Council decides to invest more in transit Joanne Layh Editor, Peachland View Transit users in Peachland could one day get where they are going a bit faster, thanks to a council decision to invest more in the local system. This week Peachland council chose to allocate an additional $60,000 in the 2013 budget to help improve transit service and increase ridership in Peachland. In response to ongoing reliability, dependability, and low ridership issues, district council recently requested BC Transit provide transit options that would address those concerns. This week BC Transit representative Michelle Orfield came to Peachland and proposed the following options: • Option 1 - Increase service on Route 22 in the off-peak period so as not to require an additional vehicle. Option 1 would require a $30,000 municipal share increase; • Option 2 – Add an extra vehicle and increase frequency between West Kelowna and downtown Peachland during peak period. Option 2 would require a $60,000 municipal share increase; and • Option 3 – Add an extra vehicle and improve reliability and
on-time performance service removing door-to-door service and introducing HandyDART service instead or provide service to Trepanier or Ponderosa. Option 3 would require a $90,000 municipal share increase. According to BC Transit, only three or four people a day use the door-to-door service. Members of council were in favour of Option 2, which would increase local transit costs by $60,000 per year. Peachland currently pays a $108,000 local share per year for a total fleet of one bus and 3,522 service hours. “The ideal we’re looking at is regular service between Peachland and Westbank, particularly during peak times on a regular 15 or 30-minute cycle, an internal route, and a park and ride at IGA,” Mayor Fielding said. BC Transit is expected to return to council with a more detailed proposal that would include local service within Peachland with the ability to divert off-route for pickups and more frequent service between Peachland and West Kelowna during peak hours on a fixed route. No time frame was given as to when the new service could be implemented. It was also decided this week that beginning March 31, 2013 the district will manage its own servicing agreement directly with BC Transit instead of going through the regional district.

Solid turnout at sewer open house Joanne Layh Editor, Peachland View Although parts of the community were still under evacuation alert, over 100 people attended last week’s sewer open house to learn about updates the district is currently in the process of making to the community sewer phasing plan. Currently about half of the homes in Peachland are on a septic system and many of those systems are failing or reaching their end of life. While there isn’t sufficient funding in place to install more sewer lines yet, once the updated plan is approved by council, the project will be shelf-ready for when federal and provincial grant money becomes available. The plan includes information from a technical survey of the areas to be serviced, results from a residents’ survey conducted earlier this year, as well information from previous reports and sewer construction projects. The phasing plan lays out four priorities that identify what areas will get sewer hookup and when: • Priority 1 - Phase 2 remaining areas not done in 2004 when funding ran out. Residents in these areas have been given a previous commitment and there is a high likelihood of septic failures. The timeframe once funding is received is 0-5 years at an estimated cost of $4 million; • Priority 2 - Ponderosa area (due to medium/high likelihood of future failures). The timeframe once funding is received is 5-10 years at an estimated cost of $6
million; • Priority 3 - Trepanier area (due to low/medium likelihood of future failures). The timeframe once funding is received is 10-15 years at an estimated cost of $11 million; and • Priority 4 - Remaining areas where there is lower likelihood of failure and lower density. The estimated time frame once funding is received is beyond 15 years. According to feedback forms and comments made at the open house, the phasing plan received strong support from the community. “There was overwhelming support for the project,” director of operations Doug Allin said. Of the 20 feedback forms completed, 13 strongly support the plan, two support the plan, three do not support the plan and two did not indicate a response. A report that came to council this week also indicated many people hoped the project would move forward sooner than the projected timelines provided. The report also stated work would begin on the predesign starting with Priority 1 areas when and if funding is received. Actual per household costs to install and connect to sewer will be calculated after the predesign work is completed. A sewer phasing plan was originally developed in 1994. Phase 1 of the plan was completed in 1998, and part of phase 2 was completed in 2004. A policy decision regarding the requirements to connect is yet to be determined.

