Meet our Mayor:
The Honorable Curtistene Smith McCowan
There are so many positive words you can use to describe this year’s South Dallas Business and Professional Women’s Club, Inc. Sojourner Truth Award Recipient because she has had such a positive impact on the lives of so many. Curtistene Smith McCowan is the Mayor of the city of DeSoto, TX. She received a Bachelors Degree in Business Administration from Dallas Baptist University and an Associates Degree in Business Management from El Centro College. She was employed by the Federal Trade Commission for over 32 years, and served as Senior Investigator for over 18 years. After more than 32 years of meritorious service, Ms. McCowan retired from the federal government on January 1, 2005. Ms. McCowan, along with several other outstanding honorees, will be presented at the annual V. Alyce Foster Trailblazers Luncheon on Saturday, April 22, 2017, noon at the Hilton Anatole in Dallas. She has been an active member of the Kirkwood Temple Christian Methodist Episcopal Church for 44 years, where she currently serves as Chair of the Trustee Board. In addition, she has chaired numerous committees, projects and initiatives for Kirkwood. Ms. McCowan was elected to DeSoto City Council in May, 2012. In May, 2014 and May 2015, her fellow councilmembers elected her to the position of Mayor Pro Tem. Since June, 2014, she has also served as Chair of the City Council’s Audit & Finance Committee. From 2006-2012, she served on the DeSoto Economic Development Corporation’s Board of Directors, serving as president for 4 ½ years. Currently, she is a member of the Advisory Board of Methodist Charlton Medical Center and serves on the Planning Committee for Methodist Health Systems, Dallas, TX. In addition, she serves on the Board of Directors for the African American Education Archives and History Program. A founder of Concerned DeSoto Citizens (CDC) -- a 501 (c)(3) non-profit community service organization, she has served as president and in numerous other leadership

roles since the organization was chartered in 1989. She is a past member of the City of DeSoto’s Charter Review Committee and the Dallas County Grand Jury. Ms. McCowan is also a proud graduate of the Leadership Southwest Class of 2015. Described as a passionate advocate for
Mrs. McCowan is a "rock star" at MMS. When she walks in the door, the kids all point and smile and say, "There she is!" as they run to hug her. It is an honor and a pleasure to have her be the namesake of our school. quality education for all students, Ms. McCowan has made a significant contribution to the advancement of education at the local, state and national levels. On October 29, 2007, Governor Rick Perry appointed Ms. McCowan to an unexpired term on the Texas Southern University (TSU) Board of Regents; in 2009, Governor Perry re-appointed Ms. McCowan to a full sixyear term (unanimously confirmed by the Texas Senate) where she served until May, 2015. Positions held during her tenure as a TSU Regent included 2nd Vice Chair of the Board, Chair of the Development and Legislative Committee and Chair of the Administration and Finance Committee. Ms. McCowan was the first African-American elected to public office in
DeSoto, when she won a seat on the DeSoto ISD Board of Trustees in 1990. She served two three-year terms as a School Board Trustee -- two of those years as president. Her skills and expertise were evident statewide, serving on numerous committees as appointed by the Texas Association of School Boards from 1990-1997. She served on the Statewide Panel on Student Skills and Knowledge for the Texas Education Agency from 1993-94. In 2000, she was elected as the Charter President of the DeSoto ISD Education Foundation Board of Directors and has served on the Executive Committee since 2001. In recognition of her 30 + years of volunteer service and commitment to education, the DeSoto ISD Board of Trustees voted unanimously in January, 2007 to name a school in her honor. The Curtistene S. McCowan Middle School opened in August, 2007. Currently, Ms. McCowan is an active participant on the DeSoto ISD’s Advisory Council. She has also participated in the district’s One-on-One Mentoring Program, the Discipline Management Committee and the Curtistene S. McCowan Middle School’s Site-based Decision Making Committee. Ms. McCowan is a former interview panelist for the prestigious Dr. Emmett J. Conrad Internship Program, sponsored by Texas State Senator Royce West. In addition, Ms. McCowan has been an active and financial member of Delta Sigma Theta Sorority, Inc. (“DST”) for more than 29 years. She is a Golden Life Member and has served in numerous elected and appointed leadership positions, including: President of Dallas Alumnae Chapter from 1999-2001; National & Regional Elections Committees, 2004 and 2005, respectively; Dodd Education & Support, Inc. Board of Directors, 2002-2011, Co-Chair of the 2003 Southwest Regional Conference; Southwest Regional Program Co-Coordinator from 2003-2005; Southwest Regional Social Action Co-Coordinator from 2005-2009; Southwest Regional Volunteer Services Co-Coordinator from 2009-2015; and the National Distinguished Professor Endowed Chair Task Force from 2013.

