Annual Meeting with

POOL REGISTRATION FOR 2012 The Annual meeting of the membership of Wildhorse will be held Wednesday, March 28th at the Krueger Elementary School Cafeteria. Doors will open at 5pm for pool registration so please arrive early and bring your pool card and 2012 pool registration documents from website to be registered (www.wildhorsecommunity.com). The meeting will begin promptly at 7pm. The agenda includes elections to fill at least five available positions on the Board of Directors and discuss official business. Only official business will be discussed to expedite the meeting. Curb side collection of proxies will be available from 5pm to the opening of the meeting for those unable to stay.

Please attend as a door prize(s) will be given away to a member(s) who is(are) present once quorum is reached. If you are unable to attend, please send to the meeting your signed proxy form with a neighbor, friend, or mail it to Spectrum. If you are interested in applying for a BOD position, please visit the website at www.wildhorsecommunity.com to download the application form. All completed forms must be mailed or faxed to Lisa James of Spectrum Association Management by March 8th. Let’s get ready for Spring Break! The Sports Park will be open for the week of Spring Break March 10-March 18th from 11-8pm. During this time, there will be another opportunity to register for the 2012 Swim Season. Registration will take place at the Sports Park Pool by the following schedule. Please see the Pool registration/Board meeting article for required documents to be completed.

Landscape Class Available to Wildhorse Residents SATURDAY, MARCH 24TH AT 8AM

Have you started preparing your landscape for the growing season or looking to get started? It is always best to begin with a good refresher or to learn something new about caring for your trees and shrubs in this demanding Texas weather. Join us for an informative session with a Certified Arborist from the Bartlett Tree Expert company. Plans are to cover proper pruning techniques, common insects and disease that affect our native plants, techniques on drought recovery, and landscape maintenance. Please join us at the Sports Park , Saturday, March 24th at 8am and bring your questions for this free class. This is wonderful opportunity to learn how to prepare your landscape for the months ahead. The Public Works Committee will be providing free coffee and doughnuts for this class while supplies last.

Message from the Public Works Committee The HOA has identified an alarming increase of graffiti (tagging), and illegal dumping throughout our community. We treat these incidents with the utmost of urgency, and work to resolve them as quickly as possible. When the tagging or illegal dumping occurs on public property we contact Bexar County, when it occurs on private property we contact the property owner, and when it occurs on HOA property we remove it. For clarity purposes, Bexar County is responsible for the maintenance of the drainage canals, culverts, and spillways throughout our community. This responsibility includes the removal of graffiti and illegally dumped materials in their area of responsibility. CPS Energy is responsible for similar damages occurring on telephone poles and utility boxes, while the US Postal Service is responsible for the multi-unit mailboxes in our community.

The HOA reminds residents that it is illegal to dump grass clipping, tree branches, concrete, rocks, trash, or any other materials over their fences and into the drainage canals. The presence of these materials within the drainage canals hampers the county’s ability to maintain (mow) the drainage canals. Illegally dumping materials into the drainage canals also places the property owner in jeopardy of prosecution by Bexar County Environmental Department and by Bexar County Sheriff Department.

The HOA also reminds residents with property adjacent to the drainage canals, that the fence between your property and the drainage canal is considered private property, and as such, your responsibility to maintain the structural condition of, and to promptly remove graffiti or any other damage from it. Please help us maintain a beautiful community by promptly reporting any tagging or illegal dumping. WILDHORSE What’s so Great about Summer Swim Team?

Ahh...the summer. It is going to be on everyone’s mind very soon....and many are looking forward to it because of summer swim team. If they are not year-round swimmers, they may be brushing up at a stroke school (contact us for more information on this) or just anticipating the enjoyment of weekly meets. But who is doing it, what’s so great about it and is it something you should consider?

Who Swims Summer Swim Team? It is for everyone ages 4-18.

While each swim club is different, most welcome the younger swimmers as long as they can swim one length. From there, they only improve. You will find returning summer swimmers and year-round swimmers who are looking to improve or just to have fun.

What’s So Great? From a parent’s perspective, the exercise and improved swimming is unbeatable. And with almost daily practice, who wouldn’t improve! Siblings can all participate and many swim teams allow kids to compete in most events including relays so the meets are worth the time.

From the kids’ perspective, the top answers are: friends – both on their team and those they compete against on other teams; improvement; competition; and that it’s just fun. Many swim teams will have a Fun Friday or an activity during the week and during the meets, the children hangout with their friends and know that their parents are there as well. It’s a family event (even if they won’t admit it!).

