City of Austin Bulk Collection Traditionally, Circle C’s Community Garage Sales have coincided with bulk collection, so residents could normally simply leave any unsold items on their curb. However, due to “staffing shortages related to COVID-19 and difficulty filling open vacancies,” the City of Austin (CoA) has announced a suspension of large brush and bulk collections for residential curbside customers. Their website states: “Curbside customers are encouraged to donate or gift unwanted bulk items in good condition or hold on to them until service resumes.” Branches, shrubs, tree limbs, and yard trimmings may be delivered to the Hornsby Bend Biosolids Management Plant @ 2210 FM 973, Austin, Texas (Open Monday–Saturday) For clothing and houseware items, residents may arrange a pickup through a joint partnership with Austin Resource Recovery (ARR) and Goodwill by going online or calling 512-637-7196. Collection bags will then be mailed to the resident that scheduled a pickup and bags may be set outside only on the scheduled collection day.
Irrigation After the Rain: Our Circle C office often receives correspondence from concerned residents regarding high spraying of water near retention ponds during or after a rain. Please don’t worry. The water is likely recirculated water being sprayed further into the landscape to prevent stagnant water in the watershed. Circle C has multiple City of Austin watershed retention ponds that capture stormwater and use that water to irrigate the surrounding landscape.

FM 1826? Not Since 1954 On April 2, 2013, the Travis County Commissioner sent an official request to the City of Austin (CoA) to “consider and take appropriate action on an Interlocal Cooperation Agreement between Travis County and the City of Austin for FM 1826 Slaughter Lane Sidewalk.” Although the Texas Department of Transportation (TxDOT) is responsible for the road and its immediate area in that location, the document mentions that TxDOT will not fund the “FM 1826 Slaughter Lane project [that] will extend an existing sidewalk along FM 1826 from Summervale Drive to Seton Southwest Hospital’s north entrance.” So, the CoA and Travis County agreed to split the cost for the installation and maintenance of the sidewalk so the community, including Gorzycki MS, will have walkable access to the hospital, should they need it. What is wrong with this official document? Well, other than the fact that the responsible party won’t pay for the road, there is one oversight of both Travis County and the CoA in their interlocal agreement: they used the wrong name for the road! FM 1826 has not been “FM” since September 29, 1954. “FM” stands for “Farm to Market,” and FM roads were created to “get the farmer out of the mud.” They started out as dirt roads but elevated their status once the roads received pavement. FM 1826 was designated on November 20, 1951, and reached from the Hays County Line to US 290. A little under three years later, on September 29, 1954, FM 1826 was extended by 7.9 miles past the Hays County Line to reach FM 966, close to Driftwood. With the extension of the road, TxDOT renamed FM 1826 to RM 1826. “RM” stands for “Ranch to Market,” and RM roads were created to provide ranchers, as opposed to farmers, a reliable way to get livestock to market. Why the Name Change? In their “Highway Designations Glossary,” TxDOT defines an FM road as a “roadway generally in rural areas, so designated by the Texas Transportation Commission.” In the same glossary, TxDOT defines an RM as “a roadway generally in rural areas, so designated by the Texas Transportation Commission.” So, no difference. And really, no given reason to change the name. Even more interesting is that TxDOT continued creating road signs with “FM 1826” as the street name more than half a century after the name change. Although the road sign at the end of Slaughter Lane displays “RM 1826” in large font, the end of Spruce Canyon—a street much younger than Slaughter only 6

2.1 miles away—sports the name “FM 1826” at the intersection. Both Apple maps and Google maps seem to have forsaken the acronym altogether, using simply “1826,” while official documents from both the CoA and Travis County continue to use “FM 1826.” Because Texas. Sources are available on request

