by Dave Preston Just in time for the morning traffic rush, a two-car collision on Drought Hill closed Hwy. 97 for several hours Monday. The accident, which happened at about 7:30 a.m., shut the highway down at the intersection with Drought Road. Traffic immediately began to back up in both directions, into Peachland and West Kelowna, as emergency crews responded to the scene. The female driver of a dark green Buick Regency had to be extricated from her badly mangled car by Peachland Fire and Rescue Service. She and the male driver of a white Saturn were taken to Kelowna General Hospital with undetermined injuries. The drivers were the only occupants in the vehicles. According to RCMP on scene, the Buick was traveling up Drought Hill in the fast lane and it was hit by the southbound Saturn, which crossed the center line. RCMP later reported that another vehicle may have been involved in the accident. "The driver (of the Saturn) alleges that a northbound truck crossed the center line," said Sgt. Ann Morrison. "The driver took evasive action and veered toward the shoulder of the road." Morrison said it appears the driver of the Saturn lost control of his
vehicle and it swerved across the southbound lane of the highway and slammed into the Buick nearly head on. At the time of the accident, a car was parked on the shoulder of the northbound lane of Hwy. 97, just downhill from the accident scene. The View received an unconfirmed report that the northbound truck may have swerved to miss the parked car, which may have begun the sequence of events that led to the accident. Damage to both vehicles was extensive. The front end of the Saturn was smashed and the Buick's front end and driver's side was greatly damaged. Firefighters had to remove both of the Buick's driver's side doors to get to the driver. Traffic was completely stopped on Drought Hill for about two hours. Trepanier Road became very busy with traffic as many drivers used its connection to Hwy. 97C as a detour around the accident scene. RCMP reported the Buick's female driver is 38-years-old and from Keremeos. The Saturn's driver is a 47-year-old male from Kamloops. An investigation into the incident continues and RCMP is asking anyone who witnessed it to call West Kelowna RCMP at 250-7682880.

13 candidates vie for Peachland council seats The slate is set, campaigns have begun and in a little less than a month, Peachland voters will go to the polls to choose a new municipal council and help to choose a representative to the board of education. At the close of nominations last Friday there were 13 candidates for Peachland council: six incumbents, five newcomers and two previous council members wanting to return to the council table. Two candidates will square off for the mayor's race: incumbent Keith Fielding and first-time candidate and former businessman Lee Sawchuk. A total of 11 candidates will vie for the six councillor seats available, including incumbents Terry Condon, Peter Schierbeck, Vern Moberg, Charlette Broadoway and Lindsay Bell. The incumbent councillor candidates will be joined on the ballot by newcomers Grant Eisworth, Eldon Kerbes, Cindy Fortin and Eric Hall. Attempting a return to council are Ken Whitelegg and Ernie Hurd. Whitelegg served one term on Peachland council, from 2000 to 2002.
Hurd was elected to council three times. He served a term from 1997 to 1999 and from 2003 to 2005. He was elected again in November 2008 and was due to complete his term next month, but he resigned his position as councillor in 2010 shortly after voters turned down borrowing money to build a curling rink in a referendum. Four candidates will be on the ballot for school trustee. Peachland will help to elect a trustee for the Westside, excluding West Kelowna. Incumbent Moyra Baxter will be joined by Karin Cruickshank and Marsha Johnston on the ballot. Also running for trustee is Lindsay Bell, who is also in the running for a Peachland council seat. Voters will cast their ballots on November 19. District staff restricted from answering candidate questions As election season gets into full swing, district staff members have been told not to answer questions posed to them by candidates. CAO Elsie Lemke sent out an email last week to district management. The email advised managers to instruct their staff not to answer candidate questions. "This is a reminder to ensure you advise all of your staff, that any questions from candidates are to be channelled through me for response, regardless of who receives the request," Lemke wrote. Contacted Friday, Lemke said the policy is not that staff won't be answering questions, but that management is trying to channel all questions through one person." "Questions are supposed to go through one person," said Lemke. "So all candidates have the same answer." Having questions forwarded to one person on staff makes sure that staff as a whole remain completely neutral, according to Lemke. "We’re trying to make sure it’s channelled so people are not getting different information," said Lemke. The CAO said there have been a few problems during past elections, where candidates received different information. "We don’t want incorrect information out there because of what staff says," said Lemke.
The policy means any questions posed to staff will be redirected to Lemke, who will have the most appropriate staff person send an answer to all candidates. Lemke said this is the first election with a formal policy. Also new this election will be a meeting held by district staff on October 24, where all candidates can ask questions of all department heads. The new policy has at least one candidate upset. Cindy Fortin is running for one of six councillor seats and she said she sent out enquiries to several department heads, but was directed to Lemke. "I know most of the issues but had some additional questions," said Fortin. "Apparently we have to go through Elsie." "I’m not happy with that," said Fortin. "As a taxpayer for 26 years, I feel I have a right to sit down to ask a few questions." Fortin said she doesn’t want scripted answers and doesn’t feel citizens of Peachland should either. "I should be able to sit down and get a forthright answer," said Fortin. Mayor Keith Fielding said he was not aware of the new policy but he said he didn't see anything wrong with it. "That makes perfect sense to me," said Fielding. Lemke said the new policy is copied from
other municipalities. "It's being done in pretty much most locations." West Kelowna does have a similar policy. Kirsten Jones, communications supervisor, said candidate questions are forwarded to CAO Jason Johnson. The regional district expects its staff members to answer candidate questions on their own, according to Bruce Smith, communications coordinator. Candidates for election in the City of Kelowna will have their questions directed to the city manager, according to Tom Wilson, communications supervisor. Wilson said he doesn't believe that all candidates would be given every answer, however.

