Interior Health declares outbreak at The Heritage Retirement Residence PEACHLAND VIEW Interior Health declared an outbreak at The Heritage Retirement Residence in West Kelowna on Dec. 22. As of press time on Tuesday, four staff members and six residents have tested positive for COVID-19. All individuals in close contact with these individuals are in self-isolation and monitoring for symptoms.
Residence operator Verve Senior Living has implemented a temporary stop to all visits across the site as an added precaution. Interior Health and Verve Senior Living have also implemented additional measures, including monitoring of all residents for respiratory symptoms and doing COVID-19 testing on anyone with COVID-19 symptoms, as well as enhanced cleaning protocols and COVID-19 visitor policies.
Compromise reached for summer use of Peachland’s banquet room JOANNE LAYH A compromise has been reached between community groups vying for use of the community centre banquet room next summer. At the Oct. 27 regular council meeting, the Bat Educational, Ecological and Protection Society (BEEPS) presented the opportunity to host a travelling exhibit, BATS: Out of the Darkness, which aims to bring the bats of British Columbia ‘out of the darkness and into our consciousness.’ The exhibit is available to Peachland from June - October 2021. Ideally, BEEPS was hoping to host the exhibit in the banquet room of the community centre over summer, close to the bat roost and interpretive centre at the Peachland Historic School. Recognizing that the community centre becomes busy in autumn, BEEPS recommended the display be central to tourists in the prime summer season and relocated elsewhere in September. Council initially supported this request, however, in the days following the Oct. 27 meeting, council and staff received
concerns from the Peachland Lions Club, the Quilt Group and the Friendship Club regarding being displaced due to this exhibit being housed in the banquet room. Council discussed these concerns at the Nov. 10 council meeting and concluded that the mayor and staff should meet with both BEEPS and the arts council together to discuss options for limiting the displacement of the users in the banquet hall. A proposal was reached that includes BEEPS utilizing the banquet room in July and August, with additional use of the room in June for planning and setup, but only when the previously committed groups are not using the facility. For the month of June the display will be set up within Peachland Elementary School to allow teachers to tour their students through the display without needing to leave their school during the COVID pandemic. The display will open to the public by July 1. “Everybody worked and tried to come up with a good solution and this seems to work for everybody,” Mayor Cindy Fortin said.

Westside BC Hydro customers experience lengthy power outage JOANNE LAYH Much of Peachland was without power for hours on Tuesday morning after heavy snowfall wreaked havoc throughout the region. After heavy snowfall throughout Monday, many westside BC Hydro customers stretching from Summerland to West Kelowna were without power beginning in the early hours of Tuesday morning. West of Highway 97, south of Elliott Rd, east of Princeton Ave and north of Hwy 97, 2,534 BC Hydro customers were without power from 4:49 a.m. Another 91 BC Hydro customers west of Princeton Ave and east of Brenda Forest Service Rd lost power at 1:19 a.m. and an additional 17 BC Hydro customers in the 5300 block of Princeton Ave were without power from 1:32 a.m.
Utility billing late penalties waived for another quarter JOANNE LAYH For a third quarter in a row, the District of Peachland is waiving late penalties on sewer, water and solid waste utility billings. That means District of Peachland residents will not be assessed a penalty for overdue payment on their utility bill ending December 31, 2020. Earlier this year council decided to waive utility billing late penalties for the second and third quarters in order to address the significant impact COVID-19 is having on residents. “This is all about trying to help people who are struggling during COVID,” Mayor Cindy Fortin said. At their Dec. 8 meeting, council voted unanimously to waive late penalties for a third time. “I think it’s the right thing to do,” said Councillor Patrick Van Minsel. Peachland’s director of finance, Lyle Smith, said if utilities aren’t paid by the end of the year then the amount will be transferred to next year’s tax bill, but without any late penalties attached, Lyle Smith.

A crew arrived on site just after 10 a.m. and by about 11:45 a.m. power was restored to the majority of Peachland, with the exception of a handful of customers in the 4900 block of Princeton Ave. BC Hydro spokesperson Mary Anne Coules said the entire feeder to Peachland had been out. As of 8 a.m. Tuesday morning, BC Hydro had 12,685
customers without power in the Okanagan/Kootenay Region. “Heavy snowfall in the Vernon area has caused widespread outages in the region,” Coules told the View. “Our crews are responding to restore power to affected customers. As always, we thank our customers for their patience and support while repairs are completed.”

