Citizens survey and cannabis: Main points from Council KRISTEN FRIESEN EDITOR

• The bypass issue, sewer extension to those still on septic, and communication and consultation were rated as important community priorities, according to those who completed the district’s 2019 Citizen’s Survey. Water service, the bypass question, the environment, appropriate development, and improving roads, sidewalks and streetlights rounded out the top five community growth issues. In all, just over 600 people completed the closed and open versions of the survey. More than 1,000 of the closed-version surveys were mailed out, and there were 285 completed responses to the online version. Respondents answered questions on community growth, programs and services, transportation, community initiatives and priorities, and upcoming cannabis regulations. Some survey highlights: - 88.4% of those surveyed rate their quality of life in Peachland as either very good or good. -There’s not enough housing for firsttime homebuyers and seniors, and 60% of respondents prefer the same rate of growth as there is now. -When it comes to citizens’ satisfaction with programs and services, 76.8% rated it as either very good or good. That’s a 69% increase from when the question was last asked in a 2016 survey. The Beach Ave walkway, garbage and recycling collection, fire protection and community centre services, and our local parks all

received high marks in terms of citizen satisfaction. When asked what services are the most important, road maintenance and repairs, snow removal, fire protection, water services, police enforcement and garbage collection all rated 90% and higher. -When it comes to what needs improvement, survey respondents said water service, planning for growth and development, sewage treatment, sidewalks and police enforcement were top of mind. Speaking of policing, 70% of respondents answered no when asked if they feel the RCMP are present and visible enough in Peachland. -As far as communicating with town council, 55.8% feel they have enough opportunity to tell councillors their opinion. For those who don’t feel they have enough opportunity, 31% said it’s because councillors don’t take action when the community raises concerns. -On the transportation front, almost 93% of those surveyed use a vehicle as their main mode of transportation, over cycling and public transit. Walking is a popular pastime here, with almost 35% of respondents walking for recreation purposes daily, or at least a few times a week. -The bypass issue has long been a hot topic in town. 60% do not support the widening of Highway 97, and 72% support the highway being routed around Peachland. -Our famed Beach Ave walkway is a favourite part of Peachland, with more than 60% of those polled supporting an extension from 13 St. to Todd Rd. Councillor Patrick Van Minsel pointed

out that with only 7% of those age 45 and younger filling in the survey, the results may not be a true interpretation. “I know that’s not a representation of our town, because we have more young people living here than that,” he said. Mayor Cindy Fortin said that with work and family life, many younger people just don’t have time to fill in these surveys, something that should be considered when looking at the results. • Generally aligning themselves with provincial and federal rules revolving around the growth, cultivation, consumption and sale of cannabis, councillors on Tuesday drew on the citizen’s survey and the advice of district staff to start the framework of rules that will take place in Peachland. “The purpose of this is to provide some direction to staff with respect to the regulatory framework for cannabis in the District of Peachland,” said Matt Faucher, the district’s planning and development technician. During Tuesday’s committee of the whole and council meeting, the issue was discussed at length, with a handful of interested onlookers during the evening council meeting. Faucher said the district received six calls alone on the matter between Monday and Tuesday. Highlights of what councillors are directing staff to do in terms of cannabis-related bylaws include: -Smoking or vaping in all parks and municipal facilities is prohibited, with the exception of designated areas within Cousins Park and the community centre parking lot. This is in alignment with the present bylaw on tobacco smoking and vaping. Staff recommended that smoking and vaping should be viewed holistically as the same activity, regardless of whether tobacco or cannabis is being used. From a bylaw perspective, this will be easier to enforce than an all-out ban on public

smoking in all areas. -Staff will also develop bylaw amendments to allow recreational cannabis stores in appropriately zoned areas in the downtown, Beach Ave, Gateway and Clements areas. The number of recreational cannabis stores within the district will be limited to two, and council also directed staff to develop a modified business licensing process for the approval and ongoing operation of stores that sell cannabis for recreational use in Peachland. Zoning amendments to accommodate this will also be made. -When it comes to medicinal cannabis dispensaries, council has directed staff to make zoning amendments to allow for these businesses to operate in the same zones as recreational cannabis stores, and where health services are permitted. It was noted that medical dispensaries don’t sell the actual product from their facilities. -On the cultivation end of things, there won’t be any additional municipal regulations on growing cannabis for individual recreational use (which is a four-plant maximum per household), beyond what the provincial government has imposed. And given that cannabis for medicinal use has a higher number of plants allowed per individual, district staff will develop regulations to mitigate the impact on neighbours. On the commercial side of cultivation and production, a variety of zoning and other bylaw amendments will be done for that. Faucher reminded councillors that the rules aren’t set in stone, rather it’s a framework that allows staff to work on specific bylaws. “This just directs us to work on developing the rules to come back for council review in the future. So you get to review everything in a finer grain detail in the future, this is more a ‘pick a path’ kind of scenario.”

