Peachland council approves first non-medicinal cannabis retail store JOANNE LAYH Downtown Peachland is about to get its first non-medicinal cannabis retail store, district council unanimously decided Tuesday evening. The owners of Budding Creations Cannabis Corp have proven successful in their application to open up shop at 5830 Beach
Avenue, Unit B, which is located in the same building as The Edgewater Pub. The business is owned by a family trust consisting of Steve Allison, his wife, Cheryl Allison and daughter, Taylor Christianson; Michael Dyck; Jennifer (Jenny) Trotman; Chris Rollins; and Chrissy Chernoff. All but one member of the ownership structure are Peachland residents who currently work
at or own other licensed businesses within the community. The municipality began accepting applications for cannabis operations in September after a lengthy process to introduce a Cannabis Zoning Regulations Bylaw and update an assortment of supporting bylaws. The bylaw allows for up to two recreational cannabis retailers as well as individual
and commercial cultivation. The application period closed Oct. 31 and while much interest was generated, only one application was completed, in no small part because proof of an acquired location is required, which is not an easy feat in Peachland.

Application requirements include proof that application has been made to the Liquor & Cannabis Regulation Branch (LCRB) for a non-medicinal Cannabis Retail Store Licence, proof that the applicant has obtained a valid ‘Selling it Right’ certificate, proof of an acquired location, a security plan and floor plan and a variety of other criteria. Based on the district’s scoring criteria, the applicant received a score of 150 points out of a total of 150 points available. “The application package submitted by the ownership has met or exceeded all of the requirements outlined in the evaluation policy,” Darin Schaal, director of planning and development

At Tuesday evening’s council meeting Schaal recommended that council authorize the municipality to issue a business licence and provide a positive recommendation to the LCRB in support of Budding Creations Cannabis Corp’s application. Councillor Terry Condon praised the integrity of the entire process. “150 out of 150 is good enough for me,” Councillor Pete Coolio said. Councillor Pam Cunningham said she thinks the location is “perfect”. Past tenants of the approved location include a blind shop, a hearing aid office and TNI, but for the past couple of years the space has remained vacant as owners waited for Peachland’s cannabis bylaws to come into place. “It’s been a long journey. We’ve been waiting two and a half years for this. We haven’t had that place rented since 2018. We knew
the laws were changing in October of that year and we just assumed that night it was game on for everyone. We didn’t realize that Peachland would wait a year before even applying for a licence. So it’s been a journey for sure,” Steve Allison said in an interview with the View. The ownership group is still waiting for a building permit to be approved by the municipality so a 2021 opening date is probably most realistic. “We’re excited to be able to have the opportunity to serve the community,” Allison said. “Shop Local, everything about that screams benefit to the community. The Mayor’s Task Force on Climate Change is I guess unrelated to being local, but in a sense that the whole point of that is to have lots of businesses and shops locally.” “They want to increase the densification downtown, have more people living downtown so there will be more businesses so

The whole point of that charrette report in ‘09 was to cut down greenhouse gas emissions and by not having everyone driving into Westbank or Kelowna every time they need to pick up some simple item. They figured that would be great for the environment.” Allison says when you shop locally people know who you are and remember the kinds of things you like to purchase versus the chain stores. “I like the fact that it’s local people that have a reputation in town. People can rest assured that we’re going to run it well and run it properly,” Allison said. As Budding Creations Cannabis Corp was the only applicant during the initial application period, future applications will be considered on a first application - first considered basis until the maximum threshold of two licences is reached.

Bravo to Andy the snowplower On Tuesday, Nov.17 at around 7:30 a.m. I foolishly descended our wet snowy driveway in a poor choice of boot to recover the garbage can from the day before. I slipped and injured my ankle so that I could put no weight on it. First, thanks to my neighbour who stopped her car and went to wake up my husband. Then the snow plow arrived and Andy (didn’t get his last name) stopped to see how he could help. He supported me with one arm and called 911 with the other, then stayed until it arrived. Resident says property currently zoned R1 should stay that way This is to comment on the proposed redevelopment of the Buchanan Rd site in Peachland. This site is currently zoned R1 as singled detached homes and it should stay that way. To change our quaint little community for the sole reason that developers can make more money is wrong. Recently we have had movies filmed here because we have a beautiful quiet little town. It shows a relaxing slow pace and a low density community. This is why we live here. Developers have come here to buy land and expect our town council to rezone this land for them. I would hope that the town council would not cave to the wishes of these developers just for a little more tax revenue. They also try to slide by the fact that multi-unit residential and cluster housing is called “low density” when in fact, it is not. Light Up the Block event cancelled due to public health orders BY JOANNE LAYH COVID-19 cancelled Peachland’s big light up event and now Light Up the Block is cancelled, too. “As per Dr. Bonnie Henry’s November 19 Public Health Orders restricting all gatherings and events, we have cancelled the December 4 and 5 Light Up the Block neighbourhood popup parties,” Peachland Recreation posted on its Facebook page last week. The municipality had planned to take the light up spirit to Peachland’s neighborhoods with an inaugural Light Up the Block event spanning over two evenings. Residents had been encouraged to book a 30-minute block party by calling the Peach-
land Recreation Department, but new health orders in effect province-wide until Dec. 7 at midnight mean the event can’t go ahead. The District of Peachland has confirmed most of their recreation programs are still permitted to continue with adjustments to their safety plans. “Peachland Community Services staff are working to adapt recreation programs to Dr. Bonnie Henry’s latest order. We are seeking clarification on how the new orders will impact our various programs and activities,” said Ben Stringer, recreation coordinator. The Peachland Recovery Task Force’s Rick Ingram has confirmed the Light Up the Block event will not impact their Light Up Virtual Gala event. Ingram says the virtual gala will “absolutely” go forward. “Everyone will attend from the comfort and safety of their own home,” Ingram said.

