Updated outdoor vending policy invites more food trucks to operate in Peachland JOANNE LAYH The local food truck scene might look a little more vibrant in Peachland next summer, thanks to a number of changes that were made last week to Peachland’s outdoor vendor policy. The Outdoor and Food Vending Encroachment Policy,
originally adopted by council in February 2016, was scheduled for a review based on experiences from the initial five years of its operation, including stakeholder feedback. The results of that review, conducted by municipal staff in conjunction with their planning consultant, Urban Systems, were presented to council earlier this year in the form of a revised policy, followed by a council workshop held in
October, resulting in further revisions to the policy, which council approved at their last regular meeting. Antler’s Beach was originally proposed to be a vending location, however, in his report to council, Darin Schaal, director of planning and development, recommended it be removed from the list of potential vending locations due to “safety concerns and jurisdictional matters.” The lead consultant on the review project was Urban Systems community planner Brittany Tuttle, who explained to Peachland council their rationale for recommending against vendors at Antler’s Beach. “So as we know, there are quite a few safety concerns associated with the site. There was a vehicle accident there a month or so ago and we don’t want to cause any more potential traffic or safety concerns so that was one reason for why we’re now proposing to remove this site,” Tuttle said. “The other reason is that Antler’s Beach is largely within the jurisdiction of the RDCO and the area of land that is within Peachland’s jurisdiction is quite narrow and therefore not able to safely accommodate a vendor.” The revised policy now includes four permitted outdoor and food vending locations: • Doggy Beach boat launch; • Downtown; • Beach Avenue at 6th Street; and • Beach Avenue at 13th Street. “I wish that there was some mobile vending allowed beyond 13th Street down to Todd’s, because that is a very busy beach area,” Mayor Cindy Fortin said. As a maximum of three vendors will be permitted at each location, Beach Avenue and 13th Street is now considered fully occupied and no new vendors will be considered for this location until one of the existing vendors (Wibit Water Park, Peachland Beach Rentals, or Kona Ice) decides to cease operations at that location. A maximum of four food trucks will be allowed to operate in Peachland at any given time, which means potentially Peachland could have three new food truck vendors this summer. Aside from Kona Ice, which has operated at the Beach Avenue and 13th Street site for four years, the proposed revisions create an opportunity for “hot” food trucks to operate, but essentially only to a maximum of three additional food vending units throughout the district (assuming Kona Ice continues its operations in the future), Schaal stated in his report. The new agreement limits food truck vendors to a oneyear term, so operators now must apply annually. Staff also introduced a scoring matrix all food truck vendors will be subject to as part of the application process. The scoring matrix takes into consideration the aesthetic of the proposed structure, equipment, materials or vehicle, proximity to public washrooms, potential to generate nuisance, if the applicant is a returning vendor with no complaints, the types of food items proposed for sale and several other criteria. The hope is these changes will allow the district to consider variety in food vending options over time. “Food truck vending is a new concept in Peachland, for the most part and we want to give it some time to test it out and make sure that it works in Peachland with no major impacts,” Tuttle said. “We want to ensure there is a variety in the food options that are being offered by the vendors because sometimes there’s trends. Right now tacos are all the rage but maybe in a couple of years it will be something else.” Councillor Pam Cunningham said local restaurants are struggling to keep their doors open so she hopes food trucks won’t be allowed to duplicate offerings from local restaurants. “I know competition is healthy, but COVID is not healthy and it would be really unfair and I would hate to see that happen,” Coun. concern for local restaurants and said he would like to have seen the policy provide them a first right of refusal. Van Minsel said food trucks are in direct competition with restaurants and should be paying fees in line with bricks and mortar businesses. “I know there is a lot of concern regarding food trucks versus restaurants, but I’m confident that the food truck experience offers a very distinct service that is much different than a restaurant,” said Councillor Mike Kent. “It’s more of a flip flops and swimwear walk up kind of thing as opposed to a sit-down meal. They’re two distinctly different services.” Councillor Pete Coolio said there’s no question in his mind that food trucks along Beach Avenue will be very popular with tourists. The policy doesn’t address the subject of allowing alcohol consumption in public places. “Although the province now grants local governments the authority to designate by bylaw a public place where liquor may be consumed, the Outdoor and Food Vending Encroachment Policy is not the appropriate means to implement such changes,” Schaal said in his report. “Should council wish to consider adopting bylaws to permit liquor consumption in public places, it is recommended that a project be identified as part of the council strategic priori-
ties and planning process in the future.” In the new policy, the maximum size of a vending site has been increased to 9.5 m (31.2 ft) in length by 5.5 m (18.0 ft) in width, based on stake-holder feedback received through the engagement process and interest from individuals that would like to operate a food truck vendor business. The policy also addresses some safety concerns, which going forward will require vendors to provide proof of a fire inspection and visible proof of adherence to provincial or federal safety standards. In addition, seating in the licensed area will be prohibited. “This is to discourage a sense of permanency from being established from the vendors, and we also think that this will help better differentiate between the type of experience that an actual store or restaurant provides versus the experience that a vendor provides,” said Tuttle. The new policy extends the summer season one month, allowing vendors operate from April 1 until October 31. It also introduces a winter season that will run from November 1 to March 31. “That’s just to give opportunity for someone to take a stab at operating a vending business in Peachland in the winter,” Tuttle said. “Perhaps it will bring more vitality to the area in the winter

