Official Community Newsletter of Terranova West, Oaks of TNW, Terravista, Terravista Estates & Villa Nova

From the HOA By no fault of our editor, the November newsletter was distributed to you twice instead of the December newsletter. The entire December newsletter is available for your viewing on our website: www.terranovawest.com . If you are not registered on our site, please consider logging onto www.terranovawest.com and registering. For your information, we have chosen to include our November 13 meeting notes below and the Recycling Update within this newsletter (No meeting in December). As we will be working with a new publishing company beginning January, we hope to have the newsletter in your mailbox within the first week of the month, but we cannot guarantee it. –Sharon Natenberg for the Terranova West Homeowners Association

January 2013 Volume 6, Issue 1

November 13th Board Meeting Report Submitted by Sharon Natenberg Security: The Constable reported NO criminal activity for the month. We wish you the safest of holidays. Be careful when you’re shopping – either in stores or on line. Be careful driving. Be careful to “party” in moderation. If you are traveling, you can call the Constable’s office and they will keep a special eye-out for your property. Happy New Year to you all! (UPDATE: Unfortunately, in November, there were 5 incidences of criminal mischief that involved breaking car windows). Clubhouse: Thanks to Maria Carra for another successful year of use of our clubhouse. Thanks to all who supported the Haunted House. ARC/Deed Restrictions: Through October, Dan Winters reports that 76 homeowners have done repairs/improvements and have done it correctly by applying for an Architectural Review form that is obtained from the Chaparral Management website. Good job all! Swimming Pool: The swimming pool contract for next year will include early morning opening on Tuesday and Thursday after the swim team is done with their practice. In general: Notice the tree trimming on T.C. Jester between Glenmere and Springton. We will again be contracting with the two Constables to patrol our neighborhood. Fortunately, the price did not rise however, the cost is $128,000. Budget: After two months of analysis, led by Peter Vogel and Judy Gordon, the Board has approved a budget. We did our best to trim costs. However, our financial reserves have been depleted by the resurfacing of the tennis courts and the effects of the drought on our landscaping. The Board has decided that a $25.00 increase will start the gradual re-funding of our reserves. The plan is to refund the reserves back to $200,000, the recommended level for a neighborhood of our size. Please call any of the Board members with questions on our budget. Chaparral Management will be mailing statements that reflect this increase. Recycling: An article on recycling can be found in this newsletter. We thank Arthur Oden for directing our survey on recycling. Whispering Pines - January 2013

Recycling Not Now... But Probably Later The Recycling Survey generated a significant amount of interest. We received questions, comments, and a substantial number of residents returned the surveys. Now, we know that the majority of our residents are currently AGAINST recycling in Terranova West at this time. Some residents do not like the thought of having a second wheeled trash/recycling receptacle, but most are opposed due to the increased HOA annual fees that would be incurred due to recycling. In assessing what decision to make on recycling, we also have to consider the 2013 Budget issues. As we have previously indicated, TNW POA will complete 2012 with approximately $140,000 in cash reserves, or about $60,000 less than what we consider to be appropriate for a HOA of our size. Consequently, we will need to use 2013 to begin rebuilding our cash reserves towards the fiscally responsible level of $200,000. So when the Board considers the resident survey results, the current state of the recycling industry, and our 2013 budgetary issues, we have decided to not restart recycling in Terranova West at this time. That being said, WE DO BELIEVE that recycling will be part of our future in Terranova West. Our recycling research has shown that the recycling industry continues to make improvements and innovations, which are reducing the overall cost of recycling. At the same time, traditional trash services continue to experience cost increases from landfills, labor, fuel, and equipment. For these reasons, we expect recycling to become more cost competitive with traditional trash services within the next few years. Your Board will continue to monitor this cost relationship, and bring you those services when they are competitively priced. Please feel free to call myself or anyone else on the Board with any questions or clarifications. -Arthur Oden

Klein Collins Girl Scout Earns Lifesaving Medal "On my honor, I will try: To serve God and my country; To help people at all times; And to live by the Girl Scout Law." This was more than a promise to 14-year-old Rachel Piper, who was awarded with the Lifesaving Medal of Honor by the Girl Scouts of San Jacinto Council (GSSJC) for rescuing her mom during a jet skiing accident. While at a family's lake house in Louisiana during the summer of 2011, Rachel's mother, Laura Piper, was driving a jet ski that was pulling Rachel on a knee board. After a brief glance to check on her daughter, Mrs. Piper turned back to find that she was too close to the bank filled with bushes and trees and the jet ski came to a halt. On impact, the handle bar struck Mrs. Piper in the chest, broke her wrist, and rendered her unconscious in the water. Rachel, unharmed, immediately swam to her mom's aide.
