Official Community Plan Bylaw 2200, 2018 repeals the District of Peachland OCP Bylaw No. 1600, 2001 and any amendments.

Ashton and Albas oppose nationalized pipeline DAN WALTON EDITOR

The federal government’s decision to sink $4.5 billion into the construction of the Trans Mountain pipeline is a “Very expensive form of political damage control,” according to local MP Dan Albas.

But despite the massive amount of money committed by the Liberal Party, there’s “no actual plan” to get the pipeline built, Albas said, and since the feds did nothing to satisfy the obstructionist agenda of BC Premier John Horgan, there’s no telling how much taxpayers will be on the hook for.

It was disappointing for Albas to find out the public will be fronting Kinder Morgan because much of that money will likely exit Canada, when the original plan was for the Texas-based oil company to bring investment into Canada.

MLA Dan Ashton, just like Albas, wants to see the pipeline built but is against the nationalization of it.

“The government of Canada has other things to do than be in the oil business,” Ashton said, adding that the BCNDP’s resistance could still be dealt with another way.

One way Premier John Horgan has hindered the project is by challenging the adequacy of coastal protection.

“We’re all concerned about the coast,” Ashton says. But he claims that’s already been taken care of – when the Liberals were in power before last year, they negotiated a “substantial” increase in coast safety.

As the critic for Indigenous Relations, Ashton was asked how he reconciles the BC Liberal’s pro-pipeline position with the aboriginal communities in B.C. that are extremely opposed to the project.

“Even though you agree to disagree, if the vast majority want to see it go ahead, then that’s what democracy is,” he said.

“My understanding is that a majority of bands along that pipeline route have made agreements with Kinder Morgan. Everything possible has to be done to work with those bands to come to some form of resolution, but this is still a democratic province and country.”

Ashton mentioned how aboriginal communities in B.C. have already been disappointed by the BCNDP after Horgan approved the Site C dam, claiming that the project was too far along to kill.

However if Horgan really wanted to, he could have pulled the plug on Site C, Ashton claims.

“Nothing is too far along if you’re vehemently opposed to it,” Ashton said.

But is Horgan’s opposition vehemenent enough to stop the Trans Mountain pipeline?

“It does not matter who owns the pipeline,” Horgan said. “What matters is defending our coast - and our lands, rivers and streams - from the impact of a dilbit (diluted bitumen) spill”

Who needs a school PAC fundraiser for new playground Peachland Elementary School went up to Grade 7 when it first opened. But come the end of this month there won’t even be Grade 6.

How long before Grade 5 is lost?

Peachland is an afterthought to School District 23.

District chair Moyra Baxter, the only member of the board from Peachland, cast one of two votes against the decision to shuffle Grade 6 out of the elementary level (though she supports the board’s decision to do it).

Reconfiguring Grade 6 doesn’t affect the other five trustees nearly as much since they live in communities that have middle schools. But to the people of Peachland, Grade 6 wasn’t “reconfigured” – it was flat-out taken away. We’ll be paying the same taxes while our local school further reduces its offerings.

The good news is that the district will save some money. Apparently they don’t budget their expenses well enough for Grade 6 to be viable in Peachland.

Money can’t be that tight though – there happens to be enough of it to give everyone on the board a 2.1 per cent raise. They agreed to increase their salaries one month after eliminating Grade 6 in Peachland.

Also, the Ministry of Education – where School District 23 gets its money from – managed to scrape together $105,000 for new playground equipment in Peachland, as the existing one is getting weathered. We can’t afford Grades 6 or 7 in Peachland, but we got a giant cheque to prevent kids from getting splinters. Not to suggest we can actually afford the new playground equipment – the Parent Advisory Committee still has to fundraise the last $70,000.

To be fair, the Ministry earmarked the $105,000 for a jungle gym so it can’t be spent on anything else.

And the 2.1 per cent raise for trustees is negligible compared to the cost of keeping Grade 6 in Peachland. But when financial pressures have to take the blame for sacrificing Grade 6, it’s not as easy to appreciate the new toys and raises.

Oliver and Osoyoos have a population slightly above 5,000 – just like Peachland – and both have their own high school.