months.” Councillor Terry Condon expressed dismay at how much was invested in updating the policy. “For an issue that is of such little consequence to the town, we spent more on this than I can possibly believe possible,” Coun. Condon said. The fee structure associated with the policy is contained within a bylaw that is expected to be adopted by council at next Tuesday’s meeting. The proposed fees include a higher damage deposit, an

Quilters and Needleworkers group retires With heavy hearts we announce the retirement of the Peachland Quilters and Needleworkers. We have been meeting on Monday afternoons at the 50 Plus Activity Centre for over 20 years now. Started back in 1998 under the gentle guidance and dedicated leadership of Sharon McPhee and Wilma MacKinnon, the group has worked on and donated many quilts to community groups over the years. Our annual fun focus project was the Peachland Fall Fair Raffle Quilt. In recent years, we have partnered with the Peachland Variety Singers during the HeArts Festival to display the many amazing creations of our members, also at their spring and Christmas concerts at the 50 Plus Activity Centre. One of our most enjoyable projects was decorating the hall for Christmas each year. We are so grateful to all our members, past and present, for all their participation and support over the years. It has been fun and we have a lot of wonderful memories, formed lasting friendships, and hopefully we will all stay in touch. Thanks to all. Barb McGregor, Peachland

There is a tune Dolly Parton sings called “Hard Candy Christmas.” It seems to be a recurring theme this year. The pandemic has been long, and to many, overwhelming health-wise, financially and mentally. I hear people saying Christmas will be a wash out, crappy or they aren’t even going to bother. COVID-19 has also limited our social lives and dampened our spirits. But are we going to let it? This could be the year we remember as a different way of celebrating and how we made it memorable.
These are unusual times and we need colourful lights, holiday music and traditions. What each of us puts in will lift the spirits of those around us. Our families might be afar but we have Skype, Zoom, Facebook, email, Christmas cards and telephones. When life gives you cranberries, make cranberry sauce. HERE FOR SENIORS COVID-19 Update: 46 deaths in three days Home security tips for seniors Seniors are often targeted by criminals. Though many criminals target seniors from afar via telephone or internet scams, criminals seek to enter seniors’ homes. The Bureau of Justice Statistics offers that, between 2003 and 2013, the ratio of property crime to violent crime was higher for the elderly and persons between the ages of 50 and 64 than it was for younger persons between the ages of 25 and 49. Home security is important for people of all ages, but especially so for seniors and aging individuals living alone. By following certain safety tips and developing a home security plan, seniors can feel safer at home. • Lock windows and doors. It may seem like common sense, but failure to repeatedly lock windows and doors can, and often does, give burglars easy entry into the home. • Think about a smart doorbell. Technology now enables doorbells to provide a video feed to a person’s smartphone or tablet over WiFi. This allows residents to see who is at the door and speak to this person without having to open the door. Some products like Ring® will even register motion activity and record short videos from outside of the house. • Don’t share or leave keys. Avoid leaving keys under a mat or in a flower pot. Others may be watching your actions and gain access to your home while you are away. • Ask for ID. When service people or other individuals come to the door, verify their credentials by asking to see some identification. • Get a home security system. The best protection against burglars is a home security alarm, states HomeSecurityResource.org. Such an alarm often deters burglars from breaking in. • Install a lockable mailbox. Locked mailboxes restrict access to sensitive information, such as bank account numbers, sent in the mail. Make sure retirement checks or other payments are deposited directly into bank accounts instead of having them sent by check. • Use home automation. Home automation, or a “smart home,” can be utilized to turn on lights, set the thermostat, lock doors, and much more. • Adopt a dog. Dogs can be an asset to seniors. Dogs provide companionship and can bark or alert seniors if someone is around or inside of the home. Home security is serious business for seniors who are vulnerable to criminals.

