The provincial government has been hooked into spending $200,000 on Peachland. The local cut, which is to assist with the construction of the Peachland Pier Project, comes out of the BC Rural Dividend program. With such a large boost the the project, Pier Group president Eldon Kerbes said there’s enough money now to make the structure a reality. “Regarding the success with the grants, two people come to mind – John Grimes ( fundraiser co-ordinator) and Nicole Pressman (assistant executive director) – without those wordsmiths we wouldn’t have gotten them.” Kerbes said he was fairly confident that some funding from the

grant would be funnelled into Peachland, “But when I found out it was $200,000, I let out a whew!” However, the treasure chest is only full enough to build the project in its bare bones. “If it goes over budget, we would like to make sure there’s enough breathing room,” Kerbes said. “And if there’s money leftover we can add amenities like benches and lighting.” The idea came about as a solution to the difficulties that disabled fishermen face when they cast off from the shores of Peachland, as Fishing Forever hosts one of its events every July at Heritage Park. “People kept getting hooked up on the rocks,” Kerbes said. “So we would go ahead and see what we could do about getting a Pier in order for any individual or

DISTRICT OF PEACHLAND In consultation with the Interior Health Authority (IHA), The District of Peachland is issuing a Water Quality Advisory, effective immediately. District staff and local contractors have begun a project to remove large volumes of material deposited in the water intakes during the spring floods. Although the water quality has not yet been adversely affected, it is anticipated that the turbidity will

increase as work on the project begins in earnest. As a result, the decision was made to deactivate the Trepanier Creek system in favor of the Okanagan Lake Pumps to minimize the entry of turbid water into the distribution system. As mandated by IHA, when the Okanagan Lake Pumps are activated, a Water Quality Advisory must be instituted as well. While the risk to health is minimal, IHA recommends children, the elderly, people

with compromised immune systems or anyone seeking additional protection drink boiled water or a safe alternative until further notice. For those listed above, it is recommended that water intended for drinking, washing fruits/vegetables, making juice/ice or brushing teeth should be brought to a rolling boil for at least 1 minute. The District of Peachland apologizes for the inconvenience. As the project nears completion, the Water Quality Advisory will be rescinded as soon as possible

Fruit growers holding AGM in Peachland CONTRIBUTED The BC Tree Fruits Cooperative membership met for their Annual General Meeting on October 25th in Peachland. The AGM is an opportunity for the membership, 219 voting members who attended this year, to review the previous season and to elect the Board of Directors for the upcoming season. The primary role of the Board of Directors is to provide direction for the Cooperative. There were four positions available this year – two in the North region and two in the South region. The grower members voted for two new faces and two incumbents to complete the Board of Directors. They will join the current six: Steve Day, Sam DiMaria and Amarjit Lalli from the North and Steve Brown, Har-

Even if they don’t fish they can at least sit there and enjoy the scenery because it’s a beautiful place.” The Pier Project began in 2014 as a collaboration between three local service clubs – The Peachland Lions, the Rotary Club of Peachland and the Peachland Sportsmen’s Association. “I just cannot thank the directors enough that have come forward from the three clubs,” said Mayor Cindy Fortin. The Pier Project

has permission from the provincial and federal governments as well as local First Nations. The District has cut away as much red tape as possible by waiving the permit fees and Development Cost Charges. “There’s nothing to stop you guys at this point in time,” Fortin said. “I love fishing and I think this is a really good thing— I’m excited to be one of the first to cast my line!” In addition to support from all levels of government, the Pier Project also relied on

help from numerous local businesses and organizations. There was help from Central Okanagan Foundation; Toko Industries; the Rick Hansen Foundation; BC Wildlife Federation; Okanagan Wildlife Federation; the Gorman Brothers; Shoreline Pile Driving; and several promises of in kind donations.