A historic commodity
ongratulations to the candidates. At closing of nominations at 4 o’clock last Friday, 17 people C had let their names stand for election.
Four candidates will run for board of education trustee, two for mayor and 11 for councillor. Above all, it means Peachlanders will have a contest for every place available and that should mean some healthy discussion and debate. As much as a lot of people like to poke fun at local politicians and sometimes set them up as targets for anger, it should be remembered that candidates go into an election season hopefully knowing full well what is coming at them. Elected officials do not get paid a whole heck of a lot, but they do give their time for their community. For council, there are regular meetings, committee meetings, those dreaded in-camera meetings and public hearings. Council members are expected to be at community events and, often, are at the beck and call of residents. They get stopped on the street, in the store and sometimes (if not a lot of the time) get phone calls at home. It can be a rewarding job at times and other times it can be a curse, especially in a community like Peachland, which tends to be very engaged in local politics. It’s been said that politics in Peachland is a contact sport and that holds true at no other time more than during election season. Incumbents have their feet held to the fire and newbies are often questioned hard. Municipal politics is the most accessible level of politics we have. It’s easy to feel removed from the power centres of Victoria and Ottawa, but when it comes to local politics, the seat of power is just down the street. Politicians, in a way, are lucky in Peachland. They may not always feel that way, considering how stirred up people can get over some issues, but they’ll always know what the public thinks of the job they’re doing. The candidates who will be on the November 19 ballots deserve a little respect. Given how engaged Peachlanders are in local politics, it takes a little bravery to let one’s name stand. At the same time, candidates should not be under any illusion that the run up to the electron will be easy. Pointed questions will and should be asked. Voters will demand to know how each candidate stands on a whole variety of issues. That Peachland is polarized on many issues will only add to the workload. While there are those who want development slowed down, there are those who want it sped up. There’s a big group who wants a bypass highway built and there are others who think itís a crazy idea and four-laning in place is the way to go. Seniors housing will be raised, as will the Primary School, and could we go through an election without the curling rink making an appearance? Thank you candidates for letting your names stand. Let the game begin.