The Mayor is married to Leon R. McCowan (June will be 51 years), and they have two sons: Danny Sebastian (Angie) and Leon Curtis (Stephanie) McCowan. They are the proud grandparents of Tiana, Kirsten and Taylor McCowan. South Dallas Business and Professional Women’s Club, Inc - Since 1954, the South Dallas Club has worked to create and develop opportunities and encourage training in the business and professional worlds for women and youth; while fostering united action for improved social and civic conditions through activities in the United States and Africa. The membership consists of women who are college graduates, graduates of technical programs leading to certification, professionally licensed or certified owners, and co-owners, managers, branch representatives, executives, civil service employees in the administration area and youth interested in the business and professional world. African American Women and Police to join in forward thinking conversation
Where Do We Go From Here? Police and African American women in forward thinking conversation, is the name of a community event designed to recognize the past and move to the future. The Conversation acknowledges the broad spectrum of concerns regarding the Police and African American women and projects a narrow focus specifically on issues involving African American women and the Police. Attendees will jointly grapple with the realities/ factors of negative encounters between Police and African American women. In this setting, the two groups unite to talk to and with each other, listen and look ahead to a more positive future.

On March 24, Congresswoman Eddie Bernice Johnson hosted the 14th “Eddie Bernice Johnson Math and Science Lecture Series”, in partnership with the University of Texas at Dallas’, at Yvonne A. Ewell Townview Magnet Center in Dallas, Texas. The lecture series was started by the University of Texas at Dallas in an effort to expose Dallas-area high school students to career opportunities, and accomplished professionals in the disciplines of math and science. Due to the impending vote in Washington D.C. on the nation’s health care laws, Congresswoman Johnson was not in attendance. However, she sent greetings and remarks via her Director of Outreach, KL Newhouse, emphasizing the transformative

nature of science and technology and how it shapes the future. “Not long ago, Texas Instruments, right here at home, created the first micro-chip. That chip, about the size of a big moving box, was the first of its kind and it changed the world. Fast forward, and now micro-chips the size of your fingernail are hundreds and thousands of times more powerful. That micro-ship changed the way we think about and interact with the world around us. And so has been the rule of innovation. One discovery leads to another, and it changes the world around us.” High school students at Townview were able to listen and learn from two pioneers in chemistry and physics from
the University of Texas at Dallas, Dr. Walter Voit, Associate Professor of Mechanical Engineering; Material Sciences and Engineering, and Dr. Russell Stoneback, Assistant Professor in the Department of Physics. Dr. Voit, spoke to students about organic electronics, and the use of thermomechanic shape memory polymers with 3D printed microchips to repair nerve damage. Dr. Stoneback, spoke to the students about his career journey from garage band member to research scientist, and the intersection of space weather in the magnetosphere and musical manipulations of soundwaves with light. Ugly and Nuclear!!!

When one of the last great political presidents needed to make a statement and policy change via the Supreme Court, he did so by virtue of his finesse and favor. Lyndon Baines Johnson needed to put a Black man among the “Noble Nine”… And he did it. President Johnson went to Dallas native, Supreme Court Justice Tom Clark and struck a deal to have him resign his lifetime appointment. LBJ worked a deal for the purpose of inserting a civil rights attorney by the name of Thurgood Marshall. In this arrangement, Justice Clark’s son Ramsey was subsequently named Attorney General. The elder Ramsey’s retirement ensured that there was no conflict of interest, and made provisions for his son. Soon after Marshall was sworn in, President Johnson said that appointing Marshall on the Supreme Court was “the right thing to do, the right time to do it, the right man and the right place.” And I
would add it was done by the right political mastermind. Senate Majority Leader Mitch Mc Connell is no LBJ. Politically, McConnell isn’t worthy to be mentioned in the same breath. It wasn’t the work of a mastermind that brought newly robed Su-
cess should have worked. “In ordinary circumstances, the Senate has no time limit on debate. This rule allows for thorough consideration of the issues at hand, but it also makes filibusters possible. An individual senator or a small group of them can stop Senate business

In this tricky situation, McConnell decided to escalate the hostilities. He initiated a change in the

