Rainbow crosswalk debate will return when there is more information Continued from Page 1 Later, at the evening council meeting, Peachland council received the cost report for information and voted to ask staff to prepare another report that explains the rationale for installing a rainbow crosswalk.

The idea of having a rainbow crosswalk installed was originally brought forward by Mayor Cindy Fortin several months ago.

At the committee meeting Fortin defended her reasons for introducing the idea.

“I don’t jump on the bandwagon because the bandwagon is there. I do it because I believe in it. Yeah, maybe someone will damage it, but you know, we’ve got to start somewhere and this is a very small thing I think we could do to recognize that members of the LGBTQ community deserve a right to exist amongst us without prejudice,” Mayor Cindy Fortin said.

Several of Mayor Fortin’s council colleagues expressed apprehension for various reasons.

“If we had a pride event here already it would be a commemorative. If we had a pride event coming or booked, then it would be part of the decorations, let’s call it, part of the festivities. Right now, we’re just putting on a rainbow because people in the community have talked to you about one. I don’t know why either,” Councillor Pete Coolio said. “Is this a pollical message? You just mentioned specifically we’re doing this for LGBT. So if we’re supporting LGBT specifically, then there are other groups we are not supporting specifically and that intrinsically makes it a po-

litical message.”

Councillor Terry Condon said he strongly supports inclusivity and equality in this community and in every other.

Councillor Keith Fielding said he supported the motion as an outcome, but felt there was a step missing in the process.

“I think if we’re serious about proceeding with the rainbow crosswalk, whether you draft it or somebody else drafts it, I think there needs to be a separate report coming to council that explains why we’re doing it, what its purpose is, what its meaning is and when that comes to council that would the report that we’d debate on its merits,” Coun.

Fielding said. “Personally, I would like to see some indication from our community that this is an initiative that has community support.”

Councillor Mike Kent supported the motion and said the reason for proceeding with a rainbow crosswalk is self-evident.

“The concepts are to celebrate our differences, to send a message of inclusivity, to say that we are a community that values all of its members. I think what we’re doing here, in the recent comments, is digging up reasons to politicize such a message and reasons to find arguments against it,” Councillor Kent said. “As community leaders, we have the ability to take a stand and say that we are a tolerant, inclusive community. I don’t think we have to seek permission to do that, so I am strongly in favour of proceeding.”

District staff will prepare a report outlining the rationale for a rainbow crosswalk for council to debate, which will likely come to council within the next month.

Forget new year’s.

September is the best time for resolutions JOANNE LAYH Most of us wait until new year’s to make resolutions, but fall might be a better time to make self-improvement plans.

Setting new year’s resolutions at the beginning of January is setting yourself up for failure. It’s cold and it’s dark, so naturally we seek comfort in food, drink and glorious carbs.

Even if you don’t have kids to send to school or practice, fall seems to be the time of year when people settle back into routines.

Programs that have quit for the summer start back up. Company goes back home. Nightly barbecues and drinks on the patio with neighbours and friends come to an end.

Most people around here vacation in the summer so they can go camping in our great outdoors or wait until winter so they can make a sunshine escape down south somewhere.

But in fall everyone seems to be back at home and ready to get back into a pattern.

When it comes to setting resolutions and goals, most of us focus on improving our diet and exercise, because the older we get, the more we value our health.

At this time of year, temperatures become more moderate and there still is plenty of daylight, making fall a great time to be active outside.

Being active outside on these mild autumn days

can have huge mental and physical health benefits.

If you’re the kind that needs a little prodding, in a few weeks the Peachland Tourism Promotion Committee will host a Peachland Trail Awareness Day with guided hikes through four of Peachland’s most popular trails.

Of course, you don’t have to wait until October to go hiking around the area, but if you’re apprehensive about trekking through unknown territory, or don’t have companions to join you, these guided hikes are a good opportunity to get out there. The hikes vary in length and difficulty, so if you have adequate mobility and are in reasonable shape, there should be something for everyone on offer.

