Access questions raised at lower Turner Park public information meeting Questions from neighbouring residents reflected concerns about parking requirements and traffic volumes ERIC HALL As part of the process to bring forward a rezoning application for the lower section of Turner

Park, Noura Homes organized an online public information meeting on Feb. 17. This is the meeting format currently used because of COVID and

about 20 people signed in using Zoom. The key speaker for Noura Homes was Wayne Jackson, vice-president of development.

Jackson explained that they want to build townhouses with road access from both Jackson and Ellison.

The first few questions

for Wayne Jackson were about access to the site.

He told residents that direct access from Princeton Ave. was not usually allowed because of traffic volumes. He indicated that they would prefer direct access from Princeton, but was told it was not possible. Access from Gillam was not considered and there is a small park between Gillam and the site.

When asked, Jackson explained that they had approached the owners of the house at 4758 Princeton, which is adjacent to the site with a view to extending the development.

But despite detailed discussions, no agreement was made.

Jackson said that the development will include at least 23 units with a maximum number of 30.

Prior to detailed plans and engineering studies, it is not possible to give the exact number of units that will be built.

He explained that at this stage Noura Homes are in the process of bringing forward a rezoning application (which subsequently came before council at the meeting on Feb. 22).

Jackson explained that planning and engineering studies are very expensive for a site like this and it is a standard process to get rezoning approval before such costs are incurred.

Most of the questions for Jackson came from residents that live close to the site. Nancy Merrill, who lives at 6095 Jackson, expressed concerns about traffic volumes, parking requirements and the impact on trees at the property line.

Jackson explained that each unit would have two parking spaces and that two thirds of the units would have access via Ellison rather than Jackson.

Several people were surprised by the number of units proposed and said that the previous rezoning application called for just six townhouses on the slope. The differ-

ence with this proposal is that previously no access on Ellison was planned.

The fact that there was no detailed map of the proposed road layout resulted in questions about how the access would work. Jackson did say that a pedestrian pathway between Turner Park and Ellison would be included as part of the development.

There was some confusion about the current zoning for Turner Park as it is still shown as institutional despite a previous rezoning application being given approval by Peachland council. After a public hearing, the third reading of a rezoning bylaw is considered approval by mayor and council. But the official change of zoning does not occur until a subsequent fourth reading has taken place. That step was not completed for the prior rezoning bylaw.

When asked why Noura Homes do not want to build single family homes on the site, Jackson explained that the housing market has changed and there is a growing demand for townhouses in the Okanagan. He expected that buyers would be a mixture of families and seniors downsizing.

In today’s market, single family on this site would be considered an under-utilization.

He also explained that there would be no basement suites and no rental properties. Jackson said that Noura Homes have a reputation of building quality homes and he was confident that there would be no negative impact on the neighbourhood.

One complication was raised by Tony Wright who lives at 6094 Ellison. A deck and a rock wall built next to his house actually encroaches on the development site. Jackson indicated that he would meet to discuss this problem. It is of particular importance as it is Ellison that would provide access to most of the units proposed.

Comparing current Peachland property taxes to 2001 Lower Turner Park ERIC HALL There have been significant changes in our property tax bills over the last 20 years.

When Peachland announces an increase in general taxation, it is just one part of the complete tax bill. Peachland collects money for other organizations and they make their own decisions on the amount to charge.

There is also a significant tax collected by the province for the school district. A 2021 tax notice has several new charges compared to 2001, including transit and policing.

Police costs

Peachland started to pay significantly more for policing about 10 years ago when the population went over 5,000. We used to pay a “small communities police tax” when the federal government covered most of the cost. Now the cost of policing is much higher and will increase in 2022 because of increased salaries.

However Peachland does benefit from sharing those costs with West Kelowna. If we had our own RCMP detachment, we would be looking at a significantly higher tax. In Kelowna police costs are 25 per cent of the municipal tax bill. And compared to Kelowna, Peachland taxpayers get a great deal from our fire service. The use of a mainly volunteer fire service saves Peachland taxpayers a significant amount.

