Residential townhouses proposed JOANNE LAYH Noura Homes has scheduled a public consultation meeting to provide the community with information related to a proposed rezoning and Official Community Plan (OCP) amendment that would facilitate a new residential townhouse development in the Lower Princeton area. The property, 6099 Jackson Cres., is located at what was recently the lower portion of Turner Park. Before being newly subdivided, the 8.26-acre Turner Park property changed hands several times in recent years. The property was purchased by School District #23 in 1976 from the Turner family as a future school site. The District of Peachland obtained permission in 1979 to utilize the property until the land was required for school purposes or disposed of by the school district. The municipality made an offer to purchase it from the school district in 2006 but

Residential townhouses proposed for property below Turner Park Continued from Page 1

was outbid by SSC Ventures. SSC Ventures had applied for rezoning to develop single and multiple family residences but ended up listing the property for sale.

In Oct. 2020 the District of Peachland approved a land acquisition to preserve public use of Turner Park for a purchase price of $3.1 million, later taking ownership of the lands on Mar. 30, 2021. Turner Park officially re-

opened to the public on Mar. 31, 2021. A plan to determine the future of the upper portion of Turner Park’s uses is currently underway, and now a developer has come forward hoping to create a residential townhouse development on

the recently subdivided lower portion of the park. In subdividing and selling the lower portion of the property, the district is hoping to recover some of the cost of purchasing Turner Park. The 2.7-acre property is

currently listed by William Wright Commercial for $1.8 million; the sale of the property is contingent upon the developer’s proposal receiving approval. If the project goes ahead, it will result in some improvements to the property, including sidewalk, roads and street lighting. “Adjacent roadways, in this case Princeton Avenue, Ellison Avenue, potentially Jackson Crescent, all front onto this property so there would be various frontage improvements, such as sidewalks, curb and gutter, street lighting and various other improvements that would be required with development,”

Noura Homes is proposing to rezone the property from Public/Institutional (P2) to Multi Unit Residential – Low Density Cluster (RM3) and amend the OCP land use designation from Intensive Residential (IR) to Medium Density Residential (MDR). Hit and run on Beach Avenue

JOANNE LAYH West Kelowna RCMP are looking for any information the public may have about an unknown vehicle that collided with a white Ram pickup truck parked in the 5700 block of Beach Ave. The hit and run is believed to have occurred sometime between 6 p.m. on Friday and 2:25 a.m. Saturday morning.

The unknown vehicle collided with the Ram’s rear bumper, resulting in it being pushed sideways with extensive damage, said RCMP Cst. Solana Paré. Evidence gathered at scene indicates that the suspect vehicle may be a 2015-2018 Hyundai SUV. Anyone with information is asked to contact the West Kelowna RCMP at 250 768 2880 and quote file number 2022-6844.

Gardener impacted On April 1, 2021 Peachland council increased the quarterly fee for water rates from $55.50 to $101, a significant increase of 82 per cent! Our consumption fee per cubic meter increased from 44 cents to 59 cents, also a significant increase of 34 per cent. With encouragement from our council to become more “green,” why are they penalizing backyard gardeners with such high water rate increases? Might I humbly suggest to council to return to lower water rates during the growing season from May through September; this would help us meet your vision of becoming more “green.” Surely, with a sharp pencil, these savings could easily be found within normally ‘cushioned’ budgets. On Wednesday afternoon Mayor Cindy Fortin (left) handed over the keys to a new Ford Escape SUV to Peachland Community Policing president Gary Hedge (right). The new all-wheel drive SUV replaces the 17-year-old two-wheel drive van that over the years has been regularly seen patrolling the community or parked along the side of the road during speed watch events. Hedge told the View the new all-wheel drive vehicle will be safer for volunteers to drive, given that Peachland is a hillside community. Peachland fire chief Dennis Craig, West Kelowna RCMP Staff Sergeant Duncan Dixon, RDCO volunteer coordinator Roy Morgan, and RDCO manager of protective services David Gazley (centre, left to right) attended the event to welcome the new vehicle to Peachland. The vehicle was purchased by the municipality for $28,444; $3,000 was donated toward the vehicle by the Peachland Sportsmen’s Association and $5,444 came from goods (including some gold bars and cash) recovered by police and given to the District of Peachland in 2019. Decals for the vehicle came from the Peachland Community Police budget.

Police converge on Columbia Ave JOANNE LAYH Last week West Kelowna RCMP officers, along with Police Dog Services and members of the Southeast District Critical Incident Program that included the Emergency Response Team and crisis negotiators were called to a residence in the 5000-block of Columbia Ave., where officers located “a man in distress,” according to Kelowna RCMP Cpl. Tammy Lobb. The RCMP responded at approximately 8 p.m. on Feb. 3 and remained on the scene for approximately four hours before the man was apprehended under the Mental Health Act and transported to Kelowna General Hospital. “The Southeast District Critical Incident Program was activated and the Emergency Response Team, along with crisis negotiators assisted in resolving the incident peacefully,” said Lobb. A neighbour who witnessed the incident told the View he counted 16 vehicles attending the scene.