There are also recreational opportunities at the community centre, the 50+ Activity Centre and the Wellness Centre to help to get moving.

But if improving your diet is more your goal, I don’t think there’s a better time of year to try than at harvest time.

The farmers’ markets have an abundance of produce now, making it easier than ever to enjoy fresh and healthy locally grown produce.

I picked up a head of broccoli for $5 at the Kelowna Farmers’ and Crafters’ Market last weekend and it made a huge batch of soup that’s provided some very satisfying lunches on these cooler rainy days.

I weighed it when I got home and that head of broccoli was a whopping 1.8 kilos.

You won’t find that in January.

Forest Practices Board investigation raises several issues re: regulations A recent Forest Practices Board investigation into the impacts of forestry activity on water quantity, quality and flows in the Peachland and Trepanier community watersheds concluded that licensees adequately assessed risks to water quality and met their legal obligations under the Forest Planning and Practices Regulation (FPPR).

Although the investigation identified numerous activities from other industries that create the potential for cumulative effects on water quantity, quality and flows, they were outside of the scope of the investigation, a lack of monitoring data made it difficult to determine if cumulative effects are happening and no one is responsible for managing the cumulative impact of all activities in a community watershed.

The auditor general defines cumulative effects as changes to environmental, social and economic values caused by the combined effect of past, present and potential future human activities and natural processes.

The investigation raises a couple of issues.

Firstly, the problems above, along with the conflicts they generate, could be addressed through effective land use planning that includes community collaboration and involvement. Cur-

rent land use plans in B.C. are out of date as they do not address cumulative effects or climate change. The provincial government has been negligent by not updating land use plans and turning their broad objectives into regulations that can be implemented and enforced.

Secondly, instead of protecting water at its source, the FPPR allows water quality to be negatively impacted by forestry activity if the damage can be addressed by water treatment. As Peachland residents are aware, the cost of water treatment is borne by the municipalities, not industry. Water-centric planning, an approach that puts water stewardship and sustainability at the centre of land use, development or resource planning initiatives, should be adopted.

The government should place a moratorium on all new industrial, agriculture and resource development in community watersheds until land use plans can be updated to include monitoring, cumulative effects, climate change and adopt a water-centric approach. Since community watersheds only make up 1.5 percent of the area of B.C. (less than 6 per cent of the timber harvesting land base), this would not unduly reduce the timber supply, at least not provincially.

On behalf of the board of directors of the Highway 97 Task Force Society, I would like to thank all of the folks who attended our open house/information session on Sept. 11.

The level of interest in our topics and support and enthusiasm for a bypass is encouraging. We would also like to thank the mayor and council of Peachland for their involvement and support.

So too were authorities from the Ministry of Transportation and Infrastructure of assistance to us in sharing the proposal information. While

we were disappointed that the ministry declined our invitation to participate, they were cooperative and helpful to us in setting up the meeting.

Those of us most closely involved with the society are passionate about the need for a bypass and are alive to the harm that we think four-laning the current highway would cause our town.

We are currently planning an annual general meeting to be held later this autumn.

We would urge those interested to join our society and attend the AGM.

We are also seeking individuals who care enough about the issues involved that they would consider running for a position on our board of directors.

One of the joys of living in Peachland is the degree of commitment and involvement demonstrated by citizens.

Thank you again for the significant support we have received for the concept of a bypass. We look forward to continuing our work on this issue.

Peachland Fire and Rescue deem Peachland Chamber of Commerce Drought Hill brush fire suspicious to host federal all candidates forum JOANNE LAYH

JOANNE LAYH A grass fire along Highway 97 on Drought Hill was quickly contained on Sept. 12, thanks to the actions of fast acting witnesses, including an Approved Services driver who used his vehicle’s load of water to extinguish the fire.