Water main flushing If you have a load of whites to wash, you might want to get it done before public works staff begin the annual flushing of water mains, which can sometimes result in water discolouration. Public works will begin the program on September 24 and could continue flushing for up to two weeks. The water supply can show sediment and discolouration during flushing, so district staff advise residents to check the water colour prior to doing laundry to prevent clothing discolouration. They also advise residents who experience dirty water during flushing to run a cold tap until water clears up.
Thanksgiving food drive Most people in Peachland have much to be thankful for, but not everyone has food to put on the table this Thanksgiving, which is why the second annual BC Thanksgiving Food Drive (BCTFD) organizers hope this Saturday people will be inclined to give. The BCTFD is a province-wide initiative organized to help stock local food banks with essential items for those who need their resources. “We had phenomenal success across the province last year, in total we were able to collect some 250,000 pounds of food,” BCTFD executive director Andrew Rolfson said. “And we’ve set our sights even higher this year by expanding our collection routes and reaching out to additional community partners.” Volunteers delivered donation bags to residential addresses in Peachland this week in hope that those wishing to donate fill it with non-perishable food items and leave it on their front step before 9:30 a.m. on Saturday, September 22. The bags will be picked up that day and delivered to a local donation centre. The Peachland Community Food Bank is heavily reliant on the support of local residents. District opens recovery centre for fire victims Joanne Layh Editor, Peachland View Residents affected by the fire can now find help at the Trepanier Fire Recovery Centre located in the municipal office. Recovery coordinators Hazel Christy and Toby Grover are available to help with resources and referrals to appropriate
agencies and information sources related to the recovery. They are available during municipal hours or by appointment. The recovery centre became operational on September 12 and will remain open as long as needed. The Trepanier Forest Fire was completely contained on Sunday, September 16. At that time the Regional District of Central
Okanagan (RDCO) Emergency Operation Centre (EOC) cancelled all alerts pertaining to the wildfire, all local states of emergency were rescinded, and the EOC closed. During the fire the cordemergency.

I
was very pleased this week to hear that Peachland council is willing to invest a considerable chunk of money to help improve local public transit. Peachland has experienced ongoing reliability, dependability, and low ridership issues and until recently has been fairly powerless to do much about it except complain to BC Transit. This week a couple of things happened that might change things around. Beginning March 31, 2013 the district will manage its own servicing agreement directly with BC Transit instead of going through the regional district. That might help bring Peachland’s concerns closer to the forefront of BC Transit’s attention, or at least give council the assurance that their concerns are being communicated. When the regional district is also responsible for representing our larger neighbouring communities, whose concerns do you think get the most attention? BC Transit also came to town this week and presented some options to council for improving service. It won’t come cheap (council allocated an additional $60,000 to transit in next year’s budget on top of current costs) but if we want people to use public transit, it has to be reliable, dependable, and attractive to use. As it stands, local transit service is pretty wanting on all aspects. I once tried taking the bus between Peachland and Kelowna and I had to leave two hours before I needed to be there in order to make it where I needed to go in time. A good portion of that time was spent standing on the highway in West Kelowna waiting for a transfer connection. Personal accounts about bus breakdowns or no bus at all aren’t hard to come by. Sure, taxes are high already, but good public transportation is pretty much a must-have in my view. We want people to drive less and the only way to do that is to encourage more people to take public transit and unfortunately that costs money. $60,000 won’t get the community too much but at least it’s a start.

The RCMP cautions people to use a safe and secure method of donating, and offers some suggestions. Sewer connections slow and maybe bad As I was unable to attend the September 12 open house on the sewer hook ups in Peachland, I will make the following recommendations: 1. Do not hook up people or neighbourhoods that are happy with their present septic tank systems (unless there is a strong risk of pollution of a water source); 2. Do not add to the pollution going in to Okanagan Lake from the Westside Sewage Treatment plant in the form of phosphates and endochrine disrupters (cancer-causing chemicals) that are not removed from
the massive amount of effluent pumped deep into Okanagan Lake. Go green; 3. Do not continually mislead the taxpayers of this community as you did in the July 2003 Newsletter No. 5 when you clearly state under heading, When can I connect to the sewer? “It is anticipated that all properties will be ready for connection in September 2004.” That was eight years ago!; and 4. C.A.V.E. people got what they wanted re: proposed TNI building Congratulations to the Peachland Resident’s Association (aka: C.A.V.E.) It looks like you got what you wanted. While I’m disappointed at Mr. Allison’s decision, I certainly don’t blame him. The District of Peachland has a longstanding reputation of being difficult to deal with. Here’s a local successful businessman and developer willing to invest millions of dollars to reenergize downtown Peachland and add many jobs. Almost 90 per cent of the people I’ve talked to couldn’t wait to see the Edgewater demolished. I was interested to read Mr. Allison’s path in coming
to his final decision. Maybe his actions and possible demands warrented the city’s hardline approach? I do hope that any possible influence by the C.A.V.E. (Citizen’s Against Virtually Everything) people on council had no bearing in the process. Personally, I would have liked to have seen the building design much like the Gateway building, with ground level parking under the building. We’ve missed out on a great project, much like we did with the purposed multi-use curling arena. Both would have reenergized the downtown core. Derek Bunce, Peachland
Thoughts go out to victims of the fire What a weekend! First of all, the Peachland firefighters deserve the gratitude of everyone in Peachland, as do all of the firefighters who joined them from other towns, the forest service, and all the air support. We would have lost so much more without their valiant efforts. So thank you from the bottom of our hearts for a job well done. Our thoughts have to be with all those who lost homes or possessions in the fire. We hope you managed to get out a few of your more important things before you left and that you are able to rebuild without too many hassles. We spent many a happy hour with very good friends in one of the homes that burned, and were fascinated watching the log home being built. We

