of women who won 65 seats due to the male-female parity law, on the electoral lists nearly twice the number of the outgoing parliament. The Senegalese citizens have reaffirmed their confidence to President Macky Sall by electing 119 lawmakers from his political coalition hence giving him a large majority to comfortably govern the country, while the main opposition party, the Senegalese Democratic Party founded by former President Wade earned only 12 representatives. The populations have been very clear about the new type of deputy they want. In fact, they expect their congressmen and congresswomen to stand for them, to vote laws that benefit them and not the type that were prevalent during the previous legislative. As a matter of fact, the previous Congress was everything but the representatives

of the people. They were known to be the deputies of President Wade and they blindly executed any of his orders. They were ready to vote June 23, 2011 on the unpopular law establishing the Vice Presidency institution -- that would elect the president in the first round with 25 percent of the vote, until the people rose up. They had fallen short to provide oversight of the administration and to represent the populations with dignity. The new lawmakers who are going to be in office for five years are expected to make possible the aspirations of the youth in giving President Sall’s administration the tools necessary to function. During the Parliament inauguration on July 30, the Honorable Deputy Moustapha Niasse was elected by plebiscite as President of the National Assembly, crowning therefore a long and brilliant career. Moustapha Niasse is one of the best African diplomats and has been involved in many conflict resolutions. He was the Representative of the Secretary General of the United Nations in the Great Lakes countries until 1999 and served as minister of foreign affairs, as prime minister in both Diouf and Wade governments.

Rep. Johnson hosts 6th annual Youth Summit and Diversity Dialogue

Congresswoman Eddie Bernice Johnson recently held her daylong 6th Annual Youth Summit & Diversity Dialogue at Southern Methodist University. The summit provided a forum for students to explore diversity and cultural awareness programs and to participate in interactive breakout sessions. Students between the ages of 13-17 from the Dallas Fort-Worth area were selected to participate in the summit. “This year’s theme is Putting Our Signature on the Future. This summit is designed to foster diversity and stimulate dialogue on issues that will affect you, your classmates, and your communities. Everyone here in this room today has the potential to make real and positive change in their

communities,” said Congresswoman Johnson. “As you become young adults, we will look to you to provide leadership, and to find solutions to the growing problems facing our world today.” The day began with an opening ceremony where students heard from Dr. Gerald Turner, President of Southern Methodist University; Catherine Monson, CEO of FASTSIGNS; and Sarosha Hansraj, Founder of Children Care for Children; Bonnie King, Regional Environmental Education Coordinator of Environmental Protection Agency, in addition to remarks from Congresswoman Johnson. valuable professional leadership insights to include her very own “7 Steps to Success.” At the conclusion of the summit, students incorporated Ms. Monson’s steps into the closing ceremony program. Congresswoman Johnson and the panelists concluded the summit by encouraging the group to continue serving as young leaders in their communities and to engage in dialogue to foster an understanding of cultural differences on how best to promote a climate for social change. To culminate this experience, students from the summit will participate in a service project at the Texas Discovery Gardens at the end of August.

BRIEFS We the People Conference Garland’s Community Multicultural Commission (CMC) is celebrating its 10th anniversary by hosting the “We The People, For The People” Conference Saturday, September 22 at the Curtis Culwell Conference Center. This event will feature a naturalization ceremony to welcome new United States citizens and several workshops and interactive learning opportunities for senior citizens and parents/guardians with children in the Garland public school system. “The CMC was created in 2002 to make sure the widely diverse cultures represented in Garland have a seat at the local government table,” says CMC Chair Jennifer Nguyen. “The CMC is organizing this event in coordination with the Healthy Living Expo to help Garland citizens gain access to important services and information, as well as to broaden awareness of the intricate cultural tapestry that is Garland.” All Conference activities are free and will take place in the Conference Center portion of the Curtis Culwell Center. The Conference will begin with an invitationonly Leadership Breakfast to engage and inspire community, neighborhood, nonprofit and business leaders. Following the breakfast, the U.S. Office of Immigration and Naturalization Services will swear-in 40 new citizens. Throughout the morning, the CMC will host informational workshops and booths focused on the needs of senior citizens and of parents and children in the Garland Independent School District. Sessions for senior citizens include benefits and services provided by the Social Security Administration, preventing fraud and identity theft, adult education opportunities, and much more. A workshop is being offered to provide a special focus for adults caring for aging parents. Meanwhile, Garland ISD will answer questions about standardized testing, college readiness, how parents can work with schools to benefit their students, and much more. The day’s activities will culminate with the Mosaic Festival, which features local musical and dance performers representing an array of cultures including Latino, African, and Asian. Traffic Fatality Earlier this month, just before 1:30 am a Garland Officer initiated a traffic stop on a vehicle on North West Highway at IH 635. As the officer turned on the squad’s overhead emergency lights the vehicle, a 2007 Ford Crown Victoria, began to speed away. The Ford traveled up the entrance ramp of IH 635 from North West Highway headed west towards Dallas. The officer pursued as the Ford continued west and exited at Jupiter Road. The driver lost control and drove over the curb of the exit ramp, leaving the roadway. The vehicle began to roll over on the grass area between the exit ramp and the highway. When the vehicle came to rest it was discovered the two male occupants had been thrown from the vehicle. One man was transported to Baylor Hospital of Dallas and the other to Parkland Hospital. The man who was transported to Baylor Hospital, 28-year-old Daniel Ray Melrose of Dallas, died at the hospital. The man who was transported to Parkland Hospital is currently listed in critical condition with life threatening injures. Police are continuing to investigate to find out which man was actually driving at the time of the single car crash.

