Peachland Fire and Rescue Service Chief Dennis Craig said the department found out from the owner there was no one aboard, so firefighters calmly brought it to safe harbor at the dog beach just south of the town’s entrance before it could damage anything else.

“Or hit someone,” the owner added.

Environment Canada issued a severe thunderstorm warning for all parts of the Okanagan Valley mid-afternoon and added a severe thunderstorm warning for Central and North Okanagan including Kelowna and Vernon at 5:30 p.m. that ended about an hour later.

Peachland was battered by high winds that brought whitecaps crashing to the lakeshore but was spared any precipitation.

Environment Canada meteorologists tracked a line of severe thunderstorms along Highway 97 north of Kelowna moving northwestwards toward Vernon and Armstrong before the dinner hour.

“These storms are capable of producing very strong wind gusts, up to nickel-size hail and heavy rain.”

Elsewhere in the Okanagan, conditions were favourable for the development of severe thunderstorms that may have been capable of producing strong wind gusts, large hail and heavy rain.

Severe thunderstorm watches are issued when atmospheric conditions are favourable for the development of thunderstorms that could produce one or more of the following: large hail, damaging winds, or torrential rainfall.

Peachland student athlete gives back CONTRIBUTED An elite cross-country mountain bike racer and business student has shown he has the generosity to match his worldclass prowess on two wheels.

Kelowna-born Evan Guthrie, 25, has been racing bikes at the highest levels since he was only 12 years old. In 2009, at age 18, he was already a four-time national champion in crosscountry mountain biking and cyclo-cross, and that year earned a silver medal in team relay at the World Championships and was named BC Male Mountain Biker of the Year.

Seven years later, Guthrie is still competing on the national and international stage, while also juggling life as a fulltime student. He’s currently completing a diploma in Business Administration at Okanagan College and will graduate next year.

With national championships on the horizon this summer and a busy competitive season that extends well into the fall, Guthrie has already chalked up one of his most rewarding victories this year: he recently launched a scholarship fund to help student athletes pursue their dreams.

“As someone born and raised in the Okanagan, it means a lot to me to be able to support our local student athletes,” Guthrie said.

He graduated from Mount Boucherie Secondary and now lives in Peachland.

“It was also a priority to me to make this happen early in my career,” he says.

“I drew inspiration from other local athletes, like Kelsey Serwa, who have done the same, while still very young. I thought ‘Why wait?’”

As a high school student, Guthrie received a bursary founded by Kristi Richards, an Olympic freestyle skier from

Summerland. Guthrie credits receiving the award as one of his earliest inspirations to create his own fund one day.

“I just find the idea of athletes giving back and supporting other youth athletes inspiring,” Guthrie said. “I’m so grateful for the support I received, and my hope is that young athletes will use this support to continue reaching for their dreams, as I did.”

Guthrie approached the Central Okanagan Foundation to set up an annual award to benefit young athletes.

Storms, disease could be to blame for Okanagan fish fatalities VIEW STAFF Storm activity or possibly a disease could be behind the massive and ongoing die-off of kokanee in Okanagan Lake, according to the province.

The Ministry of Lands and Forests said Monday biologists aren’t certain what has caused hundreds of the landlocked salmon species to wash up on the shores

of the lake since July 14.

“Previous die-offs in Okanagan Lake and elsewhere have been associated with strong winds that can send warm surface water into deeper into the lake,” a press release read. “Such sudden changes in water temperature can be deadly to kokanee.”

Die-offs in other lakes have been linked to the infectious hematopoietic necrosis

virus (IHNV). Staff at the Freshwater Fisheries Society of B.C.’s fish health lab in Duncan, are analyzing kokanee tissue samples to find out if disease was a factor in the most recent deaths.

“At this point, the die-off is not severe enough to have a significant impact on Okanagan Lake’s overall kokanee population,” the release continued. “Last year, biologists counted more than 336,500

spawning kokanee on the lake, the most since annual counts began in 1992.”

Kokanee are landlocked sockeye salmon and are second only to rainbow trout as the most popular game fish in B.C. The die-off caused something of a panic in Peachland, where Facebook users took to a popular buy-and-sell page to express their shock at the mass of dead fish near Davis Cove.

Changes to the “playbook” fire departments in British Columbia follow are more about lawyers and insurance agents than ladders and hoses, according to Peachland’s veteran fire chief.

Peachland Fire and Rescue Service Chief Dennis Craig was before council July 12 going over recent changes to the B.C. Fire Commissioner’s Fire Service Minimum Training Standards, the “playbook” in first responder parlance, which now require Authorities Having Jurisdiction such as the District of Peachland to declare what level of service they are able to provide: full, interior, or exterior.

The difference is whether there is an atmosphere “immediately dangerous to life and health” or IDLH, present at the scene.

A pot on the stove or minor electrical fire, for example, would not present an IDLH, so exterior-level firefighters could enter the building and put out the fire. If the situation changes and IDLH conditions develop, or the fire

moves from the object of origin, “all firefighters must immediately withdraw and combat the situation from the exterior.”

Craig said the department’s solicitor advised Peachland select the least stringent classification, exterior, for the sake of liability. He said the department is committed to train firefighters to the interior level of service, but that it could not guarantee that level of service 100 per cent of the time.

The Peachland policy, which falls under the auspices of the district’s Fire and Life Safety and Smoke Control Bylaw, allows interior operations “based on resources available at the scene.”

He said about 10 of the department’s 35 active firefighters are interior-trained, but the bottleneck is that only he and one other officer are certified to command an interior-level operation. It would take having about three or four such officers to be able to work out a schedule where at least one of them is available at any given time.

“This is words on paper to make us more transparent in how we operate,”

Craig said. “How we perform risk assessment on-scene doesn’t change.”

