PORT TOWNSEND –– Jefferson County Transit Authority officials were buzzing with excitement after test driving an electric bus around town on Thursday. Jefferson Transit officials hope to eventually replace all of its diesel buses with a full fleet of electric buses, said Tammi Rubert, general manager. The public bus service agency has enough funds now to purchase two electric buses, but Rubert said the agency needs to do more investigation before buying any. Report: Racial slurs made with attack PORT ANGELES — Police are investigating a reported assault by an 18- to 19-year-old white male as a hate crime, interim Police Chief Brian Smith said Thursday. According to a police report, the victim of the 2:30 a.m. attack Sunday is a black man. The victim, a college-age Clallam County resident who asked police not to identify him publicly, was treated and released at Olympic Medical Center for contusions and abrasions, including a welt on the left side of his face, police said. “Our primary focus in a case like this is to look out for the interests of the victim,” Smith said. “He did nothing wrong.” The victim said he was walking from a bar to a friend’s house when about six males and females who appeared to be high-schoolers got out of three vehicles at West Ninth and Cedar streets between the Eighth Street bridges and confronted him, Officer Harold Balderson said in a written report of the incident. “He was walking along Cedar Street minding his own business, and these people arrived where he was,” Sgt. SEATTLE — Boaters and vessel operators would not be able to release sewage, treated or untreated, into an area that would cover waters from near Sequim to south Puget Sound to the Canadian border, under a proposal by state regulators. The state Department of Ecology said Thursday it and other state agencies petitioned the U.S. Environmental Protection Agency to designate the waters of Puget Sound — which includes the Strait of Juan de Fuca — a “no

discharge zone” to improve water quality and protect shellfish beds and swimming beaches from harmful bacteria. If approved, the zone would include Lake Washington and Lake Union. There are dozens of no-discharge zones in the country, but this would be the first in the Pacific Northwest. Critics say the proposal is too broad and will be costly for many who would have to retrofit their vessels to accommodate holding tanks. TURN

PORT ANGELES — The survivor of a single-vehicle crash that killed Andrew Hinrichs of Port Angeles was listed in satisfactory condition at Olympic Medical Center on Thursday, a hospital official said. Richard Phelps, 18, of Port Angeles, was taken to OMC in Port Angeles after the truck he was riding in plunged about 50 feet into a ravine just southeast of the U.S. Highway 101-Pine Street intersection on Wednesday, Port Angeles police said.
