State Rep. Giddings speaks on decision to not seek re-election State Representative Helen Giddings (D-Dallas) is presently serving her 13th term in the Texas House of Representatives and she recently announced that she will not be seeking another tern. In a statement, Ms. GIddings said, “After much prayer, combined with careful and thoughtful deliberation with my family, I have decided not to seek re-election. This is obviously a difficult decision and one that tugs at my heart. I deeply appreciate the respect shown to me by elected officials, community leaders, and friends in asking me to reconsider my decision. Although extremely difficult, respectfully, my decision remains the same. During my tenure in the Texas House of Representatives, much has been accomplished. Education has been my highest priority from pre-k to graduate medical education. Everyone deserves an opportunity for a good education. After high school, one should be provided access to an affordable college education or an opportunity for a skill certificate to earn a living. It has been rewarding to look back on my work on the Appropriations Committee. Last session I was able to lead an effort to obtain a $25 million appropriation included in the base budget for both Texas Southern and Prairie View A & M universities.

As a part of the base budget, this appropriation will not cease when I leave. It simply is not fair to expect these two schools to perform at the same level as other state universities when they are not funded at the same level. Right here at home, a few years back when the doors of Paul Quinn College were about to be closed, with the help of then State Rep. Sylvester Turner, I was able to raise $1.3 million dollars to keep the doors open. I petitioned Commissioner Raymond Parades of the Texas Higher Education Coordinating Board to grant a certificate of authority to Paul Quinn so that degrees could continue to be awarded. I remain grateful to the Meadows Foundation and Linda Evans for the first $500,000, and to DeMetris Sampson, who gave the largest individual gift. Whether it be creating the Academic Bridge Program at UTD, or partnering with Senator Royce West to establish the University of North Texas at Dallas, my commitment to education has never wavered. Moreover, creating alcohol free zones around schools was a major victory for students. The “lunch shaming” legislative initiative and $200,000 plus raised for that effort will ensure that some students will receive at least one hot meal a day. While we have accom-

plished a great deal, so much more remains to be done. I care deeply about every child being able to reach his/her full potential. This is the only way that Texas will remain competitive both domestically and internationally. What a blessing for me to have been chosen as one of 150 members of the Texas House of Representatives to serve over 27 million people in this state. I will be eternally grateful for the many lifelong relationships that will continue to enrich my life. Public service should be honorable. I am hopeful the Legislature will find the courage to compromise and understand the critical need to look past our party labels and differences to find the common ground for progress. I have been tremendously fortunate to have had a competent, compassionate, and caring staff. That includes my current staff; Tamara Sadler, Elaine Taylor, Stephani Clark, David Feigen, and TaShon Thomas. Chairing the Texas Legislative Black Caucus is

a highlight of my career. The confidence the African American members placed in me at this critical time is indeed gratifying. Building the Texas African American History Memorial monument at the Capitol, which depicts the journey of African Americans and their many accomplishments, will always loom large. Standing on the South lawn of the Capitol grounds in all its majesty, elicits a sense of pride and offers a glimpse of history that will inspire generations to come. Serving the people of Texas has made an enormous difference in my life. I have worked dayin and out in an honest and sincere attempt to make a positive difference in the lives of others. That investment in others is what makes our own lives meaningful. The people of District 109 are politically astute. They are aware and engaged and will elect a well-qualified, remarkable person to represent and serve them. While I am not seeking reelection, with God’s help, I will never stop seeking to serve God’s people. In January 2019, I will begin the next chapter in my life. Until that time, I will continue to serve with the same enthusiasm that I did on my first day. My family and I solicit your prayers and at the same time, we ask God’s blessings for each of you.” She serves on the com-

mittees on State Affairs as Vice-Chair, Appropriations, Calendars. Rep. Giddings also serves as the Chair of the Texas Legislative Black Caucus. The Speaker of the House previously appointed her to the Texas Legislative Council Governing Board, the Supreme Court of Texas Permanent Judicial Commission for Children, Youth and Families, and the Joint Interim Committee to Study Alzheimer’s Disease. She has previously chaired the Business & Industry Committee for three terms as well as the Dallas Area Legislative Delegation. Rep. Giddings is also president of Multiplex Inc., a specialty concessions company, which she founded in 1989. Previously, Giddings served as Vice President of Leadership Development at the Greater Dallas Chamber of Commerce and as an executive with Sears, Roebuck & Company, where she was responsible for human resources for 11 states. Rep. Giddings has served as President of the bi-partisan, 1600 member, National Foundation of Women Legislators. She was the first woman of color and the first Texan to be elected to this prestigious position in the group’s history. Rep. Giddings served on the Executive Committees of the Women’s Legislative Network of the National Conference of State Legislators and the National Organization of Black Elected Legislative (NOBEL) Women. She also is the previous Co-Chair of the Dallas Area Legislative Delegation.

