Every year, the Legion hands out grants to various groups. President Jean Saul said in her 20 years with the Legion, she estimated close to $500,000 has been given to local organizations. A total of 27 groups were given $17,800 Thursday. The Legion did not specify this year how much each group was given, but the average was $659. Ashlee Hyatt murder trial date set for Oct. by Dave Preston

The date has been set for the accused murderer of Ashlee Hyatt to stand trial but it will be another 10 months before the victim’s family and friends see if justice will be served. A 17-year-old West Kelowna girl is accused of murdering Hyatt at a Peachland house party in the summer of 2010. The accused cannot be named under provisions of the Youth Criminal Justice Act. Hyatt’s murder rocked the community. She was 16-years-old at the time of her death. Living in West Kelowna, she attended Mount Boucherie Senior Secondary School and loved to hang out at Swim Bay, according to her mother, Charrie Hyatt-Griswald. Few details are known of the events surrounding Hyatt’s death and most cannot be published due to a publication ban. It is known that Hyatt attended a house party on San Clemente Avenue the evening of Ashlee Hyatt June 2, 2010. The accused, who was 16 at the time of the incident, was also at the

house party. Hyatt was allegedly stabbed to death. A preliminary hearing was held in October and sufficient evidence was found to order a trial for the accused. On Monday officials announced the trial will get underway at the Kelowna Courthouse on October 15, 2012. Fifteen days have been set aside for the trial. “Ten more months to wait for justice for my beautiful daughter,” said Hyatt-Griswald. Peachland has become the focal point for remembering Hyatt. A memorial bench sits next to Centennial Way near Eighth Street and family and friends gathered on June 2, 2011 at the bench and nearby Swim Bay to mark the one year anniversary of her death. “I have waited this long, by the time this goes to trial we have waited two years and four months. buoy did not meet the terms of the bylaw sold their property, the permit was cancelled and not transferred to the new property owners. At the time of the bylaw changes, Davies’ buoy was also grandfathered in, but he moved from Peachland in 2007. Davies said at the time that he would continue to be involved in Peachland, including having business interests in town, and asked to be allowed to keep his buoy. Council in agreed in June 2009 to allow Davies to keep his buoy until such time as a new wharf and buoy bylaw was completed and that the new bylaw contain a clause that any wharves, piers or buoys that do not comply with the new bylaw be removed within 24 months of the date of the bylaw being adopted. With a new bylaw in place on April 12, 2011, staff informed Davies that his buoy once again did not meet the criteria set out in the bylaw, including a section that states a buoy will only be given to an upland property owner. Back to square one for Davies, who was at Tuesday’s council meeting to ask elected officials to overturn the staff decision. Coun. Terry Condon, who on council during the first round of discussions, said it was his belief that council, in 2009, wanted Davies’ buoy to be grandfathered in (not subject to existing bylaws). “I didn’t feel he would be trapped by new wording,” said Condon. “My thought was that we had agreed to have this buoy continued for Mr. Davies,” said Mayor Keith Fielding. “I didn’t expect that the new bylaw would prevent that from happening.” Council agreed unanimously to a motion by Condon that Davies’ buoy be permitted and only refused by a council resolution, but not before Coun. Vern Moberg put council on notice that he wants the whole Unit 10 buoy matter reopened. “We don’t have the moorage places,” said Moberg, who added he thinks additional buoys, should be allowed. Moberg is set to bring the matter to council in the future for discussion.

Council moves Pentowna Marina expansion plans forward

by Dave Preston So far, so good was the signal sent by Peachland council Tuesday to the group spearheading a move to expand the Pentowna Marina. Ponderosa developer Treegroup is working with the board of Pentowna Marina but is not as yet an official partner in the project, according to Rob Campbell, who spoke for the group. In order to proceed further with development plans, Pentowna requires a change to its sublease boundaries and an expansion of the boundaries. The District of Peachland has a head lease for the foreshore and Pentowna subleases the section where the marina and Blind Angler are located. Pentowna wants to expand the number of moorage slips by 175, from the existing 65 to 240 in total. Shareholders would retain 56 of the slips, while the remaining 184 slips would be rentals and available to the public. Other plans, according to Campbell, include: * Upgrade of the existing marina area to include a marine retail store, restaurant, boat rentals; * Expansion of the marina south to the boat launch facility; * Extension of the waterfront walkway

along a new breakwater, extending the walkway to Doggy Beach; * Possible addition of a third boat launch; * New sewage pump-out facility; * Replacement of the tire retaining wall. Westbank First Nation has come out in favour of the project. “We feel the expansion project is very worthwhile and will bring much needed and improved marina facilities to the Peachland area,” Raf DeGuevara, WFN manager of intergovernmental affairs wrote to the district. “WFN has offered its services and support to assist in moving this project forward,” said DeGuevara. Council threw its support behind the proposal Tuesday by asking district staff to prepare amendments to Pentowna’s sublease documents. Details of the changes will include: * Tripling the lease area size to 35,301 square metres (8.6 acres); * Extend the term of the lease from 2030 to April 12, 2032 (when Peachland’s head lease is up for renewal); * Expansion and realignment of the sublease lease area to include the boat launch area, which will remain a public boat launch facility; * Create a zone to accommodate and properly regulate the leased area.

