Selkirk College will showcase student talent and celebrate community partnerships at the annual Gala 2014. This year’s gala theme is Partnerships in Success and the college is inviting all its supporters to join in the special evening at Nelson’s Mary Hall on November 22. “Selkirk College is built and maintained on partnerships,” says Joleen Kinakin, Selkirk College’s Donor Services Coordinator. “From support in the business community to co-op programs for students to community organizations across the West Kootenay-Boundary, the college would not exist without these important bonds.” The annual event is an important opportunity for students to host a night of amazing food, great entertainment and top-notch service. Students enrolled in the Professional Cook Training Program, Resort & Hotel Management Program and Professional Music & Technology Program all play a key role in making the fantastic evening come alive. The gala includes a tantalizing four-course meal prepared by the Professional Cook Training Program students and served by the Resort & Hotel Management Program students. The dinner will be followed by a dance that includes music from the Contemporary Music & Technology Program students. Another important element of the evening is the silent and live auction. This year’s auction is being coordinated by the Selkirk Saints hockey team and will include more than 100 items donated by community supporters. “We’re pleased to have the Saints play an important role in this year’s gala,” says Kinakin. “These young men are tremendous ambassadors of our college and our region. They provide a source of pride with their winning ways and their outreach in the community.” Tickets for Gala 2014 are $70 per person or $520 for a table of eight. Special Olympics Nelson For the past three years, the Special Olympics Nelson Local has held an annual bake sale and silent auction that has raised over $1300 per year. The funds have been used to take players to compete in numerous tournaments, and the soccer team competed in the provincial games that were held in Langley in 2013. Director’s Corner
From Director Shadrack: 1. Goodbye and Thank You This will be my last Director’s Corner and I want to take the opportunity to thank both Alternates, all the RDCK staff, my Board colleagues, as well as Village of Kaslo staff and past and current Mayors and Councillors who have assisted me and worked with me during my time in office. I also want to thank all of the constituents who have sat on various Commissions and Committees over the last nine years in Area D, without whom the operations of local government would not have functioned as well as they do. Finally thank you to all the voters for giving me the privilege of serving you for the last nine years. I look forward to talking with you as citizen Shadrack. 2. Alternate Director Watson I have known Alternate Director Watson as a neighbour and colleague for nearly a decade. Prior to the 2011 RDCK election I invited her to join the Columbia Basin Trust Kaslo and Area D Climate Adaptation Pilot Project committee. As a result of working closely with her for a year, I then recommended to the RDCK Board that she become my Alternate. During that time she has represented Area D by attending three Federation of Canadian Municipalities AGMs, serving on the West Kootenay Boundary Regional Hospital District Board, Chairing the Area D Advisory Planning Commission, and facilitating discussion around certain highways issues with constituents and the Ministry of Transportation and Infrastructure. Alternate Director Watson has a passion for working in and with the community, and does extensive research and consultation while making up her PAGE 26

mind as to what solutions to various problems might be. She has a rare gift and I think it is time that a younger generation was better represented at the RDCK Board table. If she is elected, I am confident that Director Watson would work hard to serve you all. 3. Kootenay Lake Local Conservation Fund In a previous edition of the Pennywise I have written a full page letter explaining why I put this initiative to referendum along with the Directors for Areas A and E. The tax would be $15 per parcel (each taxable lot) per year, which amounts to $1.25 per month or 4.1 cents per day, over a period of ten years. It would allow your next Director to have a say over what conservation projects were funded and undertaken in Area D, and it would signal to potential funding partners that the resident and non-resident property owners around Kootenay Lake had agreed to help finance projects that would maintain and enhance the environment where we all live. A similar parcel tax in the East Kootenay Columbia Valley has raised 1.5 million dollars in property taxes, with funding partners adding in an additional $5 million, resulting in 44 local supported projects being completed. These have included dealing with invasive species, fire interface and various ecosystem restoration projects, all of which were proposed and supported by local property owners and communities. 4. Meat Status in Area D Using briefing notes from Alternate Director Watson I met with the Minister of Agriculture, with support from the Kaslo Mayor and Council, at the Union of BC Municipalities AGM in Whistler. I made the case for Area D meat producers to be able to slaughter up to twenty-five animal units per year which they could then sell to local restaurants. During the meeting the Minister stated that he understood that Area D met all the criteria and therefore his staff had to come up with reasons why he should not grant a D license. I was promised that a decision would be Pennywise
