Buchanan Road strata development passes third reading JOANNE LAYH A rezoning application to allow for a fifteen-unit building strata development in the Buchanan neighbourhood received third reading from Peachland council last Tuesday evening. The application proposes to rezone the currently undeveloped property opposite Davis Cove Resort and below Hwy 97 from Single Detached Residential (R1) to Multi-unit Residential – Low Density and

Cluster (RM3) to allow for the strata project. It also proposes to close McKay Lane, a municipal roadway from which the property is accessed, and have the land sold to the two adjacent property owners. Council gave the zoning amendment and road closure bylaws first and second readings on Feb. 9, followed by a public hearing held on Mar. 22. Overall eight submissions were made in support of the rezoning and 18 letters were submitted in opposition, in

addition to two petitions. Those opposed to the project cited a variety of concerns, including traffic and parking, neighbourhood character impacts, density, pedestrian safety, view impacts and precedence. Darin Schaal, Peachland’s director of planning and development services, said he discussed all of these issues with the developer after the public hearing and proceeded to address each of those concerns in his presentation to council before recommending that council give the application third reading. He began by stating that traffic and parking are both common concerns associated with development in general. In this case the applicant submitted a transportation review from a professional transportation engineer who indicated the performance, operation and configuration of the site will operate safely with minimal impact on the existing neighbourhood and municipal roadways. The applicant has dedicated 120 square metres of their land to allow for Buchanan

Rd. to be widened in front of their development and plans to have two parking spaces per unit in addition to apron spaces and double the minimum visitor parking spaces required, Schaal said. He went on to address concerns expressed about maintaining the single-family neighbourhood character by pointing out that with a 200 metre radius various residential forms are already represented, including Stonewater, a previous project by the same developer. Schaal said the density of the proposed zone is consistent with the vision for the neighbourhood established in the Official Community Plan. He also noted that the developer has committed to contribute $15,000 over and above the standard community amenity contribution that all rezoning applicants make. The contribution would go towards a sidewalk project further down the road, which has been identified as a future section of a trail that would link throughout the valley. Next, Schaal acknowledged concerns about view impacts,

particularly by residents of The Terraces, a development located across the highway at 5300 Huston Rd. The developer presented a view analysis that does anticipate some minimal view impacts, he acknowledged. “Most of those view impacts would be a lower elevation or foreshore area, not a complete blocking of the views,” Schaal said. “The other item that was noted as a concern is precedence. We often hear this as a concern relating to development, however, I always note that zoning is a discretionary process. We don’t consider precedence to ever be set and every property owner is entitled to submit a zoning application and this is a right under the provincial legislation so when we receive a rezoning application we always evaluate it based on its own merits.” Councillor Patrick Van Minsel expressed his support for the development but said council should consider dropping the speed limit on Buchanan Rd. to 30 km/h because there are a lot of pedestrians who use the road. “Looking at this, I think it

would be a great addition to our town,” said Van Minsel. “Why do we have public hearings? Why do we consult if the result of that is to simply ignore what we’re being told?” said Councillor Keith Fielding, who was alone in voting against the development. “I understand what Councillor Fielding is saying, but I do think the people who were against the project had concerns that were resolved by the developer and by our planning department,” said Councillor Pam Cunningham. “Yes, we did have a petition that went around from the people at The Terraces and I don’t believe anybody ignored people,” said Mayor Cindy Fortin. “That’s a pretty harsh word. We listened to what they said. I know I sound like a broken record but if you don’t buy up all the properties around you, how can you expect to have the rights over the property in front of you and your view unobstructed in perpetuity?” Schaal said the next step is for the applicant to bring forward a development permit before final consideration and adoption.

