Kootenay Lake Local Conservation Fund Why a parcel tax and why now? In the spring of 2008, the 46% of resident and non-resident property owners who filled out the Official Community Plan (OCP) survey in Area D told me, and the then Advisory Planning Commission, that nearly 85% of you wanted a water stewardship plan. In 2009-10 the four Electoral Area Directors for A,D, E and F, working with the federal Department of Fisheries and Oceans, initiated creation of the Kootenay Lake Stewardship Partnership with First Nations, the City of Nelson and various federal and provincial agencies. In 2013 Friends of Kootenay Lake held its first Annual General Meeting in Balfour and the second in Kaslo on October 18th, 2014. 89% of respondents to the 2008 Area D OCP survey wanted clean air and water, 83% scenic beauty, 82% protection of wildlife and its habitat, and over 70% wanted climate change factored into any planning in Area D. 73% wanted peace and quiet, country and rural living and a sense of community. 72% wanted to retain a feeling of freedom, 66% wanted enhanced employment opportunities, and 63% privacy. 59% of you determined that water quality was the top issue needing attention in Area D, 57% watershed protection and 53% sensitive development around Kootenay Lake. That is why I have joined with my colleagues in Electoral Areas A and E, to determine if you want to take the next step in implementing your vision from the 2008 Area D OCP survey. Further, I have just returned from my second transboundary conference on the Columbia River Basin in Spokane (I attended my first in Castlegar in 1995). At this conference I learned that work is now underway to restock Burbot through the operation of a hatchery on the Kootenay River in the US, that will hopefully help bring back fish stocks in Kootenay Lake as well.

As the Director for Area D I have had no permanent source of funds to help property owners tackle fire interface, invasive species and to educate themselves about riparian (shoreline) habitat maintenance and restoration. A property tax increase in the amount of $15 per parcel for the next ten years amounts to $1.25 per month or $150 over the next decade for seed money to partner in and have a say on which conservation projects proceed around Kootenay Lake. In the East Kootenay a $20 parcel tax has raised $1.5 million in the Columbia Valley and leveraged $5 million more from various conservation, corporate, institutional and government partners for 44 local projects. Such a tax will help us learn to be better stewards around Kootenay Lake – to learn to live, work and play in such a way that the animals and fish can live here with us too. This $15 parcel tax is a legacy for our children and grandchildren that shows we care enough about the place we live in to signal to the world that we are prepared to put some money on the table so that others will partner with us. The BC Real Estate Foundation, for example, recently gave Friends of Kootenay Lake $78,000. If you say YES on November 15th your Area D Director will have the final vote on which conservation projects move ahead in Area D and she will be part of the conversation over which projects have the best technical merits to proceed. I look forward to hearing about your decision on the night of November 15th, and hope that you will share with me a vision for all the life that lives around Kootenay Lake. FLIKS In Kaslo We’ve received the details of our first film, which is on Friday, November 14 at 7:30 pm, the night before our municipal elections. It’s a Nepali/US co-production called Manakamana. Filmed entirely inside a gondola which takes pilgrims and an occasional tourist high above Nepal’s lowland forests to a Hindu temple high in the mountains, it records the action in the gondola as 11 sets of passengers ride up and down. It’s a slow, meditative sort of film, exploring the ebb and flow between body and spirit, sacred and profane. The co-director, Stephanie Spray, has lived extensively in the area where she made this film and knows many of the actors, people from that area, very well. gar Annie, a fiesty pioneer woman from Vancouver Island. Ada Annie Rae-Arthur, later Ada Annie Lawson, but better known as Cougar Annie, (June 19, 1888 – April 28, 1985) was a pioneer who settled near Hesquiat Harbour at Boat Basin in Clayoquot Sound on the west coast of Vancouver Island. In 2007, Katrina moved to an offthe-grid historical homestead/garden located 33 miles North of Tofino that used to belong to a settler who became known as Cougar Annie. Shortly after arriving there Katrina began writing songs about Annie’s very interesting life. While most of her research happened during the three years she spent on the land, she traveled around Vancouver Island, Manitoba and Alberta, conducting interviews with relatives, collecting photos, news clippings, and letters. All this research has resulted in a staged event which takes a look at one of British Columbia’s most legendary female pioneers. Katrina has been a performer all her life. In the early years there were rotary music festivals, choirs, plays, and musical theatre. Then came the

songs...she says she likes songwriting the most and singing is a close second. And she says that learning to play the guitar has been quite the journey, most days of which she likes as well. She says she started playing it because she couldn’t carry a piano to the beach. She likes playing banjo because it’s fun, the piano because it’s much bigger than she is, and the didgeridoo, penny whistle, drum and harmonica because they are all meditative. Non Profit Community Groups In Area E East Organizations located in Area E East are eligible to apply for funding for recreation programs, recreation services and building improvements for projects located in Area E East. Individuals wishing to access this grant program must do so under the sponsorship of an eligible community organization. The Recreation Commission #10 Strategic Plan priorities currently focus on recreation programs and services directed to pre-teens (ages 7-12) and seniors and to projects involving lake access and trail maintenance. Grants will generally be under $1000 per project but larger projects will be considered on their merits. Two building improvement projects will be considered for the 2014/15 fiscal year. The grant can be up to $2,500 with the applicant providing matching funds. Applicants must have all local, provincial and federal permits required for their proposal. Any proposal for delivery of recreation services to children will require criminal records checks to be conducted on service providers. Applications will be accepted electronically up to November 28, 2014 for programs or projects starting in early 2015. Grants are subject to approval of the RDCK board. Locavores’ Feast At Vallican Whole It’s time to look over your harvest, haul out your best big serving dish, and head on down to the Vallican Whole Community Centre for the autumn Locavores’ Feast. On Saturday November 8, doors open at 5 pm and dinner is at 6 pm. Kootenay Gallery Presents Lizzy The Kootenay Gallery continues its ongoing concert series sponsored by TD Canada Trust on Sunday, November 9 at the Kootenay Gallery in Castlegar. The second concert in the series will showcase Lizzy Hoyt, an award-winning Canadian vocalist and songwriter who ranks among the top Celtic instrumentalists in the country. With the voice of an angel, Lizzy delivers music and stories with soaring melodies rooted in Celtic and folk traditions. Lizzy’s recently released fourth album, New Lady on the Prairie (produced by John Reischman and Lizzy Hoyt) demonstrates a mature and refined ‘transatlantic’ sound that blends influences from Celtic, bluegrass and folk traditions. The title track, inspired by Lizzy’s great-great aunt immigrating to Canada from Ireland in the early 1900s, demonstrates her ability to craft songs that are touching, poignant, and lyrically rich. Her arrangements are detailed and atmospheric, and her talents as a multi-instrumentalist are featured in spades. The album also features some of Canada’s finest musicians including John Reischman, Ivan Rosenberg, Joe Phillips, Christine Hanson, Jeremiah McDade and more. Lizzy’s music has been recognized on both the national and international level. She won “Best Female Artist” at the 8th International Acoustic Music Awards (a contest that saw over 11,000 applicants), was a Canadian Folk Music Award Nominee for “Traditional Singer of the Year,” and has been named a finalist in both the John Lennon Songwriting Contest and the USA Songwriting Competition. In addition to these, Lizzy was awarded the Queen’s Diamond Jubilee Medal by the Governor General of Canada for her outstanding contribution to commemorating Canadian veterans and history through music.