Amendment of the sublease can be done by council but zoning for the area will involve a public information meeting, a public hearing and approval from the Ministry of Transportation and Infrastructure. Campbell admitted that parking is and

will be an issue. He said the project group is looking at additional property to accommodate parking. Council decided to add a clause to the lease that the changes to the existing lease will only go ahead if the project proceeds.

PUBLIC NOTICE - Dogs and Parks The District of Peachland has two designated areas where dogs are permitted along the lake. One, known as Doggy Beach, is located just south of the boat launch at the intersection of Highway 97 and Beach Avenue. The second designated area for dogs is on the lake side of Beach Avenue between 8th Street and Strachans Corner. When using the Districts parks and walkways dogs must always be on leash and owners are required to pick up after their pets. No dogs are allowed on any beach or park within the Corporation of the District of Peachland, with exception to the following: Dogs on leashes are permitted in: -Mountainview Park (Riding Club) -Pincushion Park Lambly Park (Trepanier Creek)

011 was, by most accounts, a dull year. I say that because I’m starting to think about my annual look at the top stories for the View’s year end issue. Perhaps, lurking in the bowels of past issues or waiting in some forgotten section of a hard drive, there are some morsels of Oh Yeah! Something tells me, however, that this past year will not be remembered for being an earth shaker. In many previous years, Peachland has been blessed by some wonderfully screwy stories that tended to inflame the passions of residents and get everyone talking. After a yawner of a year, one could only hope that the town’s senior administrator walks out of the town office unexpectedly, taking with him $100,000 in taxpayers money. Oh those were the days. If you were here back then, do you remember how alive you felt when the Barone sculptures showed up in Peachland, along with a promise to display them in public places, and they showed up just before an election? Absolutely delicious. Who could forget Peachland’s fair-haired-boycome-Army-Ranger-then-bank-robber? Elliott Sommer was an enigma that everyone talked about. Even things like public hearings in the past used to be so much more vigorous than they are these days. Do you remember how insulting it seemed to some when Brian Andersen proposed building a four-storey structure at the corner of Beach and 13th Street? Holy, blood was boiling at that public hearing. (The Gateway ended up three stories tall and now seems rather small compared to what is being proposed these days.) The election this year also turned into a yawn fest. In prior years, looming elections seemed to have gotten everyone going. Last month’s election was a staid affair, save for the redemption attempt by Ernie Hurd. Ah well. The past is the past and perhaps the future will hold more excitement. Certainly there will be some interesting items coming up, mostly to do with developments. Aqua Vita could possibly be on the short term horizon. The hotel proposed for the old Peachland Lakeshore Inn property needs to figure out with the ministry of asphalt how to keep the Red Lion’s north entry open. After that, things are good to go and construction could begin on the town’s newest accommodation business. Downtown development is looming. New Monaco should be coming back to the development forefront in the New Year, complete with a whole series of meetings, hearings and more information. Next year will mean the realignment of Ponderosa Drive, the installation of the town’s third traffic light, the construction of the first homes at the Ponderosa development and the completion of the long awaited Ponderosa Golf Course. And then there is that report due any time about how all these developments will affect Peachland’s economy. The economic impact analysis should be presented soon and it will be interesting to find out what it says and how council reacts to its contents. As 2011 wraps up, there are good thoughts for an exciting 2012. Dave Preston, Editor

If you don’t have horses to pull the grader, a farm tractor is the next best thing. George Smith is driving and his farm hand Jim Robertson operates the grader at the dairy farm at the top of Somerset Avenue. It was essential that the milk was picked up every morning, no matter how much snow there was. A big advantage was the road was also plowed first. Poop not worth killing geese over Dear Editor; I take exception to the letter written to the editor on December 9 in the Peachland View by RJ Beer. You can’t be serious. You suggest we, “cull the flock to feed the hungry,” because you are tired of, “stepping around the droppings of geese.” First of all I would hazard a guess the geese were here long before the pathway. If the droppings bother you so much why not carry a pooper scooper and deposit the droppings in the receptacles provided along your walk. That way you would get your exercise and clean up the poop that you so hate stepping around. As a result you could kill two birds with one