I will well suppose that the mayor and his immediate yes men, plus the PRA and a few other citizens against virtually everything are smiling or celebrating over Allison’s withdrawal of his new buildings. This shows you how some people just jump on a rumour and run with it, never wanting to find the precise truth on what has taken place. They said that our previous mayor Harriman could not make a decision. Well, Mayor Fielding must have taken lessons from him. We vote for the mayor and council to make these decisions for us, not hold open house after open house, subcommittee to subcommittee. Make a decision on what the majority wants, and what will be good for Peachland, not what less than one per cent of our population want. To me, Allison has a couple choices left to him. 1. Pack up with his 65 employees that live in Peachland, and take up an offer from Chief Louie, who would give him a permit before years end. This would make all of his employees travel back and fourth to Westbank, day in and day out. That is a lot of that expensive gas going up in fumes and a $1 million payroll that will end up in Westbank. But just think of all that parking we would have downtown for the 10 or 15 naysayers; and 2. Close all of his buildings within the town, on secondary streets and Beach Avenue then put big red and white closed signs in every window. Let the buildings fall into disrepair and rot. I wonder what the naysayers and PRA would say to that five years down the road? Sure he would still have to pay taxes, but that is a write-off anyway. One more item on my agenda: Pat Ryder wrote in a few weeks ago criticizing the proposed new TNI building and advising that Peachland as we know it will be gone if the TNI proposal goes through. Funny, I cannot recall any criticizing letters written to the editor from her in relation to the Monaco subdivision proposal. I wonder why? Could it be the area where New Monaco wants to build was sold by the Ryders to them? The last item for today is the to the gentleman who wrote in about having to cross double yellow road lines on 13th Avenue when turning left from a side street. Would it not of made better sense to call our superintendent of works instead of writing to The View? Of course now that our mayor knows about it, he can call an open meeting to make sure the 10 or 15 naysayers have their input, then send it to a subcommittee to make sure no feelings will be hurt and or just sit on the fence as he usually does and adjourn or put over, and adjourn again. MP Dan Albas Commentary It was one year ago that I was headed to Ottawa for my first fall session in the House of Commons. The fall sessions have become somewhat legendary over the years as government sets the tone for the upcoming parliamentary agenda. Although this is our first week back and there is already a great amount of rumours and various scuttlebutt, here are some of the official items up on the parliamentary agenda. Aside from electing a new deputy speaker, debate will resume on several bills that were introduced shortly before the summer break. Bill C-42, often referred to as the RCMP Accountability Act, is up for second reading debate starting on Monday. For those of you wondering about the definition of debate as it exists within the House of Commons at second reading, both the prime minister and the leader of the official opposition have unlimited time, if desired, to speak on this bill, followed by a 10-minute question and comment period. In addition, the first member of each recognized party has 20 minutes to speak on a bill followed by a 10-minute comment and question period during the first round of debate. During the next five hours of debate 20-minute slots are provided that are comprised of 10-minute speeches followed by 10-minute question and comment periods. After that round of debate, speeches remain limited to 10 minutes, however the question and comment period is limited to five minutes. Keep in mind this is only the debate that occurs at second reading. If a bill is passed after second reading debate it then moves on to committee stage review. Second reading debate will also begin on Bill C-37, the Increasing Offenders Accountability for Victims Act. This bill proposes to amend the criminal code to increase and in some cases set minimum fines imposed on convicted criminals towards the victim surcharge fund. The victim surcharge fines were first created in
1989 but have not been amended since the year 2000. These changes will bring the legislation more up to date and create minimum fine amounts where none existed previously. There will also be provisions in the legislation to take into consideration financial hardship and inability to pay as well as the discretionary ability of judges to increase fines when the offender has the ability to pay and circumstance warrant such an increase. Victim surcharge fees are collected by provincial and territorial governments to help fund programs that assist victims of crime. Also occurring on Parliament Hill this week are several prominent and in some cases controversial private members bills. Bill C-309 MP Richards (Wild Rose), the Preventing Persons from Concealing Their Identity during Riots and Unlawful Assemblies Act, is at report stage, Bill C-305 MP Chow (Trinity-Spadina), the National Public Transit Strategy Act, is at second reading and there will also be concurrence in committee reports for a motion to concur in the 11th report of the standing committee on finance for Bill C-377, an Act to amend the Income Tax Act (requirements for labour organizations) and finally Motion 312 from MP Woodworth (Kitchener Centre), Studying Canada’s 400-year-old definition of Human Being. The above are a sampling of some of the parliamentary business we will be debating and discussing this week in Ottawa. A first, last, and only response to Mr. Allison’s accusations Mayor Keith Fielding Commentary As much as it may appear from Mr. Allison’s paid advertisements, neither I, nor council, nor municipal staff, nor the peer review process, nor those that Mr. Allison has referred to as ‘dissidents’ are responsible for the conditions leading to his decision to not proceed with the first building in the downtown revitalization process. If Mr. Allison had wished to proceed with his project, that door was (and remains) wide open for an entry fee of only $13,295. Instead, Mr. Allison has chosen to wage war and scapegoat others for what is demonstrably a profit and loss business decision on his part. As a council we remain committed to downtown revitalization and had looked forward to a rational and productive relationship with Mr. Allison. Unfortunately, we have discovered this to be an unrealistic expectation. The municipality has strived hard to support Mr. Allison’s project by offering three incentives: a favourable approach to the calculation of Development Cost Charges; the offer of a property tax exemption formula worth in excess of $150,000 over a 10-year period; and, through use of the least costly method for calculation of the community amenity charge that Mr. Allison objects to paying, reduction of the cost from $67,712 to only $13,295. We have also offered to apply this reduced amount in such a way that it will offset costs that would be incurred for walkway improvements. The municipality has also
cooperated with Mr. Allison to solve difficult parking issues that the proposed development presented. Mr. Allison wants more. But, should taxpayers be made responsible for rescuing a profit oriented business venture when the business plan proves to be flawed in current economic circumstances? Mr. Allison has dismissed my offer to open this question for consideration with respect to future downtown development projects. Mr. Allison wrongly accuses me of being anti-development. If that were the case I would not have initiated the downtown charette process with the UBC Design Centre for Sustainability, or held its findings in such high regard, and wanted to ensure that the first building in the downtown revitalization was compliant with its provisions. Neither would I have helped to structure the responsible development agreements now governing the Ponderosa and New Monaco projects, or initiated and embraced the economic impact study – a document that clearly illustrates the importance of community amenity charges, and shows the dire financial consequences of no-growth scenarios. I am saddened by this outcome, clear as to its cause, and appalled by the vindictive course it has taken. However, I have enough confidence in this council to believe that we will find a constructive way forward that does not compromise the public interest or set that interest in opposition to downtown revitalization. The path forward may be difficult to find right now, but rest assured, that search will continue.

