Woodwind Lakes Street Lighting Street lighting improves pedestrian visibility and personal security. On streets with lots of trees, street lighting scaled to pedestrians (low lights) illuminates the sidewalks even after the trees grow big and tall. Street lighting improves safety by allowing pedestrians and motorists to see each other. It also adds to personal safety and aesthetics. While most school walking activity occurs during daylight hours, the morning school trip in the middle of winter often occurs during hours of darkness. Also many school activities occur during nighttime hours.

Street lighting is a key organizing streetscape element that defines the nighttime visual environment in neighborhood settings. Street lighting includes roadway and pedestrian lighting in the public right-of-way. Street light poles and fixtures can also create a defining visual characteristic during daylight hours. Quality street lighting helps define a positive neighborhood character and supports nighttime activities. The quality of visual information is critical for both traffic safety and pedestrian safety and security.Lighting should be designed not only for vehicular traffic on the roadways but also for pedestrians on sidewalks and pedestrian paths. The owner of the property in which the tree, hedge or shrub is situated is responsible for ensuring that the foliage is properly maintained. The Woodwind Lakes HOA can't fund pruning of private trees from around established street lights. Please be a good neighbor and prune your tree to allow the street lights to properly light up our sidewalks for residents’ safety.

This question comes up often and the assumption seems to be that Harris County is responsible for the street trees planted between the sidewalk and the street. The correct answer, however, is that maintenance and care of the street tree is the responsibility of the homeowner.
