Human skeletons, stony and historical artifacts were founded in recent archaeological excavations has been a settlement since 6400s BC. Pendik which located in between Bosphorus and Sakarya River has a great geostrategic importance. The city hosted various nations had been ruled by Macedonians in 12th century BC, Romans in 8th century BC and Byzantines in 4th century BC respectively with the names of “Pantikapeum”, “Panticio” and “Pantikion”. Historians report that Pendik was used as a frontline of defence by the states which have sovereignty over Istanbul in order to prevent attacks coming from the east. Pendik which was taken under the control of Seljuk Turks in 1079 right after the Battle of Manzikert was invaded by Crusaders in 1204. Pendik became a part of Turkish-Islamic Civilisation after the conquest of Istanbul in 1453 by Sultan Mehmed II. The city was rebuilt by engineers and architects that came from Paris after the Great Fire that occurred during the Ottoman Period.

Pendik has an area of 190 km2, the population was 389,657 in 2000 and it increased to 681,736 in 2015. Urbanization doubled as a result of industrialization when it is compared to the average growth rate of Turkey. There are 139 official schools including 100 primary and secondary schools and 39 high schools serving for 134,701 children and young people living in Pendik where the enrolment rate of preschool is 73% and the average number of students per class is 32.

Pendik is an exceptional city that has all three (land, air, sea) transportation opportunities. Whereas Sabiha Gökçen International Airport’s distance to the city centre is approximately 12 km, the port is just 100 m away. Pendik is the centre of Istanbul – Ankara High Speed Train Station and also is a part of Istanbul metro network. Thus, Pendik offers various transportation opportunities to reach both domestic and international destinations easily.

Pendik’s Industrialist’s and Businessmen’s Association (PESIAD), a leading NGO, greatly supports the economic development in Pendik. Their focus is on developing the potential and supporting the sharing of necessary know-how information for the increase of production capacities of local businesses and corporations. They also take great care in nurturing the development of society in a social and cultural aspect.

Technopark Istanbul which is set up as part of the Advanced Technology Industrial Park and Airport Project (ITEP) that the Undersecretariat for Defence Industries actualized aims to meet Turkey’s need for advanced technology from national resources. Technopark which is the most important and most qualitative technology centre of Turkey that is open to the world gathers universities, research organizations and manufacturing sectors in Pendik by bringing together the business and science worlds. 1.000 companies operate in the Technology Industrial Park that adds 10 billion worth of value to Pendik, and provide job opportunities to thousands of people.

Turkish Airlines Aircraft Maintenance and Repair Centre Inc. (HABOM) established by Turkish Technic, an affiliate of Turkish Airlines, in order to increase the capacity and capability of maintenance and repair in aviation. It is a project focused on human and technology in Turkish aviation sector. HABOM provides maintenance and repair services for commercial aircrafts and give training about components, painting and types of aircrafts in its facility that was built on a 372 thousand m2 area in Sabiha Gökçen International Airport. HABOM serves many companies from four continents.

All the products needed by the citizens of Pendik can be grown in Pendik’s 606 gardens totaling 1,169 hectares of garden space where the most modern techniques and methods are readily used. Pendik is ranked 5th in the category of livestock, among Istanbul’s other districts. With 4,720 sheep and cattle, and 2,717 tons of milk produced annually. It is ranked 2nd against other districts in the area of honey production, with 2,810 hives and 56 tons of honey produced annually.

BALLICA VILLAGE

The story of how Ballıca Village got its name dates back to 1928 when the District Governor visited the village and was offered a large variety of honey (Bal in Turkish). Based on this he registered the name of the village as “Ballıca”. The majority of the inhabitants consist of nomads and immigrants from Bulgaria. The economy of the village is supported from local agriculture and animal husbandry. It is a popular area due to its three large picnic grounds, equestrian sports club and is a site for hunting tourism.

