The Board met on May 7, and minutes will be posted to the Bella Vista website (www.bellavista-hoa.com/bellavista/ home.asp) after Board approval in June, along with minutes of the May 21 Annual Meeting and accompanying presentation slides. Annual Meeting – By the time you get this, the annual meeting will be over and new Board members elected, but none of that is covered here since our publication deadline is the 15th of the month. This is the first time we will have used electronic voting for people who couldn’t attend or wanted to vote early, and the next newsletter will likely report on how that went. Capital and park improvement ideas presented to gauge community interest will likely be discussed in the June Board meeting and summarized in the next newsletter. Xeriscaping – After much consideration, the Xeriscaping policy was finalized and sent to the attorneys for filing as required by law. It’s conceptually the same as described in past issues of this newsletter and will be posted on the RealManage website.

Annexation – The City and MUDs continue to negotiate toward a resolution on the Reserve Fund issue that stalled the most recent partial annexation effort. Maintenance – In April, Playwell installed new playground bumpers and salvaged a few bumpers for future repairs. The pool painting was completed and the pergolas repaired. Two new tables and a new skimmer will be ordered for residents’ use. Landscaping – A plan to enhance landscaping was approved, including the use of rock where grass has had a hard time growing. Details will be discussed at the Annual Meeting and may be described in a future newsletter. Facebook – Two new members joined our very active Fa c e b o o k g ro u p t h i s m o n t h ( w w w. f a c e b o o k . c o m / groups/60243129318/). We’re now up to 228, but some of the 301 households are missing out on this fun way to socialize and participate in the community. It’s likely they don’t use Facebook at all.

Monthly Board meetings begin at 6pm at the RealManage office (10800 Pecan Park Blvd, Suite 100) on the first Wednesday of each month, and a notice is posted on the Bella Vista website at least 3 days before the meeting.

BELLA VISTA ADOPTS E-VOTING

A growing number of states, including Maryland, Minnesota, Nevada, South Carolina, and Texas, have passed legislation allowing HOAs to offer electronic voting to their members. The BV Board decided to offer this option for property owners unable to attend the annual meeting on May 21 to vote in person, because the benefits are just too attractive to ignore: E-Voting is convenient. Homeowners can study the ballot, candidates, and issues when it’s convenient for them to do so, and then vote from anywhere using a computer, tablet, or smartphone. E-Voting increases participation. Besides the convenience for people who can’t cast their votes in person, it helps the association make quorum and avoid the cost of repeating an election if not enough people vote. E-Voting is a huge time-saver for HOA residents and officials, especially in counting ballots. That’s because results are tabulated as soon as votes are cast, are 100% accurate, and recounting is avoided.

E-Voting is more secure. Only one vote is allowed per property, and while most paper HOA ballots or proxy forms are easily photo copied, it’s very difficult for someone to actually hack into a wellprotected electronic voting system. You will need your Bella Vista customer number to register and vote online at https://bellavista.ivotehoa.com/protected/ accountSignup.php. It will be provided in the Annual Meeting package that’s being mailed to each property owner in early May, but if you don’t get it by May 14, just call Real Manage (866473-2573). The e-voting service we chose allows us to create a personalized voting website for unlimited use with elections, surveys, annexation approval, and mass email messaging. You can watch how it works at the link below and notice the various features such as the ability to write-in candidates and abstain from voting but still count toward making quorum.

WATER CONSERVATION Water your lawn and plants deeply but less frequently to encourage deep root growth and drought tolerance. Don't water your lawn on windy days when most of the water blows away or evaporates. To decrease water from being wasted on sloping lawns, apply water for five minutes and then repeat two to three times.

So far 31 people have joined the group at https://www.facebook.com/ groups/503170979802439/. Can’t wait for the next neighborhood garage sale? This Facebook group will allow you to sell those items you no longer need or want and make room for new ones. It also serves as a great way to meet new neighbors. A few rules to follow:
