Gathering Peachland’s Past . . . VIEW STAFF

From the First Peoples to the fur trade to J.M Robinson, delving into the saga of local history has become much more fascinating after the unveiling of Gathering Peachland’s Past – the new interactive display at the Peachland Visitor Centre. “It’s great to see this venue is being used to preserve local knowledge and traditional knowledge,” said MP Dan Albas, who spoke at the grand opening on Saturday afternoon. “It’s important that we recognize where we come from, and to make sure our children see the great history they are going to inherit.” The project was a collaborative effort by the Visitor Centre, the Sncewips Heritage Museum, the District of Peachland and the Peachland Historical Society. It was funded in part by the Province of B.C. and Canada 150: Celebrating B.C. Communities and their Contributions to Canada grant program. Visitor Centre manager Joey Byatt was one of the team leaders (as well as Darlene Hartford), and she says the amount of community spirit to be shown was phenomenal. Speaking on behalf of the Sncewips Museum was Krystal Lezard, who was also part of a trio that per-

formed two traditional songs as part of the celebration. Lezard connected the Visitor Centre with a painter named Csetkwe (which means Lights Reflection on the Water), who created one of the display’s many impressive features – a painting called The Four Food Chiefs. Csetkwe spoke about how history isn’t always something to be proud of. Since Canada’s independence in 1867, “There have been a lot of different shifts and changes,” which are “not always the funnest,” she said. “But coming together and moving forward with good intentions in our hearts and friendship in mind, that’s really important.” She spoke a word in Sylix which translates into “We’re here now.” “And we’re very grateful for that,” she said. MLA Dan Ashton was stuck in Victoria on the weekend, but his handler Dick Knorr attended as a delegate. “Dan believes in partnerships and that’s what happened with this project,” said Knorr. Locals and visitors alike are all strongly encouraged to head down to the Visitor Centre and explore Gathering Peachland’s Past. It’s an invaluable experience and completely free to do.

Parking lot predicament Kelowna vs second home tax DAN WALTON EDITOR

Before council approved a six-figure budget to pave the 2nd Street parking lot, Coun. Terry Condon raised a few concerns. Last year, when council was first told about the project, the budgeted cost was $220,000. But by the time it came before council again on March 13, the cost had ballooned to $405,000, and Condon wanted to know why District staff didn’t present any alternative options in the meantime. “It struck me as a completely different project,” he said. “The surface area has increased by 50 per cent and almost doubled the budget. It troubled me that council had not had the opportunity to debate the merits of this.” Condon acknowledged that downtown parking is an issue of concern, but he wanted to know if there was a way the money could have been put to better use, since the money is being spent on a parking lot that rarely ever reaches full capacity. He asked why it hadn’t been considered to spend the money on something like sidewalks instead, but there was no appetite from the rest of council to change course from the 2nd Street parking project. Coun. Peter Schierbeck said the parking lot needs to be paved, because on the existing unmarked gravel surface, people are “parking wherever. This will give us parking for 85 vehicles. That is a big step forward.” Coun. Pam Cunningham said that “To not use every useable space in this parking lot would be a travesty.” Then Mayor Cindy Fortin said she agrees the parking lots should remain the priority, making it three against one (Couns. Keith Thom, Mario Vucinivic and Mike Kent all absent). “Trust me this is not coming as a surprise,” Condon said.

Fortin said $200,000 wouldn’t be able to build very much sidewalk, and that she has to “disagree that parking’s not a problem.” Condon said his prime concern wasn’t about what to spend the money on, but rather with how it was presented before council. “If a developer had done something like this we would accuse them of bait and switch,” he said. “We were sold on one project and this is considerably different. Its scope has grown and its cost has grown equally with it.” Fortin didn’t like that comparison. To say that a District staffer would pull a bait-and-switch is suggesting that he’s a conman, she said, which is “very insulting to our director.” Fortin said it’s important for the parking lot to get paved in time for the World of Wheels on May 20, and council can rely on the expertise of director of operations Joe Mitchell, who’s overseeing the project. She pointed out how Mitchell doesn’t stand to benefit from higher project costs, unlike a developer. Condon reiterated that the project should have been reevaluated at some point while the costs were rising considerably. “We’ve been presented with no alternatives. So the only debate has been over my suggestion to sidewalks as another alternative.” But that’s why the item was on the agenda, Fortin said, so they could debate it then and there. CAO Elsie Lemke echoed that – “The reason this item is before council is precisely for this reason,” she said. “It’s already out to tender,” Condon said sternly. Mitchell said the project had to be put out to tender because it’s under an extremely tight timeline to get the ducks in a row for the May long weekend, “But we still have the opportunity to amend or withdraw the tender.” Despite his frustration with the process, Condon ended up voting alongside the other councillors in favour of the project.

