What does 2015 have in store for Dewsbury town centre? TRADERS hit by the closure of a Dewsbury institution could benefit from business rate reforms. Bailey’s Cafe, a town centre fixture for 70 years, shut on Christmas Eve with the loss of about 15 jobs. Sky-high business rates were partly blamed for leaving the eatery unable to make ends meet. MP Simon Reevell (Con, Dewsbury and Mirfield) thinks there is hope for others in the same situation. He said: “The chancellor announced in his autumn statement a review of business rates. “I don’t know what that review will recommend, but it does appear the current system is on its last legs.” He added one option could be bas-

ing business rates on turnover instead of a property’s rental value. Such a change cannot come soon enough for Dewsbury Chamber of Trade president Trish Makepeace. She said: “Business rates are simply too expensive. Some traders now pay more for that than they do in rent. “That’s not how business rates were set up. We asked the government and they said there’d be no change before 2017. “I imagine no political party would commit to anything happening sooner this side of an election.”

Mrs Makepeace, also chairman of the market traders’ assocation, said the town centre was quiet over Christmas. “People will go where they’ve got free parking and where they can keep warm,” she said. Online shopping also is having an effect and Trish added: “The whole retail landscape is changing. I don’t think there’s much anyone can do to stop it.” But Mr Reevell feels there is still a lot Kirklees Council and landlords can do to help Dewsbury. He said: “As we found out when setting up our office there are unfortunately some greedy landlords. “They would seem to prefer a shop stay empty instead of reducing

the rent to attract a tenant.” The planned renovation of the Northgate quarter could bring a much-needed boost. But Westgate and the derelict former Continental Cafe building remain unsolved. He called for twin approach from Kirklees Council and said: “They shouldn’t be afraid to use their enforcement powers. “Landlords need to get the message that they can’t buy up bits of Dewsbury and then do nothing with it. “And if they don’t respond to that then the council should look at whether they have any public service contracts. “Companies that allow buildings to go to wrack and ruin shouldn’t be paid out of the public purse.”