Almost agree Still not over PeachTree approval process Dear editor:

I agree, almost, with Eric Halls letter to the editor (An engaged community is a good community), are we REALLY! REALLY! engaged? NO! What does good mean? Do a few bored, fanatical seniors constitute a good community? NO! Eric goes on to say that Gillian Evans (Paynter) is not opposed to development of the right kind. What is the right kind and are these his words or hers? BALDERDASH! I have a vision; the same as Gillian. Is my vision the only vision? NO! Is my vision the right one? MAYBE! I have lived here for 25 years and have never seen certain names on the ballot. My guess is that this council will not have any problems getting re elected next time around if they choose to re enlist for another term. The simple reason is a lack of devoted candidates. There will be some vacant seats available but that will only be the result of retirement and the fact that one member no longer lives here. We vote in the best political wannabees that are available. This is the conversation I would like to have. CAN Peachland remain sustainable as a singular community going forward or has the time come to participate in a Westside governance coalition? That is the 9 million dollar question. Put your name down on the counter petition against the borrowing of $9 million for a water treatment plant. Ernie Hurd Peachland

Dear editor: In her latest Mayor’s Desk column on Oct. 13, Mayor Cindy Fortin states there were not 1,100 signatures on the recent petition by my neighbour, which stated, “As neighbouring residents of the PeachTree Village project we the undersigned strongly object to it being built as proposed.” She states she counts 960 and over 420 were from out of town and that the number of Peachland residents signing was “less than 10 per cent.” I too had the opportunity to recently see and count the paper petition myself. Twice. There were 985 signatures, of which at least 518 were clearly from Peachland residents. This does not include signatories whose address was either not provided or was unintelligible. The 518 Peachlanders who stopped to sign this grassroots, paper only petition, attached to my neighbours fence on a clipboard and advertised simply and solely by a small helium balloon—2 doors down from his soon to be 5 storey, built to the lot line, neighbour—are equal to: • 10 per cent of the total number of Peachland residents, 5,200 • 28 per cent of the Peachland residents who voted last election, 1,852 • 86 per cent of the Peachland residents who voted for the Mayor, 603 Any reasonable person would see that there is clearly a significant problem that should be addressed, given the level of quick, grassroots backlash against the nature of the Peachtree Village proposal. To say “there are not 1,100 signatures” (yet) completely misses the point. It is like saying the Titanic was only leaking from one end of the boat. After a number of ridiculously petty and personal comments regarding three Peachland citizens in the Mayor’s column, citing the petition creators “harsh opinions”, naming two Peachland residents and challenging them and everyone else in town to “say something positive about the community” in their letters to the editor, the Mayor then warns of double and triple tax increases if things are not done her way. Rather than take cheap shots at citizens who have the courage to stand up, create petitions and write letters pointing out the PeachTree approval is inconsistent with Peachland’s bylaws and Official Community Plan, and that citizens who wanted to speak against it had to wait 3.5 hours to speak and

then, after waiting 3.5 hours, were either denied the right to speak or censured by this Mayor and Council —why doesn’t the Mayor and Council simply recognize that they have gotten this one wrong? Trying to say, as the Mayor’s column does, that the citizen’s petition couldn’t be recognized because it came after the hearing doesn’t wash either. There is a word for that and it rhymes with pulpit. The hearing was conducted during the worst flood in Peachland history, (why?) when those residents most affected in and around Beach Avenue, were filling sandbags and had 10 or more pumps running 24/7 in their basements trying to save their homes. We vote our representatives in to protect us when we are in need, not to ram unpopular decisions through while we are busy and not looking. And let’s be clear. Despite the attempted deflection in the Mayor’s column, people are not complaining about “this community”. We love Peachland. Rather we are complaining, at length and in significant numbers, about the way the current Mayor and council are managing Peachland by simply ignoring people’s wishes as already expressed in the towns Bylaws, Official Community Plan and citizen led petition. PeachTree should be three storeys, not be built to the neighbours lot line, and have adequate off street parking. Period. You can play all the political games you want, having hearings during a flood, denying citizens the right to speak, censuring them, not answering their questions, personally scorning them in your newspaper column when they create petitions and write letters in protest, but at the end of the day folks are smart enough to recognize the games being played here and they will respond accordingly. We are not old, not anti-development and not a minority. Rather we are the sons and daughters of a generation who fought World War II to retain the right to speak up and prevent this kind of bullying and nonsense from occurring in this country. The real challenge is not to have citizens stop writing and signing petitions about how they feel about the decision making in this town, but rather to change how the decision making is done. As for saying “one nice thing about our wonderful community”, as requested in our letters, let me conclude by saying I think it is nice that our wonderful community has an election next year. Hwy bypass = greater tax base First responders have respectful reputation Dear editor: As Mayor of Peachland Ms Fortin has a tough job. Her letter in the October 13th View indicates why. Peachland is in a financial bind. The generally substandard infrastructure needs renewal, upgrading and extension. Those costs and new stuff like water treatment plants and distribution systems are expensive. But the tax base is mostly residential. As Ms. Fortin observes unless the tax base is expanded our taxes “will double or even triple over the next decade or so”. Residents up in arms over Peach Tree Village would be unhappier with an industrial development. This is our dilemma. Increasing costs are exceeding available revenue. Peachland’s unique charm radiates from the lakeshore. But high value development is the only practical source of more tax revenue. The key is to ensure that those developments maintain and enhance the charm. The Gateway is proof that win, win developments are possible. The Gateway enhances the waterfront but at the time the usual suspects tried to kill it. Our 2001 Official Community Plan (OCP) was due for updating in 2006. It has taken 15 years and guideline flexibility to land just one other development. It is an economic imperative to speed the process. We need a visionary OCP that addresses two fundamental related issues: • Attracting imaginative developments that make economic sense and generate taxes. • Creating adequate parking. Realistically this means building parking structures. Bypassing the upgraded highway may be economic life or death for Peachland. A bypass immediately raises the value of every property now within sight, sound or smell of the highway. It nearly doubles the stock of developable waterfront. Upgraded parks could anchor