New UNCF study confirms that Jarvis contributes to local, regional economies

Hawkins, TX – Jarvis Christian College is an important economic engine in its community, generating substantial economic returns year after year, and a new landmark study commissioned by the UNCF confirms it. HBCUs Make America Strong: The Positive Economic Impact of Historically Black Colleges and Universities documents the significant economic contributions of Jarvis Christian College and the nation’s network of HBCUs by quantifying their impact on the economy, employment and increased earning power of their students. The study was underwritten by Citi Foundation and the economic estimates were prepared by the University of Georgia’s Selig Center for Economic Growth. Key findings of the study are below:

· Jarvis Christian College generates $22 million in total economic impact. · Jarvis Christian College generates 267 jobs for its local and regional economies. · The 2014 graduates of Jarvis Christian College can expect to earn $165 million over their lifetimes, 77 percent more than they could expect to earn without a college credential. The presence of Jarvis Christian College in this area means a boost to the area’s economic activity, on-campus, off-campus, and well beyond the campus, contributing to stronger growth and stronger communities. For each job created on campus, another 0.8 publicor private-sector job is created off campus because of Jarvis Christian College-related spending.

This study makes it clear that while benefits flow to Jarvis Christian College graduates who enter the workforce with sharper skills and vastly enhanced earning prospects, these benefits also flow to the local and regional economies connected to Jarvis Christian College. “We are excited about Jarvis and the impact we have had on the lives of our students, residents and businesses in the surrounding communities. Although Jarvis is geographically located in a rural and serene environment, we have had a profound financial impact on the local and regional economies,” said Dr. Lester C. Rep. Yvonne Davis receives AARP Texas Legislative Achievement Award DALLAS – In recognition of her work during the 2017 Regular Texas Legislative Session, state Rep. Yvonne Davis (D-Davis) has been presented a Texas Legislative Achievement Award from AARP Texas. Davis sponsored and fought for successful passage of legislation – House Bill 2025 – that will ensure better training for those who provide care to people with Alzheimer’s Disease and other dementia in nursing homes and assisted living facilities in Texas. HB 2025 was amended to also include the contents of another major nursing

home reform package that will improve the quality of care in long-term care facilities by, among other things, revising the so-called “Right to Correct” law in order to make it more difficult for serious violations of nursing home care to be ignored. The legislation, which received unanimous bipartisan support, was signed into law by Texas Governor Greg Abbott and took effect on Sept. 1.

“Representative Davis has earned our deep appreciation for her work to advance the wellbeing of older Texans and fighting to improve the quality of care in long-term care facilities,” said Bob Jackson, director of the nonpartisan and nonprofit AARP Texas, which has more than 2.3 million members in the state and advocates for issues that matter to all people age 50 and older. “I am proud to extend my

congratulations to Representative Davis for earning a 2017 AARP Texas Legislative Achievement Award.” Representative Davis was presented the Legislative Achievement Award on Thursday at a meeting of the AARP Chapter 946 in Oak Cliff. Representative Davis represents Texas House District 111, which includes portions of Dallas County.

