Locals unaware of state of warriors' graves AN impromptu survey by The Malay Mail at Bukit Kepong here yesterday showed many residents were unaware of the dismal conditions of the Muslim cemetery where the fallen security heroes of the 1950s have been buried. The owner of a hardware store located near the cemetery said he was aware some graves were damaged several months ago. Another owner of an adjacent store also replied in the negative. He said as most visitors to the cemeter y were outsiders, he was not informed by anyone about the condition of the graves. A st a l l ow ne r s ai d although he was aware of the presence of the cemetery, he never ventured inside. A policeman attached to the town's beat base said as the nearest kampung was some 2km away, not many visitors dropped by the cemetery. "Only those who visited the town for its historical significance ventured inside to pay respects to the fallen heroes. Most who came were family members and relatives," said the policeman.

Families upset repairs have been slow in coming to Bukit Kepong cemetery THEY gave their lives in defence of the country against Communist insurgents. However, the final resting place of those who died defending the Bukit Kepong police station on Feb 23, 1950, in Muar, Johor, resembled more a rubble-strewn field than a warriors' burial ground. Even worse, family members of the slain policemen claim they were prevented from upkeeping the graves, as it was "government property". The Malay Mail was informed that family members and relatives of the fallen policemen were upset to find part of the cemetery wall collapsed when they visited the Bukit Kepong Muslim graveyard during last week's Hari Raya celebrations. A section of the collapsed wall bore names of those buried there following the deadly attack that left at least 25 people, including policemen, their family members, auxiliary policemen and Bukit Kepong villagers, dead. child, a daughter Jamilah, now 66, and who is Haizad's mother. Haizad said the wall had collapsed for at least a year now. "We wanted to fix it but we were told to leave it alone as it was government property," he said.

According to Haizad, the family opted to take care of the graves but their requests were denied. "If the government took care of it, that's fine but this was not the case. Just give us the permission to maintain it," he said. Another family member, who chose to be known only as Rafie, said they were

still trying to find out what caused the wall to collapse. "We are checking with the Bukit Kepong police station on what caused it. Perhaps a tree had fallen on the wall," he said yesterday. The Bukit Kepong tragedy was remembered last month when PAS deputy president Mohamad Sabu was accused of glorifying the attackers of the police station. Mohamad, who is Pokok Sena MP, was alleged to have said during a ceramah in Tasik Gelugor, Penang, on Aug 21, that the men who attacked and killed the servicemen and their families in Bukit Kepong were heroes because they were fighting against the British. He was also reported to have made the remark that both Umno founder Datuk Onn Jaafar and the country's first Prime Minister Tunku Abdul Rahman did not deserve to be called independence fighters because they were officers of the British administration. However, Mohamad, better known as Mat Sabu, later clarified his remarks, saying those who attacked Bukit Kepong were heroes as they were freedom fighters and not because they attacked Malay policemen.

the cemetery yesterday, a team from the Muar police district headquarters also came to the site. The district police oversee the heroes' graves and the nearby Bukit Kepong historical police station. They visited the cemetery to assess the cost of repairing damages to the graves which will be undertaken by a local contractor. Muar police chief Assistant Commissioner Mohamad Nasir Ramli confirmed the repair works will start today. He said the work was expected to be completed in two weeks.

heroes' graves during a storm in June, breaking the gate and its fencing. Although workers from the Muar local council cleared the area of the fallen tree, nothing was done to repair the fencing erected by police. Much of the building's interior — now categorised as a police beat station — was damaged by flood waters, first in 2006 and also early this year. The flood waters rose as high as three metres around the building, severely damaging the two armoured personnel carriers and a Marine police boat on display on station grounds. The fortress-like station was built to replace the wooden structure that was destroyed in the 1950 attack. It is located on the same site on the banks of Sungai Muar.

Honouring the heroes

IT’S nothing short of a national embarassment. No arguments. Amidst the furore created by the Mat Sabu’s communists-are-heroes, in a quiet, much-forgotten-untilrecently cemetery in Muar, Johor, the spot where the fallen heroes of the Bukit Kepong are laid to rest, is in shambles. It’s a historical site; but the dilapidated condition it is in suggests otherwise. It is no exaggeration that it is downright insulting to the memories of those who perished in the incident. At least 25 people, including cops, family members and villagers who had lost their lives in that Feb 13, 1950, incident communist attack, vividly recaptured in Jin Samsuddin’s famous Bukit Kepong flick, are buried there, right inside a blue fenced-up perimeter. As a sign of national respect for the fallen heroes, their graves are even separated from the others. Guess what? The perimeter wall has collapsed. Family members told us that it has been the case for a year. Pray tell, then, why no one bothered to repair the site if it had been in that state for so long? No one should blame family members of the heroes for being disgusted to the core. “Is this how they treat the heroes of Bukit Kepong?” asks Haizad Ibrahim, whose grandfather, Sergeant Jamil Mat Shah, perished while defending the police station he was in charge of. They don’t have a problem maintaining or repairing the site; but amazingly, they can’t do anything. It is a historical site, and only the powersthat-be can do so, it seems. Strange that family members are barred from upkeeping the site. Worst still, they are made to suffer the ignominy of utter disrespect and insult when their kins are (without an iota of doubt, dear Mat Sabu) national heroes, memorialised in history books as such and yet, treated so disgracefully? The authorities must move fast to rectify this. I am, and I am pretty sure many others share my view, that this will spark another round of political volleys. I am not really interested what the politicians want to say, unless they want to pledge to rectify this anomaly. Just get down to repairing the cemetery and make sure

there is proper maintainence thereafter. If the issue is budget, then resolve it. If there are issues related to finances, or commitment, let the families take over the upkeeping of the site. The latter is a slap on their faces; and not even really an option. Still, if there are villains who prefer sitting on their bottoms, it is the least that should be done in honour of our national heroes. ON the subject of heroes, the nation mourns the passing of Noramfaizul Mohd Nor, the 39-year-old Bernama TV cameraman who lost his life during a mercy mission in Somalia. His death had brought many people together; and this was evident from the free-flowing tribute

and volume of visitors paying respect. I was at his parents’ house in Serdang on Monday; and had the chance to chat with Faizul’s dad, Mohd Nor Md Yasin. For a man who had just his son, the 66-year-old man was surprisingly calm and collected. In fact, he wore a smile throughout the chat. I know I can never be that composed, but Pakcik Nor’s calmness comes not only from his deeprooted religious acceptance of Fate; but also a knowledge of something else. He admitted that he used to question have doubts about his son’s choice of a profession. Faizul, Pakcik Nor told me, always had intense interest in journalism even during his schooling days.

