MOTI claims recent damage to Antlers Beach won’t affect Peachland Transportation Study VIEW STAFF and Infrastructure. The heavy damage Highway 97 sustained along Antlers Beach on June 8 won’t have any impact on the Peachland Transportation Study, according to a government spokesperson. “Repairs due to weather events are part of planning for the existing ministry infrastructure in Peachland and this work will have no impact on the outcome of the Peachland Transportation Study,” said Danielle Pope, media relations with the Ministry of Transportation

The combination of windy weather and high lake levels created relentless waves that managed to breach the concrete barriers that were reinforcing Antlers Beach. Further efforts have since been made to address subsequent risks. “The work has been taking place in the evening and overnight hours and is progressing well, with completion expected before the end of this week,” Pope said. “Single lane alternating traffic is in place during the evenings while work is underway.”

Re: Peachland Chamber damage control efforts. It is so funny to hear the Chamber blowing their horn yet again. So soon after all the self indulgent, “I am wonderful” letters to the editor, after the school boy hissing fit of Dave Collins. The new Executive director says in his June 16th letter to follow the example of the Chamber and use social media to get word out that downtown is open. Sorry but social media was well ahead. Local social media was asking about the misleading highway sign about two weeks before it was removed. It was even critical of why the Chamber was totally invisible for so long at such a

time. Some time later the Chamber rented a sign from the town to say downtown is open. What he deliberately left out is one-fifth of the sign is chamber advertising (Taxpayer money?). Patrick continues on saying July 1st music is organized by “your” chamber and sponsored by “the” Peachland District. You got it backwards Patrick. You mean, organized by “the” Chamber & sponsored by “your” Peachland District. (edicate). Maybe the Peachland Chamber members should reinvent the organization like West Kelowna did. Ever wonder why B.C. political parties need so much cash? DERMOD TRAVIS

Athletes seek it, why wouldn’t politicians try and do the same? The little things that can help a party gain an edge in a campaign where every vote really did count this time. Those edges run the gamut from a sudden desire to visit every region of the province on government business while simultaneously holding party fundraisers to bombarding TV viewers with government ads underscored with “uplifting music.” Ever wonder why B.C. political parties need so much cash? To see if they can hit the province’s spending limits. It doesn’t get much attention, but in keeping with B.C.’s Wild West political culture, there are a few anomalies between the province’s limits and pretty well every other jurisdiction that has caps in place. At the federal lev-

el, candidate limits are set taking the number of voters into account and any special geographic considerations. Thumbing its nose at such convention, the limit in B.C. is the same in all 87 ridings: $77,674. Looked at from a per voter perspective, a candidate running in Vernon-Monashee would have been able to spend $1.64 per voter, while a candidate running in Stikine would have had a cap of $5.86 per voter. The total for 87 candidates – a full slate in B.C. – was $6.75 million. Using the 2015 federal spending limit, adjusting it for the difference in the length of a provincial campaign and the total would have been $3.27 million, less than half. The spending limit for federal parties – on top of candidate spending – is less but it too relies on a per voter formula, as well

as accounting for the number of candidates a party is running. A federal party running a full-slate of candidates in B.C. would have seen the province account for $2.46 million of its overall limit in 2015. What was it in B.C.? $4.88 million and it mattered not whether a party was running ten candidates or 87. There were the third party pop-up groups, some of which went dark the day before the Writ dropped to avoid having to disclose their donors and spending. Elections B.C. is investigating one group after a Richmond NDP candidate, Chak Au, filed a complaint over the group’s tactics. In keeping with their dark-ops nature, King Chan – the only person identified in the group’s registration with Elections B.C. – told the Globe and Mail: “Obviously, I am a useless guy in the group. I’m pret-

ty dumb; when they asked me to use my name, I agreed to it.” Chan wouldn’t name the “bigger figures” saying: “I don’t know them and I don’t want to.” Not to be out done, the B.C. Liberal party filed a complaint against two NDP Members of Parliament for alleged unregistered “election advertising” by distributing householders during the campaign. It’s said to the victor go the spoils, something the Liberals have taken to heart when it comes to leveraging the perks of power. In the first three months of 2017, Premier Christy Clark racked up $40,313 in travel expenses, about $2,000 less that what she claimed for the 12 months following the 2013 election. If it could be upgraded or installed, a government news release was sure to go out. Between January 1