It is said that this is the village where Mehmed the Conqueror stayed after the conquering of Istanbul. As such it was named “Emir Village” (Emir meaning command in Turkish) because of the commands Mehmed II gave his viziers and soldiers. There is another rumor that the name of the village has been shortened over time from “Emir Ali”. The village largely supports itself on its agricultural industry and from animal husbandry, though greenhouse cultivation has also since developed. Certainly a point of interest in the village is the “Ottoman Hill”, a lookout that offers a panoramic view of the surrounding area.

GÖÇBEYLİ VILLAGE

The primary means of income for Göçbeyli Village comes from its greenhouse cultivation, organic agriculture and livestock. Located on the most northern point of Pendik, Göçbeyli boasts natural picnic areas, fresh fruit trees, vegetable crops, natural streams, forests, and natural spring water.

The founder of Kurna Village was Mehmet Paşa, nicknamed Şevki, and was one of Mehmed the Conqueror’s admirals. The village which is approximately 15 kilometers away from the center of Pendik draws picnickers from neighboring communities and Greater Istanbul because of its three large picnic areas. The people of the village earn their living through sheep and cattle breeding, dairy production and gardening. Since there has been no migration to the area, Kurna Village has maintained its clean and quiet quality, and visitors enjoy the few two-storey wooden houses that are in the village.

KURTDOĞMUŞ VILLAGE

The history of Kurtdoğmuş Village dates back to the Orhan Bey Period which makes up about 1300 years of the Ottoman Empire. The main source of income in the village is agriculture and animal husbandry. Due to the Ömerli Reservoir being in the area, the amount of productive land and wetland areas has increased, in turn enabling the growth of a variety of fruits and vegetables.

After Mardin and NevĹ&#x;ehir, Pendik is a central location for the art of stonework, where custom-made stones used in the construction of buildings such as shelters, palaces, mosques and churches are produced.

The history of the Hereke Silk Carpet, which is widely accepted as the world’s most precious hand woven carpet, dates back to the year 1843. The Hereke carpets which were initially only designed for Ottoman Palaces, today are presented to the countries of the world from Pendik.

As Istanbul’s third largest marina, it provides a luxury concept of excellent service with its 11 floating piers, 752 berth capacity and the latest technological infrastructure. WOMEN’S S H E LT E R HOME

Women’s Shelter Home was built in order to fulfill basic needs of women who were subjected to physical and emotional violence. It provides services to women and their children seeking a safe place to be protected.


There are facilities for stray animals to ensure their safety and well-being by providing them housing, food and health services in Pendik. These shelters aim to protect lives of animal and human both. They continue to provide its services for thousands of stray animals.

Istanbul’s “Eighth Hidden Hill” Gözdağı Grove, which is full of smell of pine trees, is one of the worth seeing place with its view of Princes’ Islands and Pendik. Picnic areas, viewing terraces, children playgrounds, hiking trails are reachable within this natural environment. There is also a restaurant which resembles an eyrie that has wooden texture welcomes you with its indoor and outdoor areas when you reach the top by walking through the greenery entrance. You can taste the delicious meals, drink tea on the 206 meter hill and get rid of all your exhaustion and stress while you sit across this magnificent view of Istanbul.

Yenişehir Picnic Area; a 13 hectare green-space covered with trees and greenery, is one of Pendik’s most significant forested spaces. The area is in service for the citizens of Pendik and Greater Istanbul to use, boasting picnic areas, jogging tracks, a concert bandstand, and a 4 thousand m² Paintball course. The area provides picnic tables and bar-b-que pits for citizens to use, and is also a space popular for countryside weddings.

The park that starts from Azizoğlu Road and reaches Tandoğan from Yayalar Road serves the whole of Pendik as well as Fevzi Çakmak, Esenler, Güllübağlar and Kavakpınar districts. The park is one of Turkeys largest parks with its 7,4 hectare usage area. There are children’s play areas, mini football, basketball and volleyball fields, jogging tracks and multi-purpose resting areas in the park.

