Hwy 97, watch your coffee mug because there’s a new speed hump you might not be anticipating.

District staff installed the

speed hump on Beach Ave Wednesday morning, just in time for the anticipated soft opening of the splash pad this weekend.

The Heritage Park splash pad, pathway, curb/gutter, and new parking was completed last fall, but the opening of the new amenity

has been delayed first due to issues with BC Hydro and then concerns with the associated washroom.

Budding Creations Cannabis Store gets green light for second shop JOANNE LAYH Locally owned Budding Creations Cannabis Store has received the green light from Peachland council to open a second location in the old pub space at the mall.

The ownership group is comprised of four individuals, three of which are Peachland residents and all of whom currently work at or own other licensed businesses within

the community.

They were approved back in 2020 for Peachland’s first store, which is located in the downtown area just off of Beach Ave. “The applicant provided a very solid business plan that demonstrates a firm understanding of the business model in compliance with provincial regulations, and also noted efforts to minimize potential impacts on the surrounding

neighbourhood,” said director of planning and development services Darin Schaal in a presentation to Peachland council on Tuesday night.

Schaal recommended that council provide a positive recommendation to the Liquor and Cannabis Regulation Branch (LCRB) in support of Budding Creations’ application for a non-medicinal cannabis retail store licence and authorize a business licence to operate a second location at #10–5500 Clements Cres.

Back in 2020 the district opened an initial application period for interested parties to apply for a non-medicinal cannabis retail store licence. Though there was a fair amount of interest by business owners, the availability of commercial retail space has been a limiting factor, states a report to council from administration.

Peachland’s bylaws allow a maximum of two non-medicinal cannabis retail stores to be located within municipal boundaries, which means this proposed retail store would be the final non-medicinal cannabis retail store permitted at this time.

Schaal noted that this type of application requires public consultation so mailouts were sent to all properties and tenants within 100 metres of the site and also had a development notice sign posted at the location.

“We received no feedback from the public at all,” said Schaal.

Beach Ave gets speed hump ahead of splash pad soft opening Continued from Page 1

could be permitted to open, despite the fact that there is an existing accessible set of washrooms just across the street.

The washroom arrived last fall but during this year’s budget deliberations council learned that the new facility, which was purchased for approximately $100,000, would require an additional $40,000 investment for stairs and would not be accessible to wheelchair users unless an even more costly ramp were purchased.

On Apr. 19 council decided to keep the washroom so the splash pad could open soon. At that time Councillors Terry Condon, Patrick Van Minsel and Keith Fielding voted to delay a decision about how to proceed with the splash pad washrooms, in hope that a better solution could be found but they were outvoted by Mayor Cindy Fortin and Councillors Pam Cunningham, Mike Kent and Pete Coolio, who favoured opening the splash

pad and washrooms as soon as possible and dealing with the washroom issue at a later date.

Shortly thereafter a special council meeting was called by Councillors Condon and Van Minsel but failed to reverse council’s decision. Coun. Condon called the special meeting to tell his council colleagues that he had learned a little more about IHA, their decision-making process and how others are dealing with some of the red tape and the demands that they feel are being unreasonably imposed by IHA. Condon said he learned that rather than move forward with their projects burdened with what they see as unreasonable and excessively expensive IHA requirements, other jurisdictions have chosen to put a short term hold on implementation, pending what he was told is “an expected succession driven realignment within IHA, which is expected to result in a significantly more cooperative

approach and return to reasonableness and common sense.”

Not long afterwards the municipality issued a press release stating that IHA has agreed to waive the requirement for a new washroom and water fountain for Heritage Park.

The decision followed continued discussions between Peachland’s chief administrative officer and director of operations and IHA, including a site visit to the Heritage Park splash pad location.

The District of Peachland stated it would increase safety at the crosswalk on Beach Ave for access to the existing washrooms. The new speed hump on Beach Ave is expected to slow down vehicles approaching the crosswalk from Hwy 97, now making a trip from Heritage Park to the washroom more safe.

A pedestrian controlled flasher is also on the way and expected to arrive mid-July.

in receiving funding from ICBC’s Road Improvement Program that will cover approximately 50 per cent of the flasher system costs.

As for the washroom, it will need to stay put in Heritage Park until fall, as it is connected to the electrical associated with the splash pad. Once the splash pad is closed down for the season in September, staff recommended the washroom be put up for auction.

In his report to council on Tuesday night, director of operations Shawn Grundy noted that while there are other locations around the district that could potentially benefit from this installation, such as Lambly Park, there would be some fairly significant costs involved in servicing the building with sanitary sewer, water and electrical services.