COMMUNITY Field day . . . from Page 4 “At Wilson Lakes, which used to be one of the healthiest game corridors in the watershed, only a thin row of stumped trees marked the barely discernible trails, but that is all the licensee is obligated to do if the trail system is not registered.” Tour members were surprised to see that the entire lake system is now surrounded by clear cuts. The area has yet to be reforested; however, some small saplings, berry bushes and deciduous starts were evident. Disappointing to most walkers were the large ash piles

left from slash pile burns, some covering 70x100 meters. The group also witnessed evidence of range cattle through the trails, the clear cut, the logging roads, the mud holes, the creek crossings and the lakeshores. Some hikers visited the Silver lake wood lot and the multi species reforesting done there ten years ago. As it was a weekend, the lake, camp, provincial campsites and resident leased properties were all full, again pressuring the quality of our drinking water. Finally, some of the group travelled to Brenda Mines, a legacy left behind in 1989 when

a full copper mining operation closed down along with abandoned pits, tailing ponds, buildings and many kilometers of roads within our watershed. It is also the site of one of the mudslides that prompted Peachland’s recent state of emergency. A cut block was visited at Brenda. The signage stated it was replanted 20 years ago; the trees averaged two meters, confirming it will most likely be 100 years before those pine trees can be harvested again in that area of the watershed. At the awareness day, Gormans Brothers Mill represented the forest-

ry industry, recreation interests were represented by the Peachland Nordic Club and the Peachland Outdoors Club. A member of the South Okanagan Dirt Bike Club walked the route with a volunteer from the Peachland Riding Club. The group also included eight local business owners, three organic farmers, representatives from numerous community organizations including the Peachland Residents Association, the Highway 97 In Place Committee, the Peachland Sportsmen’s Association, the Peachland Rotary Club and the Peachland Historical Society.

The Giants Head Freeride 2017 is welcoming adrenaline junkies from around the world to fly down the mountain at warp speed. It runs next Monday, Tuesday and Wednesday from the top to the bottom of Giant’s Head Mountain. Around 200 longboarders are expected to participate, dangerously descending 700 vertical feet, 2.1 kilometres in length, and with 13 switchbacks to pivot. Longboarders often zoom down roads that are being shared with unsuspecting drivers, but the paved pathway leading atop Giant’s Head can easily be closed off to traffic. “It’s almost the perfect formula for

Monaghan, who founded the event in 2007. “You need to be expert level to participate – it’s a very technical and challenging hill.” The 10-year anniversary would have been celebrated this year, but forest fires in 2014 forced the event to be cancelled that year. There is a race is held on the final day of the event but the event is not competitive in nature. “It’s like going to a ski hill – you try to get as many runs in as possible without getting hurt,” he said. “But even experienced riders usually leave with a little less skin than they showed up with.” In order to participate, long boarders need to be expert level, Monaghan said, as it’s a very technical and challenging hill.

It’s “certainly a spectacle to see these guys go down the hill,” but you “have to be cautious because there are people crashing all over the place.” Monaghan said longboarding is one of the most cost effective ways to “get limitless thrills. “Spectators love watching them go through that – it’s pretty shocking to see people go down such a steep hill without brakes.” Riders will be coming from Germany, Amsterdam and Brazil, as well as across the US and Canada. They span from ages 13 to 50, and the average rider is usually in their 20s. “It’s really about friends getting together and riding the hill.” The event runs each day at Giant’s Head Mountain from 9 a.m. to 5 p.m.

A Canadian Thanksgiving KAELIN DAVIS it when people call me by my full name, the way Thanksgiving had almost arrived when we left for Canada. I don’t know why Mom and Dad listened to Grandpa and Grandma, but they did and we moved to Ontario from Texas. I was disappointed that I had to go to a new school, but I had always wanted to see a beaver and I heard Ontario is the hot spot for them. I loved going to my Grandparent’s house but I didn’t really want to stay around there for a whole year. I couldn’t just decide not to go with them and stay at home so I had no choice. When it was time to go, I got in the car with my mom, my dad, my brother Samuel and my dog Roxie. We stayed in the car for a long, tiring, 21 hours. Our house that we rented is a beautiful white with brown trim, topped off with a copper weathervane shaped like a rooster. When I first saw it, I stood there gaping at every little detail. It was as beautiful as I thought it would be, even in the night. I remembered the great backyard my mom told me about and made my way through a scratchy underbrush, out into the glittering moonlight. The land stretched on for what seemed like forever. I noticed there was a little pond with a fountain in the shape of a swan in the middle of it. Suddenly, I heard a strange noise that sounded almost like a chipmunk. Startled, I ran inside. When I spoke with my mom, she told me that it was probably just a squirrel, but I wasn’t so sure… I soon forgot about the mystery when I went to school. On my first day of middle school, I walked into the classroom late. Trying earnestly to be unnoticed, I slowly slipped into my seat and looked around. I thought I was successful when I accidentally dropped my pencil. Almost immediately, the teacher’s eyes glanced towards me. Clearing her throat she said, “You must be Violet, nice to meet you.” “Nice to meet you too, but everybody calls me Vi.” I said in a tiny voice. Although I didn’t like