He said the department could continue to gradually train its firefighters to the interior service level, which prepares firefighters to deal with fires within simple structures like a single family dwelling or objects such as vehicles, within its current operating budget. Officer training expensive for the department and time-consuming for the firefighter; only about one officer per year could be trained to command an interior operation.

While debating the new policy, chief among Mayor Cindy Fortin’s concerns was the potential for a minor panic in the public. At no point did she seem comfortable with sending any message in the ballpark of residents having a fire service that was anything short of adequate.

“It bothers me to be in favour of exterior and not interior,” she said. “I am voting reluctantly and will tell the public I have faith you will provide interior service.”

In his 16 years in the fire service, Craig said he could recall four times when fire-

fighters had to enter a home in order to save a human life.

He told the View firefighting is all about constant risk assessment.

When firefighters arrive at an active scene, they evaluate all factors including whether there is any risk to human life, and whether it’s safe and practical to save the burning building or to fall back and protect nearby structures.

Firefighters are mandated to protect life as well as property. Craig said a scene commander would never risk his firefighters’ lives for the sake of an object, but a person in mortal danger is a different story.

Whether their fire department is designated full service, interior or exterior only, no firefighter is going to ignore evidence of someone trapped inside a burning house.

“At the most recent incident, it was a basement unit, and we knew from the home owners they had not seen him that day and he was probably

inside, so we made a decision and went in,” Craig said.

Furthermore, when a fire in Peachland is detected, other neighbouring departments are called in immediately.

“If I see smoke in the distance, I’ve got West Kelowna or Penticton rolling before I even get there,” Craig explained.

“Then if I get more information, or I arrive at the scene and I see it’s a minor grass fire, something of that nature that we can contain ourselves, I’ll call them off. It happens all the time.”

A professional department’s response time should be around four minutes; for a paid on-call service that has to draw firefighters from their homes or places of work to the station before dispatching them to the scene, the target is closer to 10.

Craig said he plans to review the new policy, which council adopted at their July 12 meeting, in six months.

He said the new playbook’s need to categorize fire services is an “ill-conceived policy directive from a provincial agency that doesn’t serve us or any other small community very well. The chief is put between a rock and a hard place.

Councillor Peter Schierbeck noted Vernon’s “full service” fire department had two simultaneous fires the night previous, July 11, and had to drop to exterior standard for one of them.

“I think we have a superb service for a community the size of Peachland,” he said. “I find it difficult to believe any community could guarantee they have that particular level of service at any given time. Vernon didn’t.”

Fact check: New Monaco access road

Dear Editor: I am responding to the distorted concerns raised in Ms. Zita Thomas’ letter published on July 8 regarding possible loss of the “unique beautiful trail,” as a result of New Monaco’s “quiet” plan to construct a secondary access road from the western end of their development through to Cousins Road.

Firstly, the vast majority of the existing trail runs through private lands owned by us, the Heslas and New Monaco, with only a small portion running through Crown land. Secondly, in 2011 Peachland Council approved an Area Sector Plan (ASP) for the New Monaco development, which included a secondary access to Cousins Road along a future alignment to be determined.

We have co-owned our 10-acre property at 5071 Morrison Court for 25 years, and over that time have gladly allowed the public to utilize the existing trail that diagonally crosses our property, following an old irrigation right of way that runs from the reservoir to Drought Hill. Following council’s 2011 approval of the ASP, New Monaco explored several alignment options for their secondary access, including links to Morrison Court and Clarence Road.

In the best interests of the neighbourhood, we strongly opposed the possible road connection through our land and westward through Morrison Crescent because of the potential traffic impact it would have on the existing residential area (ditto for the Clarence Road option).

In consultation with New Monaco and the District of Peachland, we

and the Heslas agreed in principle to dedicate the upper portion of our land for construction by New Monaco of the proposed secondary access road, trail system and water supply line, in return for removal of the old irrigation right of way through our site, in order to facilitate future orderly development of our properties.

For the past year or more, New Monaco has been in extensive communication with Crown representatives to acquire that portion of Crown lands that would complete this upper roadway alignment through to Cousins Road.

We are in full support of New Monaco’s secondary access alignment, as we feel it would have the least impact on the adjacent neighbourhood, and provide the community with a continuous legal trail system along the hillside, complete with beautiful lake views.

Finally, as correctly pointed out by James Kay of New Monaco in his July 15 letter to the editor, this road alignment will provide a direct easterly route for Trepanier residents travelling to Kelowna, without having to double-back a mile or more to the west along Dryden Road to access the Coquihalla Connector. Should this proposal be ambushed at this late stage of the process, we and the Heslas would be well within our rights to erect perimeter fencing around our lands, thus eliminating the current trail system that crosses through our private properties.

Whose view to use? Peachland planning underwhelms reader Dear Editor: I indeed agree with last week’s front-page opening statement: “If there’s one thing Peachlanders are serious about, it’s their view.” To this I would also add, their point of view.

It seems yet another reader is rankled by the proposed changes to her neighborhood and views. I am certain many Peachland residents can empathize with Zita Thomas in her letter

last week when she states that the folks residing on “Trepanier would prefer to keep our peace and quiet and continue to walk on the unique beautiful trail, which has beautiful views, rather than replace this with an unnecessary, noisy, disruptive, access road” so the shaky New Monaco master plan can forge ahead.

Rewarding week for Penticton MLA MLA DAN ASHTON CONTRIBUTOR

This past week was probably my most rewarding time yet as an MLA for our region, in large part due to attending the ground-breaking for the new Penticton patient care tower project.

At a cost of over $300 million, this new state of the art expansion is the single largest and most important investment in our region ever.

I can now confirm that construction, which is currently underway, will be completed in two phases.