the shadows of the Black community and into the open. For far too long this subject has been taboo in those places where the intimate details of our lives are shared - our homes, our neighborhoods and, most tellingly, our places of worship.   The stigma of HIV has been so powerful that it even suppresses basic education that can save lives, leaving our community in the center of a fullblown crisis.

The Black church’s collective response to HIV will require fair and honest reflection – and it may take some time and some readjustment to current realities. Sexually transmitted diseases and related illnesses are difficult subjects to talk about. But the creation of this manual demonstrates that it is possible, and necessary, to have these tough discussions. The NAACP interviewed more than 250 faith leaders across multiple denominations from around the country in creating this manual. The Association will continue to organize educational workshops for clergy members in cities and seminaries around the country so that pastors are aware, engaged, and mobilized to create sustainable change. As we reflect on the International

The Black Church and HIV manual is an inspirational first step toward addressing the HIV epidemic as  the social justice issue it truly is. Too few realize that many of the more “classicâ€? social justice problems actually augment the crisis. Families stuck in poverty often face limited or restricted access to highquality health care, a dearth of safe housing options, and few opportunities for HIV-prevention education. Thus, the battle against HIV is directly tied to the battle against poverty, the struggle for fair housing, and the campaign for equal access to affordable, high-quality health care.

AIDS Conference this year, we issue a call to action to all leaders of the Black church. We ask that faith leaders join our efforts and lend their influential voices to the issues of equity and justice centered on HIV. Curry: Anti-Poverty Programs have been Successful Conservatives continue to assert that anti-poverty programs have failed when, in fact, they have saved millions of people from plunging into poverty. Fox News, the house organ for right-wingers, has George E. Curry led this disinformation campaign. Let’s examine what two network contributors said on the same day (July 23, 2012): Mary Katherine in an appearance on “The O’Reilly Factor,” said: “Well, here's the other thing. Like you noted, Bill, that we've spent 17 trillion dollars on the war on poverty since it began, originally the plan was to be able to lift people out of poverty. It does not feel to people like we're getting there, and [Obama's] out there doing other things and making the pitch that that is what's going to solve the problem. More spending. We're on track to spend over a trillion dollars per year on welfare programs. We've spent 2 trillion, I believe, over the last two fiscal years. And people are looking at that and it's not helping.” Monica Crowley, appearing on “Your World with Neil Cavuto,” said: “Here's the problem. Since the mid-1960s when Lyndon Johnson launched the Great Society program, and started this massive spending spree…What we now know is that none of those social welfare programs, that we continue to pour all of this taxpayer money into, have worked.