“Instead, staff feels it prudent to attempt sale of the building at this point,” said Grundy.

He said in speaking with the original manufacturer, it was noted that a new building of this design would currently see sale prices of approximately $140,000.

The manufacturer offered a $75,000 buy-back minus the cost of service deactivation and transport, but staff concluded it would be better to place the item on bcauction.ca, a site run by the provincial government used to dispose of surplus assets from all levels of government in B.C. The town has used this system in the past to dispose of old plow trucks and light vehicles and the website allows a reserve bid to be placed, allowing the municipality to set a minimum bid,

said Grundy.

“With the speed humps reducing speeds and bringing more visibility to the crossing, the intention is to open the splash pad in time for the weekend of June 18,” Grundy told council.

The speed hump probably won’t stay forever, though, council was told.

“In the longer term, the temporary speed humps will be removed and not replaced unless the flashing pedestrian lights are insufficient to provide a safe crossing,” said Grundy.

He noted that further future improvements, such as a raised pedestrian crossing, will also be considered as a more permanent solution.

A soft opening of the splash pad is expected to take place this weekend with a “semi grand opening” planned for Canada Day.

Federal government role in affordability DAN ALBAS MP Almost daily I hear serious concerns from local citizens about the significant impact the current gas and diesel prices are having on many families.

As I reminded our Liberal Government in Ottawa recently, during debate on the Budget Implementation Act (BIA), in many parts of our region driving a vehicle is the only way some citizens can access healthcare and medical appointments or the nearest school.

The high gas and diesel prices also have another negative impact.

As I have also heard from many small and mid-sized business owners, the shipping and transport costs to receive goods has also increased significantly.

This in turn means prices must be increased at a time when groceries and other items are already under cost pressures due to high inflation rates.

Ultimately high gasoline and diesel prices are having a negative impact on Canadian

households and as well are causing economic harm.

This is why literally every other G-7 nations have governments that are actively implementing measures to try and provide cost relief to citizens on fuel prices as a way to help increase affordability and mitigate inflation.

Unfortunately, here in Canada, our Liberal government, propped up by the NDP, refuses to take similar action to help citizens facing these devastating fuel prices.

Last week, as the Official Opposition, we tabled a motion in the House of Commons that proposed the following measures: • Temporarily suspending the GST collected on gasoline and diesel; • Suspending the carbon tax; • Eliminating tariffs on fertilizer; • Enabling the free flow of goods across the Canadian border; • Supporting the recovery of the tourism sector; • Protecting the jobs of federally regulated employees by immediately removing all federal COVID restrictions; and

• Curbing speculation in the housing market by immediately launching a national public inquiry into money laundering.

This motion proposed measures to help increase affordability and help combat inflation, much like other G7 nations are doing Unfortunately, the Liberal government voted this motion down with the support of the NDP. I say unfortunately as it is estimated that inflation alone will cost the average Canadian an extra $2,000 this year.

While these proposed measures would not address all of that additional cost, they would be a step in the right direction to ensure that citizens keep more of the money they earn in their household by sending less to Ottawa.

My question this week: Do you believe the federal government should be playing a greater role in trying to increase affordability and at the same time make greater efforts to mitigate inflation?

It is with a heavy heart and deep sadness that we announce the passing of Christine Percival, beloved wife of James (Jim) Percival of Peachland BC. Christine passed away on April 5 2022 after a second valiant and courageous battle with lymphoma.

She won the first battle in 2015 but succumbed after a year long second battle.

Christine was born in London England 26 November 1945, she was the only child of Reg and Edna Robbins, she married James Percival in 1963.

Christine came to Canada with husband Jim and two small children, Sara and James in 1968. After 14 years in Calgary, in 1982 they bought the Dairy Queen in Okotoks AB and operated it together for the next 22 years, building a new store in 1991.

They retired to an acreage in Langley TWP BC in 2004 and then to Peachland BC in 2015.

Christine is survived by her loving husband of 59 years Jim, daughter Sara (Mike), grandchildren Jordyn (Miguel), Jamie and Michael.

When her mother remarried she acquired 6 new brothers and sisters, Carol, Roy (Janice),Sue (Ray), June, Robert and Leslie. Also survived by sister-like cousin Gerry and special friends Anne (Richard) and Alfred (Teresa).

Christine is predeceased by her son James 2010, son-in-law Glen 2001. Her parents Reg (Jean), Edna (Harry) and Robert and Leslie.

For 30 years Chris and Jim wintered in California the last 13 years in Palm Desert, Chris loved the desert and California where she had numerous friends.