Texas State Rep. Eric Johnson to seek reelection Texas State Representative Eric Johnson (D-Dallas) officially filed for reelection to represent District 100 in the Texas House of Representatives. He was first elected to represent District 100 in 2010. Representative Johnson is the co-chairman of the Dallas Area Legislative Delegation. He has nearly $350,000 in cash on hand and has an aggressive fundraising schedule planned for 2018, including a fundraiser in New York City in late January 2018. “It is one of the greatest

honors of my life to represent the community in which I was born and raised. I plan to continue fighting for the hard-working people of District 100 in the 86th Texas Legislature, and I am prepared to dispense with any challengers who would stand in the way of my doing that,” said Johnson. DECEMBER 1, 2017 I Messenger World AIDS Day - bringing communities together By Earnestine Gardner Texas Metro News Organizations throughout the Dallas-Fort Worth Metroplex will be hosting events to provide testing and to educate the public about HIV/AIDS and to hold vigils for lives lost to the disease for world AIDS day December 1st. Testing is at the core of the initiative for Blacks to get educated about the basics of HIV and AIDS in their communities. And it is critical to its prevention, says Zachary Thompson, Director of Dallas County Health and Human Services. He says that his department will be reaching out to the African American community by providing free testing on December 1—called “Testing for Tickets.” Participants will receive tickets to the Annual KwanzaFest sponsored by Dallas County Commissioner John Wiley Price. The events are free but the public must have tickets to be admitted. Free medical screenings including test for AIDS and other STDs, will also be provided at KwanzaFest. Held annually at the Dallas Fair Park Automobile Building, this year’s KwanzaaFest will get underway December 9 and 10. Thompson said that in addition to testing and surveillance (contacting people with HIV and other STDs); they work with all agencies working to prevent AIDS in Dallas County through community education and outreach as well as passing out condoms. Four decades after the detection and diagnosis of HIV/AIDS during the early epidemic in the U.S. in the 1980’s, it is still growing at an endemic rate in African American communities across the country as with other diseases, while other groups have the disease under con-

trol. Part of the problem is due to disparities in minority communities due to systematic racism which causes poverty, and a lack of access to clinics for care and HIV testing, as well as community education programs to prevent infection. According to Ed Jones, mobilizer for the AIDS Healthcare Foundation (AHF), a Los Angeles based non-profit provider for HIV prevention services, testing, and healthcare for HIV, Dallas and Tarrant county are receiving services from AHF that make a difference, including the opening of two AHF health clinics, one in Fort Worth in 2012, and one in Dallas in 2013, to provide care, testing, and other services. Jones, who represents AHF’s southern region, says that Fort Worth was chosen as the site for the first clinic in the southern region because the city had the largest population with new cases of HIV, and it had fewer medical resources to provide care and testing. According to Tarrant County Public Health statistics for 2008 to 2012, non- Hispanic Black men aged 15-24 years make up one percent of the Tarrant County population, but accounted for 16% of new HIV infections. All Blacks in Tarrant County accounted for 54% of all new HIV cases, while the overall rate of new HIV cases decreased 15%. Case rates of AIDS remain disproportionately higher in African Americans in Dallas County as well, similar to trends observed in other large urban areas in the U.S.. In Dallas County African Americans represent 50% of HIV cases, compared to 26% Hispanic, 22% white, and 2% other. As in Tarrant County the largest number of HIV diagnoses in Dallas County were in persons less than 35 years of age at

60%. The growing statistics in this age group are among men having sex with men. Thompson says this group is being aggressively targeted for treatment and testing in Dallas County. Jones said that as a part of his advocacy he conducted 16 to 21 educational meetings per month in Dallas in 2016 to reduce new infections, to improve access to HIV care and health outcomes for people living with AIDS and their families through referrals and peer support. Reverend John Reed provides the same services in Fort Worth. Jones says, his educational meetings have been limited in the last nine months in 2017 due to personal reasons, but he is currently resuming the meetings on a regular basis. He says that AHF works closely with the faith based community. Currently two Dallas mega churches are involved in the effort to close the disparity gap in education and treatment in minority communities. They include The Potters House (Pastor T.D. Jakes), and Friendship West, (Pastor Freddie Haynes). They are participants in The Balm in Gilead, Inc., program which offers Healing through Prayer, Education, Advocacy and Service, including HIV testing. Regina Waits, HIV/AIDS Region (VI) Resource Consultant for the U.S. Department of Health and Human Services, said that churches are not left on their own to start a program. The Balm in Gilead program will assist churches in determining their readiness to participate in the program and getting it started. African Americans account for 44% of all people living with HIV/ AIDS in the U.S. and 44% of all new HIV infections. Yet, they are