the extension. (Doggy Beach–Boat Launch at one end, Antler Beach–Hardy Falls at the other.) In between are opportunities for boutique hotels and complimentary development. There will be opportunities for “grand bargains” to provide money for parking structures and infrastructure. The economic impacts from an in-place highway routing decision are all negative. They include reduced values for adjacent property, loss and/or impairment of amenities and impacts of re-jigging the road system to connect and cope. Peachland becomes

Lakeside and Hillside. Every MOTI connecting road scenario overloads Beach Ave with redirected traffic. Hillside is left isolated and road challenged. In place eliminates most revenue-generating development options. It has long been recognized, the highway decision controls Peachland’s economic future. The comparison is clear and stark; a unique Shangri-La contributing to the Okanagan’s appeal and economy, or a high tax, infrastructure challenged, summer stop —drive on, bedroom community. Dear editor: I would like to take a little time to express my appreciation for the work of the firefighters throughout the world but especially locally here in British Columbia and even more specifically for the work that they have done recently here in the Okanagan. I live in an area of Peachland that has been closed three times this past summer to wildfires that, if not for the efforts of the firefighters, could quite easily have gotten out of hand with devastating consequences. We have been very fortunate here in comparison to many folks throughout the province who have endured much more serious circumstances as a result of wildfires this year. We have however seen, first-hand and up close, the firefighting efforts involved in fighting wildfires near our home. Each time I get to see and experience the work of these courageous and hard working men and women, I am more

amazed at their operation. The manner in which the wildfires are attacked is so very systematic and seems to me to be performed with military-like precision. To our local first responders and firefighters, to the surrounding firefighting departments, to the forestry crews on the ground, to the helicopter pilots, to the retardant plane personnel, to the skimmer plane personnel, to the communications personnel … you have my deepest gratitude and heartfelt appreciation for the work that you do. Each and every one of you should feel very proud of the work that you do and know that it is very much appreciated. NOTICE TO THE ELECTORS OF THE DISTRICT OF PEACHLAND

CIVIC GRANTS APPLICATIONS Local non-profit organizations which contribute to the quality of life in Peachland, and which would cease to function without assistance from the District of Peachland, are invited to apply for a Civic Grant. The Civic Grants Policy outlines the following: • The purpose of the civic grant program is to assist citizens in organizing themselves around community issues and projects. • In the majority of cases, it is anticipated that financial assistance will only be granted for a limited time period, subject to annual review. • Programs and services will be evaluated on the basis on need, appropriateness, and demonstrated effectiveness. • All grants are for a period of one year and shall not exceed $1,000. An application for a civic grant may be submitted by any organization which: • Has been in operation no less than 6 months in the District of Peachland • Is based in this community • Has membership from within the District of Peachland or surrounding areas • Has the majority of its members as voting members • Is in good standing with its licensing authority • Has made, at a minimum, an application to the Central Okanagan Foundation, and has received a written response from the COF, or any other granting organization. Grant applications are considered by Council during 2018 budget deliberations. Approved grants are distributed after July 15, 2018. Application forms and civic grant criteria may be obtained at the District of Peachland office, 5806 Beach Avenue, Peachland, B.C. or the District’s website www.peachland.ca. Completed applications must be submitted to the Director of Corporate Services by November 15th, 2017.

