CANYON GATE AT NORTHPOINTE OWNER’S ASSOCIATION BOARD OF DIRECTORS MEETING MINUTES APRIL 25, 2019

Homeowner Input: There were four (4) residents in attendance. Resident discussions included complaints regarding loose dogs and owners without dogs on a leash, extra newsletter copies for the office, loose speed bumps, deed restriction enforcement time to repair, speeding in the community, if the loan payment is included in the preliminary reserve study and if there is enough funding for maintenance of the private streets. An article will be placed in an upcoming newsletter to remind owners that loose dogs are not only against the deed restrictions, but also against the law. A work order will be submitted to repair the speed bumps. The response time for deed restrictions in per the Texas Property Code. Owners can contact the office and request additional time as also advised in the notices. The questions raised regarding the reserve study will sent to Association Reserves for a response and update if needed. Call to Order: Lee Stubbert called the meeting to order at 6:53 p.m. Lee Stubbert, Mike Roper and Patrick Kennedy were in attendance. Sherry Carthane and Greg Creel were unable to attend the meeting. Also in attendance were Deputy David Enstrom, Association Manager, Tally Jenkins, CMCA, AMS, PCAM and Anna Johnson, HOA Assistant. Adopt Agenda: Upon a motion by Patrick Kennedy, seconded by Mike Roper the Board unanimously adopted the agenda. Sheriff’s Report: Deputy Enstrom reported there were was 1 burglary of a motor vehicle, 3 criminal mischief and 1 broken window reported. Financial Reports: Tally Jenkins reviewed the Financial Report for the month ending March 31, 2019. Upon a motion by Mike Roper, seconded by Patrick Kennedy the Board unanimously accepted the financial report as presented. Manager Updates: Tally Jenkins provided community updates as follows: a). Introduce new Administrative Assistant – Anna Johnson. b). Current deed restriction violations (804 open violations. This list also includes multiple violations at individual addresses) b). Spring Garage Sale – April 27, 2019 c). Pool Opens – Weekends beginning May 4, 2019 d). CPR & First Aid Class – There was not enough registrants to hold class. Will reschedule. e). HCSO Educational Programs – Working on date to hold class f ). New Resident Class - Date to be announced when determined. g). Ziploc bags for Kids Meals – Collecting sandwich bags until June 1st. h). Reminder that any announcements (including graduation) should be submitted to office no later than May 5th to be included in the newsletter. Interim Decisions: a). Approved repairs to sprinkler system at a cost of $4,265.35 b). Election of Officers – The Board elected officers as follows: President – Lee Stubbert Vice President – Sherry Carthane Treasurer – Greg Creel Secretary – Patrick Kennedy At-Large – Mike Roper Old Business Northpointe Perimeter Fence – The Board was advised that sections of the Northpointe Perimeter fence had fallen and were propped up to enclose the owners rear yards. The Board reviewed proposals to replace the fence as follows: AMC Access Control – 1564’ @ $25 at a total cost of $39,100.00 Includes trim Atlas Fence – 1822’ @ $28.59 at a total cost of $52,083.39 Do Fence – 1625’ @ $25 at a total cost of $40,625.00. Includes trim/haul off Upon a motion by Mike Roper, seconded by Patrick Kennedy the Board approved the proposal from DO Fence. A letter will be sent to all impacted owners prior to the replacement of the fence. Reserve Study Update – A copy of the preliminary version of the recently completed Reserve Study was provided to the Board to review. Copies were also available for the residents in attendance. The reserve study will be posted to the website pending review by the Board and any needed updates. Easter Egg Hunt – Tally Jenkins reported that the Easter Egg Hunt was a success. Air purification for A/C units – Tally Jenkins reported the installation of the air purification system is complete. Elliptical Machine Replacement – The Board previously postponed any action regarding the elliptical machine pending the receipt of additional quotes. The proposal received from Marathon Fitness at a cost of $4,894.52 is $1,100.48 less than the cost from other providers. The elliptical warranty is as follows: 1 year parts and labor, another year of parts only and 7 years for the components. Upon a motion by Patrick Kennedy, seconded by Mike Roper the Board unanimously approved the replacement of the elliptical machine. N. Eldridge Camera Upgrades – Tally Jenkins advised the Board that the installation of the license plate cameras is complete. New Business Sheriff ’s Contract – Tally Jenkins reported that Harris County advised that the cost of the Contract Deputy Program will increase 4.9% effective March 1, 2020. This information was also provided to the MUD #280. Street Signs, Stop Signs and Curb Damage – The Board was advised that an audit of the street and stop signs within the gated sections of the community was performed and there are 64 double sided street sign blades that need replacing at 40 intersections and 14 stop signs. sign or the pole is leaning and needs repair and/or replacement. A blade was recently replaced at Canyon Valley and Del Norte Canyon Drive. The replacement was more expensive than initially projected as the brackets and hardware were weathered to the pole and their removal was difficult and labor intensive. It is recommended that both sign blades be replaced at one time along with the hardware. It was also noted that there are at least 14 areas where the curb is damaged and needs repair. Proposal will be solicited and presented to Board once the sign company determines how best to bid the project. Treadmill – The Board was advised that the electronic board that operates one of the treadmills in the fitness room has failed. The repair cost is $1,000.00. A proposal was presented to replace the treadmill at a cost of $4,515.65. Upon a motion by Patrick Kennedy, seconded by Mike Roper the Board unanimously approved the replacement of the treadmill. Appointment of Trustee and Resolution Regarding Authorization to Proceed with Foreclosure: Upon a motion by Lee Stubbert, seconded by Patrick Kennedy the Board unanimously approved the Appointment of Trustee and Resolution Regarding Authorization to Proceed with Foreclosure for the following accounts:

