Soccer Field Closure for Winter Maintenance
The Towne Square, Bella Mar and Westridge Park soccer fields will be closed. All three fields will be aerated, verticut to remove thatch, overseeded with rye grass, and top dressed in compost to level any low spots. The fields will be heavily watered over the following month to ensure that the rye seed germinates properly. Usage of the fields during this time may cause damages to the playing surface. The HOA is asking all residents to help protect the investment made in the soccer fields last year by staying off the fields. This temporary field closure will ensure that the soccer fields are ready for action when the fields open again on February 1, 2022. For all general questions or concerns, please call or email GrandManors staff at 512-266-7553 or steiner@ciramail.com.
Community Compliance Reminders
As you plan your outside decor for the upcoming holidays, please observe the following Steiner Ranch rule regarding holiday decorations on the exterior of your property: Holiday decorations (excluding Christmas) may be put out up to fourteen (14) days in advance of the holiday in question. Decorations must be removed no later than seven (7) days after the holiday. Holiday decorations may be put out beginning November 1st and must be removed by January 15th. Have a wonderful holiday season!
Keep Steiner Ranch Beautiful
Clean Up Decorated Community Trees By January 2nd If you plan on decorating a tree this year along Quinlan Park Road, Bella Mar Trail, Flat Top Ranch Road, and other parts of the neighborhood, please do your part to keep Steiner beautiful by removing decorations by January 2nd. Please make sure to keep your tree maintained throughout the season, as the HOA will not maintain decorated trees, and consider using biodegradable decorations. Whatever your décor, be sure to fasten decorations securely in place. No advertising or marketing materials allowed for tree decorating purposes. Decorations not removed by the 2nd will be recycled or disposed of by HOA staff. Should the HOA have to devote excessive resources to holiday tree décor clean up, this tradition may be in jeopardy.
Keep the tradition alive and remove your decorations! Copyright © 2021 Peel, Inc.

Don’t Ring In 2022 With Fireworks in Steiner Ranch!
FIREWORKS & FIRECRACKERS ARE PROHIBITED Steiner Ranch Fireworks Policy Residents are reminded that fireworks within Steiner Ranch are prohibited by the Steiner Ranch Master Association and Steiner Ranch Residential Association. There are a number of reasons for this: 1) The use of fireworks places homes at serious risk of fire. 2) The topography and green space of Steiner Ranch is conducive to fires. 3) Federal rules regarding management of the Balcones Canyonlands (which borders Steiner Ranch) impose significant restrictions on activities that may affect wildlife therein. Serious penalties for violation can be imposed by federal officials. 4) Homeowners are entitled to the peaceful enjoyment of their property. Should you believe a violation is occurring, please complete a " Report a Restriction Violation" as soon as possible at https://www.ciranet.com/ ResidentPortal or immediately following an occurrence. Physical and/or photographic evidence is essential in substantiating a violation. Ranch Record - December 2021

Firewise Focus – Reducing Wildfire Danger from Fallen Leaves by Brian Tarr, Firewise Committee Volunteer
Wind-blown embers that ignite spot fires are responsible for the destruction of 85-90% of the homes lost to wildfires in the United States. If, like me, you have been raking leaves for several weeks, you have been doing important work to mitigate the risk of wind-blown embers igniting leaf litter spot fires around your home. Wind-blown embers will typically accumulate in the same places that fallen leaves will accumulate around your home. Therefore, it’s very important to remove accumulations of fallen leaves to mitigate the risk of an ember ignited spot fire destroying your home.