Minister of Health, provided the latest update Monday reporting on a three-day period. From Nov. 27 to 28, there were 750 new cases. From Nov. 28 to 29, there were 731 new cases and in the last 24 hours, there were a further 596 new cases for a total of 2,354 new cases of COVID-19, including 10 epidemiologically-linked cases. The province also reported 277 historical cases from the Fraser Health region, catching up to a previously reported data lag from earlier this month. There are a total of 8,855 active cases of COVID-19 in the province with 316 people currently hospitalized with COVID-19, 75 of whom are in intensive care. The remaining
people are recovering at home in self-isolation. There are 10,139 people are under active public health monitoring as a result of identified exposure to known cases and 23,111 people who tested positive have recovered. There are 212 new cases over the weekend in the Interior Health region, with 490 active cases in the region, 15 people in hospital in the region and a total of three deaths since the pandemic. A new outbreak has been declared at the long-term care home Mountainview Village in Kelowna. One staff member and one resident have tested positive. Outbreak protocols are in place, including a pause to all visitation.

You have to be organized, and able to give clear direction to editorial staff or freelancers.

• Journalism education: Degree, diploma or certificate; or equivalent work experience. • Ability to organize work and give direction to others in order to meet deadlines. • Ability to work collaboratively with the other members of the management team. • Experience in Adobe Creative Suite and posting to social media.