None of it has alleviated poverty. In fact the poverty rate has gotten worse instead of better.” Media Matters, the media watchdog group, looked at a half-dozen reports that debunk the popular – though inaccurate – right-wing talking point. “Amid reports of rising poverty, two Fox contributors claimed that anti-poverty programs have done nothing to alleviate poverty,” Media Matters stated. “In fact, federal government programs such as food stamps, Social Security, and other measures created or boosted by the stimulus bill have kept millions out of poverty and lowered the poverty rate.” Poverty is defined by the federal government as a family of two parents and two children earning $22,113 annually or one parent and two children receiving $17,568 a year. According to the Census Bureau, 15.1 percent of Americans, or 46.2 million people, live below the poverty line. That’s the highest rate since 1993 but 7.3 percent lower than 1959 when figures were first kept. According to the National Poverty Center at the University of Michigan, the poverty rate was 22.4 percent in the late 1950s, declined throughout the 1960s – when the Great Society anti-poverty programs were created – and reached a low of 11.1 percent in 1973 before inching back up to its current level of 15.1 percent. The non-partisan Center on Budget and Policy Priorities (CBPP) analyzed Census Bureau figures and found that without federal

anti-poverty programs, the poverty rate would have doubled. “Census data show that in 2012, poverty rates without government income assistance of any sort would have been nearly twice as high as they actually were: 28.6 percent rather than 15.5 percent,” the CBPP reported. “This shows the impact of public programs, including not only tax credits, unemployment insurance, and SNAP benefits [food stamps] but also Social Security, Supplemental Security Income, veterans’ benefits, public assistance (including Temporary Assistance for Needy Families) and housing assistance, among others, and the net effect of the tax system.” The Center on Budget and Policy Priorities also found that: · Social Security kept nearly 20 million Americans out of poverty; · Stimulus programs kept nearly 7 million Americans out of poverty; · The Earned Income Tax Credit and Child Tax Credit lifted more than 8 million people, including 5 million children, out of poverty in 2010; · Unemployment insurance benefits kept more than 3 million people out of poverty in 2010; · Food stamps kept 4 million people, including 2 million children, out of poverty in 2010 and · The Making Work Pay tax credit kept 1.5 million people out of poverty in 2010. On April 9, the U.S. Department of Agriculture released a study that showed because of the Supplemental Nutrition Assistance Program

(SNAP), otherwise known as food stamps, between 2000 and 2009 there was “an average decline of 4.4 percent in the prevalence of poverty due to SNAP benefits.” In addition, the study found, SNAP’s antipoverty effect was strongest in 2009 when benefits were increased under the American Recovery and Reinvestment Act, also known as the stimulus package. That year, SNAP befits reduced the poverty rate by nearly 8 percent and child poverty by 20.9 percent. Rather than being grateful that food stamps were available to U.S. citizens during a time of need, Former House Speaker Newt Gingrich took a slap at President Obama by calling him “the most successful food stamp president in American history.” Gingrich continued to make that charge even after it was disclosed that more people received food stamps under George W. Bush than under Obama. Conservatives can continue to repeat the same old lie over and over, but that won’t make it true. Anti-poverty programs have worked and many of us are living proof.

The president reflects their values far more than his opponent. Obama fought to free student loans from the private banks, to extend Pell grants and defend lower student loan rates. He is bringing young men and women home from Iraq and Afghanistan, while Romney calls for more war. His Justice Department is defending the right to vote against efforts by Republicans in various states to erect obstacles against the young. He defended Planned Parenthood when the Republican Congress targeted it. As I began to reflect on this vast subject of leadership and how it is shown, I had to pause a moment and look at my own principles of leadership to ensure I’m Aaron Hopkins not being hypocritical. So when I offend my wife by making a decision that she disagrees with it tends to make me less willing to be traditional in my leadership because I see a pattern of households falling victim to a dream concept. I have come to understand that my leadership is short-circuited by a system that sucks the lifeblood out of me and leaves little to no substance for me to give my family a chance to depend on me as a leader. However, I know I am not alone in this situation. I can see now more than ever that the family is under attack! Money and the lack of it, is what is keeping good families at odds with one another. So this requires a type of leadership that is righteous at

When young Americans come alive, they transform the possible. We saw that in 2008 when young Americans — the millennial generation of 18- to 29-year-olds — voted in large numbers (larger than the aging baby boomers), and overwhelmingly for Barack Obama. They cast almost one out of every six votes in that election and voted for Obama by a 2to-1 ratio. We saw what happens when they are discouraged in 2010, when young voter turnout fell a staggering 60 percent, and a Tea Party Congress was elected. What will young voters do in 2012? The president showed his concern by kicking off his campaign with speeches on two college campuses.