June has been good to my dad so far. He turned 70 last week, and along with his 1970s-era mutton chops, he still has the same quiet, yet fun-loving demeanour. He spent his day outside in the mountains with my mom, went golfing the next day, and the one after that was spent with family, including three of his five grandchildren at home in Calgary (we toasted him from afar, and will do so again on Father’s Day this Sunday). My dad and I are different in personality, but many of his traits have been passed on. I got my Enevold Lead Foot from him (an affliction that affects many members of the Norwegian side of our family, note the end of last week’s editorial for evidence of that). I also know that you have to be disciplined in order to go the extra mile to get what you want, and most importantly, it’s your attitude heading into a challenge that will determine the outcome. I got that piece of advice in the form of a note I still have tucked away, 25 years later. After an evening of sobbing over math I didn’t understand and knew I would fail, he left me a note on the bathroom counter for me to find before school. “Being angry makes trying to think very hard. Go into the test happy. It will give you an extra 10%.” Well, that was ten percent I knew I needed. I don’t recall if my teenage self appreciated that advice in the moment (and knowing my teenage self, probably not), but it’s something I come back to whenever I’m feeling like my emotions may take over rational thought. And while I do not have the extreme athletic ability and fountain of science smarts that my two younger sisters inherited from him, my dad taught me something else that’s really important: Don’t suffer fools, especially in your relationships. This wasn’t

specifically said, as my dad’s not the type to sit in an easychair while doling out advice, but it definitely was his example. It’s saved me from committing to loser boyfriends and fake friendships, and it’s one reason I’m lucky to have pretty much the best husband and father of my own children that I could ask for. Rob and I have been together almost 20 years. He’s super patient, hilarious, an amazing cook, a handyman and a school volunteer. He’s the one who drives the kids to their activities while I attend council meetings, events and late-night newspaper layout sessions. He’s the fun parent, and the one the kids go to when they need something fixed or they want something good to

eat. You know how people like to complain about their husbands, as if they’re children that need to be managed? Whenever I’m caught in those conversations, I know those ‘typical husband’ traits match up more with me. I’m grateful for these men in my life. Rob doesn’t want to do anything for Father’s Day, meaning I still need to think of something. Or maybe not. A day off to putter around some projects at home and play with the kids sounds like a good way to enjoy what he’s created. So to all you dads out there, your importance is noted.

Happy Father’s Day to you all!

Advice from a third-grader Dear Editor, I have some super advice for kids: Limit your tech time/gaming time to one hour a day. Eat lots of fruit and veggies. Spend more time outside, especially playing games like soccer that make you run and use energy. Practice things that are hard for you so they get easier. Treat your body as well as you can. Go to bed on time. The more you

sleep the more energy you will have when you get up. (That way you don’t need a cup of coffee like the adults.) Help your family members as well as you can. Take care of your furry friends. Forestry laws must change

for watershed protection to happen Dear Editor, The Peachland View reported “Councillors said they strongly oppose proposed forestry work that may take place in Peachland’s watershed. They placed several conditions on the BC Timber Sales Referral should it be accepted, including the use of best management practices, restrictions on logging truck traffic, and confirmation that there will be no impact on water quality, among other concerns.” The members of the Peachland Watershed Protection Alliance commend mayor and council on their decision to strongly oppose logging in our community watershed instead of rub-

ber-stamping requests. One caution: We are concerned that “best management practices” is not clearly defined or incorporated into forestry laws. The B.C. Forest Range and Practices Act currently states that nothing has precedence over the extraction of timber. Not even the preservation of fish and wildlife habitat or drinking water can ‘unduly reduce the amount of timber harvested’. Until this law is changed, the District of Peachland has no real control over its watershed. -Norman May, Peachland

Dear Editor, My husband and I own a home in Peachland but are temporary residents as we still live primarily in Vancouver. I was interested to meet Mayor Fortin in the local IGA on Friday informing the public regarding the Make Water Work program. We had a good discussion and she was pleasant and articulate. We’ll weigh our options soon Dear Editor, I understand that the long awaited third open house to present the preferred in-place and bypass options for Hwy 97 through Peachland will be happening in the coming weeks. I look forward to this very much. In advance, I will however reiterate my primary concern as expressed back in November 2016. Most of the options for “bypass” went through existing residential neighbourhoods in Peachland rather than bypassing Peachland (as the name would suggest). More alarmingly, one of the “inplace’ options for the segment “South of Princeton” was in no way in-place but proposed re-routing the highway

through existing residential neighbourhoods. While I look forward to seeing the proposed routes in the Open House, I trust none of them will go through existing neighbourhoods, especially the so-called in-place option. After all, a bypass should bypass and in-place should be in-place. Should any of these “final options” go through existing neighbourhoods, I trust that Peachland residents will be able to count on our Mayor, Council and MLA to fight for our rights and insist that MOTI revise the unacceptable option to become either a bypass or in-place. -Rick Ingram, Peachland