Search ends well for family stranded overnight in Glen Lake area JOANNE LAYH A family got more wilderness than they hoped for earlier this week when an afternoon outing around Glen Lake turned
into an unexpected overnight camping trip. A father, daughter and her boyfriend had gone for a drive to Glen Lake on Sunday afternoon but before they could head
back, the battery in their truck died. When they failed to return home, a family member spent a frantic night waiting to hear back and search crews were fi-
nally called out at 9 a.m. Monday, Central Okanagan Search and Rescue (COSAR) said in a statement. As COSAR members were heading to the scene
and search managers were working to arrange for an aerial search of the area south of the Connector, the RCMP reached out to Peachland Fire and Rescue Service seeking local knowledge about road conditions. Peachland fire chief Dennis Craig offered to do a routine check, and along with another fire department member, they worked with COSAR over the phone and soon came across the missing persons. Craig said they located the family just as they were already on their way out. “A passer-by had come across them about 10 minutes before we did, gave them a boost and
they had just started making their way out when we came across them,” said Craig. “It all worked out really, really well.” Craig said the family were well equipped with food, water and appropriate clothing. “The family did everything right,” said COSAR search manager Duane Tresnich. “They were prepared, they stayed with their vehicle, and they had told family members what area they were going to explore.” Tresnich says it’s important to note that you do not have to wait 24 hours before reporting a missing person. “If someone is overdue, call 911.”