Hunt is on for BMW occupant(s) VIEW STAFF There was nobody to be found at the scene of a smashed-up BMW 323i last Friday night, and the RCMP are “Concerned for their safety and well-being.” The severely-damaged, gold-coloured vehicle was found beside the ramp of Highway 97 C in West Kelowna around 10:30 p.m. “An initial survey of the scene suggests that the vehicle failed to properly negotiate the off ramp of Highway 97C to the southbound lanes of Highway 97 South, at which time it left the roadway, col-

lided with terrain, rolled onto it’s roof and ultimately landed back on its wheels,” according to the RCMP. The RCMP called on their cop dog to go sniff out “any occupants who may be in medical distress,” and they also pulled out their Forward Looking Infrared Radiometer. No luck though. The investigation is ongoing. Anybody who has leads or witnessed the crash is being asked to call West Kelowna RCMP at 250768-2880.

Kelowna council doesn’t think people who can afford to own two properties should have to pay more tax. But the provincial government has planned to do just that in its 2018 budget, by increasing the Foreign Buyers Tax and the Luxury Tax. So at Kelowna’s regular council meeting on Tuesday, a resolution was passed to lobby the government to change course. Mayor Colin Basran doesn’t think that taxing the rich will do anything to alleviate extreme poverty, which is a major issue in Kelowna. “I want to be very clear that Council and I fully support the many efforts of the Government of British Columbia to address homelessness and housing affordability, including its plan to build 114,000 rental units in B.C. over the next 10 years. My concerns about the speculation tax do not in any way detract from my full support for efforts underway by the City of Kelow-

na and the province to house the homeless and develop more affordable housing.” Kelowna council is worried about the “potential unintended consequences” the higher taxes could have on the local economy; they think it will deter investment by confusing out-of-province buyers. “On the foreign buyer’s tax, staff suggest the most significant effect will likely be the negative impact on the City of Kelowna’s overall reputation and desirability as a destination for international buyers.” Some investors believe their business models are too delicate to handle the higher taxes. The resolution to oppose a vacancy-based speculation

tax came less than a week after the developer of Westcorp, the company building the new 33-storey development on Kelowna’s waterfront, said “What is almost certain is that the timeline of the hotel will be affected.”

As a long term resident of Peachland, I have seen Lambly Park — once a well manicured park – turn into a poorly planned one. It is a double the cost, unmaintained mud hole. The new costly tennis court is used by pet owners with their dogs running around and leaving feces that the owners refuse to clean up. In addition, they keep their untrained pets off leash, in spite of signs throughout the park that state ‘keep your pet on a leash at

all times.’ Also, the tennis net is used as a swing seat. The new parking lot is used for camping, street hockey and skate boarding. Several times my fence has been hit by park workers and visitors to Peachland. The damage continues with excess trash thrown about during the long winter months. The parking lot is layered with black ice. Park workers pile the snow so it is leaning up against my fence and garden shed—which is now rotten from the melted snow.

Gouging be gone Dear Editor. Are we getting screwed at the pumps? Gasoline at the pumps today was about $1.299, while Canadian producers of light oil and heavy crude are getting less than 40.00 dollars for a barrel of that black stuff. For those who believe we are getting ripped off at the pumps, there are now some good news on that issue, especially if you are living in, or regularly driving through West-Kelowna, Vernon, or Penticton. A few days ago another brand new 16 pump CO-OP gas bar and convenience store opened for business, this time in West-Kelowna. While they may charge the prevailing price for their gasoline and other petroleum products, the extra money those CO-OPs collect for their products, is returned to the members in the form of patronage refunds. In the case of gasoline, it will in all likelihood amount to several cents per liter. So, if you believe you are getting screwed by those big multi-national oil companies, become a member and share-holder in your own CO-OP gas bar, and start saving money. You will like it, every time you fill your tank.

So what, Cliff? Dear Cliff Gates: Yes, referring to your “Connect The Dots” letter in The Peachland View on March 16, the woman who made the comment is a relative of a close friend, a fellow whom I played men’s soccer with for over 20 years - he is beside me in the picture you obtained by trolling the woman’s Facebook account. So what, Cliff? As mentioned previously, the comment was not made by me, by anyone associated with Friends of Beach Avenue, nor anyone who lives in the Okanagan and does not reflect my views or those of anyone else in FOBA. I didn’t ask anyone to make the comment and wasn’t aware of it until I saw it after it was posted. We disassociated ourselves from the comment right away on the FOBA Facebook page, as was plain to see by all, including the present Mayor. And, as reported by many, the Mayor was aware the comment made had been investigated by the RCMP, traced to the Lower Mainland, and dismissed as not serious, long before the Mayor made a public statement implying the comment was serious and from someone in Peachland. Since you trolled this person’s Facebook page for photos, Cliff, I tried to do the same to yours, thinking why would someone from Yorkshire, England be interested in Peachland politics? But, surprise, there is no Cliff Gates Yorkshire, England on Facebook!!!

