Early budget approval for water treatment plant upgrade JOANNE LAYH At their last regular meeting Peachland council gave early budget approval for $2.5 million for an upgrade to the water treatment plant. The water treatment plant,
which was completed last year, was designed to include a backwash system that was intended to remove dirt and contaminants from the filter beds by passing a mixture of water and air through the beds in a reverse direction.
The intention was for the backwash water to be pumped back to the start of the process and slowly recycled, however, the backwash recycle system makes it extremely difficult to operate the process efficiently, noted director of operations Shawn Grundy. The installation of a new residuals treatment technology and related works will serve to treat the backwash water prior to discharge, but it will come with an estimated price tag of $2.5 million. “It is a lot but in all fairness staff and consultants did their
very best in trying to save money,” said Mayor Cindy Fortin. “The long and the short of it is we took a calculated wait-and-see approach when we constructed this plant,” said Coun. Mike Kent. “We wanted to see how it went with this item perhaps left out to see if we could live without it. Unfortunately, it turns out that the plant isn’t operating the way we need it to.” The project will be funded through the Water Systems Improvements Reserve, which currently sits at approximately $5.1 million.
Civic grants discussed JOANNE LAYH At their last committee of the whole meeting, members of Peachland council had the opportunity to hear from community groups applying for civic grants as part of this year’s budget process. During civic grant discussions, chief administrative officer Joe Creron reiterated that the municipality probably needs to start looking at a cap. “The cap might include a small inflationary increase per year because it’s the same as the district, costs are going up significantly,” said Creron. “The CFO will be looking at that.” “We do appreciate everything that all these groups do for our community,” said Mayor Cindy Fortin. “We also have to consider the budget and how much is increased to the taxpayer each year. We’re slowly seeing these go up and up and up so we’ve got to make sure we’re doing the right thing for
the community as a whole.” Coun. Keith Fielding said all of the applications are really deserving and they don’t give rise to any questions or concerns for him. Coun. Terry Condon stated it’s his belief they’ve outgrown the original intent of the civic grants. He noted civic grants were originally intended to kickstart organizations that should eventually become self-supported; he suggested a committee be formed to make a recommendation to the next council. Creron said something to that effect will be brought forward later in the year well before the election. As Peachland council continues 2022 budget deliberations, they will be asked to consider 11 civic grant applications totalling $74,150; the amount has more than doubled over the last eight years, back when the total amount requested was a little over $35,000. 5672 Beach Avenue, 250-767-9133

HeARTS Festival a success despite COVID restrictions The Peachland Community Arts Council has succeeded in hosting a second virtual HeARTS festival this year, as COVID restrictions limited our indoor capacity again. But the response from the community has been very heart-warming. We were happy to connect again with the Peachland Elementary School and received many submissions of art and crafts from the stu-dents. The Historic Schoolhouse and visitor centre were the hub of in-person activities, with resident artist Wayne Power offering free activities in art and collage. There was also a Wishing Tree where people could write their wishes on a little wooden heart, to hang from the tree’s branch-es outside the school. These were a clear sign that our community has hopes and dreams for a better and easier time just ahead. The winners for each category have been drawn, for both adults and children under 12. Winners were determined by a random draw and will receive an honorarium of $100 for adults and $50 for those under 12, along with lovely Purdy’s Chocolates: • Painting: Susan Haglund, Sharlene Bennet and Under 12: Caroline Leckie; • Photography: J.S. Appleton; • Handicrafts: Shuan Boo and Under 12: Summer Prexler, Cole Cale; • Fabric Art: Linda Schneiderte; • Sculpture/Mixed Media: Annabel Stanley; • Poetry: Wayne Power; Under 12: Bella Montana; and • Music: Darci Ritchey and Under 12: Ruby Manson. All submissions are available for viewing at peachlandarts.ca. The organizers would like to thank all those who contributed time, talent, and imagination to our event! We are hopeful that in 2023 we will once again be able to host an indoor weekend festival, to include all these activities and many more! Paula McLaughlin Peachland Community Arts Council

Funding announced for George Pringle Senior Secondary School JOANNE LAYH Peachland high school students will attend what is being tentatively called George Pringle Senior Secondary School instead of Mount Boucherie beginning in September 2027, the province confirmed this week. On Monday the Government of B.C. announced its commitment to providing $102.7 million to build a new high school at the site of George Pringle Elementary in West Kelowna, in addition to a $3 million contribution by the Central Okanagan School District. George Pringle used to be the Westside’s second high school and was attended by Peachland students until it was converted into an elementary school. The site will once again become home to a high school as Mount Boucherie Secondary School is overcapacity and is expected to continue to grow, according to the school board. The school district received provincial approval for a new secondary school back in 2019. The board spent many months exploring options to secure land for the school, however, those efforts proved unsuccessful so in May 2021 the Central Okanagan Public School board unanimously supported a motion to repurpose the École George Pringle Elementary School site for the construction of a new secondary school. The 1,200-seat new school will include a neighbour-
hood learning centre that can be used for community programming, such as childcare, Indigenous or cultural services, and children and family resources. “The board of education thanks the Ministry of Education for approving a new 1,200-capacity secondary school to support growing enrolment on the Westside,” said Moyra Baxter, chair of the Central Okanagan Board of Education. “This new school will address the significant capacity issues and increasing number of portables at Mount Boucherie Secondary School. The entire community looks forward to providing input on how the new school can meet the needs of our students as well as serving as a community hub.” Construction of the new school is slated to begin in 2025 and is expected to be ready for students by September 2027. It will be the first new secondary school to open in the Central Okanagan School District since 2002, when Kelowna Secondary School was replaced. “Parents and the community are thrilled for the announcement of this new school,” said Simon Adams, president of the Central Okanagan Parent Advisory Council. “The Central Okanagan Parent Advisory Council appreciates the government’s ongoing support to provide new student spaces throughout our community, which is the fastest-growing community in Canada.” In a presentation to Peachland council last week,