Alternative Approval Process for the Purpose of Borrowing a Sum not Exceeding $9,285,456.00 for the construction of Peachland Water Treatment Plant and Trepanier Water Interconnect Notice is hereby given that under section 86 [Alternative Approval Process] of the Community Charter the District of Peachland Council intends to borrow a sum not exceeding $9,285,456.00 to be repaid over a period not exceeding 25 years, for the construction of Peachland Creek Water Treatment Plant and Trepanier Creek Water System Interconnect, to provide treated water through a conventional water treatment process within the boundaries of the District of Peachland. And Further Take Notice That the municipality may proceed with adoption of Bylaw No. 2208, 2017, being Peachland Water Treatment Plant and Water Interconnect Loan Authorization Bylaw, unless at least ten percent of municipal electors indicate they are opposed to the Council’s intention to adopt Bylaw No. 2208, 2017. If ten percent or more electors sign the elector response forms opposing the above transaction, Council will not be able to proceed without then receiving the assent of the electors by referendum. Elector Response Forms must be submitted to the Corporate Officer, District of Peachland, 5806 Beach Avenue, Peachland, BC, V0H 1X7 no later than 4:00 p.m. on December 7, 2017. Elector Response Forms must be in the form established by the District of Peachland, and only those persons who qualify as electors of the municipality are entitled to sign Elector Response Forms. There are two types of electors – resident electors and non-resident property electors. Resident Elector – You are entitled to submit an Elector Response Form as a resident elector if you are age 18 or older on the day of submission, are a Canadian Citizen, have lived in BC for at least six months immediately prior to signing the Elector Response Form, and have been a resident of the District of Peachland for the past 30 days or more prior to signing the Elector Response Form. Non-Resident Elector – You are entitled to submit an elector Response Form as a non-resident property elector if you are age 18 or older on the day of submission, are a Canadian Citizen, have lived in BC for at least six months immediately prior to signing the Elector Response Form, have owned and held registered title to a property in the District of Peachland for the past 30 days or more prior to signing the Elector Response Form, and do not qualify as a resident elector. If less than ten percent (452) of municipal electors submit an Elector Response Form, Bylaw No. 2208, 2017 will be deemed to have the approval of the electors and the District of Peachland Council may proceed to adopt the Bylaw. For the purpose of conducting the Alternative Approval Process, the number of qualified electors is calculated as 4,515.

If your goal is to learn your First Dance at your wedding or brush up on your dance skills in a private dance lesson then Brian can help you. For now, Brian is teaching private lessons but will be starting group social classes commencing January 11, 2018 in Penticton and January 12, 2018 in Summerland.

Although the days are getting shorter, members of the Okanagan Boys and Girls Clubs – Peachland are as active as ever! While our preschoolers keep busy building new friendships and learning through play, our after-school and recreation program members are enjoying gym time at the Peachland Recreation Centre, visits to the Peachland Library, and lots of Halloween themed activities. In November, nine to twelve year-olds in the recreation program will be off to Planet Lazer for an exhilarating game of laser tag, and we have also planned a trip to H2O for an afternoon of swimming and waterslides! Members of the after-school program will be continuing with Power Up!; a Boys and Girls Clubs of Canada National Program focusing on academic support and life-long learning. Finally, teens in our recreation program are invited to the Club during dropin program hours to take part in movie nights and hang out with friends in a relaxed environment. This month, we’ve also got something for the parents! Have you been dreaming of a fantastic getaway? The Okanagan Boys and Girls Clubs are excited to announce our annual Fall Raffle running until November 20th. The grand prize is a WestJet Gift of Flight voucher, which includes a return trip for two anywhere in the world WestJet flies! This year our second place prize is a Kid’s Street Strider scooter and backpack and our third place prize is a fantastic gift basket filled with refreshments and a straightening iron. All proceeds support the great programs and services offered at Clubs throughout the Okanagan Valley. Teens can get homework help, work on resume and career planning, learn test taking skills, and even gain volunteer experience in the community. The Boys and Girls Club of Canada also offers amazing grade 10 and 12 scholarship opportunities for youth who are actively engaged in Club programs. Sofia has been part of many programs at the Okanagan Boys and Girls Clubs at both the Peachland and West Kelowna locations. Whether she is making interesting art projects at Saturday Drop In, enjoying out trips in our Day Camps, or playing with others in our After School program, Sofia happily participates in all activities and likes to try new things. While at the Peachland Club, some of Sofia’s favourite activities include drawing, crafts, baking, reading, and playing in the gym. She has made many friends at the Club, is very social and gets along well with everyone. When asked about Sofia, another member said that ‘her kind heart and her gentle nature make others feel comfortable.’ Sofia is often seen lending a hand at the Club, she enjoys handing out snacks with the staff and helping others, especially our younger members. Her positivity and kindness shine and the staff at the Peachland Boys and Girls Club are very happy to highlight Sofia as our Club Member of the Month!

