Our Pools Are For Us

The HOA board would like to remind everyone that the pools are for our HOA members and invited guests. If you let someone in and they don’t use a key, then nobody knows if they are or are not members of our HOA. It is up to each of us to make sure that our pools are secure. We all pay for everything that goes into the pools.

Make sure you scan your key every time you enter and close the gate behind you.

Swimming Pool Lost and Found Don’t forget about the Lost and Found shelves located at each pool.

The lifeguards will gather items left at the end of each day and put them on the shelves. Please look and see if anything belongs to you.

Do You Want To Be On The HOA Board Of Directors?

Two board positions are up for election this year. As a member of the HOA board, you will have the opportunity to meet with the other board members once a month to discuss the matters of the HOA. The election takes place at the annual meeting which will be on October 14th if we have at least 40% of our HOA members attend in person or by proxy, or November 11th if there were not enough attending the October meeting.

Any homeowner in the HOA can run for a board position. If you would like to run for a board position, you must submit your info (a short write up about yourself and why you want to be on the board) to Celeste at Goodwin Management (celeste.schulz@goodwintx.com) and to the Westside News Editor (westsidenewseditor@yahoo.com) no later than August 10th so that it can be included in the September and October newsletters. At the annual meeting the candidates will have a few minutes to present themselves before voting.

Emergencies

In case of emergency make two telephone calls:

• 911 for emergency medical assistance.

• Contact Goodwin Management, Inc. at • 852-7998 and report the incident.

Fecal contamination is a health emergency. Notify a lifeguard immediately. If a lifeguard is not present, call Goodwin Management, Inc. immediately at 852-7998 and report the incident. Everyone should leave the water until instructed to return.

Entry

• Swim at your own risk. Management and members are not responsible for accidents.

• Members must use their own key tags to enter the pool enclosure.

• Children under the age of 14 must be accompanied by someone age 16 or older.

• Pool gate is to be kept closed at all times. Alarm will sound if gate is left open.

• All guests (non-members of the HOA) must be accompanied at all times by a member of the HOA

Regulations

• Lifeguards and board members shall enforce pool rules.

• Swimmers must obey the commands of the lifeguards and board members.

• No smoking in the pool area.

• No alcohol in the pool area.

• No running within the pool enclosure.

• No diving or somersaults allowed from the edge of the pool.

• Dangerous, unreasonable, threatening, or offensive behavior is prohibited.

• No pets, bicycles, skateboard, or motorized cycles allowed in the

pool enclosure.

• No glass containers in the pool area.

• Lifesaving equipment is to be used for emergencies only.

• Lifeguard stands are for lifeguards only.

• Children not completely toilet trained must wear a swim diaper.

• Children who require a floatation device must stay within arm’s reach of someone at least 16 years of age.

• The baby pool at Lakeline Pool is for babies and caregivers and not intended for school age children.

• Loud music is not allowed.

• Members are responsible for cleaning up after themselves.

• HOA pools are intended for resident enjoyment, and may not be used by any resident for commercial gain (i.e. private swim lessons, vending, etc).

• Pool furniture is not to be removed or placed in pool.

Consequences

• A lifeguard or board member may order a swimmer to take a time out for an infraction of the rules.

• If the infraction of the pool rules is serious, a lifeguard or board member may order a person to leave the pool enclosure.

• If a lifeguard or board member’s order to leave the pool enclosure is disobeyed, lifeguards and board members have instructions to call the Cedar Park Police. If police are required to remove an offender, an official complaint will be signed.

Notice

• After extended rain, lifeguards may not be present for the entire standard lifeguard hours.

• The lock and security system has the capacity to perform audit traces of which key tags have tagged in and tagged out of pool gates. The system also provides security camera surveillance.

Travel the World

without Leaving Your Hometown by Hosting a Foreign Exchange Student

Who hasn’t dreamed about walking among the Egyptian pyramids, or soaking in the sun on a beach in Spain, or wandering along the Great Wall of China? Every parent wants to give their children a taste of the world, but the economic reality of international air travel for a family, not to mention hotels, passports and food, makes it tough for most of us to consider except in our daydreams.

There is a way to give your children the world – without leaving your living room. How? Host a foreign exchange student from a country you’ve always admired! Fascinated by France? Curious about China? Intrigued by India? By welcoming an international student from one of these countries into your home, you instantly open a portal to a far off land.

“My husband and I have been hosting for the past three years and have enjoyed every minute of it!” said Vicki Odom, an Ayusa host mom from Pearland, Texas. “The various students we’ve had in our home have taught us a great deal about their home countries.