A call for the grass fire came it at 1 p.m., when Peachland Fire and Rescue crews were already at the fire hall to attend another matter, so the response time to attend the fire was quick.

However, crews didn’t actually need to extinguish the fire, thanks to early witnesses on scene.

Luckily when the fire broke out, Approved Services was driving by with one of their large trucks and stopped to take action.

“They carry a significant amount of water on board, so the driver of that truck had used his water on board to contain and pretty much extinguish the fire before we got there,” Peachland fire chief Dennis Craig told the View.

Once fire crews arrived on scene, they took it over and dug a hand guard around the fire to prevent it from spreading.

Craig says they deemed the fire to be suspicious and handed the scene over to RCMP. “Based on this time of year with the rainfall we’ve had and the fire danger rating…there is no reason for the fire to have

started at this time of year,” Craig said.

Crews remained on scene until RCMP arrived to begin their investigation.

Shortly after 5 p.m. another roadside fire occurred between Peachland and Summerland and was contained by BC Wildfire.

Craig said it was actually raining at the time or shortly thereafter.

“We shouldn’t see fires of significant growth at this time of year. I’m not saying we’re not going to have those dry days yet again. Today’s going to be hot and sunny, so there is always a potential. We’ve had grass fires in December here in Peachland, so there’s always a danger, depending on Mother Nature. But luckily yesterday we had high humidity and low temperatures.”

The federal election is officially underway and to help Peachland residents get to know the candidates, the Peachland Chamber of Commerce will be hosting an all candidates forum.

“The chamber has always done it historically for the past 20 years,” said Peachland Chamber of Commerce executive director Patrick Van Minsel, adding that all over the valley all candidates forums are mostly organized by chambers of commerce in some form or another.

Van Minsel says the Conservative, NDP and Green party candidates have confirmed they will attend. At press time, the chamber was still waiting for the Liberals and People’s Party candidates to confirm.

The event will be moderated by Rocky Rocksborough-Smith.

Rocksborough-Smith will ask the same questions of all the candidates, who will each be given the same amount of time to answer.

“The format is very easy,” Van Minsel says. When a question is asked, all of the candidates will have an opportunity to answer and there will be a

“Most people come out to the municipal elections, but this one is very contested so I think they will come out to hear what the candidates have to say,” Van Minsel said. “We want to touch as many topics as we can in the two hours or two and a half hours that we have.”

Van Minsel speculates the top issues up for debate could include pipelines and oil and gas prices.

The all candidates forum will take place on Sept. 30 at the Peachland Community Centre. Doors will open at 6 p.m. and the event will begin at 6:30 p.m.

Crime can be prevented, but citizens need to do more to proactively make it difficult for thieves GARY HEDGE

PEACHLAND COMMUNITY POLICE The Peachland Community Police submitted a guest column in the June 14 issue of the View describing the role that the community police plays in Peachland. The Peachland Community Police works in conjunction with the RCMP, ICBC and the RDCO to try and make Peachland a safer place to live.

That column resulted in a lot of positive feedback from the public, yet when our members of the Peachland Community Police are out in our community police patrol van, we still see that the citizens of Peachland are making it so easy for criminals to target our town. We need to do better; crime can be prevented. One trend which we have been noticing is that when individuals see an incident or a suspicious behaviour, they post it on social media. This does create community awareness, but the RCMP should be notified first. The common belief that “Why call the RCMP? They will not do anything.” is false as the RCMP relies on public input to both delegate manpower and deploy their manpower to areas of concern. The RCMP is present in our community a lot more than people realize. Peachland pays a large amount of money yearly for the RCMP service. We need to utilize them more.

