Annual Meeting with Pool Registration for 2013 The Annual meeting for the Wildhorse Homeowners Association will be held Wednesday, March 27th at the Krueger Elementary Cafeteria. The meeting will begin promptly at 7:00 pm. Doors will be open from 5:00-6:45 pm for pool card registration, so please arrive early and bring your pool card(s) to be registered.

Please note that your account must be in good standing in order to register your card(s). Spectrum will be on site to accept payment on your account.

The agenda includes elections to fill three expiring positions on the Board of Directors and discuss official business. The format will include only official business to serve to expedite the meeting. If you are unable to attend, please send to the meeting your signed proxy form with a neighbor, friend, or mail it to Spectrum. This year we have a new option available for residents to vote online.

You will receive notification in the mail in the coming days.

POOL 2013 REGISTRATION The opening of the pools for 2013 is just around the corner. To better serve Wildhorse residents, pool registration for the 2013 pool season will take place at the March 27th annual meeting from 5:00 to 6:45 pm at Krueger Elementary Cafeteria. Please be prepared to present the following to register: 1) All household pool cards (no stickers are given out) 2 Identification 3) Signed pool rules (limited copies available at the meeting) You must be a resident current with HOA dues and have no outstanding violations in order to receive your pool sticker(s).

Spectrum associates will be available to process quarterly or yearly payments on-site. All forms are available for download at www.wildhorsecommunity.com. A separate form for owners with tenants is also available and will need to be notarized before it is accepted. Please take advantage of this opportunity to register for the 2013 swim season.

Open Board Meeting

The Wildhorse Board will hold its first open board meeting for 2013, Wednesday March 20th at 7pm. The meeting is available to all homeowners to attend. Please know that the board can be reached anytime at board@wildhorsecommunity.com. Please come out and see your representatives in action. To ensure an orderly meeting, the board has developed standing rules which all in attendance are required to follow. Please review the following rules prior to attending the meeting.

RULES FOR REGULAR/SPECIAL MEETINGS The Board believes it can best serve the community if all Board meetings are conducted in an orderly manner, and requests your full and complete cooperation in this regard. It is important for Board members to hear from members who have information regarding the community. Here are standing rules presumed a requirement of all in assembly at the meeting.

1. If homeowners wish to address the board prior to the start of the meeting, they must sign in with their name, address, email address (if available), and topic to be discussed.

2. Any member wishing to address the board shall speak no longer than three (3) minutes per lot. No member may speak more than twice on any one subject, and no more than three (3) minutes each time, and must be recognized by the chair prior to speaking.

3. All remarks must be directed to the Board. Remarks must be courteous in language and expression. At no time shall a speaker allude to others by name, address, or to motives.

4. The audience will not be permitted to interrupt nor question any speaker.

5. After the speaker has finished addressing the Board, the Chair will recognize the next person to speak.

6. Members in the audience will refrain from engaging in conversation among themselves or otherwise disrupting the meeting.

(Private conversations among members in the audience are distracting to the conduct of the meeting. If members of the assembly wish to carry on a conversation with one another, then they must move away from the meeting area).

7. In case of a serious disorder or other great emergency, the chair has the right to declare the assembly adjourned to some other time (and place if necessary), if it is impracticable to take a vote, or in their opinion, dangerous to delay for a vote.

8. The Board of Directors reserves the right to comment on any concerns that are presented either at the meeting or through other forms of communication at a later date.

Interview with Ginger and Jennifer

Two of your current board members offer their insights into being a board member: 1. What are the benefits of volunteering to become a board member?

Ginger: Giving back to the community has always been natural in my life’s vocabulary. By volunteering for the board I am able to help our community sustain and continue to grow in a positive direction.

Jennifer: One of the greatest things about being a board member is being able to make decisions that you feel will benefit the community and then getting to see how those results impact the neighborhood. Additionally, as a board member, we are able to interact and meet with residents that we wouldn’t ordinarily get to by just living in the community.

2. Realistically, how much time do you devote to BOD business weekly (including meetings, emails, and phone calls)?

Ginger: I dedicate average of 5-6 hours per week much of which includes filtering through emails, coordination of committee chairs and coordinating with other board members to keep the HOA moving forward.

Jennifer: This amount obviously will fluctuate with the season and the volume of items that we are working on and whether we have had any meetings. On average, I spend approximately 4-5 hours per week.

3. Which characteristics serve you as a board member and which attributes would you like to see in future board members?

Ginger: I am very good at working with groups of people. Not everyone in the group will have the same opinion and I believe everyone’s voice should still be heard before they can make an informed decision. I would like to see future board members have similar traits and ready to work toward setting the Wildhorse Community’s future goals.

