Special Zoning Overlay

The Special Purpose Zone designation creates a comprehensive set of regulations to guide the design and affordability requirements to promote community interests. Seven such zones have been designated throughout the District, including the Uptown MixedUse Art district.[50] A Special Purpose Zone can be placed on the PEPCO site to ensure affordability and preserve neighborhood characteristics throughout the development process.

Community Land Trust

A community land trust (CLT) gives ownership of properties (commercial and/or residential) to the community, instead of private developers. As land is opened up by the boulevard, a portion can be passed onto the Douglass Community Land Trust for them to develop and manage. This strategy will allow for the creation of affordable housing, enabling residents to build intergenerational wealth through homeownership without the fear of displacement.

Housing Production Trust Fund

Housing Production Trust Fund (HPTF) subsidies could be concentrated at neighborhood developments, such as the PEPCO site. Given the discretionary nature of DC’s Housing Production Trust Fund, the city should provide out-sized allocations to accelerate the implementation of the housing production plans at the PEPCO site. Large master-planned redevelopment projects can have difficulty attracting private investments and qualifying for financing. The HPTF can thus become a source of patient capital to jump-start the project to bring in more developer interest and equity investments.
