It’s time…
After months of planning, Spring Trails will say good-bye to the charming little sales office, more commonly known as the Visitors Center. Overseen and carried out by the capable teams at eStudio (architects) and Benchmark Houston Builders, the Visitors Center will be demolished and in its place a new community center erected. Planning was extended a few months as a result of significant increases in material prices. It was announced last November that the original design had to be reduced to a single story facility to remain within budget. But with a little persistence and a lot of patience the day finally arrived. The resulting design uses a pre-engineered building as the structure of the new facility.This option equated to tens of thousands of dollars in savings. The floorplan includes a large meeting/gathering space with adjoining serving area, a reception area with a small gathering space, a property manager’s office, and much needed storage space. The exterior finishes will compliment the stone used on the
community’s monuments. The interior finishes will be understated using modern earth-tone colors and textiles. A couple of items from the Visitors Center were salvaged in hopes of incorporating them into the design of the new facility. Now for the fun part. The Board of Directors announced in April, the Celebrate Spring Trails photography contest. Winning entries will be used as art-work for the new community center and showcased throughout the facility. But that’s not all. This summer, residents will be asked to participate in a community poll to select a name for the new community center. Contact the Board through Request Manager if you’d like to propose a name to be included in the poll. Updates will be provided throughout construction which is expected to be substantially complete within 200 days of demolition. In the meantime, submit those photographs and share your creative name ideas through Request Manager. It’s an exciting time for Spring Trails!

Spring Trails Community Services Foundation On October 11, 2018, as one of a number of actions taken to improve the Association’s financial situation and offset uncollected assessments, the Board of Directors voted to implement a Foundation Payment (transfer fee) on home sales. As of the effective date January 1, 2019, these funds have been deposited into dedicated bank accounts as required by the Association’s Declaration. As of December 31, 2021 the Foundation balance was $301,669.02. On October 21, 2021, the HOA Board of Directors approved formation and incorporation of the Spring Trails Community Services Foundation (the Foundation), the independent entity responsible for disbursement of Foundation funds. The Foundation’s Certificate of Filing was received from the Texas Secretary of State with an effective date of January 26, 2022.

Stated in the formation document was the purpose of the Foundation: “To promote the recreation, safety and welfare of the lot owners in the Spring Trails Community and to exercise, all of the powers and privileges and perform all of the duties and obligations as set forth in the Declaration of Covenants, Conditions and Restrictions applicable to the property.”. Identified as the original Board of Trustees were Leanne Kessler, Roger Olsen and Cedric Cloud. These members were identified and selected by the attorney representing the Foundation, Daughtry & Farine. Upon formation of the Foundation, Daughtry & Farine presented the Board of Trustees with 2 options to consider: 1. “The newly formed Foundation can start operating as provided in the Declaration and use the funds in the account. In this
scenario, the Foundation and the Association would both operate at the same time and each entity would have its own directors, meetings, elections, budget, etc.” Cost analysis: Operational expenses projected to be $10,000 annually. 2. “The Foundation can give its rights and responsibilities to the Association and then the Foundation would essentially dissolve. We [Daughtry & Farine] would draft an assignment agreement and record it in the property records. The Association would then be able to access and use the funds for the purposes provided in the Declaration.”. Cost analysis: No impact to current income or ongoing operational expenses. It is noted, collection of Foundation payments remains the authority of the Association and HOA Board of Directors under both scenarios. (continued on page 5)

SPRING TRAILS (continued from page 4) At a duly noticed meeting March 17, 2022, the Foundation Board of Trustees voted to assign and relinquish all rights, responsibilities, and obligations under the Declaration in favor of the Spring Trails Community Association, Inc. RAK (random act of kindness): Leave the change. You’ve heard of pay it forward. Next time you’re at the coffee shop, grocery store, burger joint, leave your change behind for the next customer. It’s a small gesture but may be just enough to brighten someone’s day. RAK Bonus: Donate that spare change jar. Do you collect spare change in a jar? Instead of buying that special little something, maybe consider donating it to your charity of choice. Small things can have a big impact.

Looking to add some plants to your garden that conserve water? Consider using some xeriscaping (zeri-scaping) plants in your gardens. Xeriscaping is a landscaping practice incorporating water conserving principles to reduce water consumption and protect the environment. To learn more about xeriscaping, read the article prepared by the Texas Agricultural Extension Service at https://aggie-horticulture.tamu.edu/ extension/xeriscape/xeriscape.html. Please remember that xeriscaping works better in some areas of Texas than others. For example, a plant that might grow well in West Texas or the Hill Country may not do as well in Spring Trails due to differences in soil conditions. The above website will explain all that. And closer to home, the Spring Trails Beautification Committee is excited to announce Saturday in the Garden. Starting in April, members of the Beautification Committee will meet the
first Saturday of the month from 9am – 10am at the Pollinator / Meditation G a rd e n ( a c r o s s f r o m Br o a d w a y Elementary near the walking trail). The mission of Saturday in the Garden is to nurture and care for the garden AND introduce new and experienced gardeners to the joys of gardening as well as provide tips and suggestions for gardening. The Committee especially WELCOMES CHILDREN to the garden. Committee members will chat with them about pollinators and identify simple plants for them to cultivate in their own gardens. Visitors will see the beauty and experience the solace created through this all-volunteer community project. As the garden has matured, it has drawn the attention of many walkers for its unique location and variety of plants. Join us each month through September for a unique gardening experience and opportunity right here in Spring Trails.

HOA Updates
The community pool opened this month. Amenity access cards AND 2022 wristbands will be required to enter and use the facility. Pool rules have been updated to remove all prior year COVID-19 limitations. Below are a few of the updated rules. A complete list of pool rules is available on the website and posted at the pool facility. • Use of the pool is restricted to members in good standing or eligible tenants and their children and guests. • A maximum of 4 guests per household is allowed within the pool area, swimmers and non-swimmers. All guests must be accompanied by a member or tenant at all times. • All members/tenants/and guests must sign in with the pool monitor when entering the pool facility. • Children under 14 years of age must be accompanied and supervised, at all times, by an individual 18 years of age or older. • The following items are PROHIBITED within the pool area and bathroom facilities: • Bottles, glass and other hazardous objects; • Drugs, alcohol, liquor, and/ or wine; • Tobacco and vapor products; • Gum and candy; • Guns and weapons; • Skateboards, scooters, skates, bicycles or other wheeled vehicles; • Animals, except for licensed service animals.
