HOA Living 101
by Angela Thielemans, General Manager How many times have you called the HOA office to report a deed restriction violation, whether it be overnight street parking, a neighbor’s overgrown grass or a boat parked in the driveway? And when you don’t see immediate results, you get frustrated! Sound familiar?
When the 30-day notice expires and the violation is still not cured, it is only then that the Association may start the fining process. The Board recently increased the fines as follows:
As I have explained to so many residents since my short time here, the Association has created rules for the community, and it is absolutely our job to enforce these rules. However, what most folks don’t seem to understand is that we cannot force a resident to comply.
Fines generally do get the attention of a homeowner, but not always and in some extreme cases, the HOA may elect to file a lawsuit. And if the violation is egregious, the HOA may escalate that notice to a Chapter 209 notice, eliminating the Courtesy Notice.
When the Association receives a complaint or the inspector observes a violation, it is the policy of the Association to initially send a “Courtesy” Notice. This notice allows a resident 14-days to comply. Yes, 14 days sounds like a long time, but you must take into consideration that notices are generated and mailed from Dallas. Given the increasingly poor service from the US Post Office, notices can take more than seven days to reach its destination.
We now have a full-time inspector that drives the property daily. However, we may miss something from time to time, so we hope we can rely upon our residents to be the eyes and ears of the community. Rest assured that one who calls in with a complaint is NEVER identified, so your anonymity remains intact. We are unable to give a resident an update on where a violation is in the process, as this is confidential information and cannot be shared with the public.
When the 14-days have expired, the inspector once again reviews the property and the issue remains, a second notice called a “Chapter 209” Pre-Fine Notice. This notice is required as per Texas state law which gives the resident an additional 30-days to cure the violation. During that time, the HOA may not contact that resident or send any further notices.

King Ranch Bluestem
Over the past six weeks, a notorious invasive species has reared its ugly head in the form of King Ranch Bluestem. Not only is this an unsightly burst of growth, but also an unwelcome one. The rapid shooting up of Bluestem seed heads in as little two days causes any grassland affected to appear unkempt in a very short period. Below is a little more about this landscape nemesis. When King Ranch (or KR) Bluestem (Bothriochloa ischaemum var. songarica) was introduced from Europe and Asia in the 1920s and 1930s, it was a desirable species for erosion control. The plant, by its nature, is drought resistant and quickly establishes itself by growing an average of one foot per week. It may have been too effective as it is now considered invasive and its presence threatens the abundance and diversity of native species. Facilities Operations Manager Clif Spangler describes the grassy weed as a nuisance and almost impossible for the city to control from a financial perspective. The City of Arlington is currently on a three-week mowing cycle schedule for medians and rights-of-way. During

the spring and summer, the grassy weed is typically not an eyesore. However, as fall approaches with decreasing daylight hours, KR Bluestem begins to seed out producing long dangling seed heads that can grow at an unbelievable rate of two to three feet in height within seven to 10 days. The introduction of a weekly mowing schedule during the fall months to combat the Bluestem seed heads would be extremely expensive. The cost to mow medians and right-of-ways in Arlington is about $50,000, per cycle. An additional four to six mowing cycles would cost an estimated $200,000 to $300,000 a year. Description: The King Ranch Bluestem is a bunchgrass that grows in tufts with erect or spreading culms 18-48 inches tall. Stems turn a straw color when mature. Leaves are thicker near the collar and the upper surface is covered with long, silky hairs. The stems are naked at the top. Each stem produces a loose, terminal seed head that is usually purplish. On several primary branches spikelets can be found, with a reddish-purple color, whether the spikelets are fertile or sessile.
King Ranch Bluestem blooms with yellow flowers in the early summer, which for more tropical latitudes could start as early as April. This species is winter hardy and can be found from Russia to Northern India. Also, it is more resilient than other Bothriochloa species when facing human disturbance. This is why King Ranch Bluestem is found on highway medians and roadside ditches all throughout central, southern and eastern Texas. Management: Minimal management options are available for the eradication of King Ranch bluestem; timely mowing, controlled-burning and herbicide application can suppress this species. However, the King Ranch bluestem is present on almost every roadside from Harlingen to Jasper, Texas; making eradication or even management of this grass nearly impossible. On an individual level, one can keep an eye out on their property or near their neighborhoods and mow the grasses accordingly or apply herbicide to your property. Eradicating state-wide will be more of challenge and may never occur.