Dog license deadline PEACHLAND VIEW The regional district is reminding dog owners that all dogs three months of age and older must be licensed in the Central Okanagan. Dog owners can save $20 by renewing or purchasing a new dog license before the end of the month. On Mar. 1, regular annual rates will apply - $40 for a dog that is spayed/neutered and $80 if it is not. The fee discount and rates do not apply to licenses for dogs deemed aggressive or dangerous. Dog owners are encouraged to buy or renew a license at rdco.com/dogs. Mom passed away peacefully on her own terms with her children by her side. Growing up in Burnaby, Mom was an active child with the 4H Club and loved showing cattle at the PNE, a baton majorette, baseball player and Miss Burnaby 1956. Mom married her high school sweetheart, Al in 1958. Along with Dad she was a Cub Scout leader in North Delta. Mom was the first female School Board Trustee in North Delta, serving 2.5 terms before moving to White Rock. Mom was helpful in the White Rock Skating Club with her sewing talents, a volunteer member of the Peace Arch Hospital Auxiliary for 25 years. She was a very active member as a Lady Lion in the North Delta Lions Club. She enjoyed her working career as a Medical receptionist and the special people she worked with. Mom enjoyed extensive travel in her life with Dad, friends and her Family. Mom enjoyed camping in Peachland at Todd’s RV and Camping each summer since 1959, where many lifelong friends were made. She moved to Peachland in 2014 where she loved her home on the lake and made special new friendships. Mom Loved to knit gifts for loved ones, read and spend time gardening. She had a great love of football and baseball and enjoyed watching her kids, grandkids and greats in any sport. Mom is predeceased by her loving Husband, Al (2010). She is survived by her children, Keith (Janet), Kelly (Graham) and Jay; 9 grandchildren and their spouses and 13 great-grandchildren; brother-inlaw, Bill (Audrey); special cousin, Carol (Richard) Bowden; many nieces and nephews, extended family and friends. A Celebration of Mom’s Life will be held in the spring. We would like to thank Dr. Hoekstra and the amazing team at Peachland Pharmacy for their service and support. Patricia Askew was born in New Westminster, BC, on August 1st, 1921, and passed in Kelowna, BC, on January 31st, 2022. She was the youngest of four children: sisters Marion and Greta, and her brother Allan. She married William Fletcher in 1945 and they lived in East Vancouver then moved to Coquitlam for 33 years. They moved to Kelowna in 1994 and “Nan” was a huge help in raising her grandkids. Pat’s greatest love was her family. She was so loving, generous, and protective of us all. She will be greatly missed by her three daughters, Carla Fletcher, Maridee Skidmore, and Sherry Bradley (Norm), grandchildren, Nathan Skidmore, Cory Skidmore, Ashley Bedwell-Ross (James), and Courtney Bedwell, as well as her great-granddaughter Kirsten, great-grandson Patrick, and her great-great-granddaughter Anastasia. She also had two nieces, Maureen and Jean, a nephew Ken, and her special nephew Tom Drake (Sally). Tom’s 3 sons, Stephen, Jono, and Adam adored her. We know that her dog, Teddy, our dad, baby Weston Ross, and the rest of her family have greeted her and that she will love being our guide from “Somewhere Over the Rainbow.” “Toodle-loo” to an extraordinary and inspirational woman. We would like to thank the staff at Cottonwoods and Hospice House (especially nurse Emma) for their compassion and support during this challenging time for us. New BC Transit fare system a go TRACY SIM BC Transit, the province, and Cubic Transportation Systems aim to reduce access barriers to public transportation with new cashless options, starting in the fall of 2022. Do you avoid public transit because it’s a hassle to find the right change or deal with third-party vendors to purchase bus passes? The answer is often yes, so to encourage more people to use public transit, the partnership has implemented Umo. Pronounced ‘you-mo’, this multi-faceted payment system is designed to replace the transit system’s equipment used for fare collection on its buses and other modes of transit. Umo is a contactless payment system developed for transit systems that includes several current options for fare payment. Those options include mobile app, debit

card, credit card, mobile wallet, and reloadable smart cards. The Victoria Regional Transit System is the selected city for the pilot

project, set to begin this fall. Expect rollout in the Okanagan sometime after the pilot launch. An exact date is unknown. The new system will

increase riders’ access to transit by allowing them to use items they already carry and remove barriers like having to carry cash and pre-purchase

tickets. Umo will also work the same way on all transit systems in the province, allowing riders to access transit the same way, no

matter where they are. “Modernization initiatives like this are important as we look to rebuild ridership to pre-pandemic levels and grow our public transportation system in the years to come. With the use of cash in sharp decline everywhere, efficient and convenient electronic fare payment options are the way of the future”,said Rob Fleming, Minister for Transportation and Infrastructure. Umo is being funded through the Investing in Canada Infrastructure Program, and the project is being cost-shared with the government of Canada, which is contributing 50 per cent of its eligible costs. The province of British Columbia is contributing another 40 per cent and the project’s local government partners are contributing the remaining 10 per cent. The total cost for this project is $23.2 million.