Chris was a kind thoughtful and loving person she followed the path of ‘SANT MAT’ which promotes love and kindness to all mankind. She will be mourned and sorely missed by many friends and relatives in Canada, USA and the UK. Christine lived her life by this code: Never measure your life by your possessions Measure it by the hearts you touched The smiles you created And love you shared.

May God take her and keep her safe now that I can’t. Jim.

It is with great sadness to announce the passing of Cheryl Scott (nee MacDonald) from complications of Alzheimer’s. She passed away peacefully with her husband of 53 years, Terry, sons Darrin and Ryan and daughter-in-law Lora at her side.

Cheryl will be remembered for her time as a manager of Sunnyside Market in Peachland.

She was also a piano teacher, karate instructor, and volunteer soccer coach.

She has her brother John MacDonald and sister Dona Tewsbury-Miller surviving her, as well as grandsons Beckham and Talis.

A celebration of life will be held at the 50 Plus Activity Centre on July 9 at 2 p.m. for all her many friends who are welcome.

The family would like to thank the fantastic staff at the Ranch at Smith Creek for their great job of caring. Special kudos to Tracey M., Tracey S. and Tara R.

As the Peachland Chamber general manager, I trekked to Prince George this week to join business leaders from across B.C. to discuss policy issues important to the province’s economy.

The local chamber had four resolutions from the Okanagan Chamber Coalition they supported and all four were passed. Policies adopted by the B.C. Chamber included: 1. Improving Primary

Care and Saving Healthcare Dollars with Physician Extenders/Physician Assistants; 2. When We Build It, They Will Come: An Aerospace Innovation Cluster in B.C. Outside the Lower Mainland Will Benefit from New Business in BC & Canada; 3. Accelerating Transportation Infrastructure to Serve One of the Fastest Growing Regional Economies in Canada; and 4. Share a Handshake: Move People and Cargo Across Borders & Reduce Redundant Paperwork.

We also note that the chamber continues to seek action from the province to: • Recognize physician extenders as it builds a plan to address the massive family physician shortage in the province; • Continue to work with stakeholders to help the airport and the aerospace industry in the Okanagan accelerate its recovery while setting the stage for longterm growth;

• Ensure appropriate levels of capital spending on transportation infrastructure in the central Okanagan, which has been identified as one of the fastest-growing regions in the country; and • Put pressure on the federal government to expedite action to improve the efficiency of cross border commercial traffic to improve supply lines and indirectly help address rising inflation.

From Osoyoos to Armstrong, valley chambers of commerce joined together this week, releasing sparkling new videos highlighting remarkable local businesses and benefits.

Seven chambers have been working on the project throughout the spring and look forward to locals’ reactions when they view the finished products.

The Peachland Chamber of Commerce is proud to have collaborated with the other chambers on this promote next door video. It

is essential that we all stick together and promote our wonderful valley. We have so many things to offer and the chamber ambassadors representing us did an awesome job showcasing their town.

The short videos were funded through a project to encourage shopping local with financial support from the B.C. Chamber of Commerce and the Government of Canada. All contractors were paid fees or honoraria.

All the chamber/board of trade managers of the project were ecstatic about the finished product. Local highlights are shown off in each video, but with the distinct advantages of the “next door” neighbours each separately displayed for locals and tourists alike, just in time for increased summer travel and shopping.

Artisans, recreation, wineries, restaurants, and good fun are all part of the mix of opportunities showcased in the short videos.

The Okanagan We Got This initiative was launched as the pandemic took hold in 2020 as a way to share crucial information quickly to businesses and residents in the Okanagan Valley.

Self-funded by seven chambers of commerce/boards of trade locally, collaboration and cooperation united the region around facts, issues, and stories of resilience.

The “Show Local Some Love” project evolved naturally from the partnership.

This video launch – which extends with one chamber/ board of trade releasing its video each week through the summer – wraps up two years of getting through business disruption with creativity, fun, and plain hard work. The plan is that lots of residents and tourists alike will take a moment to watch a few of the videos and feel good about life and business in the Okanagan.

One video link will be released each week for seven weeks.

In the Peachland Fall Fair fruit and nut section we have 34 categories - 30 fruit and four nut, some of which you may have growing in your own back yard. We are so lucky to be living in an area where all this fruit is grown, including peaches, pears, plums and various types of berries. Wouldn’t you love to compete against your neighbour or your best friend to see who has the best entry?

Your fruit and nut entries must show natural colour and size. Be careful with plums and resist the temptation to mar or polish off the blue ‘bloom’. Display entries should be on white paper or styrofoam plates.

We strongly recommend buying your exhibitor tags on our advance selling dates at the Peachland Community Centre main hall on Sept.
