DOMINION TENNIS CENTER FOR HOME SCHOOL CHILDREN
The Dominion Tennis Center is now offering Tennis Lessons for Home School Families.The goal is to teach the fundamentals of tennis, while enhancing current playing abilities, from the beginner athlete to the more advanced player. Ages 12 and up meet Tuesday and Thursday 1-3pm $200/2 day or $120/1 day a week Ages 6 to 11 meet Wednesday and Friday 1-2pm $100/2 days or $80/1 day a week (USTA Sanctioned Red/Orange Ball Program) Sessions are 4 weeks long and a student can sign up for either 1 or 2 days a week. Session I: FEB 18-MAR 14 Session II: MAR 18- APR 11 Session III: APR 15- MAY 9 This program has been specifically designed by Dominion Tennis Director Barry Mills and P1 USPTA Tennis Professional Elly Motloch. DOG LOVERS DAY Many families came out on the beautiful sunny day of February 8th to show their pet and meet new neighbors. There are pet waste stations located at park entrances for your convenience. Please also remember to refrain from using the golf course at all times to walk your pets.

IH-10 CONSTRUCTION Be on the lookout for construction to begin along IH-10 in the next few months from Ralph Fair Road to Dominion Drive, with the first phase being projected to take place along Ralph Fair Road to Boerne Stage Road. DEVELOPMENT UPDATE The developer for Dominion Hills is proceeding with plans to build new homes in the neighborhood located off Dominion Drive before reaching the main guard gate. These plans were reviewed and approved by the Dominion HOA Development Committee as well as the HOA Board of Directors. All homes in The Dominion Hills are subject to architectural controls by the Dominion HOA and all plans will be reviewed by the Dominion HOA ACC. The plan for this neighborhood at this time calls for about 150 one and two story new single family homes with a mix of zero lot line and town homes. Current zoning and plans also call for a few small office buildings. At this point, the plan is to have half of the properties to remain outside of Dominion security and accessible from the current entrance to the community. The other half containing 80 or so homes may be separated by a wall and become part of the Dominion inside the security gates with access to this area provided off Brenthurst Drive. A brief presentation of the traffic study and related road projects will be made at the annual meeting for those residents interested in the subject matter.

Construction started occurring in the 1980's and 1990's with the Gardens I, Cottage Estates, Davenport Lane, Cloisters, Golf Course Estates and Pavilions to be developed. In 2000-2010 the New Estates, Renaissance, Reserve, Les Chateux, Crescent and Crescent 14K were developed.
ARCHITECTURAL CONTROLS - APPROVAL ENSURES CONFORMITY AND PROMOTES PROPERTY VALUES Our governing documents require that the HOA approve all proposed architectural changes before any work is started on your home. The importance of this requirement cannot be overstated when you consider the reason for such a restriction. Membership in a community association requires compliance to pre-existing conditions and regulations. One of the biggest advantages of these conditions is the protection of our property values. The value of your home is directly related to the condition, appearances and aesthetics of our community as a whole. By regulating the kind and types of architectural changes that can be done, our Association is better able to maintain our property values. Getting our Association to approve all proposed architectural changes is not just a good idea to protect your investment, it is a requirement! SEARCH FOR LANDSCAPE COMMITTEE MEMBERS We have as many as three openings for membership on the Landscape Committee. Generally, terms begin on May 1 of each year and a term is for a period of three years. Currently, we have several positions open immediately. DAAG EFFORTS SUPPORT COMMUNITY Volunteers for the Dominion Animal Advocates Group (DAAG) manage the Trap-Neuter-Return program for feral cats and the rescue of abandoned pets in The Dominion. Funds used for these efforts come solely from contributions by Dominion residents and the fundraising activities of DAAG members. CREATURE COMFORTS By Erin Conant
As our city grows, native wildlife can sometimes become displaced. But there are ways to recoup some of the natural habitat areas lost to progress and to rebuild a practical, inviting home for a variety of creatures. Creating your own backyard habitat begins with knowing what kind of wildlife you can attract. Birds, butterflies, bees - even frogs are examples of critters you could host. Familiarize yourself with the diverse group of wildlife that flock to our region, including mammals, reptiles and butterflies such as monarchs and swallowtails. Equally important to meeting the needs of wildlife are water, food and shelter. If you want to attract more birds, incorporate a birdbath for bathing and drinking, plant food sources such as beautyberry and sunflowers, and native trees such as Texas mountain-laurel and juniper that provide year-round shelter and a place to nest. Imitating a Texas wildscape makes it easier and safer for birds, mammals and other wildlife to adapt. Mitchell Lake Audubon Center and WaterSaver Lane at the San Antonio Botanical Garden feature living examples of backyard habitats that not only benefit wildlife but are also less expensive and easier to maintain.