Should You Consider It? While it is not a swim lesson, the almost daily practices only serve to make your swimmer stronger. Swimming is a life-long sport – now is the best time for them to learn. May finds some tired swimmers and some blue lips (the water’s still a bit cold) but by July, the improvement is amazing. If you’ll be at the pool anyway, or if you need a reason to be at the pool, consider it.

What To Expect. Encouraging coaches, once-a-week meets with possible rain-outs rescheduled for the next day, volunteering in some capacity for half a meet and hanging out with your family and/or friends for the rest. Practices begin in early May and the once-a-week meets wrap up by July 4th. Don’t expect perfect form by the end of the summer – summer swim team is more about doing it than perfecting technique. But it will tell you a lot about your child – if they like practicing, competing, improving and/or the social aspect – in a low stress environment.

What’s Next? If your child wants to keep going after the summer season, there are several year-round swim teams in our area as well as other programs without the year-long commitment.

Above all, summer swim team should be fun! The coaches are positive and encouraging, the meets will be enjoyable and not overlycompetitive, and the kids enjoy it. Communication Chair Update Hi everyone, they say the third time is the charm! So for the third and “final” time, I’m officially resigning as Communications Chair.

It’s been a wild and wooly ride since September 2007.

I tell the story every so often, so if you’ve missed it before… way back in 2006 as a brand new homeowner, I didn’t know what was going on with our HOA or our builder. There was no newsletter and the only time I heard of the HOA were feeble attempts at annual meetings where we rarely met quorum. After one of those meetings, I got together with a few interested parties to revive a Communications Committee. We started a bi-monthly newsletter, a community website with dedicated email addresses to reach Committee Chairs and the Board, and an email alert list. Back in the day, we met regularly, were bright-eyed and bushy-tailed, and dedicated to directing traffic to our website.

With time comes change. Our newsletter migrated from a costly bi-monthly publication, to a no-cost monthly one provided by Peel, Inc. www.peelinc.com. They keep the advertising revenue in exchange for providing layout, printing, postage, and an online repository.

Members of the Committee came and went, some of whom I currently maintain true friendship with outside of volunteerism.

Some had health situations. Some of us lost jobs in the economic crisis at the end of 2008. One left to serve on the Board. One left the Board, but ended up serving with us. I resigned… twice! But somehow never quit doing the work. Through it all, our core skeleton crew managed to bear the load and support each other to maintain what we started.

In 2010, we added a Facebook group under the Communications umbrella which catapulted the speed at which information was disseminated from the Committee to the members, but more importantly from the members to each other. One of the best things to come out of the Facebook group is an escalated awareness of crime in the neighborhood and the desire to come together to do something to stop it. Our website administrator took the lead in setting up an information session with our local Neighborhood Watch deputy sheriff. A nascent Neighborhood Watch group is organizing.

We also have an email address to report crime: CrimeWatch@ WildhorseCommunity.com. Emailing the address doesn’t replace contacting the proper authorities when necessary, but will allow a single point of contact to keep the community informed of what’s going on around us.

It was a painfully difficult decision to step down as Wildhorse communication is reaching a level of excitement that I have only dreamed of! Sigh, just when we were having preliminary discussions about how to tackle Twitter. Ha! However the time has come for me to re-direct my energies and I hope to make room for new leadership.

I would like to thank Robert Fulton, our website administrator, who has given unselfishly to create and manage our website. Robert, I appreciate your unique gift to be a sounding board, I appreciate your voice of reason, but mostly I appreciate you talking me down (Continued on Page 5)

Deidre, you are a source of solace, wisdom, experience, and clever ideas to innovate and facilitate the work of our Committee. And finally, I’d like to thank Linda Estes who has hung in there, out of the spotlight, assisting as her schedule allows. Linda, thank you for reaching out to assist with Facebook duties.

My personal motto is to leave each person or situation I interact with, better than when I found it. I can hold my head high and know that with the assistance and sacrifice of those on my team, I can take a graceful bow knowing that I leave my post with communication firmly rooted in Wildhorse. I desperately hope that more of you will take the plunge to serve our community. I’m living proof that one person can make a difference, and I challenge you to volunteer in our community knowing that your service will make a difference as well.

Neighborhood Crime Watch As a result of a Neighborhood Safety meeting held in early February an effort is underway to organize a Wildhorse Crime Watch Program.

While the community meeting did not highlight any particular increase in crime in our neighborhood it brought to our awareness a need to come together as a community.

At this time there is a request for volunteers to serve as block captains. Block captains will be responsible for notifying their neighbors of any suspicious activity and/or crime related activity on their respective blocks and in our common areas.