There was no action required to be taken. Reconvene Regular Session: The Board reconvened into the regular session at 8:10 p.m. The Board unanimously approved waiving the deed restriction fines for two accounts due to extenuating circumstances. Adjournment: The meeting adjourned at 8:12 p.m. The minutes were approved at the June 20, 2019 Board Meeting.

Here are five ways to keep your lawn green and healthy as it comes out of a chilly winter and prepares for summer’s heat. 1. Slightly before the start of spring, protect your lawn from crabgrass. 2. Rise, shine, and water your lawn. Watering early helps keep the lawn hydrated throughout the day. Lawns need an inch of water per week, which comes out to about 20 minutes of watering three times a week. 3. Don’t just accept a brown lawn in summer—keep it green with these tips. 4. Mow your lawn to a height of 2-to-4-inches depending on your grass type and avoid trimming more than 1/3 of the lawn’s height at one time.

HOW TO TAKE CARE OF A LAWN IN FALL The fall season is the ideal time to prep your lawn for a dormant winter and tee up next year’s growth. Here are five things you should do for your lawn in fall. 1. If you have grass like tall fescue, overseed in early fall. 2. Waterless as the temperature ticks down. In fall, your lawn only needs to be watered once or twice a week. 3. Speed through fall leaf cleanup by breaking down leaves with a mulching mower. 4. Pencil in the last mow of the season right around November. 5. Apply fertilizer to your lawn a couple of weeks before winter’s freeze. (Feed is a term we are getting away from; maybe reword: Provide your lawn with fertilizer.

Canyon Gate (Continued from Page 5) Problem: You fertilized your lawn, and now it’s turning yellow. Solution: Too much fertilizer can burn your lawn. Luckily there are a few ways to turn things around. Start with water, then try out other repair tips if needed. Problem: Your lawn’s been overrun by weeds. Solution: Your task is to make your lawn a place where weeds won’t want to grow. Keeping up with proper mowing, seeding and fertilization will help. Problem: Your lawn is turning brown in summer. Solution: After 2-3 weeks with no water, lawns go dormant. Without being watered, dormant lawns can survive drought for up to 4 weeks. o If your lawn is in drought-induced dormancy longer than 4 weeks, it needs water to survive immediately. o Remove any weeds since they compete with turf for the limited water. o Aerate your lawn this fall. Tips for Dealing with Neighbor Disputes We all can just get along. The key? Communication. It’s often the best way to prevent and resolve conflict before it reaches the legal system. You don’t have to be friends or spend time together to achieve a peaceful coexistence, but you should try to be a good neighbor and follow these tips: • Say hello. At the mailbox, while walking the dog or when you see a moving van arrive, introduce yourself. Learn your neighbors’ names and regularly offer a friendly greeting. • Provide a heads up. If you’re planning a construction project, altering your landscaping or hosting a big party, contact your neighbors beforehand. • Do unto others. Treat neighbors as you would like to be treated. Be considerate about noise from vehicles, stereos, pets, etc. • Know your differences. Make an effort to understand each other. Differences in age, ethnic background and years in the neighborhood can lead to different expectations or misunderstandings. • Consider the view. Keep areas of your property that others can see presentable. • Appreciate them. If the neighbors do something you like, let them know. They’ll be pleased you noticed, and it’ll be easier to talk later if they do something you don’t like. • Stay positive. Most people don’t try to create problems. If a neighbor does something that irritates you, don’t assume it was deliberate. • Talk honestly. Tolerance is important, but don’t let a real irritation go because it seems unimportant or hard to discuss. Let your neighbors know if something they do annoys. • Be respectful. Talk directly to your neighbors if there’s a problem. Gossiping with others can damage relationships and create trouble. • Remain calm. If a neighbor mentions a problem they have with you, thank them for the input. You don’t have to agree or justify any behavior. Wait for any anger to subside before responding. • Listen carefully. When discussing a problem, try to understand your neighbor’s position and why he or she feels that way. • Take your time. Take a break to think about what you and your neighbor have discussed. Arrange to finish the conversation at another time. Stay cool with this super-simple Strawberry Lemonade Frozen Pie. 1 container (23 oz) of frozen sweet strawberries (thawed) 1 package (3.4 oz) of instant lemon pudding mix 1 container (8 oz) whipped topping 1 graham cracker crust (9 in.)