Pendik Women Entrepreneur Business Incubation Centre Project (KİŞGEM). KOSGEB (Small and Medium Industry Development Organization) is the coordinator, Pendik Municipality is the beneficiary and PENTAŞ is operating body of the project. In the project is supported by EU funds, the Women Entrepreneur Business Incubation Centre was set-up in order to ease the establishment of businesses for small entrepreneurs and to increase the survival and growth rates of businesses. Businesses that continue their presence with KİŞGEM earn the right to use an interest free loan up to 100,000 TL and a grant up to 50,000 TL provided by KOSGEB to entrepreneurs.

The “Extract Your Bread Form Glass” Glass Working Project, handled and coordinated by the Pendik Municipality and Monitoring by İŞKUR(Turkey Work Institution) as part of EU Active Labour Market Measures 2008 Grant Scheme is a training programme aimed to develop the entrepreneurship qualities of unemployed men and women residing in Pendik. 198 courser attendees received training as part of the project. İstanbul Seismic Risk Mitigation and Emergency Preparedness Project (İSMEP) [ 2007-2012 ]

The Project coordinated by the Istanbul Special Provincial Administration and funded by the World Bank in which our municipality took part as the beneficiary intends to increase the corporation and technical capacities with the intention of supporting the implementations of Istanbul Metropolitan Municipality and two pilot municipalities (Pendik and Bağcılar) construction plans and license durations in a more efficient way. The prevention of data loss in emergency cases was provided by carrying out procedures in a digital context through the document management system and digital signature and the storage and keeping of the transmitted data. Also a call-centre was set up so the citizens can benefit from the municipality services 24/7.Pendik Municipality became the first municipality with 270001 certificate in Turkey as part of the ISO 27001 Application by providing assurance of the information Security Management System.

The project is supported by the Center for European Union Educational and Youth Programmes (Turkish National Agency) as part of the Youth in Action Programme; Action 3.1 in Cooperating with Neighboring Countries, which was implemented by Pendik City Council Assembly. This project aimed to integrate youth with restricted opportunities in various countries whose are facing social, economic, educational or geographic obstacles to participate in voluntary work in another country, strengthen the youth’s active citizenship and reinforce the solidarity and mutual understanding between them. Project`s partners; Turkey, Germany, Bulgaria, Algeria, Georgia and Kosovo.

Project was implemented within EU Youth in Action Programme 4.3 Youth Networks in Luxembourg. Project`s lifetime was 5 days. 20 beneficiaries from Bulgaria, Romania, Italy, Portugal and Turkey received training courses. 2 participants from Pendik Municipality also participated in the project activities. The main aim of the project`s activities; the integration of young people into society by using different art techniques. The Project raised awareness in this area, by establishing a network between different institutions and people.

The aims of the project, which was carried out as part of Strengthening Pre-School Education Grant Scheme are: the dissemination of the pre-school education in disadvantaged areas, the enhancement of the existing preschool education systems and increasing the number of children benefiting from pre-school education. Two nurseries were established at the Fuat Köprülü Primary School situated in Kavakpınar District, in addition to a life learning programme were provided to personnel at the Pendik Municipality Children’s Clubs as part of the project. The non governmental organization named MOSAICO in Napoli, Italy was the coordinator of the project which took part within the European Union Youth in Action Programme 1.1 Youth Exchange aimed to interact youth from different cultures aged 18-25 through cuisine activities such as city games food quizzes and cultural nights were carried out. Pendik Interactive Municipality Applications Portal Project [ 2011-2012 ]

As part of the project nine e-municipality applications were developed and the municipality’s archives were transferred into a digital platform; 24 kiosks were assigned to various places in the district and an e-management portal was developed with the intention of easing the access to municipal services. The Pendik Industrialists and Businessmen’s Association (PESİAD) and the Pendik District National Education Directorate contributed in the project. The Project was carried out as part of the Istanbul development Agencies ‘Information-Oriented Economic Development 2010 Financial Support Program Intended for Non-Profit Organisations.