Senate rules so that only a simple majority would be needed to call the vote on Supreme Court nominees. This is the “nuclear option” that effectively ends judicial filibusters in the Senate. When the filibuster rule was in place, presidents knew that their Supreme Court nominees must win at least some support from the opposite side as insurance against a filibuster. This knowledge forced them to nominate middleof-the-road judges who could gain basic acceptance from both parties.” Thurgood Marshall was an exceptional jurist and the right voice for his time. And don’t get me wrong, Neil Gorsuch could end up being a far cry from what Donald Trump and the GOP expect or want. Gorsuch would not be the first to upset the ideological left or right that placed them on the court. Gorsuch may be the Conservatives’ worst nightmare. The problem ain’t as much with the man as it is with the process. The problem is that McConnell had the first and last ugly words of disrespect for the first Black President. You win the prize Mitch, but remember, God don’t like ugly.

I can’t say that however about my ex. She continued her shenanigans and ended up in and out of jail. She just recently resurfaced and isn’t doing well. She has AIDS and is asking my son to help her out. He just finished college and is barely making it on his own. He’s determined to help his mom and, from what his brother tells me, is giving her $200 a month. You know what that means? He’s short every month and I’m have to replenish

that $200 so that he can make ends meet. Which means I’m giving the woman who took me through Hell money every month. I’m pissed and don’t think I can take it much longer. I don’t want to alienate my son, but how do I let him know he is not in a position to help his mother and that he needs to back off and let this go? ways been there for him; don’t stop now. If it’s not a hardship, keep funneling the money. God is using you to be a blessing to your ex and a blessing to your son. I know it’s hard, but there’s so much more in store for you on the other side — the other side of this difficult circumstance. He won’t have his mother long, but he’ll always have the memory of how much his father, when faced with inexcusable circumstances, was always able to rise and stand tall as the man who took the high road. Let this one silently play out. When your time comes to be parked in the tough lane, and it will come, you’ll be overwhelmed by the river of blessings that will flow. Larger than anything you could have ever imagined or prayed for. Don’t consume your thoughts about our ex, support your son, all the way to the end. He’s gonna need you and you will have provided him with a clean conscious, that he had done all he could for his mother. You will allow him to be free from regret. What a blessing. On Saturday, April 8, 2017, Congresswoman Johnson hosted the 2017 Congressional Award Texas Ceremony for youth who have exhibited a willingness to voluntarily help others in the community, while reinforcing their own strengths in areas of personal development, physical fitness, and expedition/exploration in their communities. The event was held at SMU in Dallas, Texas. Dr. Michael J. Sorrell, President of Paul Quinn College, delivered the keynote address and offered an inspiring message about unity and servant leadership to the award recipients and all in attendance. “In this time and in this era we need leaders who understand that it is more important than ever to love something greater than yourself,” said Dr. Sorrell. “You are responsible for leading those who agree with you, and those who don’t agree with you. If you are going to stand up and hold yourself out to be a leader, then you are doing it not just for the group who sits next to you, you are doing it for those people you may never meet, that you may never see, who exist in neighborhoods that you may never travel, but they need you too.” Before the presentation of medals and certificates, Congresswoman Johnson spoke directly to the award recipients on stage. In her remarks she encouraged each of the young men and women to not limit themselves with labels, and challenged them to overcome every obstacle and any circumstance.
“Let me assure you, you can start from anywhere, and work to get to any place you want to get to, and this nation offers that opportunity,” said Congresswoman Johnson. “You have to make the most of your opportunities and the opportunities are there. I applaud you for coming this far and I applaud you for loving your country enough to do something positive. But I challenge you to love your country enough to give it your very best because it will be the results of your giving, that will determine how great this nation really is. You have a part to play, you have a responsibility.” The Congressional Award is promoted throughout the country by Members of the House who share with their constituents a unique opportunity to provide today’s youth with the tools they need to thrive as adults. It is the United States Congress’ first and only award specifically for young Americans between ages 14 to 23. The award is non-partisan, voluntary, non-competitive, and accommodates young people with special needs or disabilities who are willing to take the challenge. Participants earn Bronze, Silver, and Gold Congressional Award Certificates and Bronze, Silver, and Gold Congressional Award Medals. Each level involves setting goals in four program areas: Voluntary Public Service, Personal Development, Physical Fitness, and Expedition/Exploration.

