COVID-19: Schools and more closed indefinately, events cancelled JOANNE LAYH K-12 Education

At a press conference held at noon on Tuesday by the Office of the Premier and Ministries of Finance and Education, Pre-

mier Horgan announced that in response to concerns about the spread of COVID-19, K-12 Education in BC is suspended until further notice. “This is a crisis situation. There’s no making it sound any better,” Premier Horgan said.

Minister of Education Rob Fleming said the actions they’ve announced are well thought out. Every student will receive a final mark and every student eligible to graduate from Grade 12 this year will graduate, Minister Fleming said. “We will return to regular school life down the road,” the minister said. Premier Horgan also said the decision on how to return will be made in partnership with school districts and independent schools.

Peachland IGA to offer seniors-only hours Wednesdays and Fridays JOANNE LAYH Starting March 18, Peachland IGA began opening at 7 a.m. on Wednesdays and Fridays to offer an hour of seniors-only service before opening to the general public. In response to concerns about the spread of COVID-19, the grocery store will be offering seniors an opportunity to visit the shop when there are fewer people around and the cleanest conditions the store will have throughout the day. “We’re just trying to provide a stress-free environment to anybody who is highly vulnerable to what’s going on in the world today,” store manager Colin Laidlaw said.

Laidlaw says as the situation unfolds they will continue to assess if they need to add additional hours or, if they think they need to discontinue the extended service, they would look at that as well. To help prevent the spread of COVID-19, Laidlaw said they’ve also added additional cleaning routines and are promoting good hygiene in store. When asked about unprecedented hoarding that has been seen in many other grocery stores in response to the pandemic, Laidlaw says the IGA hasn’t been subjected to it too much here in Peachland. “Certainly consumerism in whole is way up. We saw almost record setting numbers in terms of revenue

throughout the weekend and there are no indications that it’s slowing down today. We’re certainly doing our best to provide a good in stock positioned store for the community, but we’re certainly seeing a lot of out of town shoppers and new faces to our store as well. It’s tough to police items, but certainly we’re trying to make sure that everyone has a fair opportunity to get the items that we get into the store,” Laidlaw said, adding that the Peachland IGA receives new shipments of product six days a week. Laidlaw says they’re doing their best to offer a good in stock store, a safe work environment for their employees and a safe shopping environment for their customers.

Residents asked to do their civic duty to help slow spread of virus JOANNE LAYH In response to growing concerns about the spread of COVID-19, Canadians witnessed unprecedented action from all levels of government over the past week. The District of Peachland is continuing municipal operations but implemented some precautions as of last Friday afternoon, with additional measures taken on Tuesday. The precautions follow a release sent the evening of Thursday, March 12 by BC’s Ministry of Health that said with the increasing transmission of COVID-19 at mass gatherings and events, in addition to the escalating risk of community transmission, effort needs to be made to slow transmission of COVID-19 and protect

communities. The province was recommending against all non-essential travel outside of Canada, including to the United States and asking anyone who chooses to travel outside of Canada to stay away from work or school for 14 days upon their return. Then on Wednesday the Canada-US border was closed to all non-essential travel. The province originally announced it was also directing all event organizers to cancel any gathering larger than 250 people, including indoor and outdoor sporting events, conferences, meetings, religious gatherings or other similar events but on March 16 BC’s Ministry of Health issued a new order prohibiting all public gatherings of more than 50 people. On Tuesday a public

health emergency was declared in BC. Businesses with liquor primary licenses (bars, pubs, night clubs, etc.) were ordered to close and restaurants and cafes that cannot maintain social distancing of one to two meters between patrons were directed to move to take-out and delivery models. On Wednesday the province declared a state of emergency. Here in Peachland the district responded by implementing the following precautions: • Promoting handwashing/sanitation; • Increasing sanitation of hard surfaces; • Encouraging residents and visitors to make enquiries over the phone or email rather than coming in person; • Cancellation of unnecessary meetings;

• Advising recreation program participants to clean surfaces/equipment prior to and after use; • Offering prorated refunds for recreation programs without a doctor’s note; and • Offering full refunds for rental and event cancellations. “We know that this affects our residents as well as our businesses. Currently the risk rating in Canada is low,” the release sent by Cheryl Wiebe, director of community services, read. The municipality is advising that as an important first step, residents should observe the same precautions used when avoiding contact with regular cold or flu viruses. This includes: • Washing hands often with soap and water for at least 20 seconds;