Development of the Pendik e-Development Platform and Mobile Municipal Application [ 2012-2013 ]

Municipal procedures have been brought to Pendik’s citizens’ doors with mobile vehicles that have allocated by Pendik Municipality. Everyone is able to easily carry out their municipal procedures through the 2 mobile vehicles that have been travelling the neighbourhoods. Citizens are able to carry out their procedures through free access to the internet and the e-municipality applications as part of the ‘Development of the Pendik e-Development Platform and Mobile Municipal Applications’ project accepted by the Istanbul Development Agency. Two vehicles have been allocated in order for this system to be applied. There are GPS, camera systems, digital screens and printers in the vehicles. By this way everyone in the district with or without a computer have had access to the internet Students and businesses were able to use the internet for free as well as being able to access all municipal applications as part of the project. Wireless internet (WIFI) have been set up in areas where there are high numbers of businesses and a high population rate. In this way the citizens’ have had access to these services 24/7.

The project was carried out in partnership with the Pendik Industrialist and Businessmen Association (PESİAD) and Pendik Directorate of National Education. The target group of the project were 300 youth between the ages of 15-24 that for various reasons they couldn’t continue their education or those who had graduated but they were still unemployed. The youth was given a total of 2 thousand 400 hours of training; 1.830 hours of it technical and 98 hours of it personal development and mentoring training. At the end of all the training the youth was guided to professions that had high employability rates. Also mentoring services were provided for the exams organized by ÖSYM (Student Selection and Placement Centre).

Economic Literacy f o r Yo u t h [ 2013-2014 ]

Pendik Municipality (Coordinator), England, Italy, Bulgaria, Romania, Pendik City Council and Pendik Industrialist and Businessmen’s Association “Economic Literacy for Youth” Project which has been completed within the scope of European Union Ministry Youth Programs Activity 4.3 aimed to raise youth’s awareness of economics and economic notions in the developing world and also to guide them how to manage their money during economic crisis. In order to achieve this purpose, “Economic Literacy for Youth Course” has been organized by gathering youth from five different countries. Participants have been informed about various subjects such as budget, budgeting, money, effectively money spending ways, debt and conscious consumption. The participants have been supported to give information about their lives and countries on this subject and make a case analysis within a group. Tours to historical places of Istanbul were organized to introduce Turkey and Turkish culture to youth.

An Active Life Center was established to increase the physical capacity of disabled children and young people between the age of 0-24 to integrate them into the society by Gedik University with the collaboration and financement of Istanbul Development Agency - 2012 Small Scale Infrastructure Financial Assistance Program for Social Inclusion Grant Programme. Trainings were provided by qualified instructors in the field, rehabilitation of these disadvantaged people were ensured not only in the rehab centers but also outside of these institutions with open field activities and sports. Also several activities and action were implemented to create awareness about disability. Within the context of the project, Active Life Center is established in order to increase the movement capacity of 250 disabled children and young people aged between 0-24 and living in Pendik. The trainings have been proceed for 16 months in the center and these disabled children and young people have benefited from physicial activity services during these trainings. 50 volunteer students, 10 trainers and 10 Special Education & Rehabilitative Services and Guidance Research Center Experts have been trained in areas such as physicial activities, sensory training, behaviour management for 30 hours, after the training they were awarded certificates. 8 different seminars in various areas such as nutrition, health, physicial activities, child-care have been organized for the families. Total 1400 children and young people with disability or without disability from special education, elementary and high schools have been participated of events which had been organised in order to create social awareness and coalesce.

Pendik Municipality Disaster Management and Emergency Planning [ 2014-2015 ]

The project is going to be carried out in collaboration with the Pendik Municipality, Ä°stanbul Technical University and Governorship of Pendik. With this Project, a disaster management plan for Pendik will be developed in order to be prepared for the emergency cases, particularly in earthquakes, to reduce damages, to respond to disaster more quickly and efficiently, to forecast and set up an early warning system and to use sources effectively. In this context, evacuation and exercise plans of Pendik Municipality will be prepared, risk areas will be identified, technical trips to GĂślcĂźk that is an earthquake zone will be organized, technical training courses will be given to Municipality personnel and citizens, awareness trainings with the mobile earthquake simulation training vehicle will be given to citizens at 18 different points.