How could a town like ours – one which has enjoyed decades of healthy population growth while expecting decades more – be struggling with school enrolment?

What young family wouldn’t want to move to a community where local education is chronically hacked away?

As you know, Peachland Elementary received a huge gift recently, in the form of funding towards a new playground. Literally, generations of families have used the present playground, and everyone can agree, it’s time for the old one to go. Although we have a huge headstart in funding, we have more work to do! This new playground will not only be the largest in Peachland, but it will accommodate the greatest range of ages and abilities.

We also want this playground to be accessible when parents and grandparents interact with

their children.

This playground is a huge investment. As we begin the process, we want to let everyone in Peachland know it’s their playground too!

On Wednesday, June 6, we’re hosting a Family Fun Night at the school from 4 to 7 p.m. There will be bouncy castles, a cakewalk, concession and music. We’ll have a few donation boxes around too, to help kickstart our fundraising.

WOW to the citizens of Peachland!!

We held our bottle drive last Saturday in front of IGA and the response was tremendous.

There was a mountain of bottles, cans, plastic containers of all sizes, and at the end of the day a whopping 34,328 refundable containers were returned netting the Legion $2518.14 for the “reNEW the Roof” fundraising initiative.

Since the campaign began April 21, the total amount raised is $3695.72, A Huge Thank You to everyone who has contributed.

These events don’t happen in isolation, there were many people who helped both Saturday and Sunday (yes it took two days to sort and count) and Monday morning to finish delivering the bags and boxes of containers.

Don’t downplay serious concerns Please stay away from log booms Dear editor:

Re: Ron Barkwill’s comments, “Your concerns aren’t taken seriously,” May 18, 2018 After the Peachland View published my photo of the mouth of Deep (Peachland) Creek on May 11th, Mr. Barkwill wrote on May 18th that I was making things up. As a “professional,” Mr. Barkwill suggested that the dark brown muddy waters were merely the result of a higher snow pack, not from accumulated logging practices (roads and clearcuts).

On May 14th, the BC Tap Water Alliance issued a media release and a letter to the Ministers of Forests and Environment calling on government to end logging and road building in the Peachland Community watershed. We included a 57-page photo backgrounder document showing some of Peachland Creek logging practices, demonstrating why the community’s water supply was running muddy brown (www.bctwa. org).

Over one hundred years ago the BC government passed legislations to pro-

tect drinking watershed sources from commercial interests, such as logging, which administrators once referred to as “single use.” In 1922, the government of the day reserved the Peachland Creek watershed and wrote the words “No Timber Sales” on its Crown land planning maps.

In the many reports I have published on this subject, the September 2013 Big Eddy report (chapters 2 and 4) includes a history of drinking and irrigation water protection in the Okanagan (www. bctwa.org/BigEddy.html).

Irrigation Districts and Water Purveyors, like the Peachland Irrigation District, with the support of the Health Ministry, once cared about their watershed sources and fought for decades to protect them against people like Mr. Barkwill.

Mr. Barkwill, as a logging and mining proponent in community watersheds, paints this critical administrative protection history, and those now wishing to properly do so, with his shameless “blind radicalism” brush.

CENTRAL OK EMERGENCY OPERATIONS Starting tomorrow, crews will be out installing log booms on Okanagan Lake to protect public infrastructure and beachfront areas from possible high winds and wave action.

Three sets of log booms will be installed just offshore near Swim Bay in Peachland, Hot Sands Beach in Kelowna’s City Park, and Maude-Roxby Bird Sanctuary in Kelowna. More log booms may be deployed in other areas over the next week if needed.

We would like to thank Tolko for offering to supply the logs needed to build up to 1.7-km worth of log booms.

The log booms will be anchored with chains attached to concrete blocks placed on the bottom of the lake. The blocks will be marked with buoys on the surface and boaters are asked to keep away from the log booms to avoid damage.

Residents and visitors are also asked to stay away from other flood protection equipment. Jumping or walking on gabions or water dams is a public safety concern and could damage or undermine the device causing ruptures and significant water flows.