Decision disappoints Brent Rd homeowner As a new homeowner on Brent Road, I can’t tell you how disappointing it is to learn of the selfish decisions being made by West Kelowna. Thank you to district employees for inspiring holiday light display Thank you, Peachland. As I drove down the highway last night, my eyes were drawn to the colourful display of lights and I couldn’t resist turning onto Beach Avenue before making my way home. My heart skipped a beat walking towards the lit up archway, and a childlike wonder bubbled up inside bringing tears of joy to my eyes. For such a time as this, what a beautiful gift to have given. An inspired hope touched my heart and moved my spirit. Thank you to all the kind and generous hands that took part in creating this festivity of lights. A lot of hard work and dedication has been displayed. Each colourful glow that blankets the trees linking together along the walkway represents the gift community brings, and despite the mandatory distance right now, I highly recommend an evening walk in the fresh air, surrounded by the magical luminosity. This experience reminded me to slow down, embrace the moment, take deeper breaths and practice being grateful. I felt energized, light-hearted, and even a bit younger as I drove away. A welcomed surprise, and serendipitous gift that I hope people of all ages will want to embrace and receive. Decision by West Kelowna less about fairness, more about keeping cash
Ridiculous and selfish decision by West Kelowna. They just don’t want to give up the money they receive! The comparison given by council to “paying for schools and not having anyone from their household utilizing them” is specious at best. Education is a necessity. Fitness and well-being facilities, although crucial, are a luxury to have. Why should Brent Road pay for West Kelowna when Peachland doesn’t?
Why wasn’t the Brent Road situation addressed by the RDCO when West Kelowna became a entity on its own in 2007 rather than going back to a 30-year-old decision? This was fought by Brent Road residents when the initial decision was made by the then director representing the area. Shame on West Kelowna and the RDCO on how they both handled the situation. Families making $175,000 don’t need emergency funding Dear editor, Somebody needs to explain just how Horgan possibly can justify taking our hard-earned tax dollars and give it to families with annual incomes up to $175,000, and individuals earning up to $67,500, insisting they desperately need ‘emergency funding’. There is no doubt a lot of people who suddenly lost their incomes are in dire straits without financial support from provincial and federal governments, but families with those kinds of incomes are not in dire straits. $67,500 is about $33.75 an hour in an average work-year of 2,000 hours.
Surviving spouses or common-law partners today are living on CPP, OAC and income supplements that are less than half of that. A more realistic cap for a single person in B.C. would be closer to $30,000 and $60,000 for families, to be able to pay for essentials like food, clothing, and shelter, keeping in mind this is also ‘supplementary emergency funding’ for working adults who also qualified for the federal Canada Emergency Relief Benefits. At a time when the municipal, provincial, and federal treasuries are posting massive multi-billion-dollar deficits, Horgan’s payouts without first conducting any kind of a means test are irrational and irresponsible. Province to conduct ongoing pile burning on Crown conservation lands until March PEACHLAND VIEW Residents of Peachland, Summerland, Penticton and surrounding areas are being advised that smoke may be visible from the latter half of this month through to March as the result of a burn project being directed by the Ministry of Forests, Lands, Natural Resource Operations and Rural Development. The piles are on Crown conservation lands near Garnet Lake, about 10 kilometres north of Summerland at the end of Garnet Valley Road. Up to 60 piles of woody debris will be burned over the next few months to help reduce wildfire risk in the area.
Depending on weather, site conditions, venting conditions and snowfall, pile burning could start in the latter half of this month and be completed by March 2021. It will proceed only if conditions are suitable and will allow smoke to dissipate, a statement issued by the ministry said. The project will be prepared, controlled and monitored by BC Wildfire Service personnel. This pile burning is part of an ongoing fuel management project undertaken by the ministry to help reduce wildfire hazards by reducing accumulations of fuels. Penticton COVID-19 testing centre moves to new location with increased capacity ABERDEEN PUBLISHING Interior Health has set up a new COVID-19 testing centre in Penticton to increase the testing capacity in the area. Starting immediately, Penticton’s COVID-19 test collection services will be moving to the new centre at 140-3547 Skaha Lake Road from their previous location at 103 Industrial Ave E. This location has more parking spaces, and will allow Interior Health to conduct more daily tests for residents in the area. Testing is available for anyone who is experiencing symptoms of COVID-19, or has been recommended to get a test by a physician, nurse, or public health. The location is not conducting tests for people who are asymptomatic. People can book an appointment for a test online through the COVID-19 test booking form, or by phone. For information on COVID-19 testing in British Columbia, visit the BC Centre for Disease Control’s testing page at bccdc.ca/health-info/diseases-conditions/covid-19/testing/ testing-information.

The holidays are a time of reflection and celebration. Placing an ornament on a Tree of Memories can help bring some peace to friends and family during this special time of year. Visitors can place an ornament on the tree between now and Friday, January 15, 2021, from 8 a.m to 5 p.m. Ornaments will be removed by Public Works Staff after January 18th. Those who wish to retrieve their ornaments can do so by contacting the Public Works Office at 250-767-2108 before January 31st, 2021. Any unclaimed ornaments may be donated for charitable use.