Dear Editor, I would like to respond to a recent article in the View by the Peachland Watershed Protection Alliance. It was titled “Can our watershed handle more logging and roads?” Within the article the reading public was led to believe that the Wilson Lakes ski trails have all been lost due to harvesting activities. This information is totally false! If nothing else the trail system is much easier to ski and snowshoe. Prior to the harvest our very small club would spend many volunteer hours every week just attempting to keep the trails clear of blown-down, dead, pine trees that were attacked by mountain pine beetle. Post harvest we no longer have to spend these hours clearing the trails. Secondly, prior to harvest, representatives from Tolko and WFN contacted our club to ask what we wanted to see after harvesting. We knew the area that had trail sections within the dead pine stands had to be removed. It was for that reason, we asked if they would leave wildlife tree stubs along all the trail system within the cut blocks to help identify the trail’s location in winter. Both WFN and Tolko did a very good job in our opinion, with everything we asked. WFN even came back the following year to remove trees that had blown down across the trails. They have worked collaboratively with us. Since harvesting in 2016, our club has spent countless volunteer hours remarking and mapping all the sections of trail that were impacted by harvesting. All trail maps are available through the District of

Peachland website. It is also our intention, if we can obtain funding, to post “Onsite” trail maps and more trail markers. In regards to the Spring Lake trail systems, we have also been working closely with WFN to ensure trails will be maintained once harvesting begins. There is no doubt that there will be some places that trails will have to be relocated, but I’m sure WFN will work with us as they have worked collaboratively with us in the past. Once again, all trail maps are available through the District of Peachland. The last thing we want after all the work we have done mapping and maintaining trails for the public, is for them to think the trails do not exist, as this article would have you believe! -Chris King, Peachland Outdoors Club Society

Dear Editor, Solution=cardboard boxes. These boxes are used to deliver the product. Then they are crammed into cardboard compacters. Why aren’t we reusing these, instead of bags, to bring our groceries, etc. home? Well, I have been trying this for years. I always ask for a box. This seems simple to me, but not to employees or supervisors, and customer service. They hate it! They have to go out of their way to find me a box! Unreal! I usually try to find my own, and have actually been told I can’t take it. Too bad! I do every time! Make boxes available for reuse for us, please! Simple solution! Businesses don’t have to buy bags, or pay to have cardboard removed as often. No excessive plastic bags! -Christine Durocher, Peachland

A SWEET CELEBRATION: The 50+ Activity Centre hosted its annual 80s tea last Friday, when 67 guests, aged 80 and better, got together for some music, conversation, and of course, food. Peachland Community Police on some misconceptions in town With the recent publishing of the 2018 Peachland Community Police statistics in the Peachland View along with the increase in petty crime in Peachland, I would like to take this opportunity as a guest columnist to elaborate on what our group is all about. It is apparent that many citizens of Peachland are either not aware that we exist nor do they understand what role we play as members of the Community Police. The Peachland Community Police has been active in Peachland for over 25 years and currently consists of 25 very dedicated members. All members are volunteers for the RCMP and all members must be vetted for RCMP security clearance. There are three main components to the Community Police. Some members work to maintain the Community Police office located on 5t. which is located next to the Wellness Centre. It is open weekdays from 1:00-4:00 pm. They receive calls and information from the public, contact house bound seniors daily by phone as well as taking in items found in Peachland by the public. If items such as bikes are stolen or items are lost, individuals should check with the Community Police Office first. Others members work to run the Speed Watch Program which is in place to remind people to obey the speed limits. The equipment to run this program is provided by ICBC and all the data collected is submitted to them, as well as to the RCMP. These members are recording the number of cars driving over the posted speed limit as well as observing the number of distracted drivers who are texting or using cell phones. Distracted driving accidents now exceed impaired driving accidents in BC and it is an ever-growing problem.

The third component is the street patrols in the Community Police van. These patrols are at random times, including night patrols. These patrols cover all areas of Peachland with an emphasis on areas which are experiencing more criminal activity. The members are informed of these areas by crime maps that we receive from the RCMP and, more importantly, from information that we receive from the public. The Patrol van is now equipped with an automatic external defibrillator (AED) as well as a Naloxone kit, which is the drug used to treat opioid overdoses. The Peachland Community Police would like to strongly remind citizens that it is very important to report any criminal or suspicious activity to the Community Police and the RCMP. It is very important that these incidents be reported as it does influence the deployment of RCMP Officers and the Community Police patrol van. Crime can be prevented but is harder when the RCMP does not receive the information. Citizens in Peachland can also help to reduce petty crime by closing their garage doors, locking your vehicle, keeping sidewalks and driveways shovelled in winter as well as not leaving valuables in plain sight. We are making petty crime easy for criminals and everyone can do better. The days of living in a place where you do not have to lock your homes or cars are over. There is also another common misconception that there is not an RCMP presence in Peachland when in fact they are very active within our community. The Peachland Community Police patrols are the “eyes” for the RCMP and all the statistics collected during Speed Watch operations and street patrols are conveyed to the West Kelowna Detachment for use in Officer deployment. Reporting any incidents can be done by calling 911,