The winners of this year's Halloween spook-tacular contest were: Most Spooky - 13105 Appaloosa Chase Drive Most Fun - 11709 Palisades Parkway Most Creative - 4105 Gazley Lane Overall Favorite - 12925 Appaloosa Chase Drive Thank you to all that entered the contest and to everyone that participated and cast their vote! Winners received a yard sign and a themed basket sponsored by:
Where to Look for and Remove Leaf Litter Accumulations • Under bushes, shrubs and hedges • Each side of wood fences; especially where they meet the side of the house • In the concave corners formed by the shape of the house or fences • Under wood stairways and decks • On the roof in shallow sloping valleys and behind chimneys or skylights • In roof gutters Strategies to Minimize the Work of Removing Leaf Litter Accumulations • Keep bushes, shrubs and hedges trimmed-up at least 6 inches above the ground (to make it easy to blow leaves out from under them) and use gravel or river rock instead of mulch in landscaping within 5ft of the house. • Provide easy access to remove accumulations of leaves from under wood stairways and decks (or screen-in these areas to exclude both leaves and embers). • Keep large trees trimmed to 6 - 10 ft away from the sides of the house and at least 10 ft above the roof. • Install an effective type of leaf excluder screen on gutters that are prone to fill with leaves. The following pictures illustrate the implementation of these strategies around my home in Steiner Ranch. Ranch Record - December 2021
Once upon a time, there was Cesar and there was me. We met in the enchanting Budapest, Hungary, over 17 years ago, where Cesar was living at the time. Before that, he lived in Canada, several countries in Asia, and finally, work brought him to Hungary. Cesar was born in Arkansas to MexicanLebanese parents. I was born and raised in Hungary, lived for a while in the United Kingdom, and later worked for the Irish government in Hungary. Hungary is located in Central Europe and borders seven different countries. It is about the size of Indiana State with a population of greater Chicago area, and we speak a unique language, Hungarian which is considered one of the top ten most difficult languages to learn in the world. It has no connection to any other language families. Our journey started in Budapest, Hungary, then with a curve towards Ukraine and Russia and back to Hungary. Finally, we decided to move to the United States eight years ago with a quick layover in Houston and then to Austin. Austin was always a favorite place for Cesar to return to while spending twenty-five years working internationally. We have two wonderful girls, Elena (Eli) and Olivia (Oli), who were born in Hungary. Our energetic “Elastigirl” Elena is a great dancer who strengthens the amazing Dyami Dance team and is a flutist in the fantastic Band at Canyon Ridge Middle School. While our dog-loving, full of energy, Olivia is in her final year at Steiner Ranch Elementary. Both girls have been swimming year-round almost since they were born, and I can tell you winters in Hungary are cold. Not Hill Country cold! As they love water so much, having access to the pools so close to us is fantastic for them here in Steiner. It doesn’t happen everywhere in the world. And for sure you can find us at the pool in the wintertime. The steam rising from the Bella Mar pool on cold days is a special feeling for us. Another feature we quickly fell in love with is the Club House at Lake Austin. Kayaking, paddleboarding, swimming in such a picturesque nature makes us feel we are on vacation every time we spend time there. In addition to the hills, lakes, more hills, trails starting at your doorsteps, the neighbors we have become friends with “in the hood” makes this a great community to live in. And, having a brother in Steiner makes it a bit more special. Living in so many countries allowed us to learn and celebrate unique traditions, like Eastern European, Orthodox, Western European, the United States, and for Cesar, Asia. We, as a family, celebrate American and Hungarian holidays. It has been essential for us that the girls are connected to both their Hungarian and American roots. In Hungary, we would celebrate August 20th State Foundation Day that celebrates the crowning of Hungary’s first King, Saint Stephen. It is observed very similarly with the U.S. Independence Day, with stately fireworks crowning the celebration. Hungary is predominantly Catholic from the religious holidays, and Easter is observed similarly to here; however, both Good Friday and Easter Monday are holidays, and the Easter egg hunt takes place on Monday. Also, on Easter Monday, boys would go door to door to spray girls with water, and in return, the girls would give out hand-painted eggs or chocolate eggs. Another holiday we celebrate a bit differently is Halloween and All Saints Day.