GOVERNING DOCUMENTS 101 Community associations are legal entities that sometimes function like governments and other times like businesses. They're subject to federal regulations, state laws, local ordinances, case law, secondary mortgage market requirements and finally-their own governing documents. Association governing documents, their hierarchy and purposes seem like pretty basic stuff. But can you explain the difference between a declaration and a master deed? What about the difference between a declaration and the articles of incorporation? What are the purposes of maps, plats and plans? If you can't answer immediately, here's a basic overview of common association governing documents.
MAP, PLAT OR PLAN. States and local laws specify whether an association has a map, plat or plan and the form and content of such documents. These documents specify a member's ownership interest and the common

areas that are owned either by the association or the members, depending on the type of the community. Declaration, master deed, or proprietary lease and their covenants and restrictions. Planned communities are created by declarations, which also are known as master deeds. Cooperatives are created with proprietary leases-also called occupancy agreements. These documents contain the covenants or restrictions that regulate residents' behavior. They bind all owners and define their rights and obligations as well as establish the association's responsibilities. For example, covenants or restrictions require the association to maintain the common areas, restrict how units and common property can be used, and apportion ownership interest and expenses.
ARTICLES OF INCORPORATION Some community associations have articles of incorporation that create and define the associations' basic purposes and powers under state law. These articles also may specify such things as the number of directors and their terms of office. Even though some states don't require condominiums or planned community associations to incorporate, most do, and all cooperatives must. (Continued on Page 6)

BYLAWS Bylaws address association operations. Generally, they're developed at the same time as the declaration. If not, bylaws are adopted as soon as a corporation is established. Bylaws address topics such as meetings, procedures for electing board members and officers and the general duties of the board, Bylaws usually are easier to amend than the declaration or proprietary lease.
RESOLUTIONS-RULES AND REGULATIONS Board members adopt rules and regulations, and sometimes members have to approve them. Rules and regulations are codified in resolutions-motions in a set format formally adopted by the board. Resolutions must be consistent with the declaration or proprietary lease, the bylaws and state laws. Association governing documents are almost always trumped by state law. But when the association documents conflict with themselves, the declaration or proprietary lease carries the greatest weight, followed by the bylaws, and then the rules and regulations. You can't change provisions in the declaration or bylaws by making rules or regulations to the contrary.

