STRAY ANIMALS UPCOMING 2015 EVENTS The Board has received complaints about the increase in the number of stray animals in our neighborhood. Kind hearted people are feeding these animals which can lead to an increase in their population as well as a possible health hazard. Leaving food out can attract rodents and other wild animals. It also may make you be considered as the animal’s owner (see the last paragraph). The Harris County Public Health & Environmental Services (HCPHES) Veterinary Public Health Division is responsible for the regulation of animal control in Harris County. The Harris County Rules to Control Rabies require that the all dogs and cats be physically restrained at all times. Restraint is defined as the control of a dog or cat under the following circumstances: (1) When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being who is capable of controlling or governing the dog or cat in question; or (2) When it is within a fully enclosed vehicle; or (3) When it is on the premises of the custodian and the animal does not have access to a street or sidewalk. It further provides for the apprehension of dogs and cats found in violation of this regulation. HCPHES Veterinary Public Health provides a humane, live trapping program for those animals that cannot be apprehended using traditional methods. Information about this program can be obtained by calling 281-999-3191 or at www.countypets.com. People should Micro-Chip their pets to aid in the recovery of their animals if they are apprehended. HCPHES Veterinary Public Health offers Micro-Chipping Services to pet owners in Harris County for a fee. Your vet can also provide this service. Owners are defined as any person that harbors, shelters, keeps, controls, manages, possesses or has part interest in any dog or cat. It is a rebuttable presumption that the occupant of any premises on which a dog or cat remains for a period of seven (7) days or to which it customarily returns daily for a period of seven (7) days is harboring, sheltering or keeping the aforementioned dog or cat, within this definition. If a minor owns a dog or cat or other animal subject to the provisions of these Regulations, his or her parent, or guardian is deemed the custodian of such dog or cat or other animal. Winchester Country GARBAGE COLLECTION GUIDELINES WINCHESTER COUNTRY
ALL waste must be located at the curb by 7:00am each Monday and Thursday. Recycle service is every Thursday. Please place recycle container/s at the curb by 7:00am. Collection of refuse or recycling will not start before 7:00am or continue after 7:00pm on the same day. Exceptions would be due to unusual circumstances.
Refuse must be either in containers or bags not exceeding 40-gallons or 40-pounds. Household garbage is defined as waste generated inside the house, exclusive of any construction or remodeling debris.
Trees, shrubs, brush trimmings and fencing must be tied and bundled in lengths no greater than 4feet with no branch diameter exceeding 3-inches.
Heavy/Bulky waste/items (limit 2) must be located at the curb of each residence. Items such as appliances, furniture, carpet up to 1 room (rolled up 4-feet wide and less than 40-pounds), cardboard boxes (flattened).
By Federal Law, refrigerators and freezers or any other items containing Freon must be drained of Freon and have an accompanying bill to validate such service was performed.
Items excluded from normal collection are dirt, rocks, bricks, concrete, tires, batteries, motor oil, cooking oil, waste generated by a private contractor or any materials or items deemed hazardous or flammable.
WCA will leave a tag explaining the reason for non-collected item/s.
Special collection of other than normal amounts of residential refuse, yard waste or bulky items, if notified in advance, WCA will meet with resident prior to collection day to determine a price.
Holidays: If a scheduled collection day falls on any of the following holidays, service will be resumed the following scheduled pick up day. WCA observes the following holidays: New Years Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day.