SRMA Approves Shaded Fuel Breaks Grant Submission Submitted by Brian Tarr, SR Firewise Committee Volunteer
Travis County and Lake Travis Fire Rescue (LTFR) take wildfire very seriously, and each year they complete fuel mitigation projects to minimize risk. After the 2011 Labor Day fires, Travis County worked with the City of Austin and Texas A&M Forest Service to study fire behavior in Central Texas and identify the best fuel mitigation techniques for the region. The main tool used for reducing the spread of wildfire in juniper-oak woodlands is the shaded fuel break; a narrow strip in the woodland adjacent to homes or businesses, up to 100 feet wide, where select understory vegetation has been removed. Removing these ladder fuels reduces the risk of surface fires reaching tree canopies, lowering the risk to nearby homes and businesses. Unlike a traditional firebreak, shaded fuel breaks leave the tree canopy intact to shade out grasses and other fine fuels, which are more likely to ignite than live trees. The County has created approx. 5 miles of shaded fuel breaks in Steiner Ranch in the adjacent Balcones Canyon Preserve (BCP) managed woodlands. The County maintains these areas periodically to remove new understory growth and dead vegetation. Unfortunately, some sections of the Steiner Ranch-BCP boundary have not been treated because the steep slopes found there pose a safety hazard for work crews. Removing vegetation from steeper slopes can also cause extensive erosion. Additional 20 miles of Shaded Fuel Breaks Proposed In LTFR’s Jan 2021 report “Wildfire Mitigation Plan for Steiner Ranch Community” an additional 20 miles of shaded fuel breaks was recommended. At the Oct 4th SRMA board meeting the SR Firewise committee received approval to submit a funding request for a National Forest Service “Community Wildfire Defense Grant” to cover 75% of the estimated $2.8 million total cost of this work. If the grant application is successful, work could begin in the fall of 2023. Since work is limited 8

to approx. 120 days/yr., outside the golden-cheeked warbler nesting season, the estimated project completion date is Dec. 2027 and the total estimated SRMA cost is $700,000. What Homeowners Can Do When wildfires do occur, the greatest risk to homes is from embers, which can travel more than a mile from the fire. The best way to protect your home from embers is to create defensible space on your property and “hardening” your home, including sealing openings, screening vents, and cleaning gutters. Through the collaborative efforts of homeowners, wildland managers, and local fire departments, both private property and the region’s remaining wildlands can be protected from the devastation of wildfire. Even with all the proposed shaded fuel breaks, your house is at risk unless you and your neighbors protect their individual homes.