The Dragon Lotus is breathing even bigger fires now. After being unleashed from its former Beach Avenue location, Peachland’s only Chinese restaurant has taken over the commercial space near Hardy Falls along Highway 97. It didn’t take long for the Dragon Lotus to grow into the newly renovated and much larger building. With a kitchen, fridge and freezer that are twice as large as before, the menu has already become more ferocious. “Our new favourites are the Dragon sizzling plates,” said owner Sam Vong. “We’re having a lot of fun with those – the plates come out of the kitchen sizzling hot. I’ve always wanted to do this but the other kitchen wasn’t big enough.” Before Vong had so much storage space, he was unable to take full advantage of sales and volume discounts. “I couldn’t stock up when the prices were low.” The transition from Beach Avenue to Highway 97 went smoothly, he said, although reconstruction of the building was a laborious task. “It turned out beautifully. I’m quite pleased myself.” For those who find the meals at Dragon Lotus to be too big (which is quite common), Vong is now offering half portions on the menu. And get ready for it to become a two-headed dragon in the summertime

recognized, and he wants to keep the momentum going at the Dragon’s new home. Through the Peachland Chamber of Commerce’s Business Excellence Awards, he was named the Rising Star of 2013, Business of the Year in 2015, Business Person of the Year in 2016, Restaurant of the Year in 2017; and has received Trip Advisor awards for the past three years. The new Dragon Lotus is inviting the public to its grand opening celebration

on Saturday, November 4th. A traditional Dragon Dance will be performed at 11:30 a.m.; the Okanagan Wolfman (who’s been suffering from withdrawal for months going without wonton soup) has brought together a powerful group of musicians who will be performing as the Okanagan Dragons; dignitaries have been invited to the ribbon cutting ceremony; and Saturday will also be a birthday celebration for Vong’s mother.

Canadian folk legend Valdy is one half of the Contenders, and the folk duo has something to say at the Centre Stage Theatre in Summerland. The other side of the Contenders is Gary Fjellgaard, and the two senior artists have been cutting their teeth in music since the 1950s and 1960s – together they have 117 years of combined professional experience. “Gary’s a cowboy, he’s more country,” Valdy said. “I’m a folk singer with a background in pop and jazz.” The Contenders have been together for 17 years, and 72-year-old Valdy finds himself continually improving as he tries to keep up with 80-year-old Fjellgaard. “I’m paying closer attention because I get to play with Gary, he’s very good at what he does. He helps keep my socks up.” Even after more than 50 years of making folk music, Valdy writes songs of protest. His latest idea came from the unwanted growth of his community on Salt Spring Island. “A referendum was held on Salt Spring Island. They let it incorpo-

rate to become a municipality and a bunch of us who wanted it to stay rural,” he said. “So my song is looking back on our town 20 years later, taking the perspective as if the corporations won and how expensive everything got.” On a global level, Valdy says he’s also on edge about the ongoing tension between North Korea and Washington, however, he chooses “not to mention the Orange Guy who’s in charge of the United States.” During their Okanagan tour, the Contenders will be weaving into their shows the talents of Blu and Kelly Hopkins, a multi-instrumentalist duo from Salmon Arm. The four musicians will share the spotlight on rotation and come together for collaborations. “We’re going to make the evening integrated all the way through, as opposed to just having the opening and main acts. We have a lot of instrumental capacity available. Mandarin, banjo, guitar, electric guitar – we will have a bit of variety.” The Contenders show happens at the Centre Stage Theatre on Nov. 5 at 7:30 p.m. Tickets are available through Martin’s Flowers, 250494-5432.