Central Okanagan Public Schools Secretary-Treasurer/CFO Ryan Stierman said as a result of the repurposing of George Pringle Elementary, the French immersion program will move to Hudson Road Elementary and Glenrosa Elementary, where Peachland students will be able to access the program. Glenrosa Middle School will continue to be the middle school for French immersion on the Westside. In their presentation to council, school board representatives also noted that when West Kelowna’s Goat’s Peak subdivision is constructed, students from the subdivision will fall within the catchment of Peachland Elementary School. “We decided to be very proactive and come up with a plan for the students,” said Baxter. “We decided as a board that they should come down the hill to Peachland.” Coun. Terry Condon thanked the school board for that decision. “I think it is particularly wise,” said Condon. Enrollment at the school is currently at 146 students; Peachland Elementary School’s capacity is 312 students. “We always want to get more students in Peachland. We’re always worried, those of us who have been around a long time,” said Baxter. “This will be really good to get the numbers back up again.”

FOR SENIORS A new drug helps seniors with heart failure TRACY SIM A new drug is holding out hope for seniors with heart failure, kidney disease, and diabetes all at the same time. Doctors generally agree that the three simplest measures that every person can take to help promote good heart health include eating a balanced diet of nutritious foods, staying active, and getting rid of bad habits like smoking. Wherever you are on your senior’s health journey, it’s important to consult your doctor or specialist before implementing any changes to your health routine. This article isn’t meant to be a substitute for qualified medical advice. Heart failure is frequently associated with other diseases of the cardio-renal-metabolic systems such as type 2 diabetes and kidney disease. Due to the interconnected nature of these systems, improvement in one system can lead to positive effects throughout the others. If you’re under the care of a heart specialist and you have diabetes, Jardiance is a relatively new pharmaceutical aid for seniors with complex medical histories. It has been previously approved for conditions related to heart failure, but not specifically for it. This is good news for seniors with several health challenges and research shows it may provide a better quality of life. Jardiance is produced in Canada by Boehringer Ingelheim and Eli Lilly Canada. On Nov. 2, 2021, the drug was granted new Marketing Authorization by Health Canada as a treatment for heart failure. In Canada, Marketing Authorization or MAs, are a federally regulated process of reviewing and assessing the evidence to support a medicinal product, such as a drug, in relation to its marketing. Jardiance received two previous MAs granted by Health Canada. Its first was in 2015 for the treatment of adults with type 2 diabetes. Its second MA, issued in 2016, was an add-on combination to treat patients with type 2 diabetes mellitus and established cardiovascular disease. In Canada alone, nearly 670,000 Canadians are currently living with heart failure and close to 93,000 new cases are diagnosed each year. And heart failure is two times more likely in people with diabetes. Heart failure is a condition in which the heart cannot pump sufficient blood to the rest of the body. And there

are two forms of the condition, both related to something called ejection fraction which is a measurement of the percentage of blood the left ventricle pumps out with each contraction. People with heart failure often experience shortness of breath and fatigue, which can severely impact their quality of life. Individuals with heart failure often also have impaired kidney function, which can further

worsen patient outcomes and quality of life. Jardiance was the first type 2 diabetes medicine to show data in several countries that the cardiovascular death risk was lowered in patients with type 2 diabetes and established cardiovascular disease. It’s important to discuss with your doctor whether this medication, or any other medication, is right for you.

From the Mayor’s Desk: Peachland Warriors game a welcome diversion MAYOR CINDY FORTIN Hello fellow Peachlanders, I’ve noticed more and more people out and about enjoying the sunshine when it peeks out – which, thank-
fully, it is more often these days, than not. It’s great to see. We need to change things up and start getting out more often. It’s good for the spirit. Speaking of that, I am looking forward to the
special West Kelowna Warriors/Peachland hockey night this Saturday – a welcome diversion from all the events of the last couple of years, and now the tragic news of what’s happening overseas. Sometimes we all
just need a night to shift our focus, even if just for a few hours. I was presented with a special peach-coloured Peachland jersey this week when the Warriors visited Peachland Elementary
School, and I dropped the puck for the Warriors/Students mini-game. Student were given free tickets to this Saturday’s game, and anyone from Peachland who would like to attend the game can get discounted tickets for $10 at the window. I’ll be dropping the puck then, as well, and prior to that they will be playing a short video about Peachland before the game. Team president Chris Laurie have been talking about this special night since late last fall,
and he plans to make this an annual event. The game starts at 7 p.m. at Royal LePage Place Arena in West Kelowna at 2760 Cameron Road – next to Mount Boucherie Secondary School. They will be playing the Prince George Spruce Kings, who, last time I checked, are neck and neck with them in the Standings. I hope you can make it out. It will be a fun evening! Let’s Go WARRIORS! Mayor Cindy.