Jennifer: The wonderful thing about working on a board or in any team setting is that each individual has their own strengths, weaknesses and opinions but when added to the rest of the team a whole is formed. What one person may lacking, another may have that characteristic as their strong suit. Personally, I think I am more of a rounded person and can’t pinpoint a specific characteristic. I try to be objective, fair and conscientious. I will always make my decisions based on what is best for the greater good 4. What do you feel is your biggest accomplishment thus far, as a committee volunteer or BOD member at Wildhorse?

Ginger: Just in my short time on the board I have been fully engaged with the group. We established the Handyman scope and assisted in making informed decisions for hiring a Landscaper. We made decisions to repair miscellaneous irrigation leaks, minor repairs within the common areas and are in the process of repairing some of the sidewalk trails.

Jennifer: When I joined the board, we had many outstanding and large projects. In the short amount of time that I have been part of the group, we have negotiated and signed a contract for a landscaper, we worked diligently and tirelessly to devise a scope of work for the handyman position, we are in the process of obtaining bids to repair the irrigation system, and lastly we are currently considering several (Continued on Page 5) Copyright © 2013 Peel, Inc.

WILDHORSE HOA PROXY POINTERS

by Richard Thompson A proxy is a person appointed to represent another. The instrument by which a person is appointed is also called a proxy. Proxies play a very important role in homeowner associations. Using proxies ensures the ability to meet quorum requirements (the minimum number of members needed to hold a legal meeting). Proxies permit one person to represent many members so while the actual body count at the meeting may be few, the quorum can still be met. Using proxies is particularly useful in HOAs comprised of second homes or rentals where many members may be far away. Use of proxies can be contentious if there is a contested election or a disagreement on a proposed bylaw or special assessment.

At those times, certain members may scurry around trying to convince others to appoint them as proxy so a unified voting block can be amassed. While the proxy giver can actually direct how the representative votes, it’s more common to leave that decision up to the proxy holder.

There are several significant basics of the proxy system that should be understood by all that employ them: • A vote by a proxy holder is just as effective as the owner of record.

• The proxy holder may not vote the way the owner would unless given specific written direction on the proxy form itself.

THERE ARE TWO TYPES OF PROXIES: General: The proxy agent may vote on behalf of the owner without restriction. The proxy will be valid for annual or special meetings within the ensuing 12 months, unless provided otherwise.

Limited or Directed: Restricts how the proxy agent may vote, is limited to a specific event, a specific issue or directs how the agent must vote. If the proxy fails to follow the giver’s directions, the giver can challenge the vote. The determination of whether to grant a general or limited proxy is totally within the discretion of the giver.

BOOT CAMP in Wildhorse

Wildhorse is getting fit! Come down to the Sports Park on Tuesdays and Thursdays at 10am and at Krueger at 6:30pm to meet your neighbors for a great workout.

Please contact Hilda at recreation@wildhorsecommunity. com with any questions. The Wildhorse Recreation Committee would like to invite all residents to join us for Boot Camp.

So what is it you say? Boot Camp is an exercise program that includes strength training, metabolic conditioning, stretching and mobility classes, and core strength classes. These programs are developed to be challenging for every participant at any level. The first class will be free and each additional class is $10 or a monthly fee of $75.

At The Rampage Rochester Americans vs. San Antonio Rampage March 24, 2013 - 4:30 PM

Our second March event will be an afternoon at the San Antonio Rampage Hockey! We have a reserved block for the Wildhorse community for the Sunday, March 24, 2013 game. Tickets will cost $10 per person and will include hot dog, chips and a soda. Each household can purchase up to 6 tickets at this $10 price until they sell out. We have 100 tickets reserved at this price so the first 100 ticket we sell will receive the $10 rate.

If you need more than 6 or sign up after the $10 seats are sold, they will be at the cost of $13 a ticket and will also include hot dog, chips and a soda. (Children under age 2 do not need to have a ticket purchased for them.) In addition to the game our community will also have an opportunity to do a pre-game skate on the ice at 12:30pm at NO ADDITIONAL COST, even skates will be included! To purchase tickets please fill out the attached form and either put it in the drop box outside the Sports Park Pool.

Easter Egg Hunt The Wildhorse HOA Easter Egg Hunt will be held on Saturday, March 16, 2013 at 9 am at the Sports Park.

Children will have a chance to hunt for eggs around the Sports Park area and look for some special surprises in a few golden eggs.

This event is open to all children 10 and under and all children must be accompanied by an adult (18 years or older).

There will be two hunts one for children 5 and under and one for children 6-10 years of age. The first hunt for the younger children will begin at 9 am and the second hunt for the older ones will begin at 10 am.

Grab your kids and Easter baskets and join us at the Sports Park on March 16. If you do not have children and just want to come and visit with your neighbors feel free as all Wildhorse residents are welcome and some light refreshments will be served.

The Easter Bunny will also be making a special appearance at the event between 9:00 am and 11:00 am. Bring your cameras so you and your child can take photos with the Easter Bunny!

Volunteers are needed to help with setting up the eggs around 8 am and serving refreshments between 9 and 11 am. Please email social@wildhorsecommunity.com if you can donate 30 minutes of your time.

