of Yard the Month

December YOM winners are long time residents, Terry and Judy Brown, of 5222 Brownlee Lane. This yard and home always looks great. The lantana, plumbago, snap dragons, roses and azaleas give their yard color during late fall. The variegated euonymus hedge also adds color to the winter greens. Check out their pomegranate tree when walking or driving by this yard. Thank you Terry and Judy for maintaining such a lovely yard.

On November 5, 2013, Texans are asked to consider and vote on nine proposed amendments to the Texas Constitution. Of particular note is Proposition 6, which will appear on the ballot as follows: Proposition 6 (SJR 1) The constitutional amendment providing for the creation of the State Water Implementation Fund for Texas and the State Water Implementation Revenue Fund for Texas to assist in the financing of priority projects in the state water plan to ensure the availability of adequate water resources. Explanation: This amendment is a package of water legislation to set up a revolving loan program available to local governmental entities such as municipalities that are sponsoring local water improvement projects. If passed, the amendment will provide a one-time investment of approximately two-billion dollars, which will be withdrawn from the Texas Economic Stabilization Fund (ESF), also known as the Rainy Day Fund, to capitalize the loan program. Argument for (Yes vote): Supporters of Prop 6, which include groups such as H2O4TEXAS, Water Texas and The Nature

KISD News Briefs Winter Holidays Closures KISD schools will be closed for winter holidays from December 23, 2013 – January 6, 2014 Superintendent Outlines Needs for New Schools KISD Superintendent, Dr. Jim Cain, along with the executive team, recently reviewed a demographic study provided by the firm Population and Survey Analysts, and outlined his plans for a long-range capital plan in anticipation of a bond referendum in 2015. A facility needs assessment, including a prioritized timeline and costs, will be conducted by an outside engineering firm early in the spring semester. Following the assessment, curriculum personnel will meet to review TEA and KISD construction standards and offer input on incorporating instructional standards for future classroom configuration. During the latter part of the spring semester, the district will host two Futures Conferences, to inform and discuss the proposal with the community. In the fall semester of the 2014-15 school-year, a bond steering committee will study all material and data, prioritize the district needs and lay out a plan for a 2015 bond referendum. Superintendent Cain anticipates that a 2015 bond plan could include one elementary, one intermediate and partial funding for High School #5. Funding for technology, safety and security, buses, campus repairs and renovations and future school sites will also likely be needed. WATER TIP Turn off the faucet. This may sound simple, but gallons of water are wasted while people wash dishes, clean vegetables, brush their teeth and shave. When you rinse off vegetables and fruits, plug up the sink instead of using running water. Plug up the sink when washing dishes by hand, as well. When finished, turn on the garbage disposal while draining the sink. Water and Water Conservation Quiz (Answers on Page 6) 1. How much of the Earth’s water is fresh water? a. 2% b. 5% c. 7% d. 10% 2. Good Neighbors Can Be Great for Stress Levels Do you live in a neighborhood where you feel safe and connected to others, or do you feel overcrowded, threatened, and otherwise unsafe in your surroundings? This, and other aspects of neighborhood life, can impact both your level of happiness and stress. Socializing: With our busy schedules, we don’t always see friends as often as we’d like. For a bit of socializing that takes only minutes out of your day, it’s nice to stop and chat with people for a few minutes on your way out to your car. And the more people you have available for shared social support, the better, generally speaking. Pooled Resources: I know people in some more-friendly neighborhoods who share dinners, minimizing the effort it takes to cook. Others trade fruit from their trees. A neighbor who borrows a few eggs may come back with a plate of cookies that the eggs helped create. Knowing your neighbors increases everyone’s ability to share. Security: Knowing the people around you can bring a sense of security. If you need something--whether it’s a cup of sugar when you’re baking cookies, or someone to call the police if they see someone lurking ourside your home--it’s nice to know you can depend on those around you and they can depend on you. Home Pride: Knowing the people who live around you provides a strengthened sense of pride in your home and neighborhood. Coming home just feels nicer. While you may not be able to change the neighborhood in which you live, you can change the experience you have in your own neighborhood by getting more involved with those around you and taking pride in the area in which you live. The following are some ideas and resources that can help you to feel more at home in your neighborhood: Get Out More: If you live in a generally safe area, I highly recommend taking a morning or evening walk. It’s a great stress reliever that also allows you to get to know many of your neighbors, get an understanding of who lives where, and feel more at home in your surroundings. Smile: It’s simple enough, but if you’re not in the habit of smiling and giving a friendly hello to the people you encounter in your neighborhood, it’s a good habit to start. While not everyone will return the friendliness immediately, it’s a quick way to get to know people and build relationships, even if you’ve lived close for years and haven’t really said much to one another. Talk To Your Elders: The more veteran members of the neighborhood often have the inside scoop on the neighborhood. You may be surprised at how much you can learn if you stop to take the time to talk to the sweet old lady at the end of the block. 6

The Recipe Box Susan Tsujimoto, Editor During the cold days of winter, nothing warms you up inside quite like a hot bowl of chili does. Here’s a quick chili recipe for those cold evenings when you need some comfort food, and you need it FAST.

Campbell’s Soup Chili

1 lb hamburger 1 medium onion 1 med green pepper ½ tsp garlic powder ¼ tsp black pepper 1-1/2 T chili powder ¼ tsp cayenne (optional, if you like it spicy) 2-14 oz. cans red kidney beans bean, drained and rinsed 2- 10.75 oz cans Campbell’s condensed tomato soup ½ c water, to rinse soup cans Cheddar cheese, shredded for topping 1. Heat a nonstick skillet. 2. Cook hamburger on medium heat about 5-6 minutes. Beef should be slightly browned and most of the fat should be released. Drain some of the fat off with a spoon. 3. Add onions green pepper and spices. Cook another 4-5 minutes until onions are translucent and spices are fragrant. 4. Add beans, tomato soup and rinse water from soup cans. Add more water if needed to bring to desired consistency. Bring to boil and reduce to simmer. Simmer 25-30 minutes. 5. Ladle into bowls, top with cheese and serve with cornbread.