Smoky conditions caused by slash pile burning in Paradise Valley JOANNE LAYH Smoky conditions in Peachland last week over Thursday evening and into Friday morning were caused by the ignition of some slash piles in the Paradise Valley area. Dave Gill, Ntityix Resources general manager of forestry, said the slash piles were the result of forest thinning/ harvesting operations conducted earlier this summer. “These operations were conducted to help reduce the
wildfire hazard in this area to the local community,” Gill said in an email statement. “The venting at the time of ignition was just sufficient to allow us to burn these piles, however, as night settled in we lost the venting and now, Friday morning, the smoke seems to have settled in more than we had hoped for.” Gill said they made the decision to ignite the piles yesterday because their window for conducting these burns is very limited and they had just enough snow on the ground
to ensure the piles ignited but wouldn’t spread. “We apologize for the smoky conditions this morning and expect the smoke to dissipate throughout the day,” said Gill. Gill said the ignition was a one-day event for them and they have no plans for further ignitions in Peachland. Another treatment is planned for upper Glenrosa once there is a bit more snow.
Social gatherings banned in B.C., masks required indoors DALE BOYD
LOCAL JOURNALISM INITIATIVE REPORTER Public health orders limiting social gatherings indoors are now extended across B.C., and masks are required in all indoor public and retail spaces after provincial health officer Dr. Bonnie Henry announced a new slate of public health orders for the entire province on Nov. 19. The new health orders go into effect province-wide from Nov. 19 until Dec. 7 at midnight, B.C. residents are ordered to only socialize with those in their immediate household, and no social gatherings of any size are to take place including public venues with controlled settings and fewer than 50 people. “Immediate households” can include roommates, and those who live alone can meet with one or two people who they are regularly in contact with. All indoor and outdoor events as defined in the Gathering and Events Order are not allowed to take place until further notice, Henry said Thursday. Places of worship are to have no in-person services as well, however funerals, weddings and baptisms can proceed in a limited way with a maximum of 10 people, with no associated receptions inside or outside at any venue. Gatherings including AA meetings and after-school programs may continue to take place with appropriate measures. “It also does not apply to those very important work functions that we have. What we are talking about is reducing our social activities both in our home and outside our home and around our work periods. So if I work in social services and I need to check
on families this does not apply to that situation,” Henry said. “As well, if we have people who are doing work in our house, grandparents who are coming to pick up children, those are not social gatherings. Those are essential functions that happen in and out of our home and so those are not affected by this order.” All businesses, recreation centres or other organizations that operate indoor group physical activities including spin classes, hot yoga and high-intensity interval training must stop until further notice, Henry said. All other group fitness activities indoors can continue to operate, Henry said, but must adhere to the updated guidance the province is developing. No travel for sports outside of the community can take place, and no spectators are allowed. Henry also announced the minister of public safety is issuing requirements for the wearing of masks in all indoor public and retail spaces for both staff and customers, except when eating or drinking. The order does not apply to those with disabilities or the inability to wear a mask. “This means if you are at work, at your desk, you do not need to wear a mask, but if you are in a shared workspace, a common space or a public space like elevators, hallways and other common areas, you do. If you are behind service counters and you have plexiglass between you and everyone else, you do not need to wear a mask unless there are others back there with you. If you are serving customers, you do need to wear a mask,” Henry said. “If you are in a restaurant you need to wear a mask when you are not at your table. That includes coming into the restaurant, leaving the restaurant, go-
ing to the washroom. And staff must wear masks when they are interacting with other staff and with the tables.” Henry suggested B.C. residents suspend non-essential travel outside of their public health regions. Henry urged residents to stay in their community as much as possible, noting exceptions for doctor’s appointments, work purposes and other essential reasons. “What does this mean? It means, yes, you can move about within your region. If you live in Penticton you can go to Summerland. If you live in Victoria though, and you want to go to Tofino, not such a good idea right now. If you need to go to a store in another community then plan ahead and go as infrequently as possible for this next short period of time. If you are thinking about skiing go to a local mountain,” Henry said. “If you are in doubt, postpone it.” Henry said she is not putting a travel order in place, but the province is looking to residents to limit recreational and social travel both within the province and other parts of Canada. Henry hopes the new orders will create a “clear and notable difference” to return to the levels of transmission seen early on in the pandemic. B.C. reported 538 new cases of COVID-19 (nine of those epidemiologically linked) on Thursday, 28 of those cases in the Interior Health region. There are 6,929 active cases in province with 217 people in hospital, 59 of whom are in critical or intensive care. A total of 9,929 people are under active public
health monitoring province-wide. “As we know we have seen a significant rise in new cases, hospitalizations and, tragically, deaths. Four weeks ago we had about 175 cases a day and I was anxious then. Yesterday we had over 700 people in our province affected and we know that our hospitals are getting stretched our ICU capacity is getting stretched our communities are suffering,” Henry said. While initially the stricter public health orders were put in place only in the Lower Mainland, Henry said the numbers of cases are now stressing healthcare systems across the province. “As we’ve been watching so carefully over the last few weeks it has become apparent that this surge in transmission is happening across the province. We are now seeing increased activity in terms of community transmission, outbreaks and effects on our healthcare system in every health authority in the province. So now we need to do more,” Henry said. People need to keep essential businesses, activities and schools open and operating, but the new orders look to stem the tide to prevent healthcare systems from being overloaded, Henry said. “We need to relieve the stress on our healthcare system right now. Right now, we are holding our own, but we know that if people cannot access healthcare then it is not only people with COVID-19, but people with other urgent health issues that will suffer,” Henry said.

Christmas display highlights Peachland’s history

PHYLLIS PAPINEAU Boardrooms can be stuffy places but not so at the Peachland Visitor Centre. The room has been transformed into a magical place for the whole family. In one corner is a big red cutter, a truly one-horse open sleigh, nestled in a bed of “snow”. John and Grant Topham completely renovated the cutter, which the family purchased from a Sears-Roebuck catalogue in 1930. They used it to haul firewood, make grocery runs to town and go to many social gatherings. In July of 2020, the Tophams disassembled the metal and woodwork and cleaned, replaced and paint-
ed the sleigh red. The cutter seats two and individuals are welcome to take photos inside to send to family and friends. In front of the windows, the Charles Dickens village and train has been set up by Dave Winter. The village was donated to the municipality in 2017 by Sharon Fentiman. The Model Railway Club, which meets in the Peachland Museum, repaired the 50 plus buildings and small accessories and completely replaced the train. This display has been delighting visitors for several years. The boardroom also features a large Christmas tree that is adorned with vintage decorations. Many of these were donated by Shirley Mae

To add to the magic, there is a rumour that Santa left his chair in the boardroom. Visitors are asked to wear masks and observe proper virus protocol. If visitors would like to make a donation to the Peachland Food Bank, it would be most welcome. The Christmas display will be available for viewing from Nov. 27 – Dec.23. The Peachland Visitor Centre is open from daily (except Mondays) from 10 a.m. - 4 p.m.

You must be community minded, have positive energy, and be a good storyteller within Canadian Press style guidelines.