stone. Pun intended. To eliminate a flock of geese to feed a few as you suggest is a short term solution for the hungry at the very least. If you’re concerned about the hungry, why not harvest the goose eggs annually to help feed them and in return the hungry could clean up the poop. The bottom line is to eliminate a flock of geese so you can avoid stepping around some poop is ridiculous and I for one enjoy my walks amongst the geese and feel avoiding stepping in some poop a small price to pay for my nature walk. A different view at the Water’s Edge Dear Editor; I didn’t spend any time at the Edgewater and now it’s too late – the Edgewater has gone. Don’t get the wrong idea; the building is still there. It’s just not the same place anymore. The outside may look familiar but when you step inside, it’s a whole new world. If you knew what the Edgewater looked like, you may be in for a shock when you check out the renovated restaurant at the Water’s Edge. In a word, it’s wonderful. We probably won’t see many motorbikes outside the Water’s Edge next summer, but we will see groups booking the restaurant for a special lunch or dinner. The new look restaurant is large enough for group functions and has a view of the lake looking out from Second Street. Last Friday the Water’s Edge invited representatives

from Peachland’s community groups to have lunch and check out the new menu. After lunch, we made our way upstairs to look at a couple of the newly renovated rooms. If you have visitors and don’t have a spare room, the Water’s Edge is now a convenient place for them to stay. For a room with a lake view, you won’t find a better deal. And guests can easily visit the grocery store or enjoy a walk along the lakeshore. If you want to take a look at the rooms before you book, the staff would be happy to show you around. Friday’s lunch was a good business idea and will bring a lot of people back for another meal very soon. The restaurant is open from Thursday through Sunday, during the winter months. The building may be gone in 10 years, but in the meantime, it’s well worth a visit.

A walk to remember Members of the Peachland Pathfinders and Naitaka Rangers were joined by members of the public last Thursday on a candlelight walk along Centennial Way. The group marked the National Day of Remembrance and Action on Violence Against Women -- a day set aside by the federal government in honour of the 14 young women who were killed at l’Ecole Polytechnique de Montreal in 1989. The group walked from the community centre to the Rotary Centennial Pavilion, where Reasha Wolfe, an outreach advocacy support worker from the Penticton and Area Women’s Centre spoke. Kaz said there is a home on Trepanier Road, just past Parrot Island Sanctuary, that has “crazy lights. I haven’t seen a house so decorated in Peachland.� Laura emailed us about 4502 Princeton Avenue and we were told the Hancharuks at 4358 Huston Road have gone all out. Arts council announces Bob Sugden Memorial Arts Award Contributed In memory of a board member who passed away this summer, the Peachland Community Arts Council has initiated the Bob Sugden Memorial Arts Award. The purpose of the award is to recognize a Peachland youth, 18 years of age and under, who has shown promise in one of the three disciplines: visual, perform-

ing or literary arts. Bob Sugden believed strongly in the importance of art, especially in his beloved Peachland. Encouraging the local youth was just one of his many dreams for making the town a more vibrant community. Schools, parents, churches, neighbours and friends are being asked to nominate young people for recognition in the arts.

Nominations close on January 30 and the award will be made on Saturday, February 18 in Fourth Street Place as part of the week-long HeARTS Festival. Nomination forms can be picked up and dropped off at the Peachland Public Library, The Peachland Wellness Centre or from members of the Arts Council. The forms can also be found at the Peachland Community Arts Council’s website at www.pcartscouncil.com

50-Plus centre hosting January Robert Burns Dinner Contributed Everyone is busy and waiting for a little break over the Christmas season. Many of our activities take a rest at this time. If you aren’t sure when things stop and start, call the office or your activity leader. Christmas office hours are posted on the door and the answering machine will be checked regularly. By the time you read this, our annual Christmas dinner on December 9 will be over and I’m sure it was a success as usual... turkey dinner with all the trimmings and great entertainment by the Kelowna Accordion Band. Thanks to all who attended and thanks Santa for your amusing antics which added to the fun. The date to remember now is the Robert Burns Supper, which will be on Friday, January 27 at the 50+. This is a fun-filled evening in the traditional manner: a piper, the old fashioned list of speeches with the ‘Immortal Memory’ being the highlight and of course the meal, which again will include the best haggis this side of Edinburgh! Yech, you say? Come and try it. You’ll change your mind. Tickets are on sale now, members $18 and nonmembers $22. Come in weekday mornings or call 250-767-9133 and leave a message. No host bar will open at 5:15 pm and dinner about 6 pm, followed by entertainment by the students from the Argyle School of Highland Dance (some so tiny and cute) and the Scottish Country Dancers from Kelowna. This evening always sells out so don’t be disappointed. Get your ticket early. It’s not too early to think about elections for the board for 2012/2013. About a third of our membership is from West Kelowna and with last year’s change in the constitution, allowing for three out of the nine board members to be from out of town, we are now able to inform these folks that they are eligible to be board members. The holiday shopping season hits and people feel pressured to buy, often leading them to spend beyond their means. With personal debt loads higher than ever, Valley First offers five tips to help avoid overspending this Christmas. “At this time of year there is a lot of pressure to spend, spend, spend,” says Valley First’s vice-president of credit, Jim Lamond. “The key to avoiding overspending is to set yourself a realistic budget and stick to it. If you are trying to keep up with the Joneses, sooner or later you will find your debt load increasing.” It can be hard to avoid this debt, but with some discipline and by following the below tips from Valley First employees, you can avoid that sick feeling that