In addition to the garage sale, there will be electronics collections provided by R2 Resource Recycling, paper shredding by Intel Armor and the Salvation Army will be available to take donations. Burglarized Mailboxes in Circle C
Along with a flux of holiday season celebrations, gatherings, and gift-giving, the month of December also delivers a rise in mail theft throughout the nation. It seems that those envelopes and packages, some containing gift cards or pricey electronics, are entirely too enticing to thieves in the area. Packages delivered to houses directly and left on front porches are targets for “porch pirates,” and items delivered to mailbox units, known as “cluster mailbox units” (or CBUs), are subject to mail theft. Circle C is no exception. Last December (2021), the mailboxes in our Park West section of Circle C experienced a break-in and mail was stolen. Not too long after, in January 2022, the same thing happened in our Park Place section of Circle C. When mailboxes are compromised and no longer offer a protected location to leave mail, the US Postal Service (USPS) immediately begins the process of holding all respective mail at the post office. For Circle C, that post office location is at 6104 Old Fredericksburg Road in Austin. Residents of both Park West and Park Place have therefore had to wait in lines to pick up their mail for months now while awaiting repaired or replaced mailboxes. Why the Delay in Repairing/Replacing Mailboxes? In today’s fast-paced world of texting, emailing, or video chats, mail sent through the USPS can feel all the more like its ubiquitous nickname “snail mail.” Unfortunately, mostly due to short-staffing, correspondence with the USPS can feel slow as well. Our mailbox burglaries were reported to the USPS in early January and did not receive a response for 40+ days. This could possibly be because many southwest Austin neighborhoods also experienced mailbox damage during the holidays, giving the USPS too many reports to handle at once. When Circle C management inquired about repairs or replacements, USPS indicated that the Circle C HOA would be responsible, but all units, layouts, and designs must first be approved by the USPS. That was confusing because the USPS website’s FAQs state that the first step to determine responsibility for damaged mailboxes is to “verify whether or not the boxes are owned and maintained” by the USPS. “If the LPO [Licensed Post Office] does not service the mailbox, this means the property owner or manager is responsible for the maintenance.” All Circle C resident mailboxes are accessed or serviced only by USPS mail carriers from the LPO on Old Fredericksburg Road. They are the only ones with a master key to the CBU’s to deliver mail. Circle C management has no access to the boxes. After lengthy discussions, Circle C management ultimately agreed to replace the damaged CBUs for Park Place under the condition that from this point on, USPS would be responsible 10

for future maintenance and repair or replacement of the CBUs. The USPS agreed. Why is Circle C HOA Paying for Park Place CBUs and Not for Park West? Gated communities within Circle C are managed by two different HOAs: the primary HOA (Circle C HOA) and a secondary HOA that is selected and paid for by the homeowners behind the gates. Because Park West is a gated community with a secondary HOA, all property inside the gate(s) are considered private property, including streets, streetlights, common areas, and mailboxes. The secondary HOA is responsible for all repairs and maintenance of the gate itself, any streets inside the gate, and all mailboxes behind the gates. The replacement of the damaged mailboxes in Park West last December thus became the responsibility of Park West’s secondary HOA. Conversely, Park Place is not gated, so the City of Austin maintains their street and streetlights, and, in general, the USPS maintains their mailboxes. What Will the New Mailboxes Look Like? The CBUs themselves will be similar looking to the previous ones, but the stone bottom wall under the units is no longer allowed by the USPS. All CBUs maintained by the USPS must now be free-standing on their pedestals only, so that USPS will have full access to the entire unit for maintenance purposes. However, the USPS has allowed Circle C to keep the roof overhead as well as the 2 stone sides. Since the mail center is located near a hill and water drainage is a potential problem, the USPS agreed to allow Circle C to provide a stone retaining wall along the back to deflect the water away from the mailboxes. How Were Our CBUs Burglarized? A simple Google search provides several ways to break in to CBUs, complete with videos and lists of tools needed. Older units tend to be more vulnerable as they are made of a thin aluminum that’s more easily pried open with a simple screwdriver. The damaged mailboxes in Park West and Park Place were manufactured in the early 2000s. Therefore, the newer replacement CBUs should be stronger and less vulnerable. What is Circle C Doing to Prevent Mail Theft?