Prior to his untimely demise, he worked with MetroVision as a cameraman, and loved his job as a cameraman so much that it baffled even his dad. “He used to come back late almost daily, covering assignments. I used to ask why he was so engrossed in his work. His answer had always been that he loved his job very much, regardless. “I understand how much he loved his job. I have no regrets that my son loved journalism so much.” One would have expected some bitterness in his words, especially when it was in the course of carrying out his duty that Faizul lost his life. There was none. Mohd Nor did not sound sad. He did not sound upset because he was not. He has accepted his son’s Fate, and he had died doing something he loved to death, excuse the pun. Pakcik Nor spoke of how glad he was that many fellow journalists, and “people my son had covered” came to pay their last respects. Other than the politicians, ministers and royalty, the wife of former Prime Minister Tun Dr Mahathir Mohamad, Tun Dr Siti Hasmah Ali, was also at the house on Monday. “She went straight to the kubur. I got a call and hurried to the cemetery, and there she was, reciting the Yassin for my son,” he said. “Faizul had covered her assignments and she had come to pay her last respects. Pakcik berbesar hati (I am grateful).” Contributions have poured in for Faizul’s widow, and his two beautiful children. It is my hope that we continue to assist them in the future. Faizul had lost his life representing the nation in his capacity as a media man. His family, especially his children,

should not be forgotten like the Bukit Kepong heroes. Al Fatihah to the fallen heroes. AT the same venue, I met Tan Sri Robert Phang, who handed over a RM50,000 contribution to Faizul’s family. He left but the chairman of the Social Care Foundation called me while I was driving back to the office. Phang spoke at length to emphasise on the need to set up a special fund to protect journalists in the course of duty. Phang, who has had a long association with the media, and a fair share of the good and bad, makes a lot of sense. F a i z u l ’s d e a t h h a d “unearthed” some troubling moments (the no-insurance coverage for Faizul as he had “volunteered” was one), and questions have been raised on the coverage given to journalists embarking on risky assignments. Mud-slinging also came into the picture, with some taking the opportunity to politicise matters. Why the need to politicise everything? I do not under-

stand it. There were some weaknesses; and his death had made us aware of them. Instead of bickering all the time, this is a time to honour the hero by ensuring that the lessons that we have learned from his passing do not go to waste. We should start with the fund, plug the other holes that had emerged from this episode; and also start looking after all our heroes. One would be to also start funds for other heroes. Families of fallen soldiers, for example, are a must. Basically, those related to anyone who dies in the line of duty for the country must not be left to fend to themselves. The nation should come together in times like this, and look beyond the obvious and politics. As Phang put it: “Brother, this has got nothing to do with politics”. Spot on, Sir. Spot on... Would you say clearing the backlog is your greatest achievement? you look at the staA Iftistics, the aging list has become shorter. I have told the judges, why not hear the older cases first? It is ridiculous there are still cases from 2001! But the backlog has come down from 53,000 to 2,000 in the last two years. In one year, we reduced cases by 43,000. So cases are moving very fast not only in the New Commercial Courts (NCC) but also in Magistrates Courts.

Is this what you targeted when you took over? I must confess, when I took office I didn't know what to do, I didn't have any plans. But I had regular meetings with my managing judges such as Tan Sri Arifin Zakaria, Tan Sri Md Raus Sharif and Tan Sri James Foong Cheng Yuen. Everyday we met and ideas came, but I set certain targets. You set targets high and if you target 100%, maybe you achieve 80%. This is what I meant by KPIs (key performance indicators), not the way lawyers make it out to be, that justice is rushed! You only have eight hours in a day to hear cases, so I am realistic. I wanted to just reduce the backlog. But we had to reach an interim target, to finish the 2007 cases first, followed by 2008, etc. But I don't say, from now on, we must hear current cases.

Did you bring your experience as a lawyer to revamp the judicial process? No doubt about A Yes! that! When I was in practice, an order application took four years to dispose! It was not unusual for me to go back and forth to the court every three months regarding the same case. And when you appeared before the judge, he would ask “what's the issue?” Then you had to explain from the start! He talks rubbish because he can't remember. You call this justice? This is not justice! The judge cannot decide properly because he's listening to the case in installments with hearing dates so far apart! Now cases are heard more frequently. In shorter installments.

Would it not be better for one judge to hear a case from beginning to end? prefer that, but A Iit'swould not that easy, especially for criminal cases, because you can't always find witnesses on the same day.

Do you think people are taking advantage of the reforms you instituted to file frivolous suits? plaintiff has rights, A The and whether it's an abuse of the process is another matter. The defendant can file the necessary action to end the suit but you cannot stop people from filing. I disagree when you say people file frivolous cases. Those days yes, file and it takes months and years for a case to be heard, now the cases move very fast. But defamation is the lowest priority because everyone is suing everyone else these days. I believe that in real personal defamation, time will heal. The plaintiff and defendant regrets three years down the road, shake hands, hug and make-up. But now plaintiffs must be sure they have a case, have witnesses and documents ready because the court is going to hear his case in six or nine months. Before, file first and look for evidence. I know, I used to do that... every trick in the book! (laughs). In NCC, that's what's happening. You file, you serve. You don't serve, I'll strike it off. That means you are serious. I believe that this way the number of such (frivolous) cases will reduce.

What have you left undone and wish you had more time to complete? at the backlog. Give A Look me another year, maybe I can clear everything! However, I think my successor would be able to clear everything within a year to 18 months.

Why are you confident your successor would be able to do it? work as a team. The A We team will continue. When someone comes up with an idea, we implement it. They are just as anxious to get things moving as I am. That's

why I am grateful to God. Everything I got is not my doing. God is behind me. I am not embarrassed to say that. Otherwise, I wouldn't get the best people to work with me. I asked for an increase in judges' salaries, I got it. I asked for more judges, for more facilities, I got those too! Without all these, how was I to deliver? Are you satisfied with the current level of separation of powers? say there is more A Lawyers separation of powers than before. There is no problem of separation of powers. Politicians dare not interfere with me. The executive dares not speak to me about a case. The other day someone came to me with an envelope! I spoke to him and he went off without opening the envelope after realising he was wasting his time. Once, an old

friend came to see me about a case, I sent him off. I said “I don't want to know about this case!” One cannot be overly independent. If one is corrupt or misbehaves, we can't do anything.

How do we address that? Teach! Teach the culture and whoever is suspected of misbehaving, remove them or take some sort of action. Even if we hear someone is possibly being too friendly with a certain lawyer, we move him out and I have done it! If we feel when being in the civil court, a judge is inclined towards a particular party, we also move him out. We do it but we don't announce.