often accompanies January’s credit card statement. Tip 1: Set yourself a realistic budget It sounds simple, but many people do their shopping with no set budget in mind. Make a list of those you want to buy for, and how much you are able to spend and go from there. By setting a realistic budget and sticking to it, you can avoid spending beyond your means. Tip 2: Leave the cards at home If you are one of those people who struggle to stick to a budget, leave your credit/debit cards at home and only take limited amounts of cash with when you go out shopping. This can be difficult in our increasingly cashless society; however, it forces you to only spend what you have in your wallet. Tip 3: Don’t start shopping too early Starting your Christmas shopping early can help you spread the cost of your

purchases, but it can also turn you into a repeat spender. If you’ve purchased a gift for someone, stop. The more time you have to shop, the more you will tend to spend. Tip 4: Don’t be fooled by so-called bargains Too many of us have heard the phrase: “It was such a good deal, I couldn’t afford not to buy it.” Our logical mind should know better than this. Spending is still spending, regardless of whether it is five, 55 or 95 per cent off. Tip 5: Gift cards While some people think gift cards are impersonal, they can help keep you to a fixed-dollar purchase. Also, they are great if you are buying for a lot of people as the up-front value of the gift prevents the receivers from thinking someone else received a better or more expensive gift.

IN MEMORIAM Melanie Lee Watts, 1951 – 2011 Melanie Lee Watts (nee Walsh) known affectionately to family and friends as Mel – the Ol’ Boot, passed away suddenly on December 12, 2011 at Kelowna General Hospital, at the age of 60. A devoted wife, mother and grandmother, Mel loved socializing with family and friends and also enjoyed RVing, travelling, ocean cruises, gardening, knitting and crocheting. Born in Calgary on October 2, 1951, she graduated from Prince of Wales High School in Vancouver and lived in Vancouver, Maple Ridge, and Duncan before moving to Peachland in 2001. In 2004 she married John Watts, a resident of Peachland since 1990. Mel is survived by her husband John of Peachland, brothers Pat of Peachland and Dennis of Tsawwassen, mother Leta of Tsawwassen, son Todd of Ottawa, son Aaron, and daughter Kylie both of Victoria. She is lovingly remembered by, her six grandchildren whom she adored: Dillon and Robert of Ottawa, Maddy and Niall of Kelowna, and Spencer and Dominick of Enderby. Always on the go, with a twinkle in her eye and an engaging infectious personality, Melanie was well loved and will be sorely missed by her many friends in Peachland and elsewhere. A celebration of life will be held Monday December 19th from 2 pm to 4 pm at the Blind Angler Grill in Peachland, where Mel worked. Following cremation a family graveside service will be held at a later date. Our thanks to KGH for the professional care she received during her stay. Memorial donations may be made in her memory to the Canadian Cancer Society.

the corners added a festive touch to the room. Santa came to visit and led a singsong for all to enjoy. George showed his skill with the guitar and added to the enjoyment of the evening. It was a great way to experience the official opening of the new lounge. If you have yet to come in and see for yourself the new lounge, drop in over the holidays. Members and their guests are always welcome. On December 8, there was a great give-away. This was the time of the year when Branch 69 gave away money. President Jean Saul cheerfully gave out approximately $18,000 in envelopes to the attending groups. Each year, money is given to deserving

On December 1, Dorothy Blair announced the winners of the Early Bird Draw. First prize went to Ken Simmons; second to Darcy Weston, third prize to Robert Oliver. Congratulations to the winners. Members have until January 1 to renew their membership, which is $46. Your magic card will not work in the door, unless your membership is up to date. On December 2, the lounge at Branch 69 had a light up as well as the Light Up on Beach Avenue. Lights decorating the walls and Christmas trees in

How about coming down to the Legion and ushering in 2012 with friends and family. Yes, it is karaoke night, but Anita has some surprises in her bag of tricks. It will not be the usual night of song, but one of dancing and other entertainment. So, grab your party hat and come on down. Mark December 18 on your calendar as that is the next general meeting.