The 281,000-sq-ft. facility is expected to be fully operational by 2019. In addition to improved services for patients, I am excited that the new care tower will also provide space to accommodate the UBC Faculty of Medicine program. I believe this will attract new doctors to our region permanently.

I would like to sincerely thank the many community champions who worked tirelessly to see this project become a reality. Having such strong support from the entire region made my job in Victoria that much easier to move a project of this magnitude forward.

Special thanks to Premier Christy Clark for her continued support of this hospital expansion and for coming to Penticton to lead the Ground Breaking Ceremonies on July 12.

I would also like to comment on the rural education enhancement fund that was able to help ensure that West Bench and Trout Creek elementary schools remain open instead of facing closure.

From my perspective, based on my time with the finance committee, there will always be challenges with competing demands for more money in many different areas. With the rural education enhancement fund, I am pleased to say it will be a permanent fund that will provide on-going, yearly funding.

We can now keep rural schools open, and that will make a significant difference for the families who live in these communities. While this process was by no means perfect, I believe that

this outcome is in the best interests for families and students.

I would personally like to thank the many parents who took the time to passionately propose their ideas to keep the schools open with the school board over the past few months. However, I will say that it is a shame that the school district and board did not consider these ideas, and did not utilize the independent special advisor offered by the provincial government. In my opinion, it’s long overdue that school boards and school districts drop the politics, and do what is best for the students.

I would also like to pass on an update that the Penticton and District Community Resources Society, working in partnership with the Catalyst Community Development Society, has been selected as the proponents to build and operate the 67 new units of affordable housing that will be located at 284 Brunswick Street. Peachland will also see an additional 68 units of affordable seniors housing built.

Next week the BC Legislature will be recalled in order to amend the Vancouver Charter so that a new taxation levy can be implemented by the City of Vancouver in an effort to tackle housing affordability. The City of Vancouver believes that taxing vacant housing owned by non-Canadian purchasers may lead to less market speculation and increased rentals.

The provincial government will support other BC municipalities in the event they would like to pursue a similar strategy.

However, personally, I am a strong proponent that the supply side of the housing situation must be addressed by municipalities who need to ensure the approval of new developments in a timely manner.

Now the members of the Highway 97 Task Force want to promote the rural upper Princeton neighbourhoods as a backdrop for high-density residential and commercial use including a truck stop.

Did New Monaco propose the purchase of crown land adjacent to the Trepanier residential neighborhood as the primary access for a development for more than 5,000 commuters in their original application? Did any Peachland taxpayers question the past mayor and council when they essentially trebled the population of the town by approving the build out of New Monaco, Trepanier Manor, Ponderosa/ Pincushion and numerous other smaller developments?

The MOTI have suggested a good working number for our town is 7,700; we are hemmed in geographically, amongst other factors. Unfortunately, at one of the OCP stakeholders’ visioning focus groups I attended, the planning department scoffed at this number. It was suggested we not take the province’s projections seriously.

It appears to me that there may be a lack of planning with our planning department and definitely to the commitment to our Official Community Plan. We have been told we are mandated to review our OCP every five to 10 years, it has now been 16, and the main reason we are revamping it now it at the request of the Ministry of Transportation and Infrastructure.

As I mentioned above, I attended both OCP open houses, I filled in the survey that came in

the mail, in addition, I was invited to a stakeholders’ vision quest for community groups.

I was told to “put on the hat” of the community group I represented in addition to representing myself and other community members. The invited group I represented was “Improve Highway 97 In Place.” As I sat and listened, I was told “transportation” is one of the seven major factors that contributes to an OCP, the glossy brochure handed out by the planning department featured an entire page on the future of Highway 97 and the possibility of improving or bypassing.

However, after 90 minutes of touchy-feely visioning games when I finally asked about the timing of the MOTI final decision on Highway 97 in the fall of 2017 and the final draft of the OCP not arriving until later I was cut short.

Even the Urban Systems consultant hired by the town to lobby the province in support of a bypass disagreed with the planning department’s agenda when he stated “it would be nice if the district had the best options for on and off line before it completes its OCP.” Finally, I might add it came as no surprise to me that when I polled the numerous other stakeholder groups, including the pro-bypass Highway Task Force, attending numerous other focus groups, at no time did district staff restrict their vision or put parameters around their input.

Clearly, my point of view was not wanted because it did not mirror that of the planning department – so much for public consultation in Peachland.

Paul, Quebec on July 14 and will compete in the Canada Cup in Saint-Félicien this weekend. He took time off from a busy training schedule in June to personally present the inaugural award from his fund to local biathlete Tekarra Banser, who plans to attend UBCO this fall.

“Having experienced national sport, I know the amount of determination and perseverance that it has taken for Evan Guthrie to get to the level he’s at in his sport,” Banser said. “I am thrilled and feel truly honoured to be the inaugural award recipient.”

Syrian refugees who have settled in the B.C. interior in recent months.

According to the Interior Health Authority, 135 refugees settled within their jurisdiction between November and April 26 of this year, about half of them in Kelowna (68), 22 in Kamloops and the rest spread between Penticton, Summerland, Oliver, Naramata, Salmon Arm and Vernon.

Of these, 47 were

government-a ssisted refugees (received financial assistance/ support through the federal government).

The remaining 88 were privately sponsored refugees (sponsored by churches and community groups).

In a normal year, about 11,000 newcomers settle in the interior. The federal government has pledged to resettle at least 25,000 Syrian refugees after what has been described as the worst human-

itarian crisis in a generation.

Since November, the health authority has built basically from scratch a coordinated response to the influx of refugees that can be applied to serve all newcomers, one that nurse practitioners were “instrumental” in.