Thank you, thank you, thank you from the bottom of our hearts to our amazing firefighters! We cannot begin to thank you enough! We were away holidaying on Vancouver Island, visiting friends, when our son phoned and informed us of the incredible wildfire sweeping our town. We were stunned. We had not given a thought of fires when we left home. We immediately phoned several neighbours, but they had already been evacuated. The TV coverage sounded extremely serious, especially with the strong winds fueling the fire. Luckily, I was able to reach a friend by cell phone and get more information. It was scary enough to be away, but I cannot imagine how frightening it must have been for everyone to witness the fire and how close it was to engulfing our homes. It was too difficult to not be here, so we took the first ferry to Vancouver and on to Peachland. We live on the canyon side of Desert Pines, overlooking the IGA. I have since seen pictures taken by my friend of the wind-driven fires reaching to our back yards. Unbelievable! Our little subdivision of Desert Pines was flanked by fire on the west, north and east, reaching to our back yards on all three sides. I do not know how our firefighters managed to protect all of our homes, faced with the horrible winds fueling the fire. It was just a miracle that there were not more homes destroyed. My heart goes out to those families who lost their homes. I feel so sorry for them; I cannot imagine losing my home. So thank you to the entire team involved in firefighting from the water bombers, helicopters, fire fighters on the ground, those organizing everything, the police involvement, and also to everyone involved in taking care of all the evacuees, providing them with accommodation, meals, and even emergency supplies of essentials. We are indebted! We do live in a fire zone and having such a close call like this makes one realize the importance of giving generously to our firefighters. Louise Mains, Peachland

Just a few words about emergency services regarding the fire. We moved to Peachland in 2009. This was our first experience with evacuations due to fires etc. The assistance we received in Westbank was very efficient. We were registered and given accommodations, and meals etc. The whole process took less than one hour. I must also give a special thank you to a very kind lady from Bliss Bakery who opened the doors to people, giving us free coffee and cookies etc. She said that Peachland has been good to them, and they wanted to give some-