Outgoing mail slots unfortunately provide a slot large enough to insert a crowbar inside to pry the door open, the most common access for most mail thieves. Once the outgoing mail door is open, thieves have access to all other mailboxes in that CBU (usually 16 boxes). A third method for mail burglary is to somehow obtain a master key, called an “arrow key”. Arrow keys are universal keys that open all CBUs and outgoing mailboxes. In a January–February 2021 article written by Harris County Assistant District Attorney, James Hu, for the Texas District & Counties Association, Hu writes: “Once the arrow key has been secured, the suspect may have the key duplicated. These copies are then distributed to various groups of mail thieves. Once mail thieves have arrow keys, their job just got a whole lot easier. Mail thieves generally travel around in groups of three or four, where someone will drive the car and a couple others hop out and quickly gather as much mail as they can from a box or complex.” While thieves have multiple reasons for stealing mail—ranging from seeking cash, gift cards, or prescriptions—Hu believes identity theft is the largest motivation, though he does mention the robbery of a postal carrier at gunpoint, “just to steal 12pack boxes of Poo-Pourri straight from the postal truck.” It seems as though some mail thieves prefer to have pleasant smelling bathrooms at home.
all but one outgoing mail slot on the CBUs for each mail center. On the one open mail slot, we will take the extra step of installing locking nuts and bolts, so the open slots are much more difficult to burglarize. We will also install solar-powered lights around the 60 mailbox centers throughout Circle C to discourage theft. Although we would love to provide permanent cameras at each of our 60 mail centers in Circle C, most locations do not have a power source nor internet service or WIFI for storage. We do have game cameras that we will rotate throughout our mail centers for periodic video footage. Also, our Circle C management is researching the possibility and costs associated with providing some sort of fence and gate with a code for mail centers, perhaps beginning with one as an experiment. We are also open to suggestions and offers to help. What Can Residents Do to Prevent Mail Theft? •
Check your mailbox as often as possible, at least once a day so mail does not pile up in mailboxes.

Ask your local post office to hold your mail when you are traveling or ask a family member/neighbor to pick up your mail for you.

Keep receipts of all items ordered and/ or shipped via USPS mail so that we have proof of a monetary value of each piece of mail in the event of a burglary. The collective total of all items stolen can add up to a large amount. This allows for a more significant charge and sentence of mail thieves.

How to Identify Ant & Termite Swarmers Soon it will be time for swarming insects to emerge out from their homes in the ground and fly into the air in search of a mate. Usually, this event coincides with warm temperatures and a significant rainfall event but can also occur if you forget to turn off your irrigation system. “Swarmer” or “alate” are other terms used to describe the reproductive stage of ants and termites. These insects have wings when they initially leave the colony, but the wings are either shed or chewed off after they land on the ground and before they form a nest. So, how do you tell them apart? Ant swarmers have antennae that are bent at a ninety-degree angle and are said to be “elbowed”. The area where the thorax and abdomen meet, sometimes called the “waist”, is constricted, narrowed, or pinched. If you find a reproductive that still has wings- they chew off their wings once they have mated and land on the ground- the front wing will be larger than the hind wing and all wings will have few veins. If the wings are missing from the ant swarmer, there will not be a wing stub left on the thorax from where the wing was attached. Male ant swarmers retain their wings after landing on the ground, but they die after mating.
Termite swarmers have antennae that are straight and a thoraxabdomen area, or “waist”, that is broadly joined together. Termite reproductive wings are similar in size and shape and tend to have a lot of veins. Sometimes with termites you may find only wings that have been left behind due to shedding when the termites land on the ground or you may see the termites themselves with or without wings still attached. If you find a termite reproductive without wings, there will be wing stubs, called “scales”, left behind on the thorax. Male and female termite reproductives shed their wings after landing on the ground, pair up, and find a site to begin a new colony.