From the Mayor’s Desk: Goodbye 2020 and thank you Peachland MAYOR CINDY FORTIN
As the year 2020 winds down, many of us will be happy to see it go. Who would have thought back in January that we would have quite a year like this? Our hearts and thoughts go out to the many families who have lost a love one, or have been ill themselves. This has been an unimaginably tragic year for many families who have been directly impacted by this disease. While there continues to be COVID-19 deniers out there, those people who had the virus land on their doorstep, or that of a loved one, can truly know loss it
brought with it. While many of us may be happy to say good-bye to 2020, I also think it’s okay to say thank you to this year, as well. 2020 is synonymous with clear vision. While I can only speak for myself, this past year has allowed for a lot of time for reflection. It certainly shone a light on the many things one may take for granted, including spending time with family and friends, and how much we value that. Not to mention all the activities that we enjoy. With that reflection also comes gratefulness for all the good and generous people out there, especially the front line workers. This not only includes the many health care workers and first responders, but also all the hospital workers that keep the buildings clean and operating, as well as farmers, grocers, teachers, food bank volunteers, and so many others. This is definitely a time of appreciation for many people and the generosity of others. I also would like to thank Peachlanders, themselves, -- residents, business owners and staff, organizations and clubs. I know it’s been an extremely difficult time, but you should be proud of how you’ve managed throughout this trying year. Many local businesses have been suffering, and we don’t want to lose even one of them. I encourage all residents to please support our local businesses by shopping local whenever possible. If you’re thinking of eating take-out, we have some fantastic choices here in Peachland. Clothing, Christmas gifts, groceries, and more, are also available in town. I noticed the beautiful Gasthaus Christmas Market is open and popped inside for a peek. The sparkling of their Christmas decorations is something to see. They are ensuring social distancing, if you want to stop by to purchase a special decoration or two for your tree. And don’t forget the food bank; they always welcome donations, especially at this time of year. There are many families pinching pennies right now, who can use the food bank. Please don’t feel bad if you need some help. You are not alone. As I’ve shared in the past, there was a time when I did. I was a single mom and nursing student at the time, and will forever be grateful for the assistance I received. It was right around Christmas, too, and I was fortunate to not only have received some food, including a turkey, but also a few gifts for my young son. It’s nothing to be ashamed
of. We are all one family, and family helps one another. Whenever you can, when you are back on your feet, you can pay it forward. Sadly, COVID-19 is not over with the end of 2020, and we must continue to soldier on in 2021 until such time as a dependable vaccine is available. For now, COVID numbers continue to climb in our province and across Canada, so please continue to fight through the COVID fatigue you may be feeling and wear a mask, physically distance, and wash your hands multiple times a day. Even if you’re not concerned about yourself, please help protect others. We don’t often talk about patriotism in Canada, but I can’t think of anything more patriotic than pulling together to protect and care for your fellow Canadians. There have also been many positives in 2020, including the generosity of others. And I’d be remiss to not mention that several newborn babies that made their entrance during this tumultuous year. They are a shining lights for 2020! They are a reminder that life goes on, and that even in difficult times good things are happening. Despite COVID limitations, the District of Peachland Council and Staff have been keeping busy during this time. The new water treatment plant is nearing completion, and the acquisition of Turner Park is definitely a highlight. I’ll do a recap of 2020 in the new year. On a final note, I am looking forward to the Peachland Recovery Task Force Virtual Gala this Friday, December 4, from 6 p.m. - 7:30 p.m. There may still be some tickets available. Go to Trellis.org. The online gala will be a fundraiser for the Peachland Boys and Girls Club, Peachland Wellness Centre, the Bat Education and Ecological Protection Society and the Peachland Sportsmen’s Association. Morning radio personality Toby Tannas and Kelowna City Councillor Loyal Wooldridge will emcee, and there will be entertainment for the whole family including a story told by Santa and Mrs. Claus, along with music from Marty Edwards and the Revival, Sister Act, Niki Martinus and Elvis tribute artist Adam Fitzpatrick. It’ll be fantastic! So, as 2020 wraps up, I’d like to thank Peachland residents for all they do and wish everyone the best for 2021. Stay safe, stay healthy, wear a mask.

LYONEL DOHERTY Lean times call for a lean budget by the Okanagan Regional Library Board. How lean? Less than a one per cent increase. “During these challenging times, the library is minimizing its financial impact with this below-inflation budget change,” the board stated in a press release. On Nov. 18 the board approved the 2021 budget with a 0.75 per cent increase, recognizing that taxpayers are facing many COVID-19 challenges. “The library will defer major service changes and shift resources internally for 2021 to maintain service levels.” The board reported its finances remain in order and that the end of the year will see them in a “financially secure position.” Revenues are down due to waiving of fines, less patron activity and high COVID-19 related costs. The library had largely offset these losses by some wage savings from vacancies, not needing to utilize on-call staff, and some layoffs when library branches were forced to close in the spring. Since late summer, the library has moved to a “browse and borrow” operation. Due to changes necessary to keep branches open in a safe manner, in-person library visits are down.

The library has capped occupancy for its buildings, suspended most in-branch programs, removed most seating, and removed many public computers and other hands-on technology. Despite this, physical materials’ circulation for October has recovered to over 80 per cent of October 2019 levels, and online resource use and e-materials are significantly above 2019 levels. In other news, the library has reached an agreement with CUPE for a three-year contract (running to December 2023), which includes a two per cent increase per year. Negotiations with the Professional Employees Union are scheduled to begin in December. The board said goodbye and gave thanks to Karla Kozakevich, its current chair. Kozakevich served on the board for the maximum allowed time under the eight-year legislation.