Shouldn't you announce it? What for lah? We do it quietly. As long as we in the judiciary know.

And this culture of “kicking” rogue judges upstairs? kicking upwards! We A No move him laterally from one division to another. If he still misbehaves, we pull him up and give him a talking to. He will stop it. Do you control your judges? People will say, oh you pass a certain case to a friendly judge. Let them say what they want. If it is true, why do I give cases like the "Allah" issue to Judge Datuk Lau Bee Lian? She decides. I don't have any say in it. People have accused me of manipulating the Court of Appeal. I don't control judges. If I want to manipulate, I could do so at the High Court level, the Judicial Commissioners (JC). It is easier. I could say “JC, you want to be promoted? See-lah this case” But I don't do that.

If I go to the Court of Appeal, I have to manipulate three people. It's more difficult to do that there.

And who's minding the store? I am! Eight, 10 hours a day, monitoring cases on my BlackBerry. After my heart attack, I stopped monitoring. So who's monitoring now? Nobody! That's why we have to be consistent. The magistrates know I am monitoring. same problem in the Q So, civil service here. It is personality-centric. Look at promotion at the Federal Court, they want women, they want Chinese, they want Indians. I am conscious not only of race but Sabah and Sarawak too. It is not easy, as on top of this, you also want quality. So

how do we balance? Even now the Malays are complaining we are promoting too many non-Malays. Some Malay politicians ask: “Why are you promoting so many Indians?” My answer is: “Because they are good!” And this must be the main criteria. I'm not here to win a popularity contest, I'm here to do what's right! How much say do you have in promoting judges? I only promote good judges. If you are not good, you are left behind. And look at the levels in place. There are many layers for a promotion — the Chief Justice, the Judicial Appointments Commission (JAC), the Prime Minister, the King and the Conference of Rulers — five levels! And there are nine rulers. If one Ruler doesn't like the fellow's face, it's finished! And this has happened!

What keeps you awake at night? Problems! Problems! (laughs). I get up at 3am, turn on the light and open my files to think about how to solve these problems. My wife chases me out of the room!

What do you plan to do after this? I've got my business. I definitely will not be as busy as I am now, so much so, I forgot about my medical check-up, that's why I had the heart attack!

Will you return to practice, as a consultant? Definitely not! I think if you are a senior judge, you should never go back into practice, even as a consultant. Because then you will have this problem: “You know just because CJ says it, he must be right! His opinion must be good.” I don't think that's right. I'm financially comfortable so I don't need to work. Immediately after I retire, I'm going to speak to the Singapore Law Academy and then go to the US for a similar engagement.

The current Bar Council president Lim Chee Wee feels it is a grave waste to put senior judges to pasture after their retirement. Do you agree? can contribute in many A Iways, but never a consultant for a legal firm, it's not right.

Are you going to write your memoirs? I'm not a good writer. I've started something but I haven't progressed much!

Lim said there were reservations to Zaki's appointment in 2008 due to his links with Umno as their former legal advisor. “But when looking back at his tenure, Zaki has done a lot of good, and he was the man of the moment to improve the machinery and efficiency of the judicial system. “He was a friend of the Bar, notwithstanding some issues initially, such as his initiating KPIs (key performance indicators) to improve delivery

and the installing of video recorders in court. Thanks to his open-mindedness, much of our complaints were resolved. The Bar welcomes Zaki back to its fold and we hope he will take up a practising certificate again." When interviewed by The Malay Mail, Zaki had stressed it was unethical for senior members of the Bench (judiciary) to return to practice. Lim also opined that while the Malaysian Bench had been through a long dark chapter from the late 1980s (due to the removal of Tun Mohamed Salleh Abas), things improved somewhat during the watch of Zaki's predecessors, Tun Mohamed Dzaiddin Abdullah (20002003) and Tun Abdul Hamid Mohamad (2007-2008). "Zaki brought a new culture of hard work and discipline among judges. He also brought in a culture of consultation between Bar and Bench, and a culture of technology," said Lim who described the proximity between the Bar and Bench during Zaki's tenure as positive as judges who were not up to the mark were a lot more careful due to the access the Bar had to Zaki. “But Zaki was not one to just accept anything the Bar said as he had defended his judges, and also put in time and effort to verify claims.” Lim is confident the CJ's successor, Tan Sri Arifin Zakaria, will continue Zaki's policies but hoped Arifin would initiate improvements on the quality of judgments. Zaki ends his tenure as the country's sixth CJ on Sept 12, and on the same day, Arifin will take over. “Whatever you may say, Zaki has left the judiciary in a far better shape then when he entered it,” said Lim.

Reforms should also have covered constitutional matters WHILE outgoing Chief Justice Tun Zaki Azmi has won accolades for instituting sweeping reforms in the judicial system, the Bar Council feels he fell short on key constitutional amendments which would have put to rest long-standing conflicts of laws. Bar Council president Lim Chee Wee, in calling the Chief Justice (CJ) "a friend of the Bar" for his sweeping reforms and unprecedented consultations with lawyers, also said Zaki could have done more for constitutional reforms. “We would have liked a more progressive development in constitutional matters but Zaki had missed certain opportunities, such as in S. Shamala's case which is an important issue," said Lim when met by The Malay Mail. "Our judges, when deciding on such sensitive issues, cannot hide behind technicalities as the law is there to provide remedy and relief to litigants. No offer letter given Tourism Minister responds to Chelsea Flower Show tender criticisms

JAMES Wong is the Tourism Ministry's preferred choice for Show Garden Designer for next year's Chelsea Flower Show. However, its Minister Datuk Seri Dr Ng Yen Yen (pic) has denied awarding him the RM3 million contract for the prestigious event. The celebrity botanist with Malaysian roots, the minister explained, had merely been considered. Dr Ng was responding to a recent front page report in The Paper That Cares, on the Ministry’s open tender for the Show Garden Designer for next year's Chelsea Flower Show, where bidders were only given eight days to submit bids for the RM3 million project. She denied issuing the offer letter but said Wong had been considered because of his two consecutive gold medals won in the annual flower show in the past two years. “I never said (we have awarded the tender to Wong). I said we have looked into Wong as he won gold medals. He is a Malaysian and a well recognised botanist, he is a lecturer, a TV producer and he won us gold two years in a row,” she said. This is because Dr Ng was reported as saying on June 6 that Wong will be designing the Malaysian exhibit at the 2012 edition of the flower show after he won consecutive gold medals. The ministry's sincerity in coming up with the tender exercise at this stage was questioned as the tenders closed at noon on Aug 17 – a day before the Royal Horticultural Society (RHS), which organises the Chelsea Flower Show, required the stand design to be submitted. Treasury circulars dictate tenders need to be submitted within 60 to 90 days. However, Dr Ng felt the one-week deadline would not be an issue if interested applicants were competent. She said the ministry had no power over the deadline as this was decided by RHS. “We wanted to participate