“We provided primary care with a nursing lens,” Kamloops nurse practitioner (NP) Colleen Regehr said in a press release. “Many of the cultural, social, and language needs were addressed seamlessly along with clinical diagnoses and treatment.”

Refugee health teams were established in primary care centres in Kelowna, Kamloops and Vernon. They served as health-care hubs providing screening, immunization, and addressing immediate health-care needs of refugees, as well as making referrals for treatment of chronic health concerns such as diabetes and heart disease. Signs in Arabic helped, too, and a resource website for settled refugees and front-line health-care workers alike has received about 3,000 visits from within British Columbia.

A list of health care professionals including doctors and dentists “willing to deliver care” to refugees through the Interim Federal Health program was also created for 18 communities, and a new standard for health care delivery to all newcomers, including immigrants and temporary workers, is now in place.

This is all well and good, but it doesn’t explain why Summerland is punching so far above its weight. A spokesperson told the View Interior Health is not responsible for determining where

refugees settle, but Summerland Councillor Doug Holmes, who was “heavily involved” with the committee struck just before Christmas to respond to the refugee emergency, may have some insight.

At 11, the city of 11,280 welcomed nearly as many Syrians as Vernon and Penticton combined, which split 12 between them.

Sponsored by the local United Church, the first family arrived in March 2015.

The first of two families sponsored by the Summerland Refugee Sponsorship Group, the Al Shebleque family, arrived on Valentine’s Day 2016.

Holmes said there is no shortage of generosity in Summerland.

It started after he held a town hall-style meeting to share information about the crisis in Syria and to gauge support for a local relief effort near the end of last year.

Out of the 40 or so people who expressed interest, between 20 and 24 people formed the original committee on it in December.

The team has grown to about 100 today.

They worked with Okanagan Immigrant and Com-

munity Services to coordinate interpreters and English language instruction, health care services and counseling. Volunteers also help the newcomers with the essentials including how our financial world works, banking and budgeting.

Holmes said all of the refugees take English classes in Penticton weekdays.

Two of the fathers are working to earn some extra income sorting cherries, but generally they aren’t encouraged to work.

“A year from now they’d get a better job if they know English,” Holmes said.

This also provides the one major bottleneck for the group: finding drivers to shuttle the students to class and back Monday to Friday.

Sponsoring refugees is a costly activity as well, but the money was so easy to find it barely enters the conversation, according to Holmes. There are a variety of types of sponsorship, but generally the group splits

the cost of welfare for a year with the federal government. Refugees receive the federal child benefit as well.

On average in Canada, sponsoring a family costs $30,000, but life in the Okanagan can be a tad more expensive than other areas – Saskatchewan, for example.

“That’s the easy part,” Holmes said of fundraising in Summerland.

“People have been incredibly generous with financial donations, but we don’t think of it that way. We give them a budget based on welfare and the child benefit, and we’ll pay for things to set them up. We’re not expecting them to get here and have to buy furniture. We’ll pay dental fees, too, anything that’s ‘over and above.’

It’s kind of complicated, but it works.”

After 12 months, they’re on their own.

The group has incorporated as a non-profit and hopes to be able to resettle one refugee family per year, and not necessarily from Syria.

“We try to set them up for success, so they don’t need us,” Holmes said. “It’s been an incredibly rewarding experience.”

It would be a bridge to nearly nowhere, at least at first.

Visualizing what dramatic views must await the users of a suspension bridge over Trepanier Gorge, Peachland historian Richard Smith points to where its foundations could be set.

He’s standing along the southern ridge of the ill-fated Table Top/Trepanier Manor development, which sits fully serviced but devoid of structures between the model home built at the back of the property up Ponderosa Drive and the lake-facing edge, where the 58-suite hotel was to go.

Smith, who worked on the interpretive signage associated with a similar bridge in the Yukon in 2006, is convinced such a project would be

enough to convince an investor to fill the rest of those lots.

“It would be so easy to go across that canyon,” he said. “This would be a huge stimulus to that area. It could be included in the Fur Brigade trail that stretches all the way to Prince George.”

The gorge is home to Peachland’s historic dam, which started supplying the fledgling town with hydroelectricity in 1909. Bridging it would link Tabletop Mountain and McKinnon Park, plus the Trepanier road network with the 6th Avenue public park, the increasingly popular Pincushion summit hike on the other side.

Smith thinks a zip line in the same spot is also worth looking in to. He’s submitted his proposal to the district to be considered with its ongoing

Official Community Plan (OCP) review.

According to the View’s own archive in late 2013 council approved a zoning change that would have allowed then-proponent Tabletop Mountain Resort to add more units to the hotel, make the hotel taller and nearly double the size of the parking lot, build a vineyard/winery and make each of the proposed 20 cottages larger.

The hotel, intended to be a four-star (a five-star was originally envisioned, but scrapped), was to include two groundfloor restaurants, a conference/ banquet hall, spa/health club and even a cooking school.

“The hotel will take 16 months at best, 20 months at worst,” Tabletop Mountain Resort managing partner Scott Wilshaw told the View after a

council meeting in December 2013. “The winery should be an eight-month build out time. It would be nice to have the winery open at the end of 2014.”

Peachland planning and development director Cory Gain arrived in the lakeside town that very month and told the View this week she has never seen activity on the file, which is still considered a “current project.”

“The Development Permit approved previously has expired; a new Development

Permit application must be approved by council to allow the development to proceed,” she said in an email. “It is my understanding that the property has been listed for sale for at least a couple of years. We keep these ‘old’ development applications listed as current

projects in hopes of creating some profile, encouraging economic development and making the information accessible.”

As of June 2016 Peachland had about 3,000 units worth of development at various stages of approval, “a maximum” of 2,800 of them in

the proposed New Monaco subdivision.