Continued from Page 14 Hungarians honor All Saints Day on November 1st. On this day, people set off to the cemetery, decorate the tombs with flowers, and light candles for their loved ones who passed away. As it turns dark early in November, it is magical to see those flickering lights in the dark, and the cemetery turns into a large flower garden. Families might gather at the tombs and visit each other for a while. Since living in the United States of America, we carve pumpkins with friends as an annual neighborhood event, and we dress up for Halloween and Trick or Treat from door to door. On November 1st, our family lights many candles in our home in memory of our loved ones who passed away. Hungarians do not celebrate Thanksgiving however we observe Saint Nicholas (Mikulás or Télapó) Day on December 6th. Our children clean their boots and place them in the window on the evening of December 5th before they go to sleep. By next morning ‘Mikulás’ and his helpers will fill them with fruits, nuts, candies, chocolate, or little toys if they behaved well during the year. But those who were naughty only get ‘virgács’, gold-colored birch twigs tied with a piece of red paper as a symbol of punishment. ‘Virgács’ is given by the ‘krampusz’ (mean elves), and the goodies are given by a good angel who accompanies ‘Mikulás’. ‘Mikulás’ tradition derives from a 4th century Christian Saint, Nikolaos of Myra, a bishop of Myra in the Roman Empire, who secretly gave gifts to people.
We put up the tree a few days earlier than Christmas and decorate it mainly with handmade ornaments. Another Hungarian tradition is glue (hot) wine and making a large pot of stuffed cabbage (sauerkraut-based stew with meatballs), which goes well with cold weather. To start the New Year, we eat lentil soup on New Year’s Day to bring us good luck and wealth in the new year. Wishing you all a Merry Christmas! Happy Holidays! And Happy New Year!
Mákos Guba (Poppy Seed Bread Pudding) Hungarian Christmas Dessert Ingredients: 5 plain bagels 700 ml milk or rice milk or enough to lightly soak the bagel slices 150 g ground poppy seeds Sugar ¼ tsp vanilla extract
Instructions:
Slice the bagels thinly and place them in a big bowl or pot. Grind poppy seed and sugar together. I usually like to have a balance of dark gray mix after grinding. Heat up the milk slowly, add the vanilla, and make sure it doesn’t burn in the bottom of the pot. Start spreading the milk over the bagels evenly that the slices soak up the milk nicely. You can always add extra warm milk if necessary. Spread the poppyseed mixture over the bagels and serve it or you can toss everything together in a bowl and serve it. This version is ready just like that, but you can also bake it in the oven for around 20 minutes. A common addition if you bake it in the oven is vanilla custard.
(Olivia and Elena celebrating Saint Nicholas Day on December 6th) Christmas is a big celebration in Hungary, which we celebrate here with a few differences. While families here put up the Christmas trees soon after Thanksgiving, in Hungary, most families do it on Christmas Eve, December 24th, and presents get under the tree only that evening (representing Baby Jesus’ arrival). Christmas Eve is spent with our immediate family with a traditional meal: Hungarian fish soup and Mákosguba (Poppy Seed Bread Pudding). For Hungarians, Christmas Day is considered the second day of Christmas and is spent with extended family. We celebrate Christmas in both the Hungarian and American ways.

News from the Trails Committee by Sterling Gray
Did you you know that we have nearly 20 miles of nature trails in Steiner Ranch? That’s a lot of miles – especially when you consider that our trails are “maintained” and “improved” solely by community volunteers. The big winter storm in February and the plentiful rain this year have increased maintenance requirements even more than normal. While we usually get a decent turn out for our monthly Trail Work days – we sure could use more help. Do you use the trails regularly? Appreciate having this incredible asset right in our back yard? Have a child who needs “service” hours for school or a service organiziation? If the answer to any of these questions is yes – come on out and help us preserve this wonderful amenity. Our monthly trail maintenance events are held the fourth Sunday of each month. Visit the Steiner Ranch Trail Committee Facebook page (https://www.facebook.com/ srtrailcommittee) for times, locations and more details. Typical trail maintenance work includes trash pickup, cutting overgrowth, improving drainage, or bigger projects such as installing benches and bridges. No matter your age or skill – your help will be greatly appreciated. During a particularly heavy rain event in October, one of our newer bridges on the Westridge Canyon trail was dislodged and washed downstream. Several volunteers recovered the bridge and constructed new concrete footers to more securely attach the bridge. Hopefully it will withstand anything Mother Nature can throw at it. If you’d like to help with projects like this or other trail maintenance, please join us on the next monthly trail work day. Till then, enjoy our cool, clear winter days by getting out on our amazing trails in Steiner Ranch!