There are also several other very simple things we can do which are very effective in preventing from being a victim of a crime: • Lock your doors, even if you are working in the yard. This includes locking your fence gates and garden sheds. Access

to your garage or garden shed gives thieves access to tools to break into your home; • Keep your garage doors closed. Our members, while on patrol, see an incredible number of garages open day and night. These garages are filled with items thieves love to steal; • Do not leave any valuables in your vehicle. Thieves will break into a vehicle for items of little worth; • Keep valuables, such as bikes, kayaks, stand up boards etc. out of sight from the road or back lanes; • Keep an outside light on during the night over all entrances. LED lights are very inexpensive to run and are a very effective deterrent to thieves; • If financially possible, install one or more exterior cameras. Today’s cameras are very effective both day and night and are wireless for easy installation. The images they provide are invaluable to the RCMP; • Keep shrubs and landscaping from obscuring your house.

Be sure to keep hedges and bushes cut back so that the majority of your yard can be easily seen from a number of vantage points; • Be careful about your trash. After unpacking a television, gaming console, computer, etc., break down the boxes and packaging and place them in the recycling blue bin, so they are not visible; • Form or join a Neighbourhood Block Watch program. If there is not one in your area, the Peachland Community Police can give you the contact numbers for the individual who is responsible for setting up these groups for the RCO; and • Be aware of suspicious individuals and report them to the

RCMP at the West Kelowna Detachment at 250-768-2880 or to the Peachland Community Police Office at 250-767-2623. If it is a serious threat, call 911 immediately.

These are simple but effective measures that all of us can do to make crime difficult for thieves in Peachland. Thieves are opportunistic and have no conscience. By making it more difficult for thieves, the crime rate in Peachland can be reduced.

We all need to be more diligent. Crime can be prevented.

50+ ACTIVITY CENTRE Have you ever wanted to volunteer with an organization that has a positive impact on the lives of others?

If so, we may be a perfect fit.

Here at the 50+ Activity Centre we do just that, by providing programs, activities and events that benefit those 50 years of age and older. A few hours each week or each month would be a great help by joining our fun team of volunteers.

We are looking for help/positions in the following areas: board of directors, bingo, entertainment and special events. For more information, please contact the PDRS 50+ Activity Centre either in person during our new office hours of Mondays, Tuesdays, Thursdays and Fridays from 9:30 a.m. to 11:30 a.m., Wednesdays 10:30 a.m. to 12:30 a.m., by phone at 250-767-9133 or by email at 50plusactivitycentre@gmail.com.

With the fall season upon us, the 50+ Activity

Centre is now in full swing for the season ahead.

On Friday, Sept. 20 at 6 p.m. we will host a welcome back potluck followed by the musical talents of Paul and Elaine of “Just Friends” at 7 p.m. Be sure to come with your dancing shoes on. Guests are asked to bring their own cutlery, dishes and an entrée or dessert to share. All ages are welcome.

On Saturday, Sept. 21 from 12 p.m. to 2 p.m. we will host Grandma’s Reading Construction Workshop. This is a new workshop that will be instructed by Donna Cole with the goal of giving grandparents some simple but few word building strategies to engage young readers. The workshop is free to attend, however, $5 is requested to cover the materials that will be supplied. For information or to reserve your spot, call 604-818-7400. Space is limited.

On Friday, Sept. 27 and Saturday, Sept. 28 the Peachland Rotary will host the Murder Mystery event, Merlot, Meritage and Murder.

Tickets are $50 per person and include a three course dinner and a suspenseful murder to be solved. Come to one or both as the mysteries are different on each day.

Finally, on Friday, Oct. 25 we will hold a Halloween party potluck.

There will be music, dancing, fun activities, and an open cash bar that night.

The Halloweeen party potluck event will include prizes for costume and ghoulish dishes, such as monkey brain watermelon dessert or shortbread “fingers” to name a couple.

BIG RED FROM Red Red Winery (played by Madeleine Nixon) made an impromptu appearance at a recent Peachland Rotary Club meeting at the Gasthaus. Big Red will appear in Merlot, Meritage and Murder on Sept. 27 and 28 at the 50+ Activity Centre.