What would normally be a stressful event was made easier by the assistance we received at the Westbank Lions Club by the Emergency Shelter Services. WOCH, Erika Erika Woch passed away gently on September 12th, 2012. She will be sadly missed by her children, Edward Frederick Woch, Angela Dyck (Bill), Lydia Marston-Blaauw (Chris Hunt), grandchildren Leilani Ayley, Adam Marston, Amara Hunt, Julianna Hunt, and great grandson Tristan Ayley. She was predeceased by her husband of 61 years, Frederick in 2009. Erika was one of the brave German immigrants to Canada who arrived in the early 1950’s. Her husband having made the journey a few months ahead of her, she and her 4 year old daughter Lydia travelled across the Atlantic alone to join him in a rugged, new mining town, Atikokan, in Northern Ontario. In 1957 the family, now with another baby daughter, Angela, made their way to the Okanagan where the family made their permanent Canadian home. In 1961 their son Edward was born in Kelowna. Together with her husband, Erika worked hard to establish several construction businesses, beginning with home building, moving on to Ski lift installations on remote mountain tops and finally specialised industrial buildings. Erika was the families’ real estate expert, the designer, the payroll and accounting expert and the chief organiser of all her husband’s enterprises.

Erika and her husband Fred first settled in Kelowna on Pandosy Street, then Glenmore and Lakeview Heights. In their early 50’s Erika and Fred decided to adopt a no less busy but more idyllic rural life – they bought land in Peachland and planted an orchard. Erika always concentrated on her children, grandchildren and on building beautiful gardens. She had a keen eye for aesthetics, was a master chef in the kitchen and made her home the heart of a family which grew with four grandchildren and a great grandchild. Full of compassion, always ready with a hug or a kiss, Erika was a loving and devoted mother and wife. She had a strong spiritual connection to natural places, nurtured and cared for many beloved family pets. Erika had a passion for travel and an adventurous outlook on life. She loved to sing and dance and passed that love on to her children and grandchildren. A celebration of life was held in Erika’s home in Peachland on Sunday, September 16, 2012. Every September, children return to school full of excitement and sometimes a bit apprehensive. The new Kindergarten children look so sweet with their new backpacks and often it’s their parents who look the most worried, and perhaps a little sad that their babies are really growing up. The students who will be in Grades 6, 9 or 12 know it will be their last year at their particular school, and this is the year to show leadership and be role models for the younger students. The teachers and school staff return revitalized, too. Some support staff members have worked through the Moyra summer to prepare the schools and the grounds for the returning students, and many teachers take courses over the summer months in order to be better prepared for the new school year. We expected this September will be like all the others. However, this year in Peachland everything changed on a warm, sunny Sunday afternoon. Much has been said about the incredible work of

those who fought the fire on the ground and in the air. Peachlanders will be forever grateful to those men and women. Also the Emergency Social Service volunteers in Westbank and Summerland. They were kind, professional, organized and patient. As we (along with our very upset cat) were evacuated, I thought about how lucky we are to live where we do. We were so well looked after, and knew that whatever the outcome of the fire, we would survive. I couldn’t help think of those in other countries who are caught in wars and conflicts that are not of their doing, and who leave their homes not knowing if they will ever return and if they do, what they will find. They set off, not knowing if they will reach the refugee centres without being bombed Baxter or shot at. So I am thankful for being Canadian, for the unselfish work of the volunteers, and for the bravery of those who fought the fire. As I stood in line at a large store in West Kelowna, I heard the people in front say that Peachland Elementary had been caught in the fire. “Oh yes,” said one, “it’s burned to the ground.” Needless to say, my heart sank. I quickly ascertained that the rumour was not true, but that the students would not attend the school until it was cleared of any residue smoke. As most of you know, the children and the staff went to George Pringle Elementary, where they were made to feel very welcome. So, special thanks to our school district staff who supported the students through those few days away from Peachland Elementary. Now, as things have returned to normal for most of us, our hearts go out to those who suffered losses. This event has shown all of us how quickly our lives can change, and confirmed what is really important to us – the safety and well-being of our family and friends. So now, it’s back to business. At the Board of Education level we are still discussing the District’s longterm educational facility plan. On Thursday, October 18 there will be a public consultation meeting on the Westside to discuss the proposals and the ramifications. Please attend and make your views known! The 93rd Peachland Fall Fair was a fabulous success under the guidance of Martha Jenkins and her team of dedicated section heads and volunteers. With the new website added this year, more people were able to access our fall fair booklet and as a result, all sections had an increased number of entries.