The students also love learning about life in Texas and participate in a good deal on community service. Their latest service projects was volunteering to be Super Scoopers at the San Antonio Battle of Flowers Parade.”

Foreign exchange students come from all over the world. Ayusa matches host families with students from more than 60 different countries including Argentina, China, Ecuador, Egypt, France, Germany, Japan, Lebanon, Norway, Pakistan, Sweden, Thailand, Tunisia and Turkey. All high school foreign exchange students are fully insured, bring their own spending money, and are proficient in English – and all high school exchange programs are regulated by the U.S. Department of State.

“We welcome host families of all shapes and sizes – families with young children, families with no children, empty nesters whose children have left home, single parents and non-traditional families,” says Connie Coutu, Regional Manager of Ayusa, a non-profit that promoting global learning and leadership through foreign exchange and study abroad opportunities for high school students. “The key requirements for a host family are to provide a safe and nurturing home environment, genuinely love children, and have a desire to learn more about a different culture.”

Volunteer host families provide foreign exchange students a nurturing environment, three meals a day and a bedroom (either private or shared with a host sibling of the same gender). Each host family and student is supported by a professionally trained community representative who works with the family and student for the entire program. All interested host families must pass a criminal background check and a home visit by an exchange 4

organization.

Interested host families are required to fill out an application, pass a background check and interview with a local exchange program representative in their homes. Once accepted to a program, host families can view profiles of students to find the right match for their family.

“Hosting an exchange student is a life-changing experience – for the student, the host family, and the host community,” says Coutu. “There is no better way to teach your children about the world around them than through welcoming an international high school student into your home.”

Westside at Buttercup Creek Parking and Vehicle Storage

Street Once any vehicle or trailer is parked in the street for 48 hours or more during a period of 7 consecutive days it becomes storage, not parking, and storage is not allowed.

Driveway Automobiles or small non-commercial passenger trucks in good repair, attractive condition and with current registration can be parked or stored on a driveway indefinitely.

Automobiles or small non-commercial passenger trucks that are either not in good repair, or not in attractive condition or do not have current registration cannot park on a driveway for 48 hours or more during a period of 7 consecutive days.

No boat, trailer, recreational vehicle, camping unit, bus, commercial use truck, or self-propelled or towable equipment or machinery of any sort or any item deemed offensive by the Association can park on a driveway for 48 hours or more during a period of 7 consecutive days.

Vehicles Marked with Business Advertising and Commercial Vehicles If a vehicle has any kind of business advertising on it, but would look like a normal passenger car, truck or van without the advertising (no ladders, racks or other equipment), it will be treated as such. A vehicle of this type that also has equipment such as ladders or racks on it will be classified as a commercial vehicle or commercial use truck. If a vehicle would not normally be classified, even without the business advertising, as a normal passenger car, truck or van then it will follow the rules of a commercial use vehicle and fall under those restrictions.

WESTSIDE AT BUTTERCUP CREEK HOA CCR’S ARTICLE X, SECTION 10

Storage of Boats, Trailers and Other Vehicles and Equipment. No boat, trailer, recreational vehicle, camping unit, bus, commercial use truck, or self-propelled or towable equipment or machinery of any sort or any item deemed offensive by Declarant or the Association shall be stored on any street in the Property or on any Lot except in an enclosed structure or behind a solid fence, the design of which has been approved by The New Construction Committee or the Modifications Committee, except that during the construction of improvements on a Lot, necessary construction vehicles may be parked thereon from and during the time of necessity therefor.

A fence enclosing a boat, trailer, recreational vehicle or the like shall be a solid wood fence at least six feet (6' ) tall and the side of such fence exposed to public view shall be the smooth side. This restriction shall not apply to automobiles or small non-commercial passenger trucks in good repair, attractive condition and having current registration status, provided that any such vehicles are parked on an improved driveway which has been approved by the New Construction Committee. Storage of approved vehicles on the driveway or street right-of- ways is defined as parking without movement for a period or forty eight (48) hours or more during a period of seven (7) consecutive days. public. Removal of a boat, trailer, camper, recreational vehicle or other item restricted by this paragraph for short periods, so as to avoid the intent of this provision, shall not affect the running of the time periods set out herein. No vehicle shall ever be permitted to park on a driveway at a point where the vehicle obstructs pedestrians from use of a sidewalk.

