By David Schell Remember our joint Wood Glen/Hidden Glen Fall Garage Sale is scheduled for Saturday October 11 from 8 am – 12 noon. This is an opportunity for everyone to host their own garage sale to clear out their old stuff. With everyone coordinating their sales on the same day, we can draw a larger group of buyers. Also, Oktoberfest sponsored by Lisa Hassel, Realtor®, and cosponsored by Tucker Engineering will be on Saturday October 25 from 4 – 7 pm at the Amenity Center. The Social Committee is organizing a BBQ competition and other festivities. If you are interested in entering or helping out, send an email to Anna Warren (anna@upwardspiralliving.com). The board received some feedback regarding the proposed xeriscaping rules and is currently working on revising those rules to take the comments into account. When we get closer to a final draft of the revised rules, I will make those available to the community for review. The board also received a lot of comments regarding the proposed RV parking rules. As a result, the board now has a better understanding of typical RV usage patterns, and it was proposed that we put the RV rules on hold. I want to remind everyone of the CC&Rs regarding RV, trailer, and boat parking. Article X, Section 10 covers Storage of Boats, Trailers, and other Vehicles and Equipment and prohibits the storage of these vehicles in the neighborhood unless they are stored behind a fence constructed for such purpose and approved by the modifications committee. Further, storage is defined as “parking without movement for a period or forty eight (48) hours or more during a period of seven (7) consecutive days.“ It is also noted that removal for short periods shall not affect the running time periods. prohibit parking of RVs and the like in the street, city ordinances state that it is unlawful to park vehicles over 20 feet in length in the street under certain circumstances, such as overnight and unattended. Since Wood Glen currently has no rules to prevent parking in the street, we cannot send violation notices for parking an RV in street to a homeowner. The only remedy available is for Round Rock Police to issue a warning or citation. The management company (CMA) is tasked with enforcement of violations of the CC&Rs, rules and policies of Wood Glen. Enforcement is accomplished according to a policy that includes notices and fines for violations. Under certain circumstances, as outlined in the CC&Rs and the Forced Mow Policy, Wood Glen POA can step in and correct an ongoing violation with any costs for the correction being charged back to the home owner. Generally, this works fairly well. However, there are some challenges. First, our ability to correct an ongoing violation is limited by our policy and by state law for the protection of the homeowners. The result is the ongoing violation needs to be ongoing for many months before Wood Glen POA can take action. This is not very helpful when a home is unoccupied and no one is maintaining the lawn. Sometimes it is also a challenge to identify the correct homeowner. For example, it can be difficult for CMA to identify who’s trashcans that are left by the curb when they are placed at the edge of the property or the trash collectors move them during their collection rounds. Contacting CMA by email (frontdesk@cmaaustin.com) or by phone (512.339.6962) can usually resolve most issues with violation notices being sent to the wrong homeowner.