in the Royal Chelsea Flower show. So it was an open tender but we knew the limitation was RHS’s date of closure.” Although it only had under a day to decide on the bids, Dr Ng said the tender committee was experienced enough to decide the winning application and stressed Malaysians should not question the ministry’s sincerity but celebrate Malaysia’s gold medals. “That is okay (if the committee had only one day to decide) and should not be a problem. More important is that everybody should celebrate Malaysia’s gold. The world is rooting for us, so let us celebrate Malaysia’s golds. We took part twice and twice we won the gold. “We were able to win because of Wong but people wanted open tenders, so we said yes, but, of course, with open tenders, you have to see if you are capable or not.” Dr Ng was, however, unable to reveal the winning bid. "I do not know because ministers are not involved in any of the tender processes."

Conditional extension THE two-year extension given to school bus operators to replace vehicles which are more than 30 years old is conditional. Land Public Transport Commission (SPAD) chief operating officer Azhar Ahmad said the two-year extension is not a blanket one but merely provisional. Operators must show proof they are buying new or second-hand buses before they can be considered for the extension. Azhar was commenting on reports that the Federation of Malaysian School Bus Drivers Association had called off its nationwide strike after its

advisor Datuk Loh Choon Beng said SPAD agreed to give operators a two-year extension. “We are still giving a oneyear extension to school bus operators but will provide an additional year if they can show proof of purchase for a new or second-hand bus. But the second-hand bus must be below 20 years,” he told The Malay Mail. A grace period would be given to operators to replace their vehicles if the old buses pass Puspakom safety checks. The ruling will be enforced next year as the re-registration period for commercial vehi-

cles, including school buses, ends on Sept 30. School bus operators had voiced opposition to the new ruling, cautioning there would be chaos if it is implemented immediately as most of the 25,000 vehicles serving the industry have reached the age limit. Bus operators and drivers had called on SPAD to give more time and money to replace old school buses, claiming they did not earn enough to replace old vehicles. Azhar, however, said the public cannot expect the government to bail out every business in the country.

Baffled by 'inaction' Animal lovers question apparent police apathy to animal cruelty

UNHAPPY with the way investigations are going over the case where some 300 cats had been left to starve at two pet hotels in Sungai Buloh recently, animal lovers and non-governmental organisations (NGOs) brought the matter up with Federal police yesterday, calling for a thorough probe and to locate about 100 'missing' felines. The group, led by the Society for Prevention of Cruelty Against Animals (SPCA) and Malaysian Animal Rights Society (Roar), also wanted police to take a case against perpetrators and charge them in court. ASP Fook Cheek Cheng accepted the memorandum on behalf of Inspector General of Police Tan Sri Ismail Omar, outside Bukit Aman. "We are baffled police did not remand the owners but instead released them soon after questioning," said SPCA president Christine Chin.

Gold bracelet clue to burnt teen's identity A PORTRAIT of a pretty teenager found horribly burnt beyond recognition on Monday in Kampung Lembah Jaya Utara in Ampang took shape while her identity remained a mystery. Ampang Jaya police chief ACP Amiruddin Jamaluddin said the girl, aged 17 to 18, was local, 162-cm tall, fair-skinned and had straight shoulder length hair. She was wearing a green and black-striped baju kurung when her body was found in some bushes near some houses. The body was almost naked as the baju kurung on the upper part of the body was burnt off. Pieces of her attire were found in the bushes by the roadside. Her gold bracelet — with six heart nuggets — on her left hand and a pair of small gold earrings were intact. There was no trace of a handbag or personal documents, said Amiruddin. Amiruddin said her body was so severely burnt that she lacked scarring, which would be caused by the mandatory BCG vaccination against tuberculosis. He said the girl’s fingerprints were not available because her hands were badly burnt.

“She suffered 80 per cent burns on her hands and torso and the back of her body was the only unburned region,” he said. Police said there were traces of thinner where her body was found — an indication she might have been set ablaze there. The autopsy showed there were no bodily injuries, suggesting a possibility she could have been burnt unconscious. Amiruddin said the autopsy also revealed the girl was not sexually assaulted. Further, it is believed there was no sign she was bound and gagged, raising the likelihood that she could have been subdued by some chemical. Amiruddin said a murder investigation has been launched. He described the act as brazen as it was done close to some houses. Police have appealed to anyone who might have seen a fire to assist investigations and are carrying out house-to-house inquiries. It was initially thought she was killed and burned elsewhere before her body was dumped in

the housing estate in the vicinity of Bukit Belacan. The body was discovered by a resident who had spotted the charred remains and contacted police. Two police officers who happened to be patrolling the neighbourhood were informed. So far, only one resident said he heard a noise like someone was walking past his house, but did not see anyone when he looked out. The resident, Siti Fatimah Harun, also heard motorcycles passing by the area about 3.30am on Monday which she said was unusual as the neighbourhood was always quiet in the wee hours. Forensic officers re-examined the scene yesterday to get more clues into the murder. Four missing persons reports had been lodged in the Ampang district in the 24 hours prior to the discovery of the body. One person had gone to the hospital to identify the victim but the identification proved negative. Police have made a nationwide appeal for those who made missing persons’ reports to come forward since the victim might be from out of town.