Some taxes explained

One small charge that is not new. but is interesting, is for “REGNL DIST SIR”.

That is to pay to the Regional District of the Central Okanagan (RDCO) for the sterile insect release program. Orchard owners also pay for this program that avoids the use of pesticides in reducing the impact of the coddling moth on apple orchards.

Capital asset renewal taxes started in 2016 and are shown separately for general, sewer and water for a total of $223 in 2021.

This money is put in reserves for future infrastructure renewal and replacement.

There is also a separate Water Capital Improvement charge that started in 2007 and

was $350 in 2021. This money was accumulated for many years in a reserve fund prior to the construction of the water treatment plant.

When the plant was built the money (about $7 million) was used but that did not cover the full cost of the new facility. Now the Water Capital Improvement tax is being used to pay down a large loan amount.

Peachland collects a charge for the RDCO, who provide a variety of services, such as maintaining and developing regional parks.

One of the major costs covered by RDCO is the operation of the Westside Wastewater Treatment Plant. This plant serves West Kelowna, Westbank First Nation and Peachland. Peachland’s sewer system goes in a pipe from Swim Bay along the lake bed to the treatment plant in West Kelowna.

Charges for the sewer system and others are billed quarterly on the utilities invoice.

Utility Invoices

Peachland’s quarterly utilities invoices started in 2009. The bill is divided into three parts. There is a charge for solid waste/recycling/yard waste. A second charge is for sewer services. The third charge is for water and that amount changes depending on consumption.

In June 2021, the cost of water services was increased. The basic quarterly water fee increased from $45.50 to $101 and the consumption rate increased from 0.44 to 0.59. So you will be paying $404 a year for water plus an additional charge based on how much you use.

Water and sewer

Most of the increase in taxes can be linked to changes in the water and sewer systems. Twenty-five years ago Peachland was a small community with little growth because everyone was using septic systems.

The Peachland shopping mall couldn’t be built until the main sewer arrived. Drinking water came from three different sources and was only subject to very basic preparation. Peachland residents now have a dependable source of clean water, but it didn’t come cheap. And connecting to the main sewer system is also expensive. The District of Peachland was required to make these changes by the province and by Interior Health, but the province only pays part of the cost. So most of the increase in taxes is beyond the control of the district. That’s something to think about when you get your property tax bill.

Director of planning and development services Darin Schaal described the proposal as “a bit of a downzoning” in the sense that the existing zoning (P2) allows a range of permitted uses while the proposed RM3 zone is narrowed down to only two possible uses – multiple unit residential units and care facilities, as well as lower densities.

Property tax bills vary based on the assessed value of the home, but I can compare the bills for our house on Turner Avenue. In 2001 the total tax bill, prior to any grant reductions, was $2,184.20 and there were no utility invoices.

In 2021 the total tax bill was $3,396.99 and there were utility invoices of $1,002.21 for a combined total of $4,399.20. So the 2021 tax bills ($4,399.20) are more than twice the bill from 2001 ($2,184.20). Ac-

The source of Peachland’s water needs to be secured for the future It’s encouraging that there seems to be strong interest in Peachland’s water, as evidenced by three letters to the editor on this subject in last week’s View.

Whether discussion is about water conservation, water rates, or the new water treatment plant, these discussions all assume that there is water to manage. These “end of pipe” issues obscure the real urgency concerning Peachland’s water - how do we protect and secure the water source, the place our water actually comes from?

We are at a tipping point in Peachland. New residential developments increase demand for water. The changing climate disrupts the historical water cycles, with more unpredictable weather patterns, weather patterns that we have typically relied upon to recharge our water supply. Large-scale industrial activities including clear-cut logging have major impacts on water production and collection. We understand we need to conserve water, but it seems we don’t understand the need to protect the source.

Some people will say Peachland Lake is the source of our water; others would say it’s Deep Creek. But there is no single point source for Peachland’s water supply. Peachland’s water comes from “somewhere” to fill Peachland Lake and the creek. Perhaps if there was one source like a spring or a well, implementing a clear solution to protect it would be simple. But since the actual source of our water is not one specific feature, but from “somewhere”, the vast area of land west of the town (our watershed) that acts as a funnel for snowmelt and rainwater and protecting such a sizeable area seems like an insurmountable challenge. But it is a challenge that we cannot ignore or pass on to future generations.