if it is an emergency. If it is not an emergency, citizens can call the West Kelowna RCMP Detachment at (250) 768-2880, the Peachland Community Police office at (250)-767-2623, or by personally reporting it to the office located on 5th Street. The important thing to remember is that these incidents need to be reported. The District of Peachland pays an enormous amount of money annually for the RCMP.... we are not utilizing this expense to its full potential. As a reminder, the Peachland Community Police are always looking for new members. Beloved husband, father, grandfather and friend Greg Bell left us on June 4, 2019 after a fierce battle with ALS. Born in Regina on July 7, 1944, Greg was a proud veteran of 13 years in the Canadian Air Force with the military police and 25 years with the Vancouver Police Department and he retired to Peachland in 2000. He was strong and independent his entire life and fought off the effects of his disease for as long and as hard as he could. He was a stubborn and opinionated SOB when he wanted to be, and if he didn’t like you, you probably knew it. But he could make friends of strangers quicker than anyone else we’ve ever known and if he was on your side there was no greater or more loyal friend. He loved to travel and had a special place in his heart for Thailand, and was a huge hockey fan, particularly of the Vancouver Canucks and Henrik and Daniel Sedin. Greg is survived by his wife and the light of his life Raye, the children who loved him – Mike (Theresa), Darlene, Carl (Lesley), Clint (Linda) and Chris – and his grandchildren Kennedy, Tyce, Amy, Lily and Nolan, who are all mourning the loss of their Poppa and will miss his frequent phone calls just to check in and make sure everyone’s okay. Some of the other people he loved dearly and who cherished their time with him include Susie, Raymond (Pam) and Sam, who he met through the Big Brothers program, and Holly, his favourite Special Olympian. Be aware of elder abuse: PWC June 15 is World Elder Abuse Awareness Day. It is an official United Nations International Day acknowledging the significance of elder abuse as a public health and human rights issue. The World Health Organization defines elder abuse as “a single, or repeated act, or lack of appropriate action, occurring within any relationship where there is an expectation of trust which causes harm or distress to an older person”. Elder abuse may be physical, psychological, financial or neglect by a caregiver or family member that may result in harm to an older person. If you or someone you know is in immediate danger, call 911. In non-emergency situations, one organization that can help abused seniors get the help and support they need is SeniorsBC.ca

The Government of B.C. has developed an information kit to help older adults learn how to prevent abuse, recognize abuse when it happens, know how to respond and know where they can find assistance. These resources can also be used by organizations to host workshops or seminars to increase awareness about elder abuse in their communities. The information kits are available for downloading in English, French, Traditional Chinese or Punjabi. The Peachland Wellness Centre is here to help by providing more information including access to the information kits. at Summerland Ornamental Gardens On Saturday, June 15, the Friends of the Gardens are holding the second annual Rose Tour, from 10 AM until noon. Pre-register at friends.summerlandgardens@gmail.com. On Saturday, June 22, the gardens will be abuzz with all things pollinator. The Friends’ newest volunteer, Jessie Collinson, will share her passion for pollinators while explaining the differences between European Honey Bees and our native pollinators. The session will conclude with a tour of the 3Bs area

(Birds, Bees and Butterflies) to show the new sighting box in the Butterfly Garden and the beds of pollinator-friendly plants that were put in last fall. And on July 7, Rick Sauder will again present a hands-on workshop on how to propagate roses from cuttings. Attendees will tour the rose gardens, choose their favourites, and pot up cuttings both for themselves and for the Gardens. Diamonds, concerts and more summertime fun from Rotary Summer’s nearly here! Lots of news and activity in the world of Rotary! The Evening at Fitz is upon us this coming weekend on the 15th! Enjoy a beautiful evening overlooking Okanagan Lake and the Fitzpatrick Family Vineyard. The evening will include classical guitarist Alan Rinehart who has many years of experience performing throughout BC as well as having performed for Prince William and Kate and Prince Edward. The Silent Auction will provide some solace for those guests not fortunate enough to win the Raffle for a $2500 diamond ring donated by J.K. Schmidt’s Jewellers. Funds from the raffle will go to support JoeAnna’s House (a home away from home for those needing accommodation in Kelowna while a family member is receiving medical care) and other Rotary projects.