LOCAL councils have been told to exercise closer supervision of pet shops and businesses related to animals, in the wake of the 'cat hotel' fiasco at Damansara Damai here, in which 13 cats died due to neglect while 160-odd cats were rescued last Sunday. "Such an incident could have been avoided if the local council had conducted regular and stringent checks on such outlets," said Department of Veterinary Services (DVS) director-general Datuk Dr Abdul Aziz Jamaluddin, when contacted by The Malay Mail yesterday. "We are now seeking the cat hotel's two owners who were released by police on Sunday night after their statements were recorded. "We want to know what they have to say before deciding on the next course of action." What a mess! Unbearable stench from overflowing drain

VICTOR LEE has been waiting for the authorities to fix the drain in front of his house in Kampung Baru Salak Selatan. He says the drain in Jalan 23 collapsed following heavy rain on Aug 14. "Now, every time it rains, the water overflows onto the road. It would emit foul smell for days on end." He says not only water overflows onto the road but rubbish as well, making the area unhygienic and unpleasant to walk on. LEE says whenever he and his family members are forced to step into the pool of black water, which can be up to 15cm deep, their clothes and shoes would get dirty. "Our legs will itch. When GPRS takes over from WiFi CHEONG YOKE PING, of Bangsar Park, has been a Maxis subscriber for more than 10 years but never signed up for any data package. She claims she only signed up for a two-user Family Plan for RM50. But in July, she received a bill of RM140.80 for GPRS data. "I do have a smartphone but it is only connected through WiFi," she says. Upon contacting Maxis customer service, she asked for details of her bill but was told she would be charged RM5 for it. She was also told that if someone is using WiFi on her smartphone and the connection is dropped, GPRS will take over and the user will be charged. "How can Maxis allow GPRS to take over without a customer's knowledge and consent? I have never been informed about this," says CHEONG. She says she subsequently signed up for a 100KB data package for RM18 because Maxis agreed to waive the RM140.80 charge if she did. However, she was shocked to find her next bill reflecting an RM385.50 charge for GPRS. "After that, I made sure to turn off the mobile's network before using the WiFi con-

nected to my smartphone." When CHEONG visited the Maxis centre at KLCC for clarification, she was informed data charges are updated by the mobile phone provider. "They said I would be automatically charged whether I wanted it or not. Even if I had a limit of RM18, I would still be charged extra if there is data download." CHEONG believes she is not alone in this matter and wants Maxis to clarify the charges. ● MAXIS COMMUNICATIONS BHD says it has contacted CHEONG and explained to her how the WiFi connection can switch over to 3G/GPRS upon the WiFi connection being lost while she is using it. "We have since disconnected her 3G service at her request to avoid future recurrences," says a spokesman. THE carnage and pitiful sight of the animals boarded at a "pet hotel" in Damansara Damai has stunned Malaysians and animal lovers alike by the indifference, insensitivity and abject neglect of a moral and legal responsibility towards animals. SPCA Selangor is appalled and shocked at the severity of the condition of the cats and urge the Department of Veterinary Services (DVS) and the police,

yet again, to apply the full force of the law against the owners/ operators of this "pet hotel", which currently is hardly being used by the authorities to curtail and prosecute animal abusers. The society urges the owners/ operators be fined RM200 a cat, which can total RM60,000, and imprisonment for six months as stipulated in Section 44 of the Animal Act 1953 (Amended 2006).

Undoubtedly, these operators will give a host of excuses as to why they abdicated on their duty to care for the animals. SPCA Selangor maintains there should be no excuse. Whether it is a scam or not, they have a legal and moral responsibility to the cats entrusted to their care, and failure to do so should leave them open to be charged with cruelty to animals.

Section 44 states that anyone "by wantonly or unreasonably doing or omitting to do any act, that causes unnecessary pain and suffering shall be guilty of an offence of cruelty”. SPCA Selangor recommends the following: 1. All pet owners should do a reasonable check on any boarding facility. They should meet the operators and ask how their pets will be cared for.

RECENTLY, my family and I visited i-City in Shah Alam for the first time. We went there together with my aunt's family who came all the way from Penang. Having heard a lot of good things from friends and also the media, we decided to take them there since we had never been there before. I am not going to deny how beautifully lighted i-City was. It was mesmerising watching all the beautiful trees decorated with neon lights and animal figurines dotting the landscape. Even from afar, we could already see how beautiful i-City was, and the scenery reminded me a lot of Disneyland in the US. Like hundreds of other people who visited the place that night, we parked our cars at the open parking area. All I can say is that we really

It was a disgraceful sight and I felt ashamed foreign tourists also saw it happening in front of their eyes. It showed the irresponsible and lackadaisical attitude of Malaysians. There was no one cleaning up the area. Most of the rubbish bins were filled to the brim. This is not the way we want to remember our i-City visit. It is my sincere hope the owners or any party responsible for the cleanliness of the area put in some effort to ensure it is free from rubbish. Unfair depiction of Iranians in this country CONTRARY to Time's report, most Iranians in Malaysia respect the rules, laws and people of this country. THE death of BernamaTV cameraman Noramfaizul Mohd Nor makes one wonder about security procedures for newsmen from Malaysia covering assignments in dangerous places and war-torn countries. I am not a media person, so I am not well-versed in what the right or wrong procedures are, if any, but looking at what the Malaysia media team wore that day, it appears they were ill-prepared. Plain T-shirts and khakis surely are not the right attire to wear in a war-torn country like Somalia, even if it is just for humanitarian purposes. Understandably, there is no such thing as 100 per cent assurance of safety but the right safety precautions can help a lot to minimise chances of getting injured or killed.

Compared to how BBC and CNN covered the recent Libyan crisis, it appears the Malaysian media are way behind on this. Journalists from the two media houses were seen wearing bulletproof vests and helmets whenever they reported their news. They were also trained for months on safety precautions and ways to react during crossfires. In this particular case, I feel the organiser should have done more to ensure the safety of the people they bring to cover their event. Hopefully, this tragic incident will be a lesson to many. Noramfaizul deserves Datukship THE BernamaTV cameraman Noramfaizul Mohd Nor, who was killed on Friday evening after he was shot at while travelling in a four-wheel-drive vehicle with other Malaysian media personnel covering the humanitarian aid mission to Somalia, deserves a Datukship for his contribution to our country. Despite the Hari Raya celebration, Noramfaizul had placed the country and helping others as his priority. Not many people will have such noble intention to help

the poor and needy away from the family, especially during the festive season. For me, he truly deserves a Datukship more than anyone else in this sense. The Datukship will also serve as recognition of the contribution by the media community, especially those who risk their lives covering assignments in dangerous places, both locally and abroad. A FEW years ago, if you had told 18-year-old Hazrul Syafiq he would one day be a national representative at a Unicef forum, he probably wouldn't have believed you. The soft-spoken young man admits he used to be a problematic student, cutting classes to hang out with friends and not taking his studies seriously. Today, he is a spokesman for Malaysian teens in support of Unicef 's second International Year of Youth, which started in August 2010. This year, Unicef has dedicated its flagship report, The State of the World’s Children, to adolescence, which includes the 5.47 million teens who make up onefifth of Malaysia’s population. Its findings from the forum with local teen ambassadors will highlight challenges adolescents face to help develop new national policies, work