Without freshwater security we run the risk of ending up like towns in the US southwest, whose aquifers are dry and the Colorado River almost empty.

Securing our fresh water sources is how Peachland can secure its future. With our water supply protected and secure, we can then develop conservation strategies, financial incentives, and disincentives, and ensure that our town can grow sustainably, in balance with the natural environment that everyone here loves.

Corrupted governments vs questioning citizens Why do I find myself so encouraged by the bravery and resiliency of the Freedom Convoy?

I’m uncomfortable even thinking about going to a protest.

Having been employed by a Canadian provincial health minister, I had to deal with challenging issues. Those in charge just wanted issues to go away fast. For example, when confronted with overflowing hospitals (long before COVID arrived on the scene), our response was not to examine the overall health of the population and formulate ways to prevent illness and maintain health. It was not to identify low cost, low hanging fruit initiatives, for example, encouraging and providing Vitamin D supplementation to our Northern hemisphere population; an initiative which would save $14 billion/year and 37,000 lives.

No. I was told, “Michael, I hope you know that is not the business we are in”. Our solution was not to look for root cause. Rather the answer was to throw taxpayers’ money at the problem, providing

a band-aid but politically press worthy solution to the citizenry.

FYI, the political class assumes you aren’t very bright and hates when you ask good questions. Critical thinking was supposed to have been educated out of the population a long time ago. How dare you question the elite political classes?

Politicians’ reactions to the convoy remind me of the pandemic of no-thinking I encountered in my health work days. Smear the working class, critical thinking, question asking Canadians. Call them fascists, racists, whatever is necessary to convince the armchair quarterback, TV watching citizenry to accept that the convoy are the bad guys and public servants are the good guys. Make the issue go away.

Unfortunately, our head servant, Trudeau, hates the working class and is doing his best to pressure the convoy towards violence. However, anyone who has taken the time to look at media other than the mainstream gang can see that there is nuance.

So far, the convoy has been

peaceful. Ottawa’s downtown crime is non-existent.

Why would so many working class Canadians take risks to challenge the government’s two-years of pharma-lobbyist inspired mandates? Why are so many

rallying around the freedom events in every Canadian city and worldwide?

Why? Suffering exists in our country. Economic, mental, social.

Despite a massive and confusing cross section of

reporting, plus tech and government censorship of non-narrative ideas, Canadians have read between the bewildering lines of all this “news”, determining correctly that their government is not telling them the truth.

Anarchy not protest

Let us remind ourselves that in a country such as Canada, which subscribes to the rule of law, public protest is not the vehicle for changing laws or policies. That is the business of the duly elected government.

Public protest is a reflection of current sentiment expressed by an individual or group on an issue or a number of issues. It is our right and will continue to be protected by our laws.

But it is not our right to disrupt the business of the nation, nor impact the ability of Canadians to go about their daily business. That is no longer protest. It is the beginnings of anarchy.

munity with information about the proposal (for more information about the public consultation meeting, see Page 2).

Before it was recently subdivided, the 8.26acre Turner Park property changed hands several times in recent years. The property was purchased by School District #23 in 1976 from the Turner family as a future school site. The District of Peachland obtained permission in 1979 to utilize the property until the land was required for school purposes or disposed of by the school district. The municipality made an offer to purchase it from the school district in 2006 but was outbid by SSC Ventures. SSC Ventures had applied for rezoning to develop single and multiple family residences but ended up listing the property for sale.

In Oct. 2020 the District of Peachland approved a land acquisition to preserve public use of Turner Park for a purchase price of $3.1 million, later taking ownership of the lands on Mar. 30, 2021.

Turner Park officially reopened to the public on Mar. 31, 2021. A plan to determine the future of the upper portion of Turner Park’s uses is currently underway, and now Noura Homes has come forward hoping to create a residential townhouse development on the recently subdivided lower portion of the park.