Reducing Wildfire Risk on the Balcones Canyonlands Preserve by Johanna Arendt and Jeremy Hull, Travis County Balcones Canyonlands Preserve
Work crews are busy again this fall working to reduce wildfire risk in the Balcones Canyonlands Preserve (BCP) next to Steiner Ranch. They began work in October and will continue through December, maintaining shaded fuel breaks that were first created in 2016 and 2017 around Bell Steiner Ranch Apartments and behind homes along Woodland Hills Trail North, Mira Mesa Drive, and Horseback Hollow (see map). What is a Shaded Fuel Break? After the 2011 Labor Day fires, Travis County worked with the City of Austin and other partners to study fire behavior in Central Texas and identify the best fuel mitigation techniques for the region. The main tool used for reducing the spread of wildfire in the juniper-oak woodlands of the BCP is the “shaded fuel break,” a narrow strip of land, up to 100 feet wide, where select understory vegetation is removed or pruned. Removing these “ladder fuels” reduces the risk of surface fires reaching tree canopies, lowering the risk to homes and businesses. Unlike a traditional Close-up map of the shaded fuel breaks Travis County is maintaining this season firebreak, shaded fuel breaks leave the tree canopy intact to shade out grasses and other fine fuels, which are more likely to ignite than live trees. Our Work at Steiner Ranch Travis County and the City of Austin conduct fuel mitigation projects every year on the BCP from September through February, focusing on areas where the preserve borders development. Steiner Ranch has been a top priority for these risk-reduction projects; Travis County has created more shaded fuel breaks in Steiner Ranch than on any other part of the BCP. The accompanying map shows where shaded fuel breaks have been completed on the BCP at Steiner Ranch. The County maintains these areas periodically to remove new understory growth and dead vegetation. This year, maintenance is being done on the shaded fuel breaks around the Bell Steiner Ranch Apartments and behind homes along Woodland Hills Trail North, Mira Mesa Drive, and Horseback Hollow. Shaded fuel breaks are generally created along the forest edge where the preserve meets development. In some places, the BCP borders privatelymanaged greenspace and the County has collaborated with entities including the SRMA to create shaded fuel breaks where the SRMA-managed forest meets homes and other buildings. Some sections of the Steiner Ranch-BCP boundary have not been treated due to topography; shaded fuel breaks are less likely to be effective on hillsides, and steep slopes can be dangerous or even inaccessible for work crews and their equipment. What You Can Do - Harden your home and create defensible space: When fires do occur, the greatest risk to homes is from embers, which can travel more than a mile from the fire. The best way to protect your home is to minimize areas that are likely to burn if embers land there. This “hardening” of your home can include sealing openings, screening vents, and cleaning gutters. Other helpful actions include removing, moving, or replacing flammable elements like piles of firewood, flammable outdoor furniture, and wooden fences and decks. Learn more about creating defensible space from the Central Texas-specific Ready, Set, Go!: https://www.traviscountytx.gov/fire-marshal/prevention/ wildfire-preparedness and the Austin-Travis County Wildfire Coalition website: https://www.wildfirecoalition.org/home.html. For recommendations tailored to your home, you can request a free Home Ignition Zone (HIZ) Evaluation by emailing your request to SRfirewise@gmail.com or contacting Copyright © 2021 Peel, Inc.