problems such as unstable family backgrounds. Malaysian mindsets towards these things need to change. " Fellow panellist Jaysaminth Singh, 20, who faced learning difficulties while growing up, did himself proud by winning silver and bronze medals at the Special Olympics World Summer Games 2007 in Shanghai, China, in the bowling male singles and team event, respectively. He had also won the gold medal when representing Kuala Lumpur at the Malaysian Special Olympics. "After being diagnosed as a slow-learner during childhood, my mother and teachers recommended I pursue sports," said Jaysaminth, who is also studying hotel management at Breyer College in Petaling Street here. A TROOPS of monkeys, displaced after a strip of land was cleared in Section 13, Shah Alam, are invading homes for food and shelter. The Malay Mail visited the area after being alerted by a concerned reader and animal lover, Faridah Hameed, who spotted several rhesus macaques looking lost while attempting to cross a road near the former forest. "As I was driving past the area, I discovered the land had been cleared and spotted the little creatures looking stunned and lost," Faridah said. "They were probably wondering what happened to their habitat and where they were going to find food." Noel Douglas, who resides at nearby Taman TTDI Jaya, said his clothing was stolen by monkeys roaming near his house in Jalan Sastera 2. "I was out a couple of days ago and when I returned, I saw a monkey running away with my underwear that was drying on the line," said the 38-year-old. "I used to leave my windows open but I no longer dare to do so because I fear the monkeys may enter my house." Another resident, Sara Abdul Manap, 46, said a monkey had entered her

Meanwhile, a spokesperson for the Selangor Wildlife and National Parks Department said they would relocate the monkeys to forest reserves and zoos. "We hope to trap them and relocate them so they will not pose a danger to themselves and others."

Religion-based protection for New York workers NEW YORK City Mayor Michael Bloomberg has signed into law a Bill initiated by the Sikh Coalition to significantly enhance religion-based protections for employees working in the metropolis. "Today's law is a major step forward in ensuring Sikhs and other religious minorities are not unfairly excluded from jobs for which they are otherwise qualified," said Amardeep Singh, programme director and co-founder of the community advocacy group, reports the Times of India. Called the Workplace Religious Freedom Act, the new law would change the legal standard by which courts review claims of religious workplace discrimination by public and private

city employees. Under previous city law, employers are required to make "reasonable accommodations" for the religious practices of their employees. However, employers can bypass this requirement by showing such accommodations would impose a minimal difficulty or expense on the employer's business. The current law does not allow Sikhs to work for the New York City Police Department unless they remove their turbans. While the new law does not force either the MTA or NYPD to accept Sikhs with their full articles of faith, it creates a legal framework within city law that makes it very difficult to continue to exclude them from city jobs, the coalition said.

EIGHT out of 10 men would bed an attractive stranger if she offered them no-strings sex but women are much pickier if they are propositioned by blokes, scientists claim. In an experiment, the scientists found when men were approached by gorgeous female strangers in the street, 97 per cent agreed to go back to their apartments while 83 per cent said yes to instant sex, the Daily Star reported. However, when average-looking girls asked the question, 80 per cent of blokes agreed to go back for a drink while 60 per cent immediately agreed to a romp. But when men propositioned women, only one in 120 girls agreed to sex. "Men are apparently more eager for sexual activity than women are," French psychologist Dr Nicolas Gueguen said. The results of the study have been published in the journal Archives of Sexual Behaviour.

Aleya, who gave birth to twins, Aza Ameena and Asha Ameena Muhd Ashraf two years ago, had always been proud of her flawless fair skin. However, when she was pregnant, all that “disappeared” and she had to find a solution to get her glow back. “I grew up a very confident kid thanks to my complexion. I was pale, yes, but all I needed was a little make-up to add colour. I had been blessed with healthy skin, that is, until I got pregnant. Even months after I delivered, my skin was giving me problems. “I had breakouts here and there and that affected my self esteem. You see, I might not have a fantastic body or perfect features but my skin was my one true factor.” Aleya believes that one needs to take care of oneself and look for solutions and treatments to improve the look and outlook. “You can say whatever you want but at the end of the day, beauty is important. And yes, beauty comes from within. Thrilled over weddings, Malaysian-style TWO enterprising Malaysian women created a buzz recently at the 14th Asian Bridal Summit: Asian Wedding Cultural Festival in Qingdao, China. Despite attending in a much smaller entourage than the others at the summit held from Aug 25 to 28, Leticia

Hsu, Malaysia’s president of the Association of Wedding Professionals (AWP), and Eileen Lui from Elysium Weddings and Nupts & Such Malaysia charmed the attendees from the Chinese wedding industry as well as the local and foreign media. Representing Malaysia, the

duo presented a comprehensive paper on the “Preservation of Culture & Tradition in Today’s Modernised Malaysia” during the forum session. The presentation sparked interest among the Chinese wedding industry as well as members of the other

countries’ delegations who participated in the summit. “In our introduction of the video, we explained it was impossible to showcase only one cultural wedding from Malaysia because Malaysia will not be Malaysia without the melting pot of different cultures, such as Malays, Chinese, Indians and others,” said Lui. The Asian Bridal Summit is an annual event held alternately by member countries of the Federation of Asia Pacific Bridal Association to promote greater working relationships within the region and help each other grow the wedding industry in their respective countries. This year, the summit was hosted by China. Participating members at the 14th Asian Bridal Summit for this year included China-HK, ChinaTaiwan, Japan, Korea, Myanmar and Malaysia. “We were a little disappointed that Malaysia was under-represented at the summit. Myanmar’s delegation came in a 26-member strong team which included makeup artists, photographers and dancers,” said Hsu. Each participating country also had a representative to showcase the country’s tourism attractions. Focusing on the theme of preservation of culture and traditions in weddings in a continuously progressive and modernised society, delegates gave a presentation on how their country’s wedding industry was working towards preserving culture and heritage. Also on the programme was a showcase on each country’s wedding fanfare and traditional costumes presented as a fashion show.

Chinese in Malaysia,” said Lui. Both Hsu and Lui believe that Malaysia is a great country for destination weddings and hoped the wedding industry in Malaysia as well as Tourism Malaysia continues supporting the Association of Wedding Professionals and help grow the wedding industry together. Malaysia last hosted the summit in 2001 at the 7th Asian Bridal Summit. Last year, the summit was held in Seoul, Korea and garnered a lot of international media’s attention while next year it will be Myanmar’s time to shine. “We hope with the support of Tourism Malaysia, we will be able to host the summit in 2013 and showcase Malaysia positively to the world,” said Hsu.