Winter temperatures, we have, winter rains, where are you? During 2013, much like 2012, our average rainfall hovered around 32 inches District-wide. Unfortunately, most of this was received during sporadic weather events throughout the year. Case in point, we received ten inches of rain over Memorial Day weekend. While every drop is welcome, high rainfall within such a short timeframe results in much of that rain running off into our streams and rivers providing little to recharge our aquifers. Assistance League of San Antonio hosts Annual Fundraising Gala Assistance League® of San Antonio is a 501©(3) nonprofit, all volunteer organization dedicated to improving the lives of San Antonio area children and their families. From June 2012 through May 2013, our 468 members contributed over 72,681 hours while touching the lives of more than 51,398 residents. The majority of those served were children identified as needy by school and social agency counselors. Our seven philanthropic programs which serve these children and their families are funded primarily by the sales from our thrift house located at 2611 West Avenue, San Antonio, Texas and by our annual ‘Treasures at Twilight’ Gala. This year our fundraiser Gala has an especially exciting theme, “BLACK TIE*WHITE PEARLS….CELEBRATING 30 YEARS” in observance of our 30th anniversary, and promises to be a very special night to remember. The ‘Treasures at Twilight’ Gala will be held on Saturday, April 5, 2014 at the Omni Colonnade Hotel and begins at 6:00pm with a champagne reception, the opening of the Silent and Super Silent Auctions and special music by The Bandaids jazz band. The program, followed by a seated dinner, begins at 7:30pm in the ballroom with special recognition of the women who have laid the foundation for our many successes in the community over the past thirty years. We will also have special dinner music by tenor William Chapman of Gli Unici followed by a festive Live Auction with Channel 4’s morning anchor, Michael Garafalo serving as auctioneer. Our Live Auction gives everyone a chance to not only bid on fantastic items, but make a monetary contribution to our last auction item, ‘Clothe-A-Child’, which dresses children in two of our programs: Togs for Tots and Operation School Bell. And you are unable to attend the Gala, you can still support our fundraising efforts on April 5th by committing to a Corporate Sponsorship (in various amounts), where 100% of your donation goes directly to ‘Clothe-A-Child’. If you want your skin to glow, experts at Baylor College of Medicine say all natural products might not be the answer. "Some people think that by going all natural with their skin care, that it will automatically be safer for their skin. That's not necessarily the case," said Dr. Rajani Katta, professor of dermatology at Baylor. Whether it is cleansers or moisturizers, you can still have allergic reactions to the ingredients even if they are all natural or organic. Many natural ingredients, such as lavender extract or sandalwood oil, are actually types of fragrance additives. Even though these are natural fragrances, they can still cause the same type of allergic reactions. Other natural ingredients, such as tea tree oil, can also trigger allergic reactions. Since it may be hard to pinpoint exactly what is causing irritation or allergic reactions just by reading labels, Katta suggests consulting a dermatologist.

THE OUTLOOK Olympic Fever Can Encourage Physical Activity In Children According to an expert at Baylor College of Medicine, the Olympics are a great opportunity for children to learn about physical activity and goal setting. According to Dr. Jorge Gomez, associate professor of pediatrics in the division of adolescent and sports medicine at Baylor, Olympic competitions will encourage children to do something fun and active. "Research has shown that the strongest predictor of children remaining physically active into adulthood is having experiences of being active with their parents," said Gomez. Oatmeal - Great source of soluble fiber and slow-digesting carbohydratesthat will keep blood sugar and insulin in check so fat burning can stay high. 2. Eggs - A form of well-absorbed protein, healthy fats and Vitamin D (found in the egg yolk). Eggs also contain lecithin, which promotes healthy liver function, thereby helping the body to burn fat. 3. Salmon - High in omega-3 fatty acids, salmon reduces inflammation in the body and lowers LDL and triglyceride levels while raising good HDL levels. Salmon also has a beneficial effect on leptin (hunger hormone) levels in the body, which means it helps to suppress your appetite. 4. Nuts - Another source of fiber and rich in omega-3s, these fats help to regulate blood sugar and protect the heart and the immune system. 5. Grapefruit & Berries - These fruits contain slow-digesting carbs and are rich in fat-fighting fiber. Broccoli also contains phytochemicals that can help enhance fat loss. 8. Cinnamon - Helps to reduce blood sugar levels, which in turn prevents the body from storing sugar as fat. Add it to your oatmeal and yogurt to enhance flavor without adding calories. 9. Green Tea - Drink this! Not only is green tea packed with antioxidants, it also contains catechins, a phytochemical that helps speed up metabolism and burn more fat. 10. Beans & Legumes - Great sources of protein and they normalize insulin levels and help keep your blood sugar steady throughout the day. FOLLOW UP ON YOUR HEART HEALTH Eating healthy and exercising are well known tips to keep your heart healthy, but doctors at Baylor College of Medicine say don't forget about the follow-ups. "Many times people will see a doctor and receive a diagnosis of high cholesterol or blood pressure, for example, but they won't follow up with another appointment," said Dr. Joseph Coselli, professor of surgery at Baylor. "These secondary doctor visits are needed to monitor progression of risk factors and to help find the most effective treatment options." Coselli recommends asking your doctor some important questions: • What is a healthy weight for me? • What does a balanced diet consist of? • How do I quit smoking? • What exercises should I add to my daily routine? • What health screenings should I have? • When should I follow up with my next appointment? "You have to be responsible for your health and make important changes to keep your heart healthy," Coselli said.