What Type of Grass Should I Have in My Yard?
As the weather begins to cool and we have some relief from the scorching hot summer temperatures, we are able to focus more on our lawns. Section 8.1 of the Residential Design Guidelines specifies that at least 50% of your yard should be covered with plant material such as grasses, shrubs or trees. The two most common types of grass used in Steiner Ranch are zoysia and bermuda grass which are very resilient meaning that they are heat and drought tolerant which make them ideal for Austin summers. Both types of grass varieties are dormant during the winter months and will turn brownish in color. Lastly, both grass types are available in a number of hybrids and varietals. For shady areas, Zoysia is the best option. Zoysia may not do well with regular foot traffic such as the pathway to your garden fence, but it is thick and dense, effectively choking out weeds, and when properly maintained, it grows relatively well under trees. If you live in the University of Texas Golf Course, please know that zoysia is a preferred turf grass and is specified in your neighborhood documents as well as a few other varieties. Bermuda grass needs full sun to thrive. Bermuda grass is sturdier and can handle heavier use, is fast growing but is not as thick and dense as zoysia so it is not as weed tolerant. Because Bermuda spreads with runners, it can be invasive, so edging is typically used to separate flower beds from turf areas. Bermuda grass does not handle cold weather as well and will go dormant before zoysia. The UT Golf Course strictly prohibits the use of seeded Bermuda Varieties such as the Common Bermuda, Sahara or Coastal Bermuda. However UTGC does allow Tiff Bermuda and Buffalo Grass sods in all lots adjacent to the golf course. Consult with your lawn professional and depending on your individual circumstances, choose the lawn variety that suits your yard and lifestyle. Several residents have expressed an interest in artificial turf or AstroTurf for their lawns. Under no circumstances is artificial turf allowed. While technology has come a long way, artificial turf is made of small plastic blades and will degrade over time with heat and high temperatures. In heavy rains, these blades will wash down into the greenbelts where birds, fish, and other wildlife accidentally ingest the fibers. It absorbs and retains heat in high summer temperatures, too. Because it is not a natural material that wildlife can live in, artificial turf significantly reduces the biodiversity of your yard. While appealing from a maintenance standpoint, it is plastic and does not fit the environmental needs or aesthetics of Steiner Ranch. Refer to the Approved Plant list in Section 8.4 of the Residential Design Guidelines and the supplemental guidelines for your neighborhood regarding the specifics and for more information, Appendix N of the City of Austin Environmental Criteria Manual. If you plan on changing the type of grass in your yard or plan on undertaking any landscape project, please submit your application noting the species and types of plant material to be used to the Architectural Committee via the owner/ resident portal in Ciranet. Clarifying the Role of the Manager
Our association employs a highly-qualified professional community manager, and residents should know what the manager has—and has not—been hired to do. The manager has two primary responsibilities: to carry out policies set by the board and to manage the association's daily operations. Some residents expect the manager to perform certain tasks that just aren’t part of the job. When the manager doesn’t meet those expectations, residents naturally are unhappy. Since we want you to be happy, we’re offering a few clarifications to help you understand what the manager does. • The manager is trained to deal with conflict, but he or she will not get involved in quarrels you might be having with your neighbor. However, if association rules are being violated, the manager is the right person to call. • While the manager works closely with the board, he or she is an advisor—not a member of the board. Also, the manager is not your advocate with or conduit to the board. If you have a concern, send a letter or e-mail directly to the board. • Although the manager works for the board, he or she is available to residents. That doesn’t mean the manager will drop everything to take your call. If you need to see the manager, call and arrange a meeting. If a matter is so urgent that you need an immediate response, call the association emergency number or 911. • The manager is always happy to answer questions, but he or she is not the information officer. For routine inquiries, like the date of the next meeting, please read the newsletter or check the association website. • The manager inspects the community regularly, but even an experienced manager won’t catch everything. Your help is essential. If you know about a potential maintenance issue, report it to the manager. • The manager nor the management company does not set policy. If you disagree with a policy or rule, you’ll get better results sending a letter or e-mail to the board than arguing with the manager. • The manager has a broad range of expertise, but he or she is not a consultant to the residents. Neither is he or she an engineer, architect, attorney, or accountant. The manager may offer opinions, but don’t expect technical advice in areas where he or she is not qualified.

We are happy to announce that we will be supporting Corporal Kevin Aigner Memorial Toy Drive again this year. For the past few years, this initiative, thanks to the generosity of many of our residents, has provided thousands of toys to families in need and to the children at Dell Children's Hospital during the holidays. If you have some extra toys to donate and feel inclined to brighten the holidays of those in need, please consider donating. Pct. 2 will accept toy donations at the SRMA HOA office located at 12550 Country Trails Lane and at their offices located at 10409 Burnet Rd. The toy drive was named for Corporal Kevin Aigner after he passed away suddenly while serving the community of Steiner Ranch during the fires of September 2011. Corporal Kevin Aigner was a Master Peace Officer with over fifteen years of Law Enforcement Experience. He spent over ten years serving the citizens of Travis County Precinct 2 as a Deputy Constable. Kevin was an active participant in the community, serving as a Law Enforcement Explorer Advisor and a youth baseball coach