Shah, who is responsible in rounding up the boys to get back on track, is now taking the lead to charter the group's new direction, using

his own company, Fayrusha Entertainment. "I've been away and busy with my own business before this and the boys were always flying solo. Each has somehow found his true calling in life. However, no matter where or how far we go, at the end of the day, we are still X-Factor. We could never let go the identity we've built for the part 11 years." Shah said the new single, Aura Membara, is already out and currently playing on radio stations. The song carries their hope, as it is also a statement to the public that the group is still alive. "We realise there are many groups which are much younger than us out there but we don't see this as a challenge or even as competition. A rather popular actor, Danny seems to be heading the same way as Fendi and Shah as he plans to get married soon. "Despite my

acting and hosting jobs, I have not forgotten about singing. My next big project is to marry my fiance. Well, that's the plan, but so far nothing is confirmed yet." As for Zach, who started his career as an actor much earlier than the others, said the group's reunion is one of the most amazing moments in his life. He is still very much in demands as an actor, but singing is still his main interest. His earlier experience as an actor on Astana Zach I d a m a n (Astro Ria), has taught him a lot in becoming a good actor. Along the way, he found his passion and is now able to do what he loves most. "It was difficult during my early acting days because I was so stiff. But I got through it and learned to become better. We may have been off the singing scene for a while but Danny now we have all the reasons to come back together as one again," said Zach. When the heart suddenly stops By dr haizal haron kamar lifestyle@mmail.com.my through a couple of paddles applied to the chest wall, no less than 12 times that morning. What Donald had was a heart attack in my clinic room right before my very eyes leading to a sudden cardiac arrest (heart ceased to pump), which if left without appropriate intervention, would almost certainly result in death. It will then be called sudden cardiac death or SCD. There are a number of causes of SCD but by far the commonest is heart attack. It occurs when one of the main coronary arteries becomes totally blocked by a blood clot. The sudden ischaemia or lack of blood supply results in not just weakening of a part of the heart supplied by the artery, but also interruption of electrical activity in the affected heart muscle. A common heart rhythm disturbance and also the most dangerous by a long

way in the setting of a heart attack is VF. It is also one of the most easily correctable cardiac arrhythmia because a single DC shock can usually restore the heart to its normal rhythm, but only if help is readily available. Other causes include cardiomyopathy (a group of diseases of the heart muscle that either causes the heart muscle to severely thicken or becomes very dilated and weak), aortic stenosis (narrowed aortic valve obstructing blood flow out of the heart into the aorta), myocarditis (inflammation of the heart muscle) and faulty electrical conducting systems such Wolff-ParkinsonWhite syndrome. In the younger age group of up to the age 35, the commonest cause of SCD is hypertrophic obstructive cardiomyopathy (HOCM) due to abnormal thickening of the heart muscle. Anomalous origin of the coronary arteries would be the other main reason for SCD in the young. Whilst preventing SCD is a whole topic on its own, what is just as important is what would be the first steps if we were to encounter someone who collapses suddenly after his or her heart stops?

The answer to that is CPR and here, the basic principle of ABC applies. Lie the person in a safe position on his back and check and secure the airway. Observe for any response and check for his breathing and pulse. So A = Airway, B = Breathing and C = Circulation. CPR is a knowledge that each one of us should be equipped with. We must recognise when a collapse is an impending SCD and not just a simple faint, and then to act accordingly. Seconds literally count. If CPR is not instituted within four minutes, there is a very high chance of irreversible brain damage even if the heart rhythm is restored later. Donald sur vived a ver y stormy couple of days in the Intensive Care Unit. He made a miraculous recovery and is now up and about, talking walking and back to his usual cheerful self. He has no recollection of what happened that morning, even up to the time when he walked into my clinic. Some say he is a lucky man for having a sudden cardiac arrest in the hospital. It does this through a complex electrical conduction system that is initiated in the sinoatrial node, the

heart’s natural pacemaker. In a PVC, there is a sudden triggering of electrical activity in the ventricles, causing them to contract first before the atria. Usually PVCs are benign and do not pose any danger to one’s health. They are actually very common and are usually felt as single heartbeats occurring irregularly. You notice it more in bed at night as usually this is the time of least distractions. There are usually no known causes of PVCs. They

Donald (not his real name) walked into my clinic for his checkup. He greeted me with a smile before sitting down. He had just been discharged from hospital after having had a heart attack almost two weeks previously and was doing very well. So we started talking, but hardly a couple of minutes passed when he started to clutch his chest saying, “Doctor, I feel my pain coming on. Can I take my GTN?” GTN is a small pill that one puts under the tongue to dilate the coronary arteries and reduce angina pain. I nodded and then ushered him to lie down on the examination couch. The tablet hardly had time to take effect when he cried out in pain. Dripping in cold sweat, his eyes suddenly rolled back and he collapsed in my arms. He was gasping. I could not get any response from him and I could not feel his pulse. After telling my nurse to call for help and activate "Code Blue", I started to do cardiopulmonary resuscitation (CPR). Within seconds my room was filled with doctors and hospital personnel. He was connected to the ECG monitor which showed ventricular fibrillation (VF), a sure-fire fatal cardiac rhythm unless something is done to correct it fast. Donald was given DC cardioversion, an electrical shock

Rowers want first Games medal MOHD ZULFADLY ROZALI believes the Malaysian rowing team will win their first Sea Games medal in Jakarta later this year. Malaysia have yet to win a rowing medal since the national team made their debut in the sport at the 1977 Jakarta Games. Zulfadly, a technology management student at Universiti Tun Hussein Onn Malaysia (UTHM) in Johor, said the national team are wellprepared to make waves in Jakarta this time. He will be joined by three other teammates — Safwan

Mat Jani, Fahmi Hamsi and Mohammad Nor Shafiq Busari (all from UTHM) — to make up the rowing quartet. "I can't speak for the other rowing categories but for my teammates and I, we are confident of getting a medal," said Zulfadly. "We have been in serious training since last year and competed in a few international competitions in the Asean region. The commitment and dedication showed by my teammates during training has convinced me that the Sea Games this year will be a memorable one.

"We have been together for some time. We won the International Inter-Varsity Boat Race in 2009 and 2010. Recently, we won the Hong Kong Indoor Championship and made a podium finish at the Sea Championship in Singapore. "Malaysia have never won a rowing medal in the Sea Games and we aim to create history," said the 22-yearold. He said before leaving for Jakarta, they will be competing in the International Varsity Boat Race in Putrajaya next month as a final warm-up.