Water has always been the lifeblood of growth in Peachland and here we see an upgrade in the early 1950’s from an all-wooden flume to a much bigger flume with a galvanized steel liner. The wooden flume leaked so much water in some places it created micro environments of lush growth in an otherwise arid landscape. It was November when residences on irrigation water filled their cisterns for winter as the water was cut off. Need room for Princeton pedestrians Dear Editor; With a little imagination, precious little needs to be spent to improve pedestrian safety on Peachland’s longest street, Princeton Avenue. Presently, cars and trucks are allowed to park on the sidewalk, forcing walkers onto the busy roadway.
Dear Editor; I have just recently starting living here in the house I purchased a few years ago. The attraction I had and still have to this part of the Okanagan is the lack of commercial development in Peachland. It seems the community is divided on this issue. All the shopping you will ever need is a short 10 minute trip to Westbank or further to Kelowna. There are some fantastic, small, independent businesses here that need our support, which I gladly give them. I enjoy reading the Peachland View, as it gives me a

great insight to how and who might be planning the future look of this lovely town. I saw an article about the owner of the Edgewater Inn wanting to develop a casino here. What are you thinking? A casino? This type of establishment is usually followed by the criminal element. Not to mention increased noise and traffic. Thanks, but no thanks. In some places, there’s no safe place for walkers. In others (ie: Winton, Turner) there's a paved shoulder, but car and pickup parking reign supreme. Installation of a curb and enforcing parking bylaws would be a good start.

Heavy trucks should not use Trepanier Dear Editor; On October 17, at around 7:30 am, a bad accident occurred at the top of Drought Hill, which caused traffic to be diverted and delayed. While most of us are aware that Hwy. 97 is under discussion between Peachland council and The Ministry of Transportation concerning rerouting and making it a four-lane highway, some action must be taken now. When I heard on my car radio that the road was closed, I was in a position to re-route via Trepanier Road and join Hwy. 97C, then on to Hwy. 97 into Kelowna. I would like to point out when I started to enter the route up Trepanier, I was confronted with many diverted traffic vehicles. They were made up of an assortment of cars, trucks and pickup trucks. There were also heavy duty vehicles, such as garbage vehicles, logging trucks and other long and large vehicles coming towards me at what I consider
were excessive speeds for this road. The road was originally built to allow local traffic, if needed for accident or forest fire, to vacate the area. Consequently, the road has many bends and twists. The larger vehicles found it difficult to negotiate without driving into a ditch or clipping another vehicle proceeding in the opposite direction, which could have caused another serious accident. I think it would be prudent to post a notice at either end of Trepanier Road stating that commercial vehicles over a given weight and size are prohibited to use this route. A restricted speed limit should be posted in case another accident should occur. I am sure it will on Drought Hill. The police and or traffic control personnel should be posted at either end to ensure the safety notice is adhered to. Frank Warburton, Peachland

Civic grant deadline approaches by Dave Preston The deadline for community organizations to apply to the District of Peachland for a civic grant is less than a month away. Non-profit organizations that contribute to the quality of life in Peachland and that would cease to function without assistance from the district can apply for a grant that cannot exceed $1,000. The $1,000 grant limit does not apply to a select group of organizations that enter into a fee for service, lease or other agreement with the district. After two years of trying to get more than four or five people out to play bridge with the novice group, it has been decided to cancel this activity. The long standing regular bridge is still very much alive and well. If there is a demand for novice bridge, we may start that again. For now, any bridge players out there, please do come out Tuesdays at 7 pm. Refreshments are served following the games. Taryn’s Yoga for the Young at Heart was so successful on Wednesday at 1:30 pm she is expanding to another class on Friday at 10:30 am. Marsha’s Aerobics for the Not so yours today! Young is also off to a roaring start. This activity is no-impact and can be done by almost anyone. Men are welcome and the course runs every Wednesday at 9:30 am. Thanks to everyone who came on the bus trip to the Gleaners in Oliver on October 14. These trips are a great way to get to know your fellow members. Where shall we go next? Another way to get to meet your fellow members and be in the swing of things is to attend the monthly potluck dinner/meetings. After all it is the only time we all get together to find out yours today! what’s going on. This month is especially inviting. A house slated for demolition on Gladstone Road was handed over to the fire department for practice purposes. On Monday, firefighters practiced getting set up and attacking a controlled blaze in a bedroom, then searching the home for three occupants trapped inside. The occupants were dummies placed in unknown locations.