Entertainment with PoJazz & Kulture Story and Photo By Eva D. Coleman Spoken word Artists Zemill and Verb Kulture doubled the pleasure with a two-night performance during The Black Academy of Arts and Letters’ (TBAAL) Poets n Jazz set on March 31 and April 1, 2017. Over 100 attendees packed the Clarence Muse Café’ Theatre on the second performance night, hanging onto every word, nuance, beat and breath. Verb Kulture opened the evening with the band playing the familiar tune, “Computer Love,” by Roger and Zapp. She led attendees in chants of “Techno Crack” followed by clever lyrics describing society’s dependence on electronic devices. She then took us on a trip to “The Ghetto,” with the band providing background music of that classic hit as well. With each word masterfully delivered was a sting of reality in which Verb caused one to pause and think, reflecting on the truths she laid out for all to hear, which hopefully will resonate. This early stream of thought brought us to a familiar act that always delivers. Creator of PoJazz, the fusion of poetry and jazz, Zemill is such the entertain-

er that requires audience participation. Whether the sensuality of his signature “Catwoman” or his impersonations of
characters Uncle T or Brother Deep, Zemill encourages all to reach out and touch or recall, giving a feel to remembrance of that which evokes laughter or gives pleasure. This show is for grown folks only. During the second set, Verb gave voice to Carly, a character that battles and overcomes the stigma associated
with Autism. The display was captivating and left the room in a quietness that was deafening, yet spoke volumes. Zemill introduced and provided samples from his latest CD, “Intimate Pleasures.” He also shared words from the pages of his latest book, “Love Unleashed.” It appeared many were moved by his performance, evidenced by the long line of patrons eager to purchase his merchandise afterwards…willing to make their PoJazz Experience last beyond the night. This brings us back to TBAAL. Whether a date night or simply hanging with friends, The Black Academy of Arts and Letters provides quality shows that allow artistry a chance to unfold. This platform elevates and celebrates artists such as Zemill, Verb Kulture and many others. From locals to those with international acclaim, coming soon with the Riverfront Jazz Festival during Labor Day weekend 2017, the entertainment spectrum is wide. National Library Week & School Library Month: FROM THE HILL

This week, we usher in National Library Week (April 9th – April 15th) to celebrate the contributions of our nation’s libraries, and those who have dedicated their lives to promote and maintain the use and value of these national treasures. As the current Administration puts forth harsh cuts across federal spending, now, more than ever, is the time to stand up for our nation’s libraries. For children growing up in working class households, libraries often serve as the only reliable source of affordable access to internet services and literacy-promoting materials. Some kids grow up without computers or books and libraries are for some, the only thing keeping kids from falling through the cracks of our broken education system. As your Member of Congress, I am dedicated to improving literacy in our district and throughout our country. It is a matter of not

just moral import, but of economic security for our nation. That’s why every year I lead an important, bipartisan effort to protect our nation’s libraries in conjunction with the American Library Association, called the Innovative Approaches to Literacy Program. My legislative efforts have resulted in the support of 146 of my House colleagues, Democrats and Republicans, to send a statement to those who write the budget, that we need to put our libraries and literacy – our children at the forefront of our nation’s educational priorities. While we celebrate the critical role libraries play throughout our schools and communities, we must also review how we remain the world’s leading economic power yet fail in our commitment to educate our youth. First sponsored in 1958, this year’s theme is aptly entitled Libraries Transform. Long gone are the days where libraries served the sole purpose of providing books for borrow. Today, libraries in schools, public spaces, and various academic institutions of higher learning are evolving to provide unique access to subscription-based catalogues and journals, internet access, video rentals, and literacy and technological skill acquisition. What has not changed, according to a re-
cent 2015 Pew Research Center survey, is the critical academic and community role libraries should play in educating both children and adults. Studies from the Department of Education and the National Institute of Literacy conclude that 32 million adults in the US (about 14% of the population) still cannot read – a static statistic from literacy rates 10 years ago. And according to the Department of Justice, “the link between academic failure and delinquency, violence, and crime is welded to reading failure.” Moreover, we know rates of illiteracy are inextricably linked to rates of incarceration disproportionately affecting minority populations and communities of color or the socioeconomically disadvantaged. So what does this all mean? What we can infer from study after study is that our communities of color and working class households are disproportionately affected in an adverse way when libraries curtail or shut down services altogether. Today, I call on my fellow Texans to become more vocal advocates about the issue of literacy in America, to visit their local library and thank their local librarians for the important thread they weave in the fabric of our nation’s promise to give every child a fair shot.