only 12% of the population. Hispanics represent 21% of all new HIV infections nationwide, and they make up only 16% of the U.S. population. The rate of new HIV infection in African Americans is eight times that of whites based on population size. African American and Latino communities continue to be disproportionately impacted by HIV/AIDS. Gay and bisexual men account for most new HIV infections among African Americans. Young gay and bisexual men aged 13 to 24 are the most affected in this group. Both society and the healthcare industry have marginalized members of these communities because of sexual orientation and race, blocking essential treatment, care, and education for those in need. Another reason for the escalating rate of infection in the African American communities is the stigma associated with the disease. Because of a lack of education many still feel that HIV/AIDS is a disease among homosexual white males. Though this group was the most affected in the early stages of the disease, through education, mobilization, and high incomes, they were the first infected population to get the disease under control. Testimonies from several living with HIV attest to the fact that the stigma against HIV in the Black community is one of the reasons people don’t get tested. Craig, a 27-year-old bisexual male says that he went in for treatment for gonorrhea and syphilis in 2009 and was diagnosed HIV positive though he had no symptoms. See NEXT PAGE

Continued from previous page He says he was rejected by his father, who is a minister and was in denial about his son having HIV. Craig, who contemplated suicide when he received the diagnosis, became a strong advocate for HIV testing and education. He said when he was doing advocacy as a student at Grambling State University (an HBCU) he was ostracized by students and became the target of harassment and violence. He said that the students were angry and afraid. Someone had his car towed. They broke out all of his car windows and left a note on his car telling him that he was going to die. He said that young people do not talk about HIV on social media -- it is such a stigma. Shawn, 23, who is gay, was diagnosed with HIV at age 16. He says that he is disappointed at the way people stigmatize people with the disease, when they have no idea what infected people are going through. He says that he was in need of a lot of mental health services to cope. And he was also suicidal. He also said that one reason young Black gay men are becoming infected is because when they have been in a long term relationship with a partner, they tend to develop trust and stop using condoms. Sharon, age 30, said that she was in the Job Corps living out of state when she was diagnosed with fullblown AIDS in 2001 at the age of 16. She said she had to leave the Job Corps campus immediately when she tested positive. She says she has a nine-year-old daughter who is negative, and she copes by doing volunteer work and having a positive mental attitude trying to stay happy.

The educational meetings that Ed Jones and Rev. Reed coordinate in Tarrant and Dallas Counties are designed to help those living with HIV/AIDS with coping skills by coordinating and referral of resources as well as providing testing. Established in 1987 as a hospice foundation for people dying of AIDS, AHF is the largest global AIDS organization. We got Class…Don’t We? QUIT PLAYIN’ By Vincent L. Hall

At least annually, the nationally syndicated column named for Ann Landers repeated a piece that expounded on “class.” Class, is the evidence of mannerisms talked about, but seldom seen. As we enter the age of Trumpism and a barrage of revelations about how men misuse their social and economic class rankings over women, I thought it not a trite matter to revisit what class used to look like. You see, class in my generation was what every Black mother tried to instill. Once, when we were colored and then Negro, class was the requisite and redeeming social grace. The one unanimous motive of Black folks in America was to disprove what White folks said and believed about us. Quit Playin’ like you forgot your upbringing! Ann Landers’s perennial was simple yet profound. “Class never runs scared. It is sure-footed and confident. It can handle whatever comes along. Class has a sense of humor. It knows that a good laugh is the best lubricant for oiling the machinery of human relations. Class never makes excuses. It takes its lumps and learns from past mistakes. Class knows that good manners are nothing more than a series of small, inconsequential sacrifices. Class bespeaks of an aristocracy that has nothing to do with ancestors or money. Some wealthy “Blue Bloods” have no class, while some individuals who are struggling to make ends meet are loaded with it. Class is real. It can’t be faked.