The New York Times reports young people are more discouraged and disaffected than ever. The youngest voters particularly — the 18- to 24-year-olds — are struggling in the worst economy since the Great Depression. Obama still leads Romney by 12 points in early polls, but that is half his lead among 25to 29-year-olds. Many are undecided and many turned off and tuned out. Young voters are still largely Obama territory. Today’s aging, white, Southern-dominated Republican Party has little appeal. Millennials are the most diverse generation in our history. They are the most accepting of equal rights for all — minorities, gays and women. Most can’t even imagine that we’re arguing about birth control in the 21st century.

Parkland launches massive recruitment effort In an effort to recruit the best and brightest people the healthcare industry has to offer, Parkland Health & Hospital System officials have announced plans to accelerate the hiring process and put more people to work. Online Texas prescription drug monitoring program Â

AUSTIN – At the urging of the 82nd Texas Legislature, the Texas Department of Public Safety (DPS) has developed a secure online prescription monitoring program, called Prescription Access in Texas (PAT), which provides controlled substance prescription dispensing history to authorized health care and law enforcement professionals. DPS officially launched PAT in June 2012, at which time the database became available to a select group of practitioners, pharmacists and law enforcement professionals. This week, DPS has extended program access to additional physicians and law enforcement, mid-level practitioners, medical board and nursing board investigators. “Prescription drug abuse is a serious problem, and the new online prescription drug monitoring program will help the state of Texas combat this issue,â€? said DPS Director Steven McCraw. “It is essential that doctors and pharmacists have quick access to the information they need to identify potential prescription drug abusers and traffickers before they fraudulently receive the drugs. Law enforcement access to this information is also crucial to investigating those individuals or organizations engaged in the trafficking of prescription drugs. This new tool will allow a proactive approach to prevention, assist with criminal investigations, provide historical reporting and identify trends.â€? DPS launched a pilot version of the PAT in August 2011, which has since proven successful. Each registered user must provide licensing information to ensure data is released only to authorized users. As required by statute, the PAT database includes Schedule II – Schedule V drugs for the last 12 months only, and pharmacists must report prescription data within seven days of the prescription being filled. There are people across the country fighting to ensure that all citizens are able to cast their votes, he explained. “Everything they are fighting for is invalid if the numbers of people voting is not there.” He continued, citing reports from early primary elections in Texas, “When you have a six percent voter turnout in the primary, you’re showing that you don’t care about yourself. You have to vote in big numbers. Don’t have us fighting for something that you are not going to use.” Providing a history lesson by telling

Citing many of the successes that have come from his involvement, Rev. Sharpton makes it clear that he has his eye on the prize -- justice. He also challenged journalists to do better at their jobs and to ask the tough questions that could provide so much insight into issues and provide fairer more accurate coverage. Later when Rev. Sharpton came to Dallas, there was a brief discussion about the NABJ meeting, as he waited to speak. Rev. Sharpton says that he has to address issues and challenge folks who are not accurately and fairly covering the stories and issues. As he deals with the many issues that

When the Rev. Al Sharpton arrived in the Dallas Metroplex recently for a voter rally kicking off the first day of early voting for the run-off election, he came with a message that should be packaged and shared across the country. The president of the National Action Network began his remarks at the first event, which was sponsored by congressional candidate Domingo Garcia, by focusing on a report from the Justice Department about voter rights. Rev. Sharpton refuses to tolerate voter suppression and intimidation. It is counter to his work for decades, fighting to achieve voters rights. “According to the Justice Department, the most restrictive voting laws in the United States are in the State of Texas,” said Rev. Sharpton. “We’re not against having IDs to vote. We want to know why we can’t use the same IDs we used in the past. Why all of a sudden those IDs are invalid?”

The reverend’s questions and similar ones are being asked by citizens across the country as U.S. Atty. General Eric Holder has addressed the issue of voters rights on numerous occasions, saying he is committed to enforcing the voting rights act and protecting the rights of citizens. Still activists are speaking out and encouraging citizens to pay attention to efforts to suppress voter participation. Some might say that with the voting percentages in some areas, there’s no need to attempt to suppress voter participation. Still, however, Rev. Sharpton has received the calls of instances of intimidation and harassment. The state of Florida has come under scrutiny several times and the Justice Department monitored elections on Aug. 14, 2012, “to ensure compliance with the Voting Rights Act of 1965 and other federal voting rights statutes.” Officials monitored elections in Collier, Hendry,