Total billings, permits issued and project values are lagging behind this time last year by about half. In June 2015, there were $8.5 million worth of projects on the books year-to-date, this year, that value is just under $4.4 million.

Sockeye fishery ‘likely’ to return to Osoyoos in August ABERDEEN PUBLISHING After the recreational sockeye salmon fishery in Osoyoos Lake – and all rivers and lakes in the South Okanagan – was cancelled last year due to an extended drought and warm water that killed hundreds of thousands of fish, things are looking much brighter for 2016.

“It appears highly likely there will be an opportunity for economic recreational fishery this year,” said Okanagan Nation Alliance (ONA) Fisheries Manager Howie Wright, adding that sockeye salmon are three to four times more abundant than forecasted earlier this year.

The date for the recreational fishery to begin hasn’t been set yet, but should be some time in early August, said Wright.

The ONA is continuing its efforts to reopen the floodgates that impede the migration of salmon to Osoyoos Lake and lakes and rivers across the South Okanagan, which will allow more of the species to follow in the footsteps of their forefathers.

And as the salmon appear to be filling the local waterways, it looks like the ONA will need help enjoying the fruits of their labour.

With a few downstream indicators signalling a strong salmon run this summer, additional anglers may be needed for monitoring efforts, in order to better estimate fish densities.

As of July 13, more than 164,000 sockeye salmon had been counted through the Wells Passage in Washington State, said Wright.

Once it became feasible to harvest industrial levels of energy at the turn of the 20th century, the health of aquatic ecologies was largely disregarded to make way for massive dams, which triggered a forceful disruption in the annual salmon run, he said.

Because the waterways that lead into the Okanagan run through another country on their way to the ocean, the need to implement fishing regulations on both sides of the border is laden with logistical challenges, said Wright.

To counteract the dams’ environmental drawbacks without undoing any of the engineering accomplishments, the ONA spent the past several years trying various methods of reintroducing sockeye to the Okanagan and it looks as though their work is going to pay off.

“The ecosystem benefits from having sockeye and the cultural significance to the Okanagan people is important – within that is the nutritional benefits, traditional diet,” Wright said. “We look at it from a restoration perspective, sharing and harvest salmon as an overall contributor to economy.

Salmon is very important in the Okanagan.”

At the beginning of this year’s run, 3,000 sockeye salmon were tagged and anglers who find tagged fish will be eligible for a small prize, though only a small handful of those tagged end up getting recovered, he said.

“Sockeye enter the Columbia River at the end of May/beginning of June. At the end of June they

show up in the Okanagan. The temperatures have been pretty good so far and they’re in the river right now.”

Because salmon reproduce at the end of a four-year life cycle, the health of this year’s stock is partially due to favourable conditions involving the sockeye that hatched 2012.

The ONA’s goal is to see 100,000 sockeye spawn in Oliver, and another 20,000 in the Penticton area.

Wright believes that number will be easier to achieve if a conservation agreement can be signed with his American counterparts.

“With proper water and management, the opportunity is there.”

He said the agreement would ratify how much salmon can be harvested in each country. Talks have been ongoing for the past decade.

Just over a year ago during the second week in July of 2015, it was announced the entire commercial and recreational salmon fishery operated by the ONA on Osoyoos Lake would not be taking place.

That decision has been made by ONA senior management after the provincial government announced a couple of weeks earlier that all river and stream angling across large swaths of British Columbia, including most of the South Okanagan, would be shut down due to unprecedented drought conditions.

Only days later, the Department of Fisheries and Oceans (DFO) announced there would not be a recreational salmon fishery on Os-

oyoos Lake for the remainder of the summer of 2015.

Richard Bussanich, fisheries biologist for the ONA, confirmed the entire recreational and commercial fishery that traditionally takes place each summer on Osoyoos Lake was being cancelled due to serious drought conditions, which had already killed tens of thousands of sockeye salmon that traditionally travel from the United States towards Osoyoos Lake and South Okanagan tributaries.

“The situation is dire,” Bussanich said last July.

The extreme drought conditions led to near-record high water temperatures and limited oxygen supply for the hundreds of thousands of sockeye salmon that were expected to make their way to Osoyoos Lake, said Bussanich.

Estimates of as many as 500,000 sockeye salmon making their way to Osoyoos Lake for the summer of 2015 were expected, but hundreds of thousands perished because of the extreme warm water conditions, he said.

“We were expecting as many as half a million at the mouth (Washington State tributaries) … and between 200,000 to 300,000 haven’t been accounted for.”

The relatively cool spring and summer so far in 2016 has proven to be very beneficial to the annual sockeye salmon run to Osoyoos Lake and the South Okanagan, said Wright.

Anemia is one of the most common blood disorders, characterized by insufficient levels of red blood cells in the blood. Anemia also occurs when red blood cells, which are responsible for carrying oxygen to the various organs and tissues throughout the body, are not functioning properly.

Very often the signs of anemia are overlooked or go unnoticed until a blood test determines low hemoglobin (Hb) or hematocrit (HCT) concentrations. Some people discover they have anemia as they attempt to donate blood, at which time their red blood cell count is found to be inadequate.

When the body lacks oxygen, any number of the following symptoms may be experienced: • weakness • dizziness • extreme fatigue • shortness of breath • fast or irregular heartbeat • pale or yellow skin • cold hands or feet Frequently, existing disorders or conditions, such as congestive

heart failure, are made worse by anemia. But unless doctors specifically consider anemia as a possible cause of symptoms, its presence can go undiagnosed.

The most common causes of anemia among older men and women include chronic diseases and iron deficiency. Vitamin B12 deficiency, folate deficiency, gastrointestinal bleeding, and myelodysplastic syndrome are other causes of anemia.