• Avoid touching eyes, nose, and mouth with unwashed hands; • Avoid close contact with people who are sick; • Cover mouth and nose with a tissue when you cough or sneeze or use the inside of your elbow; • Stay home if you are sick; and • Clean and disinfect frequently touched surfaces daily. The municipality says anyone who suspects they may have symptoms of COVID-19 should immediately call 8-1-1 for an assessment. Residents who have questions about COVID-19 can also call the Public Health Agency of Canada toll-free phone number (1-833-784-4397) for more information. On Tuesday the municipality made the decision to temporarily close the

fitness room at the community centre effective March 18. The decision will be reassessed on April 3. Select recreation programs are continuing at the availability of the program instructor and as of press time, the community centre remained open. “We recognize that social connectivity and fitness is important and select programs and activities below the 50-person threshold will continue unless otherwise directed by the health authorities,” a press release sent Tuesday read. The district began posting a daily facility briefing on peachland.ca that includes a list of municipal buildings and the service level currently provided as well as other updates and Continued on Page 5

Only the good news about COVID-19 LYONEL DOHERTY Believe it or not, there’s a lot of good news surrounding the coronavirus. Not many media outlets are reporting anything positive, but the fact is thousands of people have recovered from COVID-19. And many of the symptoms (in 80 per cent of the cases) are mild. Tom Hanks and his wife have the virus in Australia and are reportedly doing okay, taking it one day at a time. The coronavirus appears to be shying away from infecting children because only a small percentage of youth have the illness. Furthermore, a group of Canadian scientists claim they have isolated the virus to better research and fight it. And many biotech companies are racing to produce a vaccine; one firm in Canada hopes to start testing its potential vaccine on humans this summer. Meanwhile, most people with the virus are isolating themselves to prevent the spread. And countless major public events in North America have been cancelled out of an abundance of caution. Millions of people have no choice but to curtail their travel plans abroad, and there are strict measures at border crossings to protect our health and well-being. The coronavirus may very well boost regional tourism as residents choose local “staycations.” Another good thing about the virus is that it’s not invincible; it can be inactivated with proper cleaning and hygiene. Canada is spending $82 billion to combat the spread, and there are reportedly fewer new cases in China. The fact is COVID-19 is bringing families closer together during this time of crisis, refusing to suffer from a pandemic of fear. One could argue that our lives are slowing down because of the virus, allowing us to take stock of what is really important. We don’t have to buy tickets to that major event and fight traffic to get there. Just chill out at home with zero stress over parking. Spring break is here. The flowers will soon be blooming and the birds are chirping. And summer will come rushing around the corner like an excited child with a new toy. Like other pandemics, this virus will come and go. Splash park for kids is great, park location not so much So a water park or splash park, has been approved. That’s a good thing. Sad it took so long for a small group of adults to come to that decision. It’s years overdue and I hope those wet toddlers don’t grow up having to make such a world altering decision. But in the park? What “park” do we have left? Isn’t there enough stuff there already? How much grass are you going to cover with concrete anyway? Three, or perhaps even four, versions of a kids play area is fine. It’s a park. But now it seems to be jammed with just about everything one can think of. And why would anyone put another public attraction in half of a city block where parking is reduced near to nil every summer day of the week? But hey! Why not send a bunch of little kids to play on the busiest street in town? To say nothing about the fact that this newest attraction is destined for the centre of what few businesses we do have. Want to swim and paddle with your kids? Go where there are other kids swimming. Go where the park is safely fenced off. Go where drivers are already well aware of the well marked crossing. Go where there is a concession specifically catering to swimming kids. And adults too I expect. Better still, tear up that poorly accessible parking lot across from Swim Bay and make it something to look at. A little greenery, a little water and a bunch of kids would look good there and add much to the flavour of that schoolhouse that we all paid for. David Winter, Peachland