that she said it just made me feel like she came up to me and asked me if I wanted a triple chocolate brownie: my favorite. I felt so welcome, I decided right then and there that I would enjoy being in this class.When my mom picked me up after school, I started wondering when we would get to see Grandma and Grandpa. Just like she read my mind, she told me that we would be eating supper with them on Thanksgiving weekend. That weekend arrived and we were greeted by the warm smells of Grandma’s fresh pumpkin pie. After a quick session of hugs, I walked into the dining room. The first thing I noticed was a huge banquet table lined with a red tablecloth with brilliant orange pumpkins scattered neatly in all directions. It looked as if a giant pumpkin exploded into a lot of tiny different little pumpkins! It was very welcoming. We soon had dinner and they told us about how their Canadian Thanksgiving became a national holiday in 1879. A famous English explorer named Martin Frobisher and his crew gave thanks for returning safely from their search for the Northwest Passage. Even now, Canadians thank God for the many blessings he has given them, just like we did in America. Some also have a tradition of watching football and most usually have a delicious turkey feast. The next day, we had the day off so I decided to go out to the pond. As I was sitting there, I noticed a lonely birch tree in the middle of all the willow trees. Coming closer to it, I noticed a stump a few feet away. Then, looking even farther, I saw a whole trail of little birch tree stumps. Following the trail, I saw a little river. And it had a dam in it! This was my chance to see a beaver! Suddenly, I saw a little head poke out of the water then, just as suddenly, it disappeared. I had seen a beaver! Maybe he was here to greet me. When I thought about it, a little feeling of joy jumped inside of me. Maybe living in Canada isn’t going to be so bad after all.

Being Canadian means to the world to me, if you read on below then you will see…. Being Canadian means to be a trustworthy gal, if a moose crosses your path he might just be your pal. You can see the wild salmon as they rapidly go, while the rushing river is quite a flow. It’s so amazing to see the animals pass by and spot the Cana-

high. When Spring starts, the bears awake, looking for food after a long Winter’s break. I love how the sun shines so bright and when you look at the stars what a beautiful sight. I enjoy seeing our healthy green place and swimming in the Okanagan with all that space. Hiking up the

You can see the flowers bloom from under the ground, the plants grow fast without making a sound. Everybody in Canada enjoys the sports we play and the fans keep cheering night

and day. Many girls here enjoy Ringette, while Hockey boys, they rock the net. We all love snowmobiling through the trees, I strap on snow shoes, we might freeze. The Canadian flag represents our country well, a story indeed the flag does tell. I hope my poem has made you see, how amazing being Canadian means to me.

Canada Day celebrations VIEW STAFF Come out and celebrate 150 since the Redcoats relinquished the True North. The Peachland Chamber of Commerce has broken their previous spending record to throw a party along Beach Avenue, arranging for a parade, fireworks and rock ‘n’ roll to span the entire day of July 1st. “This is the second edition – the Chamber took over last year,” Patrick Van Minsel said, executive director. “Our budget for this year is $20,000; up from $12,000 last year.” A quarter of the money was granted by the District, and the rest was donated by local businesses. “Our first edition last year was a huge success. There were more than 1,000 people at Heritage Park at any given time,” he said, adding that downtown businesses were reporting record sales. “And we decided to expand it.” From early in the morning until late in the evening, Canada Day 2017 will also be teaming with ParT-Perfetct, tons of local artisans and magician Ali K. Zam. And the most important meal of the day should be enjoyed at the Peachland Community Church, which is hosting a pancake breakfast from 8 a.m. to 11. Out front of the Gateway (Beach Ave & 13th), a stage will be rocking from 11:30 a.m. to 4:30 p.m. It begins with Deborah Gold, next is Dion Weisbrod and then Gypsy Caravan. All three of those acts are talented enough to be headliners, Van Minsel said, but with such a stacked lineup this year, the Chamber has prepared an entire day of high caliber music.