Class is comfortable in its own skin. It never puts on airs. Class never tries to build itself up by tearing others down. Class is already up and need not strive to look better by making others look worse. Class can “walk with Kings and keep its virtue and talk with Crowds and keep the common touch.” (Thank you Rudyard Kipling) Everyone is comfortable with the person who has class because this per-

What we are as individuals and more importantly, as a people. We have become a nation of whining, bitching, crying and emotional misfits. Class can’t be limited or contained in 146 alphanumeric characters. Class is so much more than brand names and brand new cars. Class does not always find a home in fancy houses. Class shows up in how we treat the homeless and the “least of these.” Based solely on how we treat the indigent, the addicted and the insecure; if it wasn’t for low class, America would have no class at all. We have become a pitiful lot. Contrary to multimillion dollar ad campaigns, cars and clothes do not bestow class. Somehow we have become the megalomaniacal hedonists that all mothers used to despise. Anything or act that fails to complement our insatiable appetites for attention and notoriety, are useless to us. Don’t be fooled. People with class vote and realize that elections have consequences. People who have class do not make everyone and everything besides themselves an excuse or a scapegoat. Class is not a pricey pedigree, class is a costly adherence to one’s own conscious. You can accept this present lack of class, but you can never normalize it. We are better than this. Aren’t we?

One Out of Three Speaking Truth to Power by Dr. Brenda Wall

One out of three women on the planet is the victim of some form of violence against women including sexual assault, intimate partner violence and homicide. One in four girls in the United States will be sexually abused before age eighteen. One in five women will be sexually assaulted while in college. Sexual harassment rates are even higher. These numbers clearly indicate that it is not safe to be female. And yet, as women are recovering their voices and reclaiming their courage to speak out collectively against violation and trauma, what is most troubling is the prevailing denial, which is operative in mainstream America. The basic questions are rarely asked. Who is hurting women? Who is beating women? Who is raping young girls most at risk and then re-assaulting them as their declarations of tragedy are denied,

their reputations are scandalized and they are left to be objects of disdain yet again? No one seems to care that violence has generational impact affecting children and family. No one understands that bipolar disorder is a common emotional effort to cope with betrayal, trauma and invisibility. No one remembers that girls and women have another glass ceiling created by the one out of three men who exploit and threaten them; the one out of four men who molest girls; and the one out of five young men who prepare to solidify maltreatment of women during their college matriculation. We are complicit and yet are repeatedly horrified when girls and women have been caught, damaged and dumped. We too have been silenced as a mechanism for protecting their lives and also for protecting a privileged class. Anita

Hill represented an emerging exposure of this privilege, but it was too painful to face. So much easier to claim denial and perpetuate the defense of male privilege even with resulting shattered lives and disoriented family. Men beat women. Men rape women. Intimate partner violence consumes men. We know that boys are victims also and that women can sometimes be the aggressors, but the statistical conclusion points to hostile, entitled male privilege. There must be a new accountability for the one out of three men who are the dangerous perpetrators. We seem shocked when they are outed in our churches or in Hollywood or in the governorâ&#x20AC;&#x2122;s mansion. However, violence against women is as American as the intoxicating profit of the slave trade that built this country. It was once permissible for those, who

were in the White House or the Confederate Generals immortalized in stone, or magistrates meting out justice, to rape women and beat them into pleasing submission. We have proof in the melanin distribution that we see in America today. Somebody in power was beating women, raping women and smiling with their secret and not so secret pleasure. From Thomas Jefferson to Strom Thurmond, the sexual abuse and exploitation of young girls was acceptable to

powerful men, but not by those marginalized women. While the women of privilege, who danced with the powerful perpetrators, may have gotten a movie part or a room in the mansion, they too paid a high price. By contrast, it is the redeeming voices of Fannie Lou Hamer, of Anita Hill or the scores of women I see regularly in clinical practice, who bring a new message. Blamed for being victim; dishonored for bipolar badges of courage; dismissed into small spaces from which to navi-

gate the world, I join them and take this moment to speak to men on their behalf. Stop the trauma. The real psychopathology resides with you. You are the problem. Stop blaming us for your moral inadequacy and your failure to do your work of healing. You are not participating in sexual misconduct. You are a pedophile. You are a rapist. You are a broken man. Heal. Recover. And may the two out of three strong brothers join us in our demand for voice and for justice.