Sharpton also talked about struggles going on today and urged citizens to get serious about voting. “We go to Washington, DC, fighting and raising hell,” he said, referring to efforts today to increase public awareness about. “ We need you to vote and we need you to vote with a passion.” Passion is a great word to use when referring to Rev. Sharpton. The activist, preacher, radio/television talk show host wears many hats. One thing for sure, he stands for what he believes in regardless of who is standing with him and he understands, as Frederick Douglass so eloquently articulated, that power concedes nothing without a demand. It never has and never will. Rev. Sharpton shows his strength, whether it is in the pulpit, over the airwaves or out in the community. During a forum at the National Association of Black Journalists Convention in New Orleans earlier this year, he answered questions and refused to back down or shy away from any of the questions posed to him. He candidly addressed critics who have tried to characterize him as a headline chaser. Most recently he has been traveling the country with the family of Trayvon Martin, the young male child who was gunned down by Neighborhood Watchman George Zimmerman in Sanford, FL. Rev. Sharpton pointed out that he was actually contacted by the attorneys for the

Many first came to know Rev. Sharpton as a protege of sorts of the Godfather of Soul, James Brown. According to his bio, Rev. Sharpton was born on October 3, 1954 in Brooklyn, New York. He began his ministry at the age of four, preaching his first sermon at Washington Temple Church of God & Christ in Brooklyn. Just five years later, the Washington Temple church’s legendary Bishop F.D. Washington licensed Al Sharpton, his protégé, to be a Pentecostal minister. Rev. Sharpton’s civil rights career began almost as early as his ministry. At 13, Revs. Jesse Jackson and William Jones appointed Sharpton youth director of New York’s SCLC Operation Breadbasket, an organization founded by Dr. Martin Luther King, Jr. in 1971. At 16, Rev. Sharpton founded the National Youth Movement, Inc. which organized young people around the country to push for increased voter registration, cultural awareness, and job training programs. It was at that time that he forged a friendship with Teddy Brown, the son of the “Godfather of Soul” James Brown. Tragically, Teddy was killed in a car accident and, in the months that followed his passing, James Brown took Rev. Sharpton in as though he was his own and they developed an “inexplicable bond.” Rev. Sharpton said he was shaped by his surrogate father, Mr. Brown, who taught

Much anticipated “Sparkle” opens August 17 Super Hollywood casting director Tracy "Twinkie" Byrd says that moviegoers are in for a pleasant treat when they see the remake of SPARKLE, featuring Jordin Sparks, the late Whitney Houston, Mike Epps, Derek Luke and a host of other recognizable names that are expected to garner huge numbers at the box office on August 17, actually a short 11 days after the birthday of Ms. Houston, who Whitney Houston died earlier this year. Ms. Houston’s appearances in The Bodyguard, The Preacher’s Wife and Waiting to Exhale translated into very impressive numbers and the Jersey Girl was sure to be at all the junkets and press events for SPARKLE 2012. I told Ms. Byrd that I would keep an open mind. Even though I can watch SPARKLE 1976 time and time again, I will wait and see what SPARKLE 2012 has to offer. One character I was having a hard time visualizing was Mike Epps, in the role of Satin Struthers. One of the funniest guys on the circuit, I really took notice of Mike Epps in last year’s blockbuster, Jumping the Broom. I had never envisioned him as a sex symbol but according to Ms. Byrd, who

A celebration of life was held recently for longtime sports journalist Sam Wicks. He came up during a time when folks surely had to question why he was pursuing a degree in journalism. After all, it wasn’t like you saw many reporters, editors, commentators, anchors or producers who were role models bad who were also Black, back in the 1950s. Many know the legendary Ms. Reed as the “first African-American to be hired in a full-time position by a major Dallas newspaper.� A mentor to the second reporter, Norma Adams-Wade; Ms. Reed was also “one of the initial African Americans to work in the newsroom of a major daily paper in the South.� Long before the founding of the National Association of Black Journalists in 1975, there was a group of journalists across the country, trying to make a difference by being a voice for the voiceless. Mr. Wicks covered sports, providing stories that actually provided leads for mainstream publications, because if you think that only Blacks were reading the Black Press back then, you’re sadly mistaken. Still today our Black newspapers continue to provide leads for journalists at daily publications. Mr. Wicks had an important role during an era where Blacks were breaking color barriers and making great strides in the industry. It was also a time when the Black Press was supported and revered in its communities. Citizens looked to the Black Press to tell the stories of their community and athletes, usually surrounded by white reporters, welcomed the Black reporters and oftentimes provided them with “inside� information to help them scoop the “big boys.� Mr. Wicks’ career as a journalist was stellar.