From there, the streets will be lined with floats at 4:30 p.m. during the legendary Canada Day parade. Then after the parade, the concert resumes at a Heritage Park stage. The Soul Men Show Band will play at 5:30 p.m.; the Niki Martinus Project Band goes on at 7:15 p.m. and Adam Fitzpatrick “Elvis Evolution” is slated for 8:45 p.m. “Niki Martinus has a very nice voice,” Van Minsel said. The Soul Men Show Band is a full 11-piece band, they do soul, R&B, blues and even have a brass section and backup singers. And the Elvis Evolution show draws in hundreds of people who will come from everywhere.” A detailed schedule of events can be found on the first page of the Canada Day program. The program also lists the names of each sponsor whose generosity is making this year’s event such a high-end production. “We have six good entertainers, that requires a bit of a budget if you want to pull this off,” said Van Minsel. “It can only be done thanks to help from local businesses who are sponsoring this.” To end the day with a bang, fireworks will begin firing from Heritage Park at 10:30 p.m. During the evening festivities, a hat will be passed around the crowd to collect donations. Money raised will be split between the Peachland Wellness Centre and the support of Canada Day 2018. The only bad news – the 10K portion of Peachland Beach Run had to be cancelled due to high lake levels. The 5k run and 3k walk are still on.

Hello everyone, The lake is receding. After weeks of high lake levels Okanagan Lake is finally going down…albeit slowly. This has been a devastating spring for some home owners, and for businesses dealing with flooding or flood-related issues, such as the greater public/customer perception. While I continue to let the media know that Peachland is open for business, I also encourage Peachland residents to patronize your local businesses to help them over the hump right now. And that is all of our community’s businesses. The Peachland Mall has also seen a decline in business overall, as word erroneously got out there that the entire town was closed down, when just a portion of Beach Avenue was closed to traffic at the north end. So, please, drop by a local restaurant for a bite to eat, and visit our many shops. They’d be thrilled to see you. As for our treasured foreshore… It has been significantly eroded in many places. Peachland’s shoreline is particularly vulnerable to damage from wave action due to winds from the south, and the very high water level of Okanagan Lake. These levels are expected to stay high throughout much of July, although the weather can have a significant determining factor. Through our partnership in the Central Okanagan

Emergency Program, we have access to professional shoreline engineers, who have been conducting regular assessments and providing recommendations on the types of shoreline protection that are needed to protect critical waterfront locations. As well, regular hazard tree assessments are ongoing along the waterfront areas, where high water is stressing their stability. The flood protection defences that have been put in place include extensive sandbagging, the long orange tiger dams, and rock armouring (rip rap). Until advised otherwise, all flood protection defences will remain in place, and are being repaired and replaced as needed to ensure adequate protection from wave generated erosion and flooding. I have heard many comments about the unattractiveness of the rip rap. But things would have been a lot worse had crews not used it to prevent further degradation of the shoreline and the undermining of the walkway, in part, and, more importantly, the roadway and underlying infrastructure. Plans are being finalized for the demobilization of these flood defences, as well as a recovery plan, once the water recedes sufficiently. While we do not yet know what our waterfront will look like when this flooding emergency is finally over, all feasible options will be considered in our recovery efforts. Some of the rocks

may have to remain in place in order to provide protection for future events. A lot depends on the amount of funding available from senior levels of government for the recovery efforts. Whether we will be able to reconstruct our beaches to their pre-flood appearance, and how soon we will be able to install new docks, wharfs, and other waterfront infrastructure that has been damaged or destroyed, cannot be answered yet. Be assured we will do our very best. For those residents looking for information on how to access funding assistance, or have questions regarding insurance coverage, etc., please check the District of Peachland’s website at www. peachland.ca/888 We are extremely grateful for all of the assistance we have had from the Wildfire Crews, our partner communities, the Peachland Fire and Rescue Service members, District Staff, and members of the community who have stepped up to help each other. Many long hours have been spent keeping our community and residents safe. On a different note concerning water… It may seem like an odd request right now, but the Okanagan Basin Water Board’s “Make Water Work” water conservation campaign is well underway. Peachland was last year’s 2016 Make Water Work Community Champions. We’d like to retain that title. More importantly, we can-