If you are interested in becoming a Block Captain or getting involved in any other way in ensuring the safety of our neighborhood, please email your name, phone number and address to safety@ wildhorsecommunity and Daniel@wildhorsecommunity.com.

A proxy is a person appointed to represent another. The instrument by which a person is appointed is also called a proxy. Proxies play a very important role in homeowner associations. Using proxies ensures the ability to meet quorum requirements (the minimum number of members needed to hold a legal meeting). Proxies permit one person to represent many members so while the actual body count at the meeting may be few, the quorum can still be met. Using proxies is particularly useful in HOAs comprised of second homes or rentals where many members may be far away.

Use of proxies can be contentious if there is a contested election or a disagreement on a proposed bylaw or special assessment. At those times, certain members may scurry around trying to convince others to appoint them as proxy so a unified voting block can be amassed.

While the proxy giver can actually direct how the representative votes, it’s more common to leave that decision up to the proxy holder.

There are several significant basics of the proxy system that should be understood by all that employ them: • A vote by a proxy holder is just as effective as the owner of record.

• The proxy holder may not vote the way the owner would unless given specific written direction on the proxy form itself.

THERE ARE TWO TYPES OF PROXIES:

General: The proxy agent may vote on behalf of the owner without restriction. The proxy will be valid for annual or special meetings within the ensuing 12 months, unless provided otherwise.

Limited or Directed: Restricts how the proxy agent may vote, is limited to a specific event, a specific issue or directs how the agent must vote. If the proxy fails to follow the giver’s directions, the giver can challenge the vote. The determination of whether to grant a general or limited proxy is totally within the discretion of the giver.

The grass is green so it must be time to start working on the lawn, right? Wrong! The green you see now is just winter weeds. And the best thing you can do is mow them down.

Here are some lawn chores you should avoid doing for now: Don’t buy weed-and-feed fertilizer. It’s too early for the fertilizer part and too late for the herbicide part. Besides, your grass will be asleep until late March. And if you put that stuff on the yard now, all you’re doing is feeding the weeds.

Don’t water dormant grass. It doesn’t do the grass any good because the roots are still asleep. You’ll know the lawn needs to be watered when the grass doesn’t spring up after you walk across it.

So, what can you do right now for the lawn to be green and healthy next spring? A healthy plant needs good soil. That means lots of organic matter, air and water. Now would be a good time to aerate and compost the grass.

First, water the ground to soften it. Then rent an aerating machine.

(Ask three or four neighbors to chip in and aerate all the lawns in one day!) Next, put down about a half inch of compost (too much will smother the grass) and water the lawn to wash the compost into the little holes the aerator makes. This will do more for your soil than anything else you can do, especially right now.

And if you had a lot of sand burs and crab grass last year, apply a pre-emergent herbicide in late February or early March. Be sure to read the label and remember, more is not necessarily better.

WILDHORSE Neighborhood Watch Meeting Recap Here is a brief re-cap of what happened at the Citizens on Patrol meeting on February 1st.

We had a great turnout of at least thirty people!

Deputy Sheriff Ino Badillo provided us with crime statistics, and outlined the differences between Neighborhood Watch and the COP program. Essentially Neighborhood Watch is grass roots.

Each neighbor takes responsibility for getting to know the neighbors around him or her. We get to know who belongs on our street; know which cars, and which kids belong on your street. There are block captains who facilitate this. COP is the next level up. It involves training and an organized group to patrol the community.

Fortunately the training is now FREE and once our Neighborhood Watch group forms, they can investigate and decide who wants to lead the effort to organize a COP group for Wildhorse. The Deputy gave us lots of general information about safety, along with the security evaluation service Bexar County provides free of charge.

We had two big wins.

1) Daniel Garcia stepped up to the plate. He volunteered to help move our Wildhorse Neighborhood Watch program to the next step. He took

everyone’s email addresses to start an email distribution list. With the help of Robert Fulton, our website administrator, he will be coordinating the next meeting with those volunteers to discuss the duties of block captains, as well as map out the coverage of where our block captains live. If you didn’t attend and are still interested in participating, please email Daniel at Daniel@WildhorseCommunity.com.

2) We launched the CrimeWatch@WildhorseCommunity.com email address. Its purpose is to have a single point of contact to internally notify the community of neighborhood crime. This does NOT take the place of actually reporting a crime to the proper authorities. It is just a way to notify the community of what is going on. Right now it is being monitored by the Communications Committee. If necessary, we can use the information to share with the Facebook Group, or send out an alert. As we mature in our Neighborhood Watch/COP effort, we envision this email inbox will be monitored by that group.
