Construction of Centennial Way well underway By Phil Seipp
Following Monday’s groundbreaking ceremony, construction on Peachland’s Beach Avenue, Centennial Way is officially underway. About thirty people attended the ceremony to listen to remarks from representatives of three levels of government and to witness them breaking sod for the new landscaping along the lake. Mayor Keith Fielding opened the celebration by thanking all those
who have worked hard to bring this new vision of Peachland’s waterfront to this stage. He went on to emphasize the environmental aspects of the new walkway, drawing special attention to the xeroscaping approach that was incorporated in the design. He noted that the overall design would help to mitigate the effects of run-off water from the roadway entering the lake. Provincial MLA Bill Barisoff highlighted the level of cooperation between levels of
government that helped bring the project to fruition. He mentioned that Peachland did a great job of getting the project ready for a funding application and in cooperating with federal and provincial authorities. Federal MP Stockwell Day mentioned that he used to live in Peachland and run along Beach Avenue. He said he often felt frustrated that there wasn’t a better pathway for runners, walkers and cyclists along such a beautiful part of Okanagan Lake.
He also placed this project in a wider context of stimulus spending to help communities create jobs during the current recession. Total cost of the project is estimated at $3,390,000, with one– third coming from each of the two senior levels of government and the other third coming from development cost charges levied and collected by the District of Peachland. There will be no new direct taxation paying for construction. For Peachlanders and
visitors there will be disruptions while the project moves along. Work will proceed in three phases between now and the end of October, with construction mostly confi ned to 7:30 a.m. to 5:30 p.m. between Monday and Friday, with some work also being done on some Saturdays. The fi rst phase will be completed from June to August between 12th and 8th Streets. The second phase will cover 8th to 5th Streets from August to September. The fi-
nal phase is scheduled for late September to the end of October and will deal with the area from 12th to 13th Streets. As there will be temporary changes in parking availability appropriate signage will be provided to direct residents and visitors to temporary parking as needed. Green credit policy finally gets the go ahead By Joanne Layh After months of discussions, council this week finally adopted a green credit policy that will recognize ‘grey area’ local food producing properties by offering qualifying producers a break on their water bills. Of the 135 irrigation meters installed in Peachland, 90 are located on properties which are not in the ALR nor have Class 9 (farmland) assessment with the BC Assessment Authority. 54 of these properties are between .5 and 2 acres in size and some are significant food producers, or what council has termed ‘grey area’ properties. There may also be additional local producers who could qualify, should they choose to install an irrigation meter. The District of Peachland introduces the policy as an initiative that will reduce greenhouse gas emissions by encouraging and promoting local food production. “This is our opportunity to try to do something to encourage local food production,” Mayor Fielding said at the last
Committee of the Whole meeting. Councillor Condon was also in favour of adopting the policy as a means of promoting sustainable growing practices. “I will continue to support this because I believe that there is a need for a recognition of the kind of conduct that this encourages,” he said. The policy targets those who are significant local food producers but don’t qualify for bona fide agricultural status. (Properties with agricultural status already receive a preferred water rate.) Now owners or occupiers of properties ranging in size from .5 acre to 2 acres, with a water meter, may qualify annually for a green credit towards their quarterly irrigation bill, under the following criteria: • The area used for food production for direct human consumption is at least .25 acres; • A water efficient system is in place to irrigate food producing areas. Water efficient systems include micro-jet or drip irrigation systems and soaker hoses. Additional water efficient systems
may be approved by the Appeals Committee; • A separate meter to record irrigation consumption must be either already in place or installed at the property owner’s expense; and • For qualifying properties a $0.15 per m3 credit for irrigation water use will be provided on each of the two quarterly water bills for irrigation use up to the determined amount of water per acre (or portion thereof) as follows: When the are of the property that is being utilized for food production is: Category: 1. ¼ acre x 315 m3 x $0.15/m3 = $47.25/quarter 2. ½ acre x 630 m3 x $0.15/m3 = $94.50/quarter 3. ¾ acre x 945 m3 x $0.15/m3 = $141.75/ quarter 4. 1 acre x 1250 m3 x $0.15/m3 = $187.50/ quarter 5. 1.25 acre x 1565 m3 x $0.15/m3 = $234.75/ quarter 6. 1.50 acre x 1880 m3 x $0.15/m3 = $282/quarter 7. 1.75 acre x 2195 m3
x $0.15/m3 = $329.25/ quarter • Any irrigation water use beyond the allocated amount indicated in the green credit table above will be charged at the regular residential water rate of $0.30 m3. Property owners will need to apply for the credit annually by May 30 in the year that the credit is being applied for. The District of Peachland will inspect the property for compliance and will notify the applicant of their decision. If declined, the applicant will be provided with reasons as well as information about the appeal process. Council will establish an Appeals Committee, which will consist of 3 members of the public at large who will hear appeals to green credits policy decisions. The Appeals Committee will convene to consider appeals within ten working days of an appeal being submitted and will render a decision on an appeal within 3 days of it being heard. The applicant may make a further appeal to council, and that decision will be considered final.