The main way to treat anemia is to discover its source and reverse the outcomes. For instance, a gastrointestinal bleed may need to be repaired. If iron deficiency is the source of the anemia, iron supplements may be prescribed.

Many methods to correct anemia involve trial and error and experimentation, especially when the source of the anemia is unknown.

Anemia is a condition that can affect aging adults but does not need to be accepted as a natural consequence of aging. Correct diagnosis and treatment can mitigate symptoms.

ABERDEEN PUBLISHING Police are seeking an Oliver man they believe was the driver of a stolen truck that crashed into a vineyard and injured one of the people working there.

Just after 9 a.m. a black Ford F350 failed to negotiate a curve on Highway 97 near Road 11 and plowed through

a vineyard, taking out numerous grape vines, posts and wiring.

Corporal Brian Evans of the Oliver RCMP said there were several migrant farm workers actively pruning vines when the truck careened into the vineyard. One worker was struck and suffered a broken arm.

Police determined that the truck had been stolen in Okanagan Falls on July 10, and the driver fled the vine-

yard before RCMP arrived.

“The quick thinking vineyard owner took a photograph of the driver,” Evans said. “As a result of his action, police determined the identity of the male, who is known to police and a resident of Oliver.”

Evans said police are actively looking for the male and will be recommending a number of charges to Crown counsel.

Big plans for Peachland Chamber’s annual golf tourney Aug. 26 VIEW STAFF There are at least 18 good reasons to have the Summerland Golf and Country Club as a member of the Peachland Chamber of Commerce.

This Aug. 26, members will be reminded why.

Spoiler alert: Chamber executive director Patrick Van Minsel has big plans for the event, staged at the South Okanagan’s best course two years running, according to Okanagan Life Magazine.

“The tournament is going to be very different from other years,” he said of the Chamber’s annual gathering on the greens. “Summerland is one of the most beautiful courses in the valley, the back nine is absolutely gorgeous.”

The scenery may be the same, but important changes for this

year include an earlier start and a lunch before tee-off instead of dinner after the event, plus a new format with a variation of best ball off the tee.

Registration has been moved up to 12:30 p.m. followed by a lunch and tee-off at 2:30 p.m. for the 18 or so foursomes. A brief awards ceremony with appetizers only will close out the day with everything wrapped by 8:30 or 9 p.m.

The new format will see the teams select the best ball from the tee, but each individual play their own from the second shot on. Also, the best and worst scores for each hole are discarded.

“It’s more challenging,” Van Minsel said, “and you make the playing field more equal.

Sometimes there is a team of four with one good player; other times there are three. It gives every-

one a better chance at a major prize.”

Major is the correct descriptor, with just a brief glimpse offered to the View revealing there will be as many as three hole-in-one prizes of at least $5,000 each, plus more prizes for closest to the pin, the putting contest, longest drive, most honest team and a s h o o t- t h e - c a n y o n challenge on #17.

“There will be prizes for best dressed, low score, all that, as usual,” Van Minsel said. “Every golfer gets a prize.”

The tournament is open to everyone, not just Chamber members. Typically about half the field are Peachland residents.

Deadline for the early bird registration fee of $99 is July 31.

“All of the money goes back to the Chamber,” Van Minsel said. “This is one

of our major fundraisers for the year.”

The tournament is schedule for a Friday afternoon, which gives employers a

convenient way to appreciate their staff with a half-day of prayer, plaid shorts and screaming at inanimate objects.

“It’s an awesome way to stay thanks to your employees and do some team-building, and you only lose a half-day.”

The tournament nearly sold out last year.

Ashton elected president of USCanada economic region council VIEW STAFF Penticton MLA Dan Ashton is about to put some more miles under his heels.

The Liberal was elected president of the Pacific Northwest Economic Region (PNWER), a group formed by several provinces and U.S. states to advance their common interests, at their 26th annual summit in Calgary.

Ashton has acted as Premier Christy Clark’s representative at PNWER since 2014, and has advanced through the executive committee, serving most recently as Canada’s vice-president. As president, Ashton will chair the executive committee, the decision-making body responsible for reviewing all activities of the organization. This will allow B.C. to advance regional priorities including invasive species, transportation, energy, and market access. This role will also be an opportunity to profile several B.C. priorities, including liquefied natural gas, climate action and leadership, and trade throughout the PNWER region.

The PNWER summit draws hundreds of business leaders, legislators and community leaders throughout the region. At this year’s summit, Bill Bennett, Minister of Energy and Mines, co-chaired the mining session and participated on a policy maker’s panel on energy development. Ashton also participated in a legislative panel on invasive species.

B.C. government staff also delivered presentations at six sessions, covering a range of topics, including: tourism; forest fire funding; collaborative forest management; marketing products using beetle-kill timber; methane emissions reduction; and liquefied natural gas.

Private sector leaders are important to the success of PNWER. In recognition for his contributions to PNWER, British Columbian Dave Cowen, general manager of The Butchart Gardens, received the “Robert Day Memorial Award.” The award is given to a business leader who has gone beyond their

own interests to promote regional and bi-national co-operation.

“British Columbians couldn’t ask for a better representative at PNWER than Dan Ashton,” Clark said. “He understands how to work with different sectors and jurisdictions to build thriving, growing economies that create jobs and a better quality of life for the entire region.”

Ashton said he was humbled to received the confidence of PNWER members.

“I would like to thank Sen. Curt McKenzie for his exception leadership as president over the past year,” he said. “I look forward to building on his successes, and moving forward on key initiatives that will strengthen our state and provincial partners in the Pacific Northwest.

“In the year ahead, I look forward to working collaboratively with all PNWER members not only to promote the organization but especially to bring forward the initiatives that allow us to work co-operatively with the private sector and all levels of government.”