made sometime in the next six weeks, and I will follow up with the Minister’s office before my term ends. 5. Johnson’s Landing and Flood Control Mitigation The RDCK, RDEK and RDKB Board Chairs and CAOs and myself met with the Attorney General, the Minister of Forests Lands and Natural Resource Operations, and the Minister of Community Services, Culture and Social Development to first discuss funding flood prevention measures and then the need to amend disaster compensation funding. We first gave the example of how works undertaken on Fletcher, Schroeder and Campbell Creeks in 2013, which cost $84,500, helped protect residential property and a water system, all worth $21 million. UBCM delegates unanimously passed an RDCK-sponsored resolution calling on the provincial government to fund up to 50% of the cost of preventing flood damage, etc from occurring. Apparently both the federal and provincial governments are currently looking at this issue, as preventative maintenance is far cheaper than compensation payouts after a disaster. I then spoke to the fact that five of the seven residential properties in Johnson’s Landing, either completely destroyed or severely damaged, were ineligible for Disaster Financial Assistance (DFA) property compensation. The three Ministers verbally agreed to work on this issue with the three Regional Districts, however UBCM delegates failed to pass the RDCK-sponsored resolution calling for amendments to the DFA regulations. The incoming Area D Director will have to get the RDCK to take a resolution to the Association of Kootenay Boundary Local Governments AGM in 2015. On October 16th representatives from the Ministry of Forests, Lands and Natural Resource Operations (MFLNRO) met with residents of Johnson’s Landing to discuss ongoing monitoring of the slide area where it has been estimated a further 800,000 cubic metres could come down. In the meeting residents observed that what was proposed only measured
soil movement, not water flow - above, through and below the slide area. A further discussion will be held between the Director for Area D, a representative for the Johnsonâ&#x20AC;&#x2122;s Landing community and MFLNRO in December. 6. Area D Community Development Grants Three additional grants were made at the September meeting: Friends of Kootenay Lake Rivers Day clean up - Lardeau-Duncan-Marblehead transfer station tipping fees: up to $170 Kaslo and District Public Library assisting in hiring one youth for the summer: $1,578 Service 107 - Kootenay Lake Stewardship Partnership: $1,250 Balance left for remainder of 2014/15 fiscal year: $46,116.10 7. Community Works Fund A $10,000 grant to Kootenay Lake Sustainable Boating-Marine Sewage Pump Out for the North Shore of Kootenay Lake, applied for in August, was approved at the October RDCK Board meeting. The proposed location for the pump out station would be the Woodbury Resort, and it would be the first such service on Kootenay Lake. The current 2014 Community Works (gas tax) balance is $34,457. 8. Recycling Chaos For twenty years (I remember the cardboard collection shed on E Avenue in Kaslo) we have built an integrated recycling system in North Kootenay Lake that serves both rural and urban residential, commercial, industrial and institutional needs. In 2013 Multi-Materials BC refused to offer the RDCK a comprehensive collection contract, while Castlegar, Nelson, Kaslo and Nakusp, mistakenly in my opinion, chose to break away and sign curbside collection contracts with MMBC, leaving the rest of the RDCK electoral areas and municipalities to continue operating the previous depot recycling program. Now Kaslo Village Council has asked the RDCK to move its recycling operations to the Kaslo Transfer Station and RDCK staff have just prepared a report
suggesting residential recycling be split off from institutional, commercial and industrial recycling. On October 30th the Central Resource Recovery Committee indicated that they were not interested in expanding curbside recycling, without MMBC offering a comprehensive package to the entire Regional District. Before we go any further down this road, there should be a public meeting of the citizens and businesses to discuss the options open to us. In the Regional District East Kootenay (RDEK) all the electoral areas and municipalities have stuck together and will not sign up with MMBC unless there is a comprehensive agreement for the entire Regional District. In the Regional District Kootenay Boundary (RDKB) they have successfully negotiated full coverage. Breaking up the integrated recycling program we have developed in the Central Resource Recovery Sub-Region of the RDCK is causing inefficiencies and costing the taxpayers, and will cost the taxpayers, huge amounts of their money. Nelson and Kaslo both pay into the RDCK recycling program, while additionally having contracts with MMBC. But nowhere in the RDCK is either the mandated styrofoam and plastic packaging yet being collected. Going to a curbside program at this time will leave the institutional, commercial and industrial sectors outside the MMBC recycling program and possibly the more remote rural residents as well. Retaining the current depot system allows everyone, regardless of source and location, to recycle. We should insist that the provincial government maintain its promise that we were going to enhance the existing recycling program, not make it smaller. MMBC wanted the RDCK to fence and staff all recycling depots at an increased cost of $1 million per year, when the current system meets or exceeds allowed contamination rate standards. MMBC requirements are the height of fiscal irresponsibility. At the October RDCK Board meeting a second company made a presentation on how it would operate differently than MMBC, and the Board passed Pennywise