TO say that Multimedia Universit y's (MMU) R . Rubithamalar, or Rubi, is an athlete would be an understatement. The talented lass was active in athletics, taekwondo, football and futsal and was spoilt for choice when she had to pursue just one. After weighing her options, she finally picked futsal, which has since paid dividends. She feels she made a wise decision and is enjoying the sport as skipper of MMU's women’s team. "Futsal is currently a popular sport. It is less physical than football and less strenuous," said Rubi. "Cash prizes from tournaments are incentives, of course, while a further advantage is I get to increase my circle of friends." She started with athletics but failed to win honours while representing MMU in the 100m and 200m sprints two years ago. At the same time, she took up taekwondo and became a black belt holder (1st dan), but she has since quit martial arts. As a defender, she not only plays for MMU but has also guest-starred for other teams, including PKNS and Phoenix (formerly Figos FC), in open championships. She skippered MMU

THE Malaysia-Singapore second round return-leg preWorld Cup match in Kuala Lumpur has caught the attention of Fifa. Singapore managed to hold Malaysia to a 1-1 draw at the National Stadium in Bukit Jalil en route to earning a 6-4 aggregate win to advance to the next round. The national Tigers not only had to endure a tonguelashing from some of their harshest critics but the FA of Malaysia (FAM) could be hauled up by Fifa as they seem to have breached several articles embedded in the Fifa Disciplinary Code. In an email sent to me yesterday, Fifa's Media Office said: "We can now confirm disciplinary proceedings were opened for crowd disturbance against FAM in relation to this match. "This case will be submitted to the disciplinary committee which will most likely examine it at their next meeting on Sept 13." This came about after I questioned the manner in which the match was organised, in the article "Walking a Tightrope", published on Aug 8. FAM were found to have breached Article 7 (evacuation routes), Article 8 (spectator areas), Article 18 (entry to the stadium, sale of tickets) and Article 19 (security checks) of the Code. "I was with the general secretary (Datuk Azzudin Ahmad) on Monday and nothing was mentioned. I'm not aware of Fifa looking into the match until you brought it up." Perhaps Hamidin has a bigger battle to worry about. Observers continue to question his role as FAM's competitions committee chairman and Selangor's caretaker team manager — stressing it is a conflict of interest. Even the Asian Football Confederation (AFC) disciplinary committee discussed the match during a meeting on Aug 15. Committee chairman Lim Kia Tong was quoted in the AFC website saying: "The committee is of the unwavering view such irresponsible and dangerous acts cannot be allowed to continue and will not be tolerated any longer." The website also stated the committee issued "an unequivocal warning that the member association or club concerned would be held fully responsible for any laxity in security which

could be punished with the imposition of financial sanctions up to US$1m (RM2.9m) or playing matches without spectators until AFC are satisfied the problem will be, or is, eradicated." The same committee slapped Indonesia's Sriwijaya with a US$25,000 fine after their fans threw water bottles and lit a fire torch, among others, in the AFC Cup match against Hong Kong's TSW Pegasus on May 11. AFC also handed Iraq club Duhok a US$13,000 penalty after spectators threw bottles, fireworks and invaded the pitch during another AFC Cup match against Kuwait's Al Nasr on May 3. All eyes will now be on FAM, with the Malaysia Cup having started yesterday. Wales face trying task against Boks

WALES believe they will need to score two or three tries to beat champions South Africa in their opening Pool D match at Wellington Regional Stadium on Sunday. But to do that, they will need composure in attacking situations to beat a hard-working and efficient Springboks defence, says Wales attack coach Rob Howley. "This game is all about scoring tries and from my perspective we’re going to need to score two or three tries if we’re going to win the game," he said. "When we create opportunities and we get in behind

lines we have to make them count because this South African side work tirelessly off the ball, particularly in defence. "It would be a huge factor if we don’t show composure. But we have shown composure in our last three games, so hopefully, that will continue." Howley said Wales would also need to defuse an expected aerial assault from the Springboks and to maintain discipline if they were to prevail. "We have to make sure we don’t give any silly penalties away because keeping discipline needs to be first and

foremost," he said. "South Africa have a good power game and it’s important we dominate the sky. The aerial kicking game is important when you play them." Three Wales players remain in doubt with calf injuries — prop Gethin Jenkins, back row Ryan Jones and flyhalf Stephen Jones — and Howley said no chances would be taken by rushing them back too early. "If you look at the three boys who have done their calves, they need a little more time than anyone else and at World Cup time they are invaluable on and off

the field. "And if they are slightly injured, they are still great to have in the squad." Despite the injuries, Howley said the squad are in good shape. All that remained is to convert their preparation into a winning performance. "We are happy and comfortable where we are with our physical hardness," said Howley. "Our results over the last few years against South Africa were three, four, fivepoint losses. Hopefully, we can get a little bit of luck and turn it into a win on Sunday."

Young and dangerous LONDON: football/ euro 2012 qualifiers

United star scores only goal for England ENGLAND took a giant stride towards qualification for Euro 2012 this morning after an Ashley Young goal handed them a 1-0 win over Wales to leave them six points clear at the top of Group G. Manchester United star Young rifled in a low cross from Stewart Downing on 35 minutes to secure all three points for England, who now need only a point from their final match against Montenegro next month to clinch the group. Wales squandered a golden opportunity to secure what would have been a scarcelydeserved point when substitute Robert Earnshaw missed an open goal from five yards out 15 minutes from time. Earnshaw’s miss left Wales manager Gary Speed burying his head in his hands but the visiting coach could have few complaints with his team’s defeat after they failed to seriously test England for long periods. England manager Fabio Capello had recalled Chelsea midfielder Frank Lampard to his starting line-up after dropping him for last Friday’s 3-0 victory over Bulgaria in Sofia. Capello also rested Theo Walcott as a precaution, replacing the Arsenal winger with Manchester City’s James Milner.

England enjoyed by far the better of the first-half, and might have taken the lead after only eight minutes only for captain John Terry to flash a close-range header wide of the post after an inviting corner from Young. With Wales star Gareth Bale deployed to the right wing, all too often the visitors were left exposed down the opposite flank, where Liverpool’s Downing was a constant menace. Downing had fired a warning shot on 17 minutes when he ghosted past fullback Neil Taylor only to overhit his cross. Moments later, Downing was on the prowl again, gliding into space but just failing to pick out Wayne Rooney with his centre. At the other end, England goalkeeper Joe Hart was a virtual spectator for most of the first-half, although Bale reminded the home side of his latent threat when he beat Milner to draw a booking from the England midfielder. Forlan claims ignorance over exclusion NEW Inter Milan striker Diego Forlan claims he didn’t know about the Uefa regulation that has ruled him out of his team’s Champions League group stage. Forlan played for his previous club Atletico Madrid in the Europa League third qualifying round against Norwegians Stromsgodset earlier this season.