Established in 1991, PNWER is the only statutory, non-partisan, non-profit, bi-national, public-private partnership in North America, and is comprised of 10 jurisdictions: the U.S. states of Washington, Oregon, Idaho, Montana and Alaska, the provinces of British Columbia, Alberta and Saskatchewan, and the Yukon and Northwest Territories.

PNWER’s mission is to increase the economic well-being and quality of life for all citizens of the region, identify and promote models of success, and serve as a conduit to exchange information. It tackles regional issues through its 20 working groups, each headed by one public-sector and one private-sector chair.

The working groups cover a variety of regional priorities, such as agriculture, border issues, energy and environment, natural gas, and trade and economic development. Each is co-chaired by one member each of the private and public sectors, and a PNWER member.

Major program areas include the Arctic caucus, cross-border livestock health and energy.

Reality and Rotary This week’s New Scientist lead article begins by saying: “things only become real [exist] when we look at them.” Without launching into a Beyond the Fringe style sermon it is pretty obvious to me that Rotary only exists because of you and people like you, whether or not you are Rotarians. Your support helps Rotary to fulfil its mandate to “Serve Humanity”. Your participation in the events we arrange, whether it be the Peace Concerts as an enthralled spectator, our Gala as a bemused Briton (this last year!), or whether you support or create one of our other projects - like the BEEPS Bat Trail (check it out!) this year past – you make Rotary work, one way or the other.

Our Club is an incredible group of workers. Almost every year I have been a member the Club has received awards from Rotary International for achieving its goals - the goals of Rotary. We received a Presidents’ Citation with Distinction for President Brian Junnila’s year: a rare distinction indeed. This 2015 -2016 year the Club was awarded one of only 34 Gold Presidential Citation awards in the whole of Canada: a reality that would never have existed without an incredible amount of hard work on the part our members. So, next time you see a Rotarian on the street, you might offer them a cheery “Hello! Well done chaps!” – or other congratulatory salutation of your choosing. They REALLY deserve it!

Another reality is that our International Exchange student has returned to Holland and to school! Yaika was a prime example of a Rotary International Exchange student: bright, happy, intelligent, patient, curious and eager to help. Her last appearance was at this years’ Canada Day Parade. So, we bid Yaika farewell – but we are also welcoming Petra from Hungary, who will spend the next year honing her English skills, learning about Canada a la Peachland and Westbank. As all Exchange students do, she will experience attending school and living as a family member, for about three months each, with three different families among the three sponsoring Clubs. If past experience holds true, she will have an incredible time. Better yet, come to a Thursday meeting at the Gasthaus! We only bite the food! We meet Thursdays at 11:45am at the Gasthaus. Guests are always welcome. ShelterBox and the Peace Concerts go hand in hand. We take up a collection for ShelterBox at each concert. Donations are voluntary and help support ShelterBox in regions devastated by natural disaster or human conflict. The Rotary Club of Peachland is proud to have been able to sponsor some 39 ShelterBoxes over its 19 years of existence – with your help - seven of them, this 2015/6 year! Members also give generously to this charity because of the immediate, practical and positive impact it has on peoples’ lives. In attendance at two of our Concerts will be Blood Services Canada, seeking to raise awareness of another crucial service we often manage to forget what with all the demands made on time, attention and wallets by the modern world. Come out to our Concerts: this Sunday, July 24 is Adam Fitzpatrick’s Elvis Evolution. Double treat on August 7th: Pauline Kyllonen at 4:00pm and Opera Kelowna at 6:00pm. And our favourite wrap up for the season on August 14th: Cod Gone Wild! Tell your friends!

It is with profound sadness that we announce the loss of Emma Thielmann (née Ross) who passed away on Wednesday, July 6, 2016 after a brief illness. Predeceased by husband Victor, parents Paul and Veronica Ross and niece Debbie Ross, Emma is survived by her two loving sons, Ross and Scott (Jenny), her amazing and beautiful grandchildren Julia, Josh, Abby, Zack and Zoe who brought her so much joy; her sisters Dorothy, Irene, Florence, and brothers Van, Jimmy and Tommy, along with many other relatives.

Emma was an optimistic and good spirited woman, a hilarious and special sister, a warm and fun friend to many, a caring neighbour, and a wonderful mom and grandma. She will be so missed by so many.

Summerland picker killed free climbing The BC Coroners Service has confirmed the identity of a man who died after a free-climbing incident at Giant’s Head Mountain near Summerland on July 14.

He was Gael Julian D’Ostie-Racine, aged 23, originally from Montreal, but working in the Okanagan for the summer.

D’Ostie-Racine was camping in an orchard at the base of Giant’s Head Mountain, while he worked as a fruit picker. On the evening of July 14, he went free climbing on the mountain.

Other workers from the camp witnessed his fall more than 100 metres down a cliff face. One of the other workers, who has first-aid training, was able to reach him, but he could not be resuscitated.

The BC Coroners Service and RCMP continue to investigate this death.

B.C. to amend human rights code

The Ministry of Justice has proposed amendments to the B.C. Human Rights Code to include language protecting the rights of transgender individuals.

“Under B.C.’s Human Rights Code, every individual is equal before and under the law, and has the right to equal protection,” Attorney General and Minister of Justice Suzanne Anton said in a release. “This includes transgender persons, as interpreted by the B.C. Human Rights Tribunal and the courts, and made clear in law.”

She said in recent months she has met with transgender individuals and advocates who have “passionately expressed” the desire to see protections currently afforded within the definition of “sex” made more explicit by rec-

ognizing “gender identity and gender expression expressly in B.C.’s Human Rights Code.