As of press time, the district’s exposure control plan included: • Public is asked to perform business electronically or by appointment only; • Single point of entry at municipal office, with the entrances at the planning office and fire department now closed; • Single point of entry at the community centre with the back entrance now closed; • Increasing facility surface disinfection frequency to every two hours; • Requiring participants and staff who have travelled, have been exposed to illness or who are sick to stay at home; • Cancelling unnecessary meetings and asking the public to view webcasting of council meetings; and • Asking participants to clean equipment prior to and after use and to wash their hands regularly. The Peachland Chamber of Commerce is also taking steps to help prevent the spread of COVID-19. “We are facing fluid and extraordinary times in the face of the COVID-19 pandemic,” Peachland Chamber of Commerce executive director Patrick Van Minsel wrote to chamber partners and members last Friday. Van Minsel said that effective immediately the chamber would be suspending all networking, meeting, and programming events in person for the foreseeable future until further notice. “It’s not just about COVID-19, we have to do our part to ensure there is capacity at our medical facilities to be able to assist with ALL illnesses. It’s about protecting people with vulnerable immune/compromised systems and our friends and family over 60,” Van Minsel said, adding he is confident the community will find innovative ways to encourage connections and business building in new and technological methods. “Let’s be proactive now and call things off for the short term so that this crisis is mitigated sooner rather than later, and we can get back to business as usual…it’s is a real test of all of our leadership to ensure the Peachland business community can navigate through this exciting and challenging time. This, too, shall pass, and we will

be better individuals and businesses because of it.” Van Minsel told the View the chamber needs to set an example by suspending all of their networking meetings and programming events and they will do the prudent thing. “We encourage our people to still shop local and support those businesses in these difficult times and just take precautions as recommended by the health authorities,” Van Minsel said. 50+ ACTIVITY CENTRE The Peachland and District Retirement Society (PDRS) continues to monitor the COVID-19 pandemic and we are taking precautionary measures. At this point the transmission risk in Canada is still considered to be low for the COVID-19 virus, but we want to ensure the PDRS volunteers, participants and others who use the 50+ Activity Centre facility remain healthy and safe. We wish to be proactive now in hopes that we can avoid risks. We ask the following: • If you have been out of the country during the last 14 days, or, anyone who may have been exposed to anyone who has been out of the country recently, please self-isolate for at least two weeks as recommended by the World Health Organization, Health Canada, BC Health and Interior Health; • Please refrain from volunteering or participating in programs or services at the 50+ Activity Centre if you have flu-like symptoms; and • If you are healthy and would like to continue attending daily activities, wash your hands regularly (we have provided hand sanitizer at the front entrance) and if you cough or sneeze please use a tissue and dispose of it. Given that we are being asked to limit larger gatherings, The PDRS board of directors has taken the precautionary measure to cancel the March 27 potluck dinner. At this point other activities are still as scheduled. Things are changing at Peachland’s 50+ Activity Centre. Our new board of directors has just had its first meeting and we would like to introduce the new and returning directors: President Abby Kendall, vice president Robin Burgess, treasurer, Judith Stanford, bingo manager, Gwen Bodnarek, Donna Deiaco (membership), Val Macgillivray (kitchen), Marty Edwards (entertainment), Brian Clowes (maintenance) and Patricia Guest (publicity). We would also like to acknowledge Linda Norden for her six years of service and Heidi Slyngbom for her year on the board. As with so many of the other great councils, committees and activity centres in Peachland it is all of these generous volunteers who make the events and activities happen. We are very excited that Marty Edwards has taken on the entertainment position as there are already some new proposals are on the table to bring our fabulous community together on the dance floor and at the table. Val MacGillivray is in charge of the kitchen where hundreds if not thousands of meals for the people of Peachland will be served over the next year. We have all come to rely on the steady stream of pancakes, eggs and sausages that bring us all together on the special holidays and events over the course of the year. We have a few new activities that have increased our membership. At We Art Here you can indulge your creative passions in a multitude of mediums. Some other activities you might want to check out are ZUMBA, wood carving, ukulele, Tai Chi, Chess, Bridge, Line Dancing, Fitness, and many more. Some are free simply because you are a member of our 50+ Centre and others require a token attendance fee. If you don’t see an activity that you want to partake in, we are always on the lookout for new teachers, classes and workshops from people who want to involve, inspire and interest. The Peachland 50+ Activity Centre is home to your creative spark, whatever it is, to learn, to teach, to explore and to excite. Tell your story and inspire others with your own passion.
