

must finish in the top four positions at their state and provincial finals. These will be held from July 18 - 24, 2010. The Canadian High School Rodeo Finals will be in Virden, Manitoba on August 5-7, 2010 and competitors must finish in the top five in their respective events at their provincial championships. Provinces involved are BC, Alberta, Saskatchewan, Manitoba and Ontario. Food For the Soul To be a prophet We have been reading for several weeks now stories of the prophet Elijah, from the first book of Kings in the Old Testament (also known as the Hebrew Scriptures) and now his successor the prophet Elisha in the second book of Kings. The stories are often wondrous and speak to many truths. But first let us look at what the work of a prophet was in the time of the Kings. It was a true prophet’s responsibility to discern what was God’s will for the people at that time and to speak truth to that purpose, and to endeavour to keep the kings of Israel and Judah faithful to God’s Laws – not an

easy or enviable task. In fact most of the prophets called by God to speak to God’s truth were the first to say, “Who me? I am not qualified for this work.” Back in Exodus 7 God tell Moses, who has just declared that he is not capable of speaking to the Pharaoh, that his brother Aaron will his prophet. Isaiah, when called to the prophetic vocation in Isaiah 6, needs to have a burning coal touch his lips in order for him to be prepared to become a spokesperson for God. And in Ezekiel 3, the prophet Ezekiel is instructed to eat the scroll given to him as a sign of his internalizing

the prophetic word and vocation. Prophets do not have an easy life, as they are there to call people back to living God’s purpose for humankind. And most of us are aware just how seductive it is to listen to the false prophets of consumerism, greed and selfishness. The prophetic vocation was not an easy one, and God’s call was experienced in very real and sometimes dramatic ways, but with the call came the gift of God’s Spirit. Back to Elijah and his pupil and successor Elisha. In I Kings Elijah, the reluctant prophet, created a “showdown at high

noon” with the prophets of Baal (a fertility god of Canaan) and had a contest to show that Yahweh, the God of Israel, was the only true God, and that the Canaanite gods were false gods. Not content with proving his point, with most dramatic effect - I Kings 18 – he went for overkill and slaughtered all the opposing prophets. Coming to his senses he scarpers for the hills to hide and to escape the certain wrath of King Ahab and Queen Jezebel. Don’t you know someone or maybe you have done such a thing? Not kill but go overboard when you have accomplished or proven

Elijah is such a human Prophet, full of strength when centering himself in God’s Spirit, then losing faith and rushing off to hide himself as far away as possible from the consequences of his prophetic call. This week we are reading about Elisha, the pupil and successor prophet when Elijah dies. Now through many activities and happenings Elisha has established himself as a prophet to be reckoned with. But several prophets – people who speak to God’s plans and purpose - in today’s story are little people. In fact at least one doesn’t even have a name. There was a very famous and powerful general in the army of the King of Aram (Syria), whose name was Namaan. Now Namaan had a very bad skin disease and was in despair, when an Israelite slave-

girl belonging to his wife spoke up and advised that if her master were to go to Elisha in Israel, Elisha would be able to cure him. Fancy having sufficient faith and compassion to help someone who had taken you as a captive from your family and homeland. That is indeed exhibiting prophetic voice to speak to God’s love and compassion for everyone, even those who may have hurt you. Then we have the second the prophet – one without status or power who brings God’s message to Namaan. It is one of Namaan’s servants who speaks up and says, “If the prophet (Elisha) had asked you to do something difficult you would have done it, so why not try the simple remedy to heal you that is being proposed?” Fortunately Namaan listens, bathes himself seven times in the Jordan River and is healed. It is these little ones speaking out God’s message that eventually lead Namaan, a Gentile, to declare that the God of Israel is the God over all the earth. Would that we too might hear the prophetic word of God in the voices of the little ones around us, and not only hear, but step out in faith and live God’s word for our lives.