Tax dollars put to good use
WEEKLY COMMENTARY BILL BARISOFF, MLA One of the many reasons why I first put my name forward to stand for public office was related to taxation and ultimately the desire to see
lower taxes here in British Columbia. It is no secret that not so many years ago, ours was the most heavily taxed province in all of Canada. Over the past decade and some 120 tax cuts later, British Columbia now has the lowest income tax rates in all of the country. In fact there are over 300,000 British Columbians who no longer pay any provincial income tax whatsoever. Most British Columbians now pay anywhere from 40% to 75% less in taxes today than they did in the past. It is no secret that as taxpayers, the amount
of how much tax we pay to all levels of government is always an important area of concern. However I also believe that as taxpayer’s we must also not lose sight of what it is we are paying for. Provincial taxes pay for more than roads, bridges, schools and healthcare, they also pay for important and much needed programs, services and projects. One of these projects I had the opportunity to visit recently was the opening of the new Skaha Sunrise Apartments. Long time residents might remember this facility as the former Hansel and

Gretel Motel, perhaps at one point you may have even enjoyed a Bavarian meal at the restaurant. In recent years the facility had fallen into disrepair and was not far from being condemned. Not today. Today, the roof is new, the grass is again green, and the facility, much like many of the residents, have a home they can be proud of. In fact, the name Skaha Sunrise is not only a fitting name for this reborn facility, it was appropriately named by one of the residents. Skaha Sunrise is more thaan just another apartment building. The Skaha Sunrise Apartment complex is a unique partnership between B.C. Housing, Interior Health and the Canadian Mental Health Association and is managed by the
Penticton and District Society for Community Living. Thanks to the efforts of these organizations there are now 45 affordable supportive housing rooms to meet the needs of our communities citizen’s who are most at risk of becoming homeless. Touring this facility was a very rewarding experience. To meet some of the residents first hand and hear how living at Skaha Sunrise is making a real difference in their lives was one I will not forget any time soon. Often some of the things that are taken for granted by many of us in our day to day lives are now available to many residents at Skaha Sunrise for the first time in a long time. I cannot thank the staff, many volunteers and community organi-
zations that worked so hard for so many years to make Skaha Sunrise become a reality. However as taxpayers we must also recognize that facilities such as this one do not come without costs attached. In this case, as taxpayers some $3 million was spent to acquire the former Hansen and Gretel Motel site and another $600,000 was required to transform it into the Skaha Sunrise apartment building. A further $180,000 will be provided by BC Housing in annual operational funding. While taxes will never be a popular topic, sometimes we must not forget or overlook the importance of a Skaha Sunrise and the real difference it will make in people’s lives living in our community.
Apparently out of touch Mr. Hurd is apparently out of touch with the wants and needs of the Peachland electorate. This curling rink or “mixed use facility” as he likes to call it was not voted down due to only seniors but also the young families (like us) who have absolutely no interest in a curling facility and would rather see our tax money in Peachland spent on facilities and projects that more than a couple hundred Peachlanders will use. While I don’t disagree there is a high percentage of CAVERS in Peachland, which I am most certainly not one of, the fact remains a curling rink is not what Peachland needs for a new recreation facility and was shown to you very clearly by way of the referendum. Maybe council should have polled the people to see if they truly wanted done with this grant (i.e.: would you like a curling rink over a hockey arena?) I bet you’d be surprised at the overwhelming majority that would have chosen and voted in favour of that! There is a great deal of great projects underway in Peachland including the downtown revitalization plan, Beach Avenue mixed use path, and the Ponderosa development etc., which are steps in the right direction and this referendum shooting down the idea of a curling rink was in this voters opinion another positive step! From the desk of the Mayor Seniors Housing Update COMMENTARY MAYOR KEITH FIELDING When I last wrote about the status of the Peachland non-profit seniors housing project, it was to advise that the project remains a priority for the municipality, that all of the municipal requirements necessary for a project partnership with BC Housing are in place, but that the project is ‘stalled’ until the provincial economy improves sufficiently to permit BC Housing to make further investment in seniors housing initiatives. While each of these considerations remains essentially unchanged, I recently had the opportunity to meet with Shayne Ramsay, Head of BC Housing, to discuss our project and to seek ways to advance its progression. This meeting in Vancouver was also attended by Elsie Lemke, our Chief Administrative Officer, and by Gwyn Symons, a partner in the firm of CitySpaces, our project consultants. The meeting was en-
couraging in a number of respects. Our project is well understood by BC Housing and there is a solid appreciation of the need that exists in Peachland for serviced, nonprofit, seniors housing, and for private, serviced, seniors housing – these needs having been documented extensively by CitySpaces and by UBC Okanagan studies. There is also a recognition that the site the municipality has made available for the project is an outstanding property, ideally suited to its purpose. A boost to the project has come in two ways: firstly, by the opportunity to engage in a problem solving discussion with BC Housing regarding their financial challenges and to discuss ways to position our project such that we will be well prepared for change in their capacity to provide support in the future; and secondly, by BC Housing having indicated that they will support an application from Peachland for funds to pursue the strategies we discussed through a new phase of study. This
study, to be undertaken by CitySpaces, will focus on the development of a partnership arrangement whereby we achieve our goal of creating 50 units of non-profit housing seniors by exploring opportunities for a contractual arrangement between the District of Peachland, an established non-profit housing provider, private sector investors, and BC Housing. Public-private partnerships of the kind envisaged are often complex to design and implement. However, our project consultants have considerable experience in developing such arrangements and it is clear that with provincial government policy encouraging such partnerships, it is a route that we will need to explore to advance our project to completion. I will report further on these issues when the study has been formalized and progress has been made. Meanwhile, if readers wish to learn more about the approach we are taking, they are welcome to contact me.
Rose Show and Tea this Saturday By Joanne Layh Peachland’s first ever Rose Show is set to take place on Saturday, June 26 at the Little Schoolhouse. If you’re a fan of fragrant blooms, you won’t want to miss the event. The show takes place between 11 a.m. and 4 p.m. In addition to the floral event, there will be
a Rose Tea on the terrace. Admission to the show is just $1 and the tea is $2. It’s still not too late if you’d like to participate in the show. Entries will be accepted on Saturday from 7 a.m. – 9:30 a.m. The Sowers and Growers Club will provide vases, however, entrants will need to bring their own containers for miniatures. The cost is only $0.25