Nevertheless, if you were on Facebook and had photos there of anyone, I’m sure you would agree that you are not responsible for their comments, nor they for yours, simply because they are in the same photo as you. Especially not a rogue comment like the one in question which did not help us and was used, long after the situation had passed, to smear our citizens group. Such is the way of local politics as practiced at present in Peachland. The OCP was changed here to benefit a developer in spite of over 75 per cent written opposition and 88 per cent oral opposition at the Peachland Public Hearing. That is the issue and, try as you and others might, no smear campaign is going to divert attention from that. I see you claim to be from the UK. In addition to 540 folks on Facebook, I am also “associated” with relatives who went overseas flying for the RCAF in the Second World War to protect your country. Based on their efforts and many like them, I am well aware that both in the UK, as well as in Canada, one is not held responsible for another’s comments. Knowing that, your attempt at guilt-by-association is actually far more telling about you, and those like you, than it is about me. Randey Brophy Peachland (unedited, as per Mr. Brophy’s request)

Exposed It’s almost laughable Dear editor: Thank you Cliff Gates for exposing Randey Brophy for his lack of complete honestly. Mr. Brophy, you were quoted by The View saying that the person who made the comment is not a member of your group nor a Peachland resident. Was Mayor Cindy Fortin and the RCMP made aware of the connection to you? I’m guessing not until Mr. Gates’ picture appeared in the View. Your FOBA group has long been untruthful in many of your letters to the View. Editing letters to the editor

To Dan Walton:

I have resided in many small communities across Canada: Bagotville, Quebec, Sioux Lookout, Ontario, Cold Lake, Alberta, Sooke, BC, Whitehorse, Yukon, to name a few. I have long valued small-town newspapers as the most important meeting place in the community. Coffee shops, even pubs and skating rinks, can’t compete with the local paper in terms of disseminating ideas and feelings around the community. Editors play a huge role in how people feel about a town and about each other. I believe the article about Martha Jenkins published this week, helped people feel great about Peachland. Other elements found in the View set a really negative tone. I accept that the Peachland View simply reflected opposite views in reaction to our project. I appreciate and welcome your role in printing negative views. I simply hope for a healthier forum for future discussion, free of personal attacks, to help proponents and opponents of future initiatives. Having reviewed a large number of prePeachTree editions of the Peachland View, long before your time in the Editor’s chair, it is obvious that the practice of publishing negativity and individual attacks is well established. There seems to be a tradition that almost every part of every

letter gets printed, no matter what. In other papers, many letters would be rejected or edited to remove offensive material. Attacks against defenseless staff and back and forth letters between individuals are particularly destructive. In letters printed in the past few weeks, two writers were allowed to attack each other’s character. In public. Again. I’m not defending developers. They are seen as destroying the community by some and saviours of the town’s economy by others. Development is and should be fair game in Peachland’s marketplace of ideas about its own future. It’s okay to name developers in letters to the Editor. Developers should not be given a freeride by the media. Neither should those who pay an official role in a public matter. But how about people who like wood stoves and those who don’t? This subject is one of so many examples where people publicly attack one

another, even each other’s right to reside in our community. Editors should ensure that a community is well informed and that decorum is maintained. They should foster debate about ideas and control the tone of the discourse. They should not let neighbours insult each other. I don’t think personal attacks will ever serve the public nor should they meet your editorial standard. The Peachland View plays a crucial leadership role. CBC’s Michael Enright said “the media’s role is to observe, not blindly observe” in an elegant pun to explain the dual role of reporting everything and editing certain things out.

I respectfully submit that there is a strong appetite among your readers for “new rules” for letters to the editor. Gratuitous public attacks about a person should not be considered acceptable for publication. You may wish to invite the Mayor, Council, the President of the Chamber and other community leaders to provide input about these and other elements that should inform broad community standards for acceptable public discourse and the role of the media in the community. Life saving lesson

The Heart Attack and Stroke Awareness Workshop happened for its fourth year at the 50+ Centre on Tuesday, March 13. The event was was presented by BC Emergency Health Services (BCEHS) and the Peachland Fire Brigade with support from the District of Peachland and the Justice Institute of BC (JIBC). Forty-three Peachland residents attended the workshop where they learned how and when to call Emergency Medical Services (EMS), the signs and symptoms of heart attacks and strokes, and lifesaving first responder skills. Eleven JIBC students from the Paramedic academy volunteered to teach participants to perform hands only CPR—the standard method for lay-person rescuers. Attendees were also provided with training to use an Automated External Defibrillator (AED). Early activation of EMS followed by immediate initiation of CPR and application of an AED is critical for increasing patient survival outcomes during cardiac arrest.