IT’S IMPORTANT TO NOTE THAT WHILE OUR HOA HAS SPECIFIC RULES TO FOLLOW, THERE ARE ALSO SOME CITY ORDINANCES THAT ARE EVEN MORE STRICT IN REGARDS TO PARKING AND STORAGE. City Restrictions that must be reported to the Police According to City Ordinance, a recreational vehicle is any vehicle or trailer designed for temporary dwelling or recreational purposes, and includes travel trailers, pick-up campers, camping trailers, motor coach homes, converted trucks, vans, and buses, boats, boat trailers, personal water crafts and personal watercraft trailers. These, along with commercial use vehicles (any vehicle having a manufacturer’s rated carrying capacity of more than one and one-half (1½) tons or exceeding twenty-one (21) feet in length) and abandoned cars cannot be parked on any public street between 10pm and 6am. Furthermore, in order to have a “trailer” parked on the street at any other time you must have a displayed permit issued by the city, which is good for up to 7 consecutive days and not more than 15 days within a calendar year. So without a permit, you can only park these vehicles on your driveway (but not more than 48 hours in a 7 day period).

Vehicles must not block sidewalks when parked on a driveway.

When vehicles are parked in the street they must be oriented in the correct direction of travel with the exclusion of cul-de-sacs and semi cul-de-sacs in which cars may be parked perpendicular to the curb.

City of Cedar Park Code of Ordinances ARTICLE 17.04 STOPPING, STANDING AND PARKING REGULATIONS Sec. 17.04.004 - Definitions Trailer. Includes a semi-trailer, boat or boat trailer, recreational vehicle, house trailer, pole trailer or any other trailer as defined by Texas Traffic Laws.

(1) For purposes of this article, a recreational vehicle is any vehicle or trailer designed for temporary dwelling or recreational purposes, and includes travel trailers, pick-up campers, camping trailers, motor coach homes, converted trucks, vans, and buses, boats, boat trailers, personal water crafts and personal watercraft trailers.

Sec. 17.04.005 Parking prohibited on streets or in right-of-ways in residential subdivisions It shall be unlawful for any person to stop, stand or park any vehicle having a manufacturer’s rated carrying capacity of more than one and one-half (1½) tons or exceeding twenty-one (21) feet in length (measured from the outer most edge of the bumper or any (Continued on Page 6) Westside News - June 2013 5

Westside at Buttercup Creek Parking Rules (Continued from Page 5) appurtenances attached to such vehicle to the outer most edge of the bumper or appurtenance attached to the opposite end of such vehicle), any trailer, recreational vehicle, or any abandoned vehicle on any street or right-of-way in any area zoned for residential uses at any time, except as follows: (5) Recreational vehicles may be parked on the street for a period of not more than seven (7) consecutive days and not more than fifteen (15) days within calendar year, provided they hold a valid permit issued by the city. Such permit shall be issued to the resident or owner of the property and displayed upon the vehicle in public view noting the address where the vehicle is to be parked, date of validation and expiration date, and vehicle registration number; (7) It shall be unlawful to connect a recreational vehicle or utility trailer to any water or electricity, except when it is being readied for use elsewhere or for routine maintenance. It shall be unlawful under any circumstance to connect a recreational vehicle to any sewer, gas, television cable, or other utility line not listed in this section.

Sec. 17.04.010 - Commercial vehicle parking No vehicle having a manufacturer’s rated carrying capacity of more than one and one-half (1½) tons or exceeding 21 feet in length (measured from the outer most edge of the bumper or any appurtenances attached to such vehicle to the outer most edge of the bumper or appurtenance attached to the opposite end of such vehicle), or any trailer, recreational vehicle, or abandoned vehicle shall be parked upon any public street or public right-of-way in the city between the hours of 10:00 p.m. and 6:00 a.m. except for repairing or servicing necessitated by an emergency.

Sec. 17.04.011 - Prohibited parking areas where no signs are required No person shall stop, stand or park a vehicle, except when necessary to avoid conflict with other traffic in compliance with the law, or to obey the directions of a police officer or traffic control device, or if the vehicle is located in a designated parking space, in any of the following locations: (1) On a sidewalk or obstructing any portion of such sidewalk; (2) Within street right-of-way in front of or within five (5) feet of a public or private driveway serving single-family or duplex uses except in cul-de-sacs, or in front of or within twenty (20) feet of a driveway serving a use other than single-family or duplex (for purposes of this section, the driveway does not include the rounded or clipped corner at the intersection of the driveway and the public street); (9) Adjacent to the curb of any public street unless parking is parallel and immediately adjacent to the curb of the street, the vehicle is oriented in the correct direction of travel and parking is not otherwise prohibited on the street; Sec. 17.04.012 - Habitation of a vehicle No person shall inhabit a vehicle, including a recreational vehicle, at any time when such vehicle is parked upon a public street or public right-of-way located within the corporate limits of the city.