Fall is one of my favorite times of the year, just behind Spring, Summer and Winter. Cool, crisp mornings are the perfect way to start a hike. Speaking of that, we just got back from a hike organized by the Trails Committee chair, Eric Morton. This month he selected a trail less traveled than others in Steiner Ranch, the Eastridge Trail. The trail is sorta a semi-loop, with one end starting in the Valley at Eastridge and the other ending in the Summit at Eastridge. It’s relatively short at just over a mile, but passes through the Balcones Canyonlands Preserve (BCP) and offers amazing hill country views across Panther Hollow to River Place. We started just after sunrise, with temperatures hovering around 62°F – a nice change from this past summer. As we hiked along, I couldn’t help point out all the places I’ve seen rattlesnakes over the last 20 years of hiking and running on the trail. On a more positive note, I’ve also seen a Wild Turkey or two over the years. As we rounded the eastern edge of the “summit” we were greeted with the warmth and glow of the rising sun – felt good on a cool morning. The trail then drops into a heavily wooded canyon with a wet-weather creek and, if your lucky, a nice waterfall after heavy rains. Unfortunately, it was dry as a bone. The trail continues up a steep slope to the BCP gate and trailhead, where you can return to your starting point via Steiner Ranch Boulevard and Mira Vista Drive. Or just turn around, for a completely different view of the trail. Steiner Activities & Events Yoga, Bombay Jam, Tai Chi FREE classes for residents!
First come- first serve, no need to pre-register. Yoga By Lake Austin Spa Resort - Monday 6:30 to 7:30 pm at the Towne Square Community Center This is an all-level flow class that can be gentle for the novice and challenging for the seasoned yogi and yogini. Children ages 8-12 are welcome if joined by an adult, and teens 13 and over are welcome with or without a parent or guardian. This class is taught by Laura Pastor, a Yoga and music therapy instructor at the Lake Austin Spa Resort who has spent a lifetime providing peace and encouragement to others through her gifts and passion for yoga, meditation, and music. Community Yoga -Wednesday 7:00 to 8:00 pm at the Towne Square Community Center This Yoga class will include Sun Salutations, postures, breathing, meditation, and relaxation. All levels are welcome to the class. Participants with any health conditions should check with their medical provider if they can practice yoga. This class is taught by resident Shailesh Basani (MS, ERYT, C-IAYT) who has been a yoga practitioner for more than thirty years. He has been trained under world-renowned gurus. As an active Yoga Bharati volunteer for over 10 years, he has taught hundreds of classes on yoga, yoga therapy, stress management, Patanjali yoga sutras in the Bay Area and beyond. Bombay Jam - Wednesday 8:00 to 9:00 pm at the Towne Square Community Center Bombay Jam is a dance fitness class that centers around Bollywood music and dance. It is very high energy and upbeat with movement that boosts oxygen supply to key muscles, providing great aerobic exercise and improving muscular resistance over time. This class is taught by resident Heera Pillai, who has been practicing Bombay Jam workouts for many years now. She believes that fitness should be FUN, and welcoming to everyone and she aims to create an environment that is fun, inclusive, and supportive of all fitness levels. In addition to getting a full-body workout, Bombay jam is a great way to have fun. It feels more like a dance party than a workout. Tai Chi - Monday through Friday 8:15 to 9:15 am at the Towne Square Community Center Tai Chi involves a series of movements performed in a slow, focused manner and accompanied by deep breathing. It strengthens both the lower and upper extremities and also the core muscles of the back and abdomen. This class focuses on teaching the basic forms of Chen Style Tai Chi Yi Lu 83 movements. Benefits of Tai Chi are: • Relieve Stress on the body and mind • Improve Health and Physical Fitness • Enhance Self Defense capability This class is taught by the Steiner Ranch Tai Chi group and all levels are welcome.