not forget that we could be faced with another drought, like the one we saw a couple years ago. While we may have too much water right now, it is a finite resource, and drought in this region is more likely than the unusual flooding we’ve seen. The Make Water Work pledge is easy. It requires agreeing to simple water saving measures, such as: I pledge to water my plants, not pavement; let my grass grow 2-3 inches; leave grass clippings behind as mulch; change out some of my lawn with drought-resistant turf, and low water variety plants. To take the pledge, go to: w w w.makewaterwork.ca. Even if you took the pledge last year, you must take it again this year for it to count. Let’s all pledge to do our part, and encourage our friends and neighbours to do the same. Let’s continue to show Peachland’s dedication to water conservation, and strive to be the 2017 Make Water Work Champions! Lastly, I was thrilled to visit the newly re-opened Peachland Library this week. It looks great inside and out. They will be having a more formal opening ceremony next month on July 27th. Also, our new financial institution Vantage One is open. They will be having an official Grand Opening today, Friday, June 23rd, from 3:30 p.m. to 6 p.m., with a ribbon cutting ceremony at 5 p.m. Hope to see you out there! Best regards, Mayor Cindy Fortin

The answer is simple: Read our fake Constitution; a federal statute commonly referred to as ‘The Constitution Act of Canada’, that was shoved down our collective throats by our former and late Prime Minister Pierre Elliott Trudeau in 1982, when the federal Liberal government hi-jacked the British North America Act (BNA), and arbitrarily adopted it as our ‘Constitution’ - without a binding national referendum. The purpose and only mandate of the Senate is to give “sober second thought” to any and all proposed legislation, and to advice the federal government of the day of is recommendations on whether or not to amend and or adopt that legislation. Wait for permission before repairing docks CENTRAL OKANAGAN EMERGENCY OPERATIONS While property owners may be eager to begin the process of clean up and recovery, including replacement or repairs of docks and floating infrastructure, local authorities advise that dock reconstruction and repair below the high water mark must follow the appropriate Provincial permitting process. Residents must not remove docks or floating infrastructure that has blown onto the foreshore until local authorities provide direction. Debris along the foreshore should remain in place to mitigate erosion due to wave action. If large floating debris becomes a hazard affecting flood protection measures such as gabion basket, bladder dam systems and sandbag walls along the foreshore, notify Emergency Operations officials at 250-469-8490 immediately. Property owners will need approval from the province for construction on Crown land (beginning at the established high water mark of 343 metres above sea level and extending to the lake) and they will be required to follow municipal bylaws. The province’s Licence of Occupation contains requirements for the permitted length, shape, siting, setbacks and materials of docks. The provincial licence also states that docks, fences and walls must not block pedestrian access between the high water mark and the low water mark. Optimizing the Okanagan’s Ogopogo folklore BRUCE KLIPPENSTEIN

OKANAGAN TOWN CRIER In a recent Letter to Editor, I noted a few ideas how Ogopogo, world’s most credible sea serpent, could be developed as a world-class tourist attraction. A short brain-storming session has yielded a few more ideas, as follows (includes those noted last Letter). I’m sure many other ideas can be added. Rewards for Sightings Offer $1 million reward for 30-second authenticated video of Ogopogo – covered by insurance policy Offer rewards for authenticated sightings of Ogopogo (post a list of the many past sightings) Statue Raise a talking statue of Ogopogo, with legend both written and spoken by statue Start friendly fight with Kelowna, to relocate its statue of Ogopogo to Peachland. Story Stage (Speakers’ Corner) Set up a Story Stage in Heritage Park (daily stories at noon, and “what’s up today in Peachland”)

Adam Fitzpatrick started his Elvis Tribute in 2008 competing and winning the Amateur Division Title in the Pacific Northwest Elvis Competition in Penticton, BC. Adam keeps very busy and works hard at his Elvis Tribute. In 2012 he won his first Professional Division Championship in Pala, California giving him the opportunity to compete in the Ultimate Elvis Contest in Memphis, TN. Adam went on to win several Professional Championships including wins in Penticton, Blackpool, England, and Las Vegas. Adam’s Greatest accomplishment was taking first runner-up in the World Ultimate Elvis Contest in Memphis in 2013. Adam has a passion for his Tribute to Elvis and continues to stay busy throughout Western Canada performing to sold out crowds wherever he goes. Originally from Penticton, BC, He now lives in Calgary, Alberta with his wife Faryn, Step Son Aiden, Daughter Presleigh and Baby Noah. He hopes everyone enjoys his shows as much as he loves performing his Tribute to Elvis.