Community connects society proposes Making Waves mural project JOANNE LAYH The Peachland Community Connects Society is hoping to bring a new public art event to Peachland that would introduce a growing number of murals to the downtown area. The non-profit organization was established in 2019 with a goal to increase Peachland’s sense of community by putting on events and activities that encourage engagement. While that’s been a challenge to execute during a pandemic, organizers believe a mural festival is just the ticket. “The concept is basically a mural project that is enhancing cultural draw and economic activity through bringing people around public art,” explained Kelowna’s Uptown Mural Project artistic director David Doodey at last Tuesday’s committee of the whole meeting. “Mural festivals bring communities together around the creation of public art.” Mural festivals and urban

art initiatives have become tourist destinations, annually attracting hundreds of thousands of viewers worldwide, said Doodey. “The legacy of mural projects results in increased tourist traffic throughout the entire year,” Doodey said. “It’s not just a one weekend, we all have a good time and get together. We have that, we have the one good time weekend, but then we also have the long-lasting piece of art that we begin to build a collection with.” The society is hoping to create between one and three murals in their inaugural year and build from there. The committee came to council members on Tuesday to seek their endorsement of the Making Waves mural project and request permission to use some of the district owned buildings as possible canvases. The first building they’d like to tackle is the wall of the Swim Bay concession

building, with the hope that council will consider other municipal properties that could be brought forward as possible mural placements. Peachland Community Connects vice president Madeleine Nixon said they have the support of the Tourism and Economic Development Committee (TEDC) as well as a number of local service groups, including the Peachland Rotary Club and Peachland Lions Club. They society hopes to complete up to three murals through the summer followed by a festival. “In collaboration with the Peachland Community Arts Council (PCAC), we are excited to introduce the idea of a mural festival to the town of Peachland, similar, but smaller in scope to ones currently held locally in the Rutland area of Kelowna and larger cities such as Vancouver and Montreal,” Community Connects Society chair Shelley Sweeney wrote in

a letter to the mayor and council. “We are proposing a public art initiative that we believe could invigorate the look of downtown Peachland within a matter of months. Our Making Waves mural project would like to offer the community the opportunity to invest in participating in this beatification initiative.” “It is believed that with the success of the

It is our hope to build on the event, once COVID restrictions have been lifted, to make it more of a festival, with engagement from local businesses, artists/musicians, and residents which will serve to attract others to our town,” said Sweeney. Council members seemed generally receptive to the idea, but before they can offer their endorsement the municipality would need to draft a public art policy and appoint a committee comprised of members from various community groups.

Swiss visitors enjoy visit to quaint town I was walking Beach very early in the morning when a rented camper stopped and asked directions to a good vineyard. They were from Switzerland. Peachland was a destination stop. Peachland had been recommended by other Swiss visitors, who had been recommended by their friends because ... it was a quaint town on a beautiful lake. Funeral of Prince Philip awakens memories of a royal connection There was a royal connection with my parents Dorothy Maquabeak Francis, CM and her husband, Joseph Francis. In 1973 when the royals visited Regina, Sask. my mom and dad had the pleasure to attend a banquet and reception held in their honour. Mom and Dad enjoyed the opportunity to discuss the work they had done for their people, the Indigenous people. At that time the prince took the opportunity to make some pleasantries with mom and dad. The prince I guess enjoyed a few jokes, which always brought a smile or laugh at his meetings with people. Mom and dad considered this event a great honour and the highlight of their life. Driver extricated from vehicle after rollover JOANNE LAYH An 18-year-old male driver was sent to hospital following a single vehicle collision on Hwy 97 last Saturday afternoon. At approximately 1 p.m. West Kelowna RCMP responded to the collision, which happened on Hwy 97 near Renfrew Rd. A northbound black Kia Soul veered off the road

onto the shoulder before striking a barrier and rolling, RCMP Cpl. Jocelyn Noseworthy told the View. Peachland Fire and Rescue Service members extricated the driver from the vehicle. “It was a bit of a challenging extrication or more technical than normal. With the vehicle being on its side we had to use some of our other equipment

such as our struts to stabilize the vehicle to keep it from potentially going over into the lake because it was right on the side of the road on the lake side,” said Peachland fire chief Dennis Craig. A vehicle on its side presents a lot more challenges, but despite being a challenging extrication, it was quick and efficient, said Craig.

Crews took just 14 minutes from the time the truck arrived on scene until the time the patient was handed over to BC Ambulance. The driver was transported to hospital by BC Emergency Health Services with what are believed to be non-life-threatening injuries. The cause of the collision is still under investigation.

Interior Health a no show at COVID-19 vaccination clinic JOANNE LAYH The Interior Health vaccination clinic that was scheduled to take place at the community centre in Peachland on Apr. 15 was rescheduled for Apr. 22 after volunteers arrived at the clinic only to later learn that it had been cancelled. Peachland Wellness Centre volunteers turned up at the community centre to support the vaccination clinic, however when no Interior Health staff arrived wellness centre executive coordinator Christina MacMaster sent an email to Interior Health to find out why no one was there. “They said sorry, they meant to tell us yesterday it was cancelled,” MacMaster told the View.