As of Wednesday morning, Okanagan Lake was at 342.69 m, which is 57 cm below the high water mark of 2017. However, a severe wind and/or rain event could push water levels much higher and lead to flooding and erosion.

Activists are causing unnecessary concern Dear editor:

In her latest letter to the editor, Taryn Skalbania talks about the three slides on the Deep Creek/ Monro Forest Service Road (FSR).

Last year’s slide was caused by groundwater from a very large snowpack.

This was pointed out to Taryn repeatedly.

The two slides this year were also caused by groundwater, not runoff.

Once again it has been pointed out to Taryn almost weekly that this year we had another huge snowpack. Once in a hundred, maybe once in two hundred years.

How could Taryn miss the fact that there have been slides and flooding all over the Province this spring?

It is the Peachland Watershed Protection Alliances’ mistaken belief that the Ministry of Forests, Lands, and Natural resources should have never permitted this (FSR) legacy road.

Taryn and the few people left in her Alliance should be sending Gormans a thank you note on behalf of all the loggers, ranchers, mineral exploration companies, dirt bikers, quadders, hikers, mountain bikers, firewood cutters, snowshoers, snowmobilers, couples

on romantic picnics, people going to the mountain lakes to do a bit of fishing, hunters, and photographers, etc.

Gormans did a lot of work to improve this road, it’s safety, and it’s drainage.

The damage from the snowmelt would have been a lot worse if Gormans hadn’t upgraded it.

A retired logger from Peachland who joined your Alliance also says this is one of the most dangerous roads in the nearby area to haul logs on.

I wonder if Taryn has ever been on the

logging roads in the Kootenays?

Some of them are far more dangerous than this road.

I suggest she take a little drive from Kaslo north to Trout Lake. This is a major road, and it makes the Monro FSR look like the Autobahn.

Again, Gormans should be thanked for doing their best to upgrade this road, to the benefit of everyone.

The retired logger I mentioned quit the Peachland Watershed Protection Alliance in disgust, as did I, and a lot of other peo-

ple because of the PWPA’s flat out refusal to listen to facts and reason.

I think I speak for a lot of people in Peachland who find it concerning and maybe even somewhat alarming that “Advocates” who are unwilling to check facts or listen to reason are submitting fake “news” items for publishing in the local paper, and feel compelled to “advise” the Mayor and council of Peachland.

It came as a complete surprise to see my home and the article regarding the roof fire in The View!

The author of the article was dead on when it was quoted to say “Patio celebrators save the day.”

The quick acting celebrants and the neighbours did indeed save the day – including potentially our lives and our home!

They are all wonderful and vigilant people and we are very proud to have them as neighbours!

MAD HATTER BOOK STORE We have come a long way from when we started. Considering this bookstore is now 35 years strong and an icon in Westbank Book sales were supposed to drop off due to electronic book systems and it is true that used book stores are closing all over Canada. We are one of the lucky ones.

We get so many people coming in saying thank goodness this bookstore is around. There is nothing like holding a real book in your hand.

Also you don’t get eye strain as you can from electronics. We are now getting a whole new generation of young people who feel that reading is very important whether it is for leisure, or for information.

Our classic section has really become a best seller with students of all ages which I think is very telling in the “educational field” of junior/high school and University. Also our non fiction books on wars have become very popular as well.

The younger generation is really looking at what is going on in the world today and I believe that they are researching what has happened in the past and what can be changed for the future. Truly

amazing.

The Mad Hatter Book Store an iconic landmark in downtown Westbank is celebrating 35 years and is thriving thanks to word of mouth, digital presence, and loyal customers. Owners Maurice and Paulette Breault say “generations from the same family have shopped there for years and they continue to see new generations pop up”. They have built up the business through warm friendly customer service.

Their customers tell them they feel that they are coming into a calm oasis rather than a commercial store. New customers always get “the personalized tour” and comment on how organized the store is.

Book lovers are amazed that this cozy little bookstore has endless categories from which to choose from and how helpful and knowledgeable owners Maurice and Paulette are.

The Mad Hatter Bookstore is a family run businesses with the focus of helping people find their book treasures.