In the context of Istanbul Development Agency -2014 Children and Youth Financial Assistance Program, Pendik Wellness Center was established for young people who are obese, overweight, or willing to gain healthy lifestyle by means of grants which is given by agency within Pendik Wellness Center Project. In this center, Nutrition Counseling, Physical Activity Counseling and Psychological Counseling services are provided to the youth. Also, trainings such as communication, culture and arts, sports and outdoor activities are organized for the young people. Within Pendik Wellness Center Project the outputs mentioned above have been accomplished. After these activities, a Wellness Center in Pendik was established. 576 young people benefited from project center. 4162 hours counseling services were provided. Communication, instrument, drama, folklore and sports trainings were provided as 896 hours in total. A website and web avatar application were created. 33 Healthy Nutrition Seminars organized in high schools in Pendik. Also 11 outdoor training activities organized for the young people who are benefiting from the center.

Reduction of Household Energy Consumption and Raising Awarness for Clean Energy: Pendik Case [ 2014-2015 ]

In the context of Istanbul Development Agency - 2014 Efficient and Clean Energy Financial Assistance Program and under the coordination of “Bahcesehir University, Institute of Science and Technology�, it is aimed to raise awareness for clean energy and increase capacity for dissemination of clean energy applications by trainings devised for reduction of household energy consumption and especially electricity consumption, seminars and workshops organized for the purpose of increasing awareness in green energy for youth, raising consciousness with e-modules, animations and booklets and training for women living in Pendik to make them be able to use smart electricity meter. In the scope of the project, a mobile vehicle purchased and designed and it was used to visit schools in our district and awareness raising activities in the area of clean energy and energy efficiency provided to students.

The project was carried out under the EU Youth Mobility Erasmus + Programme. Project aims to get 2 of our sister cities together for the purpose of sharing culture through handicrafts. A training programme was organized for 10 days in Pendik. At the end of the program, we prepared prepared a booklet describing the historical development of handcrafts and methods of application in craftsmanship. Young Social Enterprises with Young Entrepreneurs (YouSee) project is a research based project which aims to contribute development of new social enterprises and increasing institutional and financial capacity of existing social enterprises by analyzing the needs and raising awareness among different institutions at different levels. In this context, 9 intellectual outputs will be created with training needs analysis of target group and non formal methodology integrated to them to compensate the needs. Outputs are tested with 2 pilot and 1 international trainings. Intellectual outputs aims young people between age of 18-30 who would like to become social entrepreneurs and enhance their capacity on social entrepreneurship. Project is also designed to create a training of trainers. 90 learners are aimed to receive the first pilot trainings and 90 trainers attend to second pilot trainings in 4 countries by 6 partner organizations. 26 participants will enjoy international learning opportunity held in Ä°stanbul to demonstrate the impact of intellectual outputs. These trainings are certified in order to ensure recognition of skills acquired.

“Young Volunteers in Local Administrations” project aims to establish a mobility network between Pendik Municipality and its sister cities. In parallel with this aim a European Voluntary Service project is designed. As a pilot mobility, two municipal workers participated the voluntary service in Smolyan / Bulgaria for 2 months. Their experience showed us that this kind of mobility activities ensure sharing experience and good practices between different cities and also paves a way for the cultural interaction between workers. In light of the previous experience a second project was designed. The duration of the mobility activity was decreased to 2 weeks and number of participants increased to the 6 workers.

In the context of Istanbul Development Agency - Promotion of Women Employment 2015 Financial Assistance Program, needs of the sector and women’s education were taken into account and a training and job placement program intended to be applied.