civic leader and member of “community royalty” in Texas. A name on a post office is of significance not only to the community but to the entire country. The constitution grants Congress many important powers, i.e., make laws, declare war, coin money, establish rule of immigration, courts and impeachment. Post offices in the United States of America are constitutionally mandated, which gives them authority over naming of our United States Post Offices (USPS). So, our Members of Congress, both past and present, Republican and Democrats are part of this distinct honor for the life, light and legacy of Dr. Price. Dallas is honored and especially graced with two

post offices named after renowned African American Pastors, Dr. CAW Clarke Post Office and the Dr. Robert Price Post Office. I was most interested in the number of post offices named after African Americans across the United States. There are quite a few. Mr. Chambers owned the Peoples Undertaking Company in St. Louis. History is addictive and it has no end. Once you get started with a tidbit of curiosity, you are smitten. The Gwen B. Giles Post Office is named after the first African American woman to serve in the Missouri Senate. She was born in Georgia in 1932. Dr. Robert E. Price, was a gentle giant, former Pastor of the New Mt. Zion Baptist Church for 42 years in historic Hamilton Park. (Look for the Dallas Coun-

ty Commissioners Proclamation online). The Robert E. Price Post Office is located at 8135 Forest Lane @Central Expressway in North Dallas. The Robert E. Price Post office is a cultural feature post office in Dallas County. Speaking with Dr. Price’s daughter, Pat Price, she mentioned her Dad’s 25 with a mortgage company, his inroads, influence and love for the Hamilton Park landscape, which he helped to create and sustain. Maxine Cash, a retired teacher, long-time resident of the area, remembers Dr. Price walking the neighborhood visiting all the neighbors. To all involved, thanks for the memories, the forever recorded history and the everlasting monument.

Dear Alma: I had a baby in my twenties when I was dealing with this guy, who was in the military, stationed close to where I live. I thought that we would get married and live happily ever after. Obviously, that didn’t happen. He relocated and eventually we stopped talking. He did however send money to take care of our daughter. I get a check in the mail from him every month and I’m forever grateful for it. I was heartbroken when he moved away and I don’t think I ever really healed. I was in relationships here and there and eventually got married. When that marriage ended, I just shut down. I let myself go and made some not so good decisions. I put on weight, because I’ve been depressed and I just try not to bring attention to myself. I’m a great cook and all my daughter’s friends and my family usually come over when they want a good home-cooked meal. Recently, a knock came on the door and it was my daughter’s father. He asked if she lived there and then he asked if her mother was home; he didn’t even recognize me. I just said that

she wasn’t home and that I’d give her the message. He said, “Okay” and I shut the door. I was so hurt afterward, I just cried and cried. I don’t know how to feel. I haven’t told my daughter yet, because I don’t know if I want to see him again. What’s your advice Alma? Should I give my daughter her father’s contact information or should I just pretend like he never stopped by? First, let me get this straight. Your daughter’s father consistently provides for her and although he didn’t stay connected, his coins come regularly to help you take care of her. He recently stopped by to reconnect, but didn’t recognize you and you think that’s enough reason to keep him away from her? Okay, I’ve gotta stop rightchia: I’m sorry Sweet Pea, I don’t mean to kick you when you’re down, but this ain’t about you. It’s about your daughter and her father reconnecting—period. Run to your pocketbook, pour out your belongings and give the contact information to you daughter, plain and simple. Now, scooch over and let me sit, here’s part two: Aint no doubt about it, it can seem like forever to spoon your way out of a dark, deep ditch, but you

can do it. Once you get started, your spoon becomes a spatula, the spatula becomes a ladle and then the ladle becomes a shovel—you feel me? What you thought you couldn’t do, suddenly becomes natural to you, but first you’ve got to change your mind, change your thinking. It’s been a long time since your old flame has laid eyes on you, that doesn’t mean you didn’t look the same. It just means he didn’t initially recognize you. Let that go, use it as the fuel you need to get back to your best. If you can’t find the strength in yourself, do it for your daughter. Whenever you get tired, don’t let “Ms. Easy” rule your decisions. Ms. Easy will lead

you back to eating fried chicken, mac & cheese a drinking milkshakes, but don’t do it. No excuses. Today is the day you are #sickntired of being #sickntired. Start walking. You own your mind and body; nobody should love you more than you love yourself. Stop allowing the pains of your past to deter you from making yourself a priority. Go find the happy you, the fabulous you, the confident you and reintroduce yourself. When you start healing your mind, your body will follow. And once that happens, a heap of friends and family members won’t recognize you, but that’s okay, because it’ll be for all the right reasons. Alma