In subdividing and selling the lower portion of the property, the district is hoping to recover some of the cost of purchasing Turner Park.

The 2.7-acre property is currently listed by William Wright Commercial for $1.8 million;

the sale of the property is contingent upon the developer’s proposal receiving approval.

The applicant is proposing approximately 23 dwelling units on the site, as well as a swimming pool. Depending on the final number of units, the developer would be required to make a Community Amenity Contribution (CAC) of $40,000 - $50,000.

If the application proceeds, there will be frontage improvements required on Princeton Ave and Ellison Ave, in addition to an upgrade to the existing bus stop.

“I don’t have any problems with this,” said Councillor Patrick Van Minsel. “There are a few question marks but they will be solved at the building permit application level and the public will still have its input at the public hearing.”

Coun. Terry Condon voted against the recommendation, citing concerns about traffic management.

Coun. Keith Fielding also voted against the proposal, stating that the land would be better suited to single family residential.

Coun. Pam Cunningham said traffic isn’t that much of an issue as people do not all come and go at the same time.

“Having townhomes back onto a park is quite a lovely thing. I don’t see how it would ruin the neighbourhood, so I don’t have any problems with this proposal,” said Cunningham.

Coun. Mike Kent and Mayor Cindy Fortin also voted in favour of the proposal.

Coun. Pete Coolio was absent from the meeting, so the recommendation passed 4-2.

It is always difficult saying goodbye to someone we love and cherish. Family and friends must say goodbye to their beloved Yula Jean Cobler, who passed away at the age of 94, on February 17 2022.

Born on the Allan family farm near Neville, Saskatchewan, she was the youngest of two daughters born to John and Mary Allan. After graduation from Normal school, she became a teacher. She taught in one room school houses for 6 years throughout southern Saskatchewan.

Here she met her future husband, Wayne.

During their marriage, she had seven children.

They farmed near Success, Saskatchewan and in 1970 they moved to Peachland, BC where they owned and managed the Peachland General Store.

Upon retirement, Mom enjoyed painting, ceramics, gardening, cards and games.

Yula was predeceased by her husband, Wayne and infant son, Bruce. She is lovingly remembered by her six remaining children, Ron Cobler, Velma Dirks, Barry Cobler (Elaine), Karen Vosper (Dale), Lorna Green, Lois Gaudreau (Mark), 10 grandchildren and 18 great grandchildren.

Interment will be in Peachland Cemetery next to her loving husband.

The family would like to thank all the caregivers that helped look after Mom in the last few years.

Fans invited to attend inaugural Peachland Warriors Night

The West Kelowna Warriors are paying homage to their neighbours to the south with the inaugural “Peachland Warriors Night” on Saturday, Mar. 5.

When the Warriors host the Prince George Spruce Kings on Mar. 5 the Warriors will be wearing special Peachland jerseys during the game.

Fans attending the event will be able to purchase the unique Peachland jerseys at the game.

“We are really excited for this event,” said Warriors president Chris Laurie. “Peachland is our neighbour community and we’d like to invite all the residents to join us as

Laurie said the idea of a Peachland Warriors Night came to them a couple years ago when they were driving through Peachland to go

to a game in Penticton.

“The youth play minor hockey in West Kelowna Minor Hockey Association, so we should honour them and give them a night and welcome them as Warriors fans,” Laurie

told the View.

“Any Peachland resident, this is the night to come out and support the Peachland Warriors for a night. Everything will be Peachland that night,” said Laurie.

During the game, The Peachland Sportsmen’s Association will run the 50/50, with all proceeds going to the Peachland Food Bank.

This coming Monday, Peachland Elementary students can expect a special visit to the school that just might include some floor hockey and free ticket vouchers to the game.

The Warriors are offering a special $10 discounted ticket rate to all Peachland residents.

To purchase tickets with the special Peachland rate visit the Warriors office, call 250 769 7051 or visit the box office on the night of the game.

Puck drop is at 7 p.m. from Royal LePage Place.

Nominations are now open for the Spirit of Peachland Civic Awards.