On Sunday June 20, the Peachland Riding Club held it’s third gymkhana of the season with 24 riders aging from the very young in the Pee Wee division to those in the Classic Senior Division. Our day was filled with eight events, including Thread the Needle, Flag Race, Keyhole, Stake Race, Pole Bending, Barrel Race and two surprise events. Over the course of the season, competitors must compete in four out of six gymkhanas to be eligible for our yearend awards. The Peachland Riding Club holds clinics, fun days, and on

It is with great sadness that we announce the passing of Haydy Fuhrmann, wife of Gunter Fuhrmann. Food For the Soul An Environmental Conscience In light of the massive BP oil well lea k in the Gulf of Mexico, there is great concern over the environment. Ma ke no mista ke; this spill is massive. A friend of mine sent me a lin k to a site where you can see how large the oil spill would be if it were in your neck of the woods. Apparently it would r un from Chilliwack, British Columbia, all the way to Banff, Alber ta. Imagine traveling w ith the family for 8 -10 hours and seeing the same stream of tar whenever you look out the w indow. Im-
agine what that would do to the forests, creat ures and communities caught in its path! There is no way to mince words: this is a horrible catastro phe. But do Chr istians care? I mean, the church is not at the foref ront of the catastrophe the same way it would be if it was a humanitarian crisis, li ke the ear thqua ke in Haiti or the Tsunami in Asia, at least as far as I know. It would seem that Christians are only interested in people, not por poises, and souls, rather than
sea creat ures. This presence -inone -a rea-but-absence in-another causes many to scratch their heads. Are Christians merely par tisan, caring only for their ow n pet agendas? Is their compassionate re sponse to the world’s cares and concerns too narrow? These questions instigate the follow ing prob lem: on a public level Christians are of ten dismissed as being interested in only one or t wo issues such as abor tion or same -sex marriage. However, although
the Christian communit y does not always help themselves, when it comes to pub lic concerns there is a much broader range of interest than many people realize. The fact of the matter is that Christians do care about the environment. They care a great deal. And they care a great deal about a lot of things. The Christian conscience informs all of life, both our indiv idual life and life found in communit y. You could go as far as to say that Christians —at their

Faith communities of ten engage these environments through c ultivating and nurt ur ing practices. They can be seen c ultivating spirit ual environments through worship and spiritual disciplines. They nur t ure c ult ural environments through investing in the ar ts, f unding food ban ks and shelters, and promoting fair economies. And they c ultivate nat ural environments by cleaning up the streets of their tow n or practicing simplicit y and Sab bath. They also engage these environments through conser vation and protection. This explains why there have been concerns over religious rights in Canada. But it also explains why Christian groups have campaigned for f unding to remain for nonprof it groups who ma ke a difference in
our communities, or for old grow th forests to be protected. No, not all Chr istians are big-pict ure environmentalists; the same can be said about any societ y in Canada when the members don’t always live up to the creed. Regardless, we should ta ke note: as a movement, Christianit y is interested in more than just a couple of hot but ton issues. The Christian conscience cannot be pigeonholed. At its best it operates under the conviction that this world, our world is one wor th c ultivating and conser ving. So when it comes to environmental disasters li ke the terrible oil slick in the Gulf of Mexico, the church is (and should be) equally as dismayed as the rest of the world.