a resolution asking the Minister of Environment to allow competition around recycling collection in BC. We in North Kootenay Lake should not allow ourselves to be divided, or settle for a second rate recycling service or no service at all. The next Mayor and Council and the next Area D Director should fully consult and hold a public meeting with residents of Kaslo and Area D before making any further decisions around recycling. 9. Service 469 Discussions The Nature Trust of BC has agreed that all of its lands will continue participating in the mosquito abatement program for 2015, but they also want to look at other options for reducing mosquito infestation on their lands. They are free to do that as a land owner within the service area, however, as Director, I have made it absolutely clear that any reduction in application of the program would only come with a reduction in the number of mosquitoes on their lands. 10. Getting your flu shot protects you and those around you – at home, school and work. New Public Health Nurse Kayla Settle is a new public health nurse who has taken a temporary position to serve Kaslo and the North Kootenay Lake area. Kayla describes herself as having a passion for health promotion and disease prevention. “What I enjoy the most about the work,” says Kayla, “is getting to know my community and all the various programs and services that are available to its members. Before working in this role I had no idea of the extent of services that are available to individuals and families in a small town, and how much more personable they can be because of the close relationships everyone has in Kaslo.” Kayla has worked in Public Health in both the east and west Kootenays. “Needless to say, I know most of our Kootenay highways really well and have driven them in all weather conditions.” Friend and family ties have drawn her back to Kaslo. It’s Time to Test Your Home for Radon Gas Radon gas is the second leading cause of lung cancer after smoking. Radon is a naturally occurring gas found in the ground throughout the world. Most homes that are in contact with the ground will contain some amount of radon gas. Radon becomes more of a concern when it reaches high levels. Radon levels vary across the country. According to Health Canada about seven per cent of Canadian homes have radon levels that may be putting residents at risk. Here in the BC Interior we have some “hot spot” areas with high radon levels in approximately 40 per cent of homes. Many houses contain recreation rooms or suites in the basement that are occupied for many hours per day. Being heavier than air, radon accumulates in low lying areas like basements and can be drawn to higher floors within the building through natural indoor air movement. Radon in combination with tobacco smoke, including second-hand smoke, can increase the risk to one’s health
substantially. Health Canada estimates that one in three smokers exposed to high radon levels will develop lung cancer. Radon gas is colourless, odourless and tasteless, so the only way to know if the radon levels in your home are high is to conduct testing. The best time to test your home for radon gas is now through April. During the cooler months windows and doors are often closed and rising warm air in a home draws more radon from the ground. Testing a home is easy and inexpensive. Testing involves placing a small puck-like kit within the lowest area of the home that could be occupied for more than four hours per day. The kit should remain in that location for a minimum of three months and then be mailed to a laboratory for results. Just because your neighbours tested their homes and found low results does not mean your home is low too. The test results for your home can be very different. This is because factors beyond the local geology influence the levels within a building. Essentially, radon takes the path of least resistance, and resistance can vary between homes. Radon can enter a home through the foundation, including concrete, and more so through cracks in a foundation or dirt floor such as older crawl spaces. It can also enter a home through the ventilation system. The bottom line is that everyone should test their homes for radon to see if this gas (dubbed as the “silent killer”) is lurking. If elevated radon levels are found, basic measures can be taken to address the

Facts about Sugary Drinks Fact: Sugary drinks add calories we don’t need. • Sugary drinks are beverages that have sugar or sugar syrups added to them. • Sugary drinks include energy drinks, fruit drinks, pop, sports drinks, slushes, specialty coffee and tea drinks, and vitamin-enhanced waters. • Most sugary drinks provide little or no nutrition and take the place of healthier choices like water and milk. Fact: It’s better to eat calories, than to drink them. • Calories from drinks don’t fill us up. • Some large sizes of sugary drinks contain as many calories as a whole meal. • Excess calories from all sources, including sugary drinks can lead to weight gain. Excess body weight can increase the risk of diabetes, high blood pressure and heart disease. • Sipping on sugary drinks throughout the day can harm the teeth leading to cavities or pain. Fact: Water is the best choice to satisfy thirst. • Drink water with meals and regularly throughout the day. It’s a calorie and sugar free way to keep hydrated. Good hydration helps us feel energetic and alert. • Water is essential to good health. Fact: Nutrition labels can help us choose healthy drinks. • Choose drinks that contain no added sugar most of the time. • These words on the ingredient list mean sugar has been added: sugar, brown sugar, cane sugar, beet sugar, sugar/ glucose-fructose, dextrose, high fructose corn syrup, maltose, sucrose, fruit juice concentrates, honey, molasses, maltodextrin, agave syrup, malt syrup, maple syrup and syrup. There is little nutritional difference between the types of sugar. Limit intake of all kinds. For further information on reading nutrition labels, visit Health Canada’s website.