Later that afternoon Interior Health responded to requests for comment by saying that no immunization appointments were booked or cancelled in Peachland for that day. “Earlier in our planning, we had held this date for a potential clinic. However, in our scheduling we did not move forward with this date,” an email response stated. “Unfortunately, there was a gap in our communication with the community centre and for that reason volunteers were unaware of the change in plans, and for that we apologize.” “That was really disappointing,” said Mayor Cindy Fortin at Tuesday night’s council meeting. “Interior Health says it wasn’t in stone. We say it was so we’re not going to go back and forth on that.”

Trepanier interconnect facing more delays JOANNE LAYH Relief is coming for Trepanier area residents who are currently under a water quality advisory, but it isn’t going to be the solution they’ve been hoping for - at least not in the immediate future. While about two-thirds of Peachland is now receiving water from the new treatment plant, residents in the Trepanier area are still dealing with the usual brown water that is synonymous with spring runoff season as they await connection to the system. Council learned on Tuesday that the Trepanier interconnect project is facing more delays and likely won’t be completed until sometime this summer. A problem with the manufacturing and shipping of

some high pressure butterfly valves coming from southern USA has created the delay, director of operations Shawn Grundy said at Tuesday night’s council meeting. “I’m afraid I don’t have an exact date at this point, but it is not going to be half May anymore. It’s looking like the next probably few months before it’s completely finished,” Grundy said. “That being said, we do have some mitigation in place here. By the end of the week we should have a watering station installed at the community centre.” The temporary watering station will be similar to what West Kelowna has in place, now that Peachland has the ability to supply treated water. Residents living in the Trepanier area can come by the community centre during regular hours and fill up their 4-litre or 20-litre jugs.

Water quality advisory issued for regional district residents served by Star Place lines, especially people with weakened immune systems, the elderly, children and those wishing additional precautions. All water intended for drinking, washing fruit and vegetables, making beverages and ice or brushing teeth should be boiled for at least one minute or customers should use a safe alternative to water from the tap, such as bottled or distilled water. The advisory affecting the Star Place Water System will continue until further notice and testing confirms water is within acceptable Canadian Drinking Water Guidelines. PEACHLAND VIEW The Regional District of Central Okanagan (RDCO) has issued a water quality advisory for residents served by the Star Place Water System in the Central Okanagan West Electoral Area. Increased turbidity in the water system source from the spring runoff has resulted in water quality that might impact children, the elderly or those with weakened immune systems. The advisory affects eight properties connected to the community water system on Star Place off Trepanier Rd. near the Okanagan Connector (Hwy 97-C), said RDCO communications officer Bruce Smith in a press release sent Monday morning. LOCAL EVENTS AND ACTIVITIES ART SHOW AND WINE TASTING at the Peachland Art Gallery on Apr. 24 - 25 from 1 pm - 3 pm. The event is a collaboration between the Peachland Community Arts Council and Hainle Vineyards Estate Winery. The event will include the display of a series of Richard Smith paintings that will be featured on the labels of the 2020 new wines from Hainle that will be released May 1. PEACHLAND PIG-OUT FOR PRIZES has been extended until April 30 to help restaurants ride out new COVID rules. The Peachland Recovery Task Force’s promotionhelp struggling local restaurants offers diners the chance to win some fantastic prizes, including local restaurant and retail gift cards. To qualify for entry, purchase $20 or more from Friday – Sunday or $10 from Monday – Thursday during the promotion period for entry into the draw. EXTENT features interpretations of B.C.’s interior rainforests by watercolour artist, Shelley L. Ross and realistic landscape paintings of the West Coast by Kelly Corbett. The exhibition will take place at the Peachland Art Gallery from Apr. 3 May 9. COMMUNITY VOLUNTEER INCOME TAX PROGRAM is a Canada Revenue Agency sponsored program that allows eligible individuals, who are not able to complete their income tax and benefit returns by themselves, to have their taxes done at no charge. Qualified tax volunteers complete and e-file taxes. The Peachland Wellness Centre is hosting this program; donations to the wellness centre are greatly appreciated.