Will Boettner with the Travis County Fire Marshal’s Office (512-763-9686 or Will.Boettner@traviscountytx.gov). - Prevent Fires from Starting: More than 90% of wildfires are started by people or man-made infrastructure like power lines, so practicing fire-safe behavior can go a long way towards preventing wildfire. The Travis County Fire Marshal’s Office website will also tell you if a burn ban is in effect and provide tips for safe outdoor cooking and work such as welding, cutting, and grinding (https://www.traviscountytx.gov/fire-marshal/prevention/wildfirepreparedness). What Not To Do Please be aware that some common “fuel reduction” strategies can actually increase wildfire risk. For example, clear-cut woodlands often become grasslands, which are more likely to ignite than live trees. When removing vegetation, also consider proper disposal – piles of dead branches can themselves become fuel. When trimming, please also respect property boundaries. It’s illegal to cut vegetation on someone else’s property without permission, or to dump yard trimmings over the fence. Not only does this potentially increase community wildfire risk and damage important wildlife habitat, it could also result in civil or criminal penalties. It is also important to take measures to prevent oak wilt. The best time to prune oaks is during late fall. Regardless of season, all cuts or other wounds to oak trees, including freshly-cut stumps and damaged surface roots, should be treated immediately with paint to prevent exposure to disease-carrying insects. You can use any type of paint, including latex, oil-based, spray-on, brush-on, or wound dressing. Steiner homeowners adjacent to SRMA-managed wildlands, which are different from the BCP, may be able to conduct fuel mitigation on those wildlands after receiving permission from the SRMA Architectural Committee. This is not allowed on BCP-managed property. If you’re not sure whether your home is next to the BCP, you can visit the interactive map at https://www.travicountytx.gov/bcpmap or contact us at BCCP@ traviscountytx.gov. Reducing Risk is a Community Effort Reducing wildfire risk helps protect lives, homes, and businesses, as well as the rare endangered species habitat found on the BCP. While the oakjuniper woodlands found on the BCP are not susceptible to frequent fires, under extreme circumstances like prolonged drought and high winds, wildfires in this region can be destructive. We will never forget the fires of 2011 when 57 homes were destroyed in Travis County. For this reason, BCP managers work continually to reduce wildfire risk, partnering with neighboring communities and local fire-fighting entities to leverage available resources and maximize impact. BCP managers are also active in the Austin-Travis County Wildfire Coalition, which completed a Community Wildfire Protection Plan in 2014 to guide regional wildfire-risk reduction efforts. Through the collaborative efforts of homeowners, wildland managers, and local fire departments, both private property and the region’s remaining wildlands can be protected from the devastation of wildfire. For This map shows the shaded fuel breaks on the more information about the Balcones County-managed parts of the BCP. It does Canyonlands Preserve, please visit not show the SRMA-managed greenbelt or https://www.traviscountytx.gov/ any fuel mitigation work that may have been done there. tnr/nr/bcp. News You Can Use
Water Conservation Now Means Lower Wastewater Rates Year-Round By WCID17
As we move into the winter months, WCID 17 would like to remind customers to conserve household water use for their upcoming winter wastewater averaging. Winter waste water averaging provides WCID 17 a measure that represents the wastewater volume discharged from your home. Wastewater lines do not have a meter so your water meter measures the volumetric incoming water rate that is representative of your outgoing wastewater.
WCID 17 averages household water usage each year during the billing cycle that begins November and passes through the water meter until the February meter reading. This period of time is used since water usage during these winter months is generally only inside household use, and is a good measure of the volume sent to the wastewater system. This coming year (2022) WCID 17 customers will notice a change in their wastewater monthly fee beginning with the invoice mailed out in April, 2022. This change reflects the winter averaging of household water usage from the billing cycle that began November 2021 and lasted through the meter readings of February 2022. For those customers that did not live in the District or have usage during this period, the wastewater average of District customers is set at a default wastewater average, which is 8,000 gallons per month for residential customers. A customer must have at least 60 consecutive billing days of water usage for a calculated wastewater average. You may contact the District office for more information on this process. Minimizing your water usage during these winter months can lower your wastewater costs every month of the year ahead. Remember, some ways to conserve water are to stop irrigating through the winter months of dormancy, wash only full loads in the dishwasher and washing machine, take shorter showers and fix leaky toilets and faucets. Conserve water over the Winter and save money all year! 20