“With these amendments, B.C.’s Human Rights Code will reflect the current state of law in our province and will align with human rights legislation across the country, including Canada’s proposed Bill to add “gender identity or expression” to the Canadian Human Rights Act,” Anton said. “I know this addition means a great deal to those who have advocated for its inclusion. These amendments will create greater consistency across Canada and will reflect the fact that transgender persons are protected under the common law.

protect transgender people in B.C.’s Human Rights Code, as transgender people face “incredibly” high rates of violence and discrimination.

“In order to be protected by the human rights code you have to know you are,” Herbert said. “This legislation will ensure that it’s crystal clear that discrimination against someone because of their gender identity or gender expression is unacceptable in B.C. I’m overjoyed that these explicit protections will finally become law.”

Kelowna collects in B.C. transit funding drop

Premier Christy Clark released details on nearly $160 million in new transit projects across the province at an event in Kelowna Tuesday.

In all 11 projects will be funded through the new Public Transit In-

frastructure Fund, designed to provide safe, modern and efficient public infrastructure Clark was joined by Kelowna-Lake Country MP Stephen Fuhr, who was there on behalf of Amarjeet Sohi, Minister of Infrastructure and Communities.

The funding will support new facilities, buses and technologies that will improve safety for passengers and drivers, and make taking public transit more convenient and efficient.

Kelowna had prioritized the purchase of newer buses with technology enhancements that will pave the way for a better customer experience from the beginning to end of each trip, as well as much-needed transit exchange upgrades.

The announcement follows the recent signature of a bilateral agreement with

British Columbia that will result in more than $900 million being invested by the Government of Canada, British Columbia and municipalities in public transit projects throughout the province. Included in the list of improvements identified as priorities by local governments are almost $11.8 million in bus technology enhancements, which will pave the way for a safer, more convenient and better customer experience.

For example, closed circuit TV will be added to enhance the safety of passengers and drivers, and real-time information and automatic passenger counters will ultimately make the system more efficient for transit riders.

Also announced are plans for capital improvement projects for busy transit centres that will get underway over the next three years.

These include an upgrade to the transit exchange at UBC’s Okanagan campus in Kelowna that will increase capacity and allow for service expansion during peak hours.

New operations and maintenance facilities in Prince George, Central Fraser Valley, Campbell River and the Cowichan Valley will support new technologies, like compressed natural gas (CNG)-fuelled buses that will benefit the environment and reduce operating costs. The investment will also support upgrades to meet seismic standards for facilities in Victoria and Langford.

The funding also includes more than $68.7 million to replace approximately 150 buses in communities throughout the province. The new vehicles will be rightsized for efficiency and will offer up-todate amenities for a more comfortable customer experience. Acquisition of new buses for a total investment of $3.5 million will support increased service frequencies and new transit routes to meet growing demand in communities like Victoria, Kelowna, Kamloops and the Comox Valley.

“Moving our transit service into the 21st century will provide a whole new level of convenience for Kelowna residents. And the added level of security the city has been advocating for that comes with the addition of safety cameras on buses will give passengers and drivers the peace of mind they deserve when taking transit,” Kelowna Mayor Colin Basran said in a press release.

Minister of Transportation and Infrastructure Todd Stone said the province’s infrastructure must keep pace with its growing population.

“This investment will help meet rising demand, ease congestion, lower our carbon footprint and enhance our quality of life.”

out of Pokémon Go driving traffic to her building, home to a massive and sensitive maternal colony of Yuma bats. There are bat-inspired Pokémon creatures, including Noibat, Woobat and Zubat, and now you know that.

“I don’t know how old he is but he seems like a kind young man,” she said. “He wouldn’t have signed up to be a BEEPS member had he not been playing Pokémon Go. It’s kind of cool; he came in said he didn’t even know about the bats and the VIC and after we chatted for a bit he was super-excited.

He even offered to make a donation by debit!”

No debit donations allowed, so instead, he paid the $5 BEEPS membership fee.

The game could not

have been released at a better time for teens like Kyle and Cole from Coquitlam (true story), 14 and 16 respectively. Visiting in Peachland, they told the View while walking toward the VIC after topping up at the cenotaph it’s cool they can score points here and at home.

The teens were big Pokémon players when they were younger, gobbling up every title released on Nintendo handheld gaming systems. After

a hiatus, Pokémon Go has brought them back to playing “lots.”

“I like that you can actually catch Pokémon on your screen when you’re holding the phone up,” Kyle said.

Added Cole: “There are just so many people playing, the popularity is an attraction.”

He said Pokémon Go for him isn’t about binge gaming, that traditional image of the stereotypical gamer hunkered down

in a computer chair, surrounded by crinkled Red Bull cans in the midst of a 17-hour marathon.

“It’s kinda more like, you play whenever there is an opportunity, not ‘I want to go play this right now,’” he said.

There are various trophies to be earned in-game, some related to how much distance the player has covered, not unlike a fitness app.

“You play it when you’re walking somewhere,” Kyle said.

Like a fun version of Google Maps, the game places collectible Pokémon creatures and other points of interest, like “gyms” where players can virtually battle each other, around town.

It has been downloaded more than 10 million times worldwide from the Google Play Store, not to mention Apple devices, and now has more daily users than leading dating app Tinder or social media platform Twitter.

The game starts by warning players to be aware of

their surroundings.

Kelowna RCMP Cpl. Dan Moskaluk confirmed Tuesday his detachment at least hasn’t received any formal complaints related to absent-minded Pokémon players.

In order to trigger the creature to be captured or access a point of interest, the user has to physically travel to the given location.

If they have the app open on their phone, it triggers an alert. In some cases, one of the imaginary Pokémon creatures appears on the screen overlaid on a camera view of the real world behind the phone, giving the illusion that the player and the creature are somehow interacting beyond the confines of the device.