Interview - (Continued from Page 3) bids to hire a contractor to repair the walking trails. Although some of these are a work in progress, we are well on our way to making significant improvements for all Wildhorse residents.

5. What would you like to see accomplished this year in our community?

Ginger: I would like to divide and conquer the current repairs, maintenance and new capital improvements projects. I hope to see the board establish a contractual relationship with a Handyman contractor soon. My opinion is that although there are many repairs and there is daily maintenance required to get our community back to operating condition that will always be an on-going item for discussion. I would like a few members to focus on the short-term goals of daily maintenance and repairs.

I would like the other members to focus on the new capital improvement projects which were part of the community survey completed in the past. By doing this I believe we can have development progress running simultaneously and can achieve our goals sooner.

Jennifer: I am throwing all my efforts into ensuring that the above items are followed through until completion. I believe our focus should be to repair or replace things that are broke or missing. Once we have control on those items and can properly maintain them, only then can I feel in good conscience that we can move forward in providing extra amenities within the community.

WILDHORSE What’s So Great About Summer Swim Team?

Ahh...the summer. It’s going to be on everyone’s mind very soon.... and many are looking forward to it because of summer swim team.

If they are not year-round swimmers, they may be brushing up at a stroke school (contact us for more information on this) or just anticipating the enjoyment of weekly meets. But who is doing it, what’s so great about it and is it something you should consider?

WHO SWIMS SUMMER SWIM TEAM It’s for everyone ages 4-18. While each swim club is different, most welcome the younger swimmers as long as they can swim one length. From there, they only improve. You’ll find returning summer swimmers and year-round swimmers who are looking to improve or just to have fun.

WHAT’S SO GREAT From a parent’s perspective, the exercise and improved swimming is unbeatable. And with almost daily practice, who wouldn’t improve!

Siblings can all participate and many swim teams allow kids to compete in most events including relays so the meets are worth the time.

From the kids’ perspective, the top answers are: friends – both on their team and those they compete against on other teams; improvement; competition; and that it’s just fun. Many swim teams will have a Fun Friday or an activity during the week, and during the meets the kids hangout with their friends and know their parents are there as well. It’s a family event (even if they won’t admit it!).

SHOULD YOU CONSIDER IT While it’s not a swim lesson, the almost daily practices only serve to make your swimmer stronger. Swimming is a life-long sport – now is the best time for them to learn. May finds some tired swimmers and some blue lips (the water’s still a bit cold) but by July, the improvement is amazing. If you’ll be at the pool anyway, or if you need a reason to be at the pool, consider it.

WHAT TO EXPECT Encouraging coaches, once-a-week meets with possible rain-outs rescheduled for the next day, volunteering in some capacity for half a meet and hanging out with your family and/or friends for the rest.

Practices begin in early May and the once-a-week meets wrap up by July 4th. Don’t expect perfect form by the end of the summer – summer swim team is more about doing it than perfecting technique. But it will tell you a lot about your child – if they like practicing, competing, improving and/or the social aspect – in a low stress environment.

WHAT’S NEXT If your child wants to keep going after the summer season, there are several year-round swim teams in our area as well as other programs without the year-long commitment. Above all, summer swim team should be fun!

The coaches are positive and encouraging, the meets will be enjoyable and not overly-competitive, and the kids enjoy it. Sound like something that might be a good fit for your family? Welcome Summer!!

Hi, my name is Summer Manchester and I have been appointed as the fifth member of the HOA Board of Directors. My husband and I have two bright-eyed children, ages seven and four. We moved to San Antonio over four years ago and have been happy to call the Wildhorse subdivision our home since our arrival.

I work part-time from home as a pricing analyst for a gardening wholesale company based out of California. In 2004 I received my undergraduate degree in Finance from the University of Utah. My work experience has included work in areas of financial planning as well as the government and private sectors. My husband is a math teacher and coach at Brandeis high school. My family loves to play soccer, run, swim and do other sports.

I know the value of being invested in your own community and the benefits it can have for all. My interest in this board position is a reflection of my desire to make Wildhorse a better place to live. Each year my family and I have participated in the annual Wildhorse 5k and kids run. Recently I formed a Wildhorse women’s running group where seven of us competed in a half marathon and relay. My family and I were able to decorate our vehicle and pass out candy for the social committee’s Trunk-or-Treat celebration. My husband and I enjoyed meeting several new neighbors at the Two Step meet and greet. We have also participated in things like park clean ups and helping neighbors beautify their yards. In response to a string of break-ins, I formed a miniature “neighborhood watch” program with neighbors on my street organizing, collecting and exchanging contact information. Our participation in these activities demonstrates our commitment to our community.

Each member of this community can play an important role in making a BIG difference. If I haven’t done so already, I hope to meet you and your family at an upcoming event. Together I believe we can make this community a great place to raise our children and a place we are proud to call home.
